The mass transit system in Dar es Salaam, capital of Tanzania, cost $150 million and provides transport connections cutting commutes by 2 hours for 400,000 people. 
Dar es Salaam has population 6 million and has grown eightfold since 1980. Four of five people live on the sprawling fringes in informal settlements that take a commute of over 2 hours to city centre. Dar es Salaam has chosen a bus system with dedicated lanes and areas instead of a metro which is costlier to build. The city has only four arterial roads with 2 lanes each way. Most of the growth is on the periphery and unplanned. The Dart System now in place separates the bus lanes from other traffic to reduce stoppages. The average journey from the centre to the terminus at Kimara is now down from 2 hours each way to 45 minutes.saving 50 hours each week for the average bus passenger.

Some of the coverage such as this report in the WSJ looks at the empty stands and the loss of ticket sales, the strict rules that limited movement and the restrictions, seeing the Tokyo Olympics as a strange sporting event. Yet for the billions of viewers on television around the world the Olympics brought some relief and sense of exhilaration from the daily news of the delta variant and the pandemic. In many countries such as India, Britain, Canada, the US and Japan, viewers followed their favored athletes for 17 days. The Japanese government was able to pull this off precisely because they took the safe and tested route of empty stands and televised viewing around the world. This was also a needed precaution because of concern within Japan and fears of spread of the Delta variant.  The restrictions produced results- as 400 infections were confirmed for 190,000 people working at the games. Few clusters emerged from infection in the Olympic village as daily testing and rules for social distancing and hygiene were enforced for 11,000 events. Nine out of ten Japanese watched Japan win 58 gold medals including 9 in judo alone. In terms of grit and resilience, and keeping a glimmer of hope and revival during the pandemic, yet not letting its guard down even for a bit, accepting moments of doubt at times, Japan has shown the way when things are tough.    ...

Gerlad Seib in the WSJ points out that other issues may be distractions, the no. 1 issue for Democrats in the U.S. is to get back the blue collar workers it has lost. One thing he says Democrats need to stop is to talk down to blue collar workers on cultural issues this can happen even without knowing it, as blue collar workers may sense it differently. He points out that the migration issue has divided the centrist parties as we point out in the insights provided by Jose de Cordoba in the article on Guatemalan migration in today's WSJ. This has happened in the U.S., Britain and in European Union countries such as Germany, France, Italy, and in Eastern Europe.  In the U.S. it is this drift to tech support, to pushing trade agreements such as TPP that hurt manufacturing,  and moving away from bread and butter issues of working families that have led to a drift away for Democrats from their usual base with working class people. The Labour Party in Britain has sensed this, and the CDU, the SDP in Germany are beginning to recognize that migration and austerity regimes for the economy need not be a distraction from basic issues with the end of the Merkel years, yet the Democratic Party is yet to find its footing in the U.S. ...

Surprise is that New Zealand ranks next to Kuwait at the bottom. The reason is the high cost of living and jobs not paying enough, fewer opportunities, a growing rich poor divide. New Zealand ranks high in the natural environment and climate, yet the cost of living is too high in relation to salaries. New Zealand ranked below global averages in worklife- in feeling fairly paid for work, seeing purpose in work, or liking workhours. By comparison Australia ranks ninth from the top- for the economy, compensation and work hours.

The US economy declined by 0.2% in the second quarter of 2022 or 0.9% on an annualized basis. What does this mean? NYT provides a look with a breakdown of where this comes from. Business and residential construction went down by 11-12% as they are interest rate sensitive sectors and the Fed has raised interest rates by 0.75 of a percentage point twice in 12 months. Yet consumer spending was holding up and increased by 1% in the second quarter. 

Fed chairman Powell told a conference yesterday that he still sees a pickup in spending in the second half of 2022 as buyer balance sheets are good, the labor market is strong, and wages are increasing.

US economic growth surged at a rate of 6.5% for the April to June period in 2021. This pushes the economy beyond its pre-pandemic size. Growth was lower than the 8.4% forecast of economists, yet strong enough to increase its size to exceed the pre pandemic level. It was powered by the business reopenings, vaccination drive, and the government infusion of pandemic aid to households and business. New restrictions after this summer for coronavirus following last year's pattern with extensive summer tourism and spread of coronavirus, could again slow the economy. All three women say it was a long and difficult journey. Women are now in parity with men in higher education yet in the Indian Civil Service women make up only 26%. Women can provide the empathy needed for development in smaller towns and villages as they take up positions in these areas early in their IAS career. More women need to take up careers in the Civil Service to provide the kind of leadership needed in running the country that India needs at a critical time in its move forward in development and modernization.

RICO prosecutions in Georgia for racketeering use a broader definition of the term. Mr. Trump's intent matters and Attorney General Barr's telling Trump that there was no substance to fraud claims.  WSJ says the state RICO law is broadly written giving the state prosecutors more latitude than federal prosecutors when pursuing alleged criminal enterprises.The Georgia RICO law on racketeering say defense lawyers is unconstitutionally vague and overbroad. Yet the state's highest court has upheld the law and cases have been filed and successfully prosecuted in Georgia. Most recently by prosecutor DA Fanni Willis against 35 school officials and teachers for a test cheating scandal. Of 12 charged in that case 11 were convicted, one acquitted.

Immigration declined in the 1920's so that when FDR became president it was easier to build a working class coalition. After 1965 when president Johnson signed into law a bill that allowed family unification it was seen as not adding significantly to legal immigration. Yet in the period after 1965 millions of immigrants entered the US. This writer says the Democrats have forgotten that FDR built the Democratic worker base when immigration was not an issue. Today the rise in immigration has muddled the Democrats efforts to build back the working class coalition of FDR, with loss of support from workers and non college educated people who see migrants crossing the border as a serious problem.

The WSJ looks at $110 billion in projects which get financial support from the US government under the climate law of the Inflation Reduction Act. Many of the projects are being done by foreign companies. Panasonic is planning a third battery plant in the US and will get $2 billion in tax credits from the US government. Other companies are from South Korea such as LG, and from China. The intent is to build a US supply chain that depends on factories in the US and creates jobs in the US, yet because the US supply chain is so undeveloped with so little attention paid to it in the past, foreign companies will be needed.

Kids are eating and having full bellies so they can go learn and women are making their own healthcare decisions,” Walz says. Ranil Wickremesinghe of Sri Lanka, both Finance Minister and Prime Minister during this economic crisis, says to The HIndu in this interview- "It's hectic, this is a new experience. I am working eight days a week." He says he will firm up the staff level agreement with the IMF by June. Then he says comes the debt restructuring plan that gives a clear indication of what Sri Lanka has to do. By July there will be also the interim Budget.  He said "I must say that Indian assistance has helped us get through these difficult times." He says in addition to the $3.5 billion he is hoping to get another $500 million assistance for fuel. On austerity path Sri Lanka faces he says we have agreed with the IMF that vulnerable groups will have to be supported. He said if we look at what are called tough conditions, even if the IMF were not there, we would have to do it. The advantage of going with the IMF, you get something or everything. If you were to do it on your own you get nothing. On austerity he said yes there has to be austerity but we want it to be for the short term, so that even if 2023 will be a difficult year, in 2024 we can start moving. On the Adani investment of $500 million and Mr. Modi, he says  that he emphatically welcomes it. We need it at this moment and it is a good sign that investors are coming in, said Wickremesinghe. Look he said if anyone else in India wants to invest another $500 million I am not objecting. He said Sri Lanka needs to use its potential for wind energy which is big. ...

Another problem appeared to be that power was concentrated in the husband and wife couple of Murrell the party's former chief executive who helped the party's electoral prospects, and Sturgeon as deputy leader. For much of the time party insiders say loyalty to Sturgeon after she headed the government, meant there was no effort to modernize the party with the growth in membership, and no serious discussion about this. Stuff got steamrollered. One insider says party leaders were inexperienced in handling a party of this size and did not realize that these problems would build up. It also reflects the support given to challenger Kate Forbes for the leadership election. What it means for Britain is that Labour and the Conservatives can count on Scotland, formerly a base for Labour, to give the leading British parties a decent chance in the next election on cost of living and public services issues. Issues that are uppermost in the minds of people in Scotland, to gain an overall parliamentary majority to tackle the issues of health, education, public services and climate change after the pandemic. ...

The back and forth exchanges happened with Democrats Adam Schiff and Hirano. With Padilla Pam Bondi was not given the opportunity to respond as he insisted on a yes or no answer. Democrats Schiff wanted to know whether she would investigate Lynn Cheney or Jack Smith. Bondi said she had not seen the file and it would e improper for to say anything without studying the matter, and that she did not want to drag politics into the work at the Justice Department as had been the situation before.
