The action was taken by General Dyer in 1919 and aroused great deal of Indian sentiment against the British rule in India leading to the Independence movement under Gandhi. Dyer's troops blocked the narrow entrance to the garden and fired 1650 rounds into an unarmed crowd blocking all 5 exits. More than 1000 people were seriously wounded. A curfew prevented any help going to the injured.

The president's Council of Economic Advisors puts out a report on the homeless in California that makes points that both sides, liberals and Trump supporters can agree on. It says California has 12% of the population of the U.S. and half the unsheltered homeless in the country. The blame for the housing situation in the state is placed on "not-near-me" residents that want to prevent housing being built near them by supporting strict environmental and zoning restrictions. Residents selfishness looking at only their own interests and keeping out newcomers is seen as the problem behind the lack of new housing units. The tech industry pushing up housing prices has further aggravated the availability of affordable housing leading to a worsening of access to decent housing in the state.

Years of civil war till 2003 and the shortage of funds mean that even basic equipment such as X ray machines and blood testing equipment are lacking in Liberian hospitals. More evidence in Commerce Department trade figures that president Trump's strategy of imposing tariffs on $200 billion of Chinese goods and renegotiating trade pacts with Canada, Mexico and South Korea was not sufficient to reverse the huge U.S. trade deficit. The international trade deficit in goods and service increased 19% in December from prior month to $59.8 billion. Excluding services that U.S. sells to foreigners such as tourism, intellectual property and banking, the deficit grew to $891 billion the largest on record.

Mr. Trump's tax policy of increasing the fiscal deficit increased growth in the U.S. at a time when the rest of the world economy was slowing leading to higher demand for imports, and the 4 increases in interest rates by the U.S. Federal Reserve helped strengthen the U.S. dollar that pushed up imports.

Some of the pension changes are being used to finance an expansion of the military budget. Social justice is seen as at risk in France in a society that is socially fragmented.

Announcing that he would not attend the COP27 Summit in Egypt and then deciding to go shows a lack of commitment, says Mark Landler of Rishi Sunak's decision to finally attend the climate change meeting. Mr. Johnson is remembered for his clear support at COP26 in Glasgow and he will be attending the meeting in Egypt as a private citizen. The demotion of Mr. Alok Sharma by Sunak after his role in organizing the COP26 Summit in Glasgow also does not help. Safety checks at Norfolk Southern are the subject of this report in the WSJ. The derailment of a freight train leading to spill of toxic chemicals in Ohio on Feb 3, 2023, led to concern about the safety practices at American railroads in the efforts to cut costs. The National Transportation Safety Board has opened a probe into the safety culture and practices of Norfolk Southern. One practice called PSR or precison scheduled railroading has been used by railroads in America to cut costs. This means fewer employees, longer freight trains as long as 3 miles, and fewer locomotives. The result is that employees count went down from 159,000 in 2011 to 115,000 in 2021 a drop of 28% even when freight dropped by 11%. This increased profits resulting in higher dividends and stock buybacks, with a heavier workload and less time off  even for sick days until a threatened strike. President Biden intervened to set a new pay and work deal and an element of fairness for workers. ...

It was a concept started by a Goldman Sachs investment banker Mr. O'Neill at a different time in 2010. OPEC and Russian oil producers are planning to increase oil production by 400,000 barrels a day for each month through 2022. Demand is increasing with economic recovery and this will lead to higher oil prices. Oil prices are now $80 a barrel in October 2021. Shortages of natural gas and high prices are leading power generation companies to use oil in place of natural gas. This will increase demand for oil by 500,000 barrels a day. Oil export revenue was cut in half to $119 billion for Saudi Arabia in 2020 and Saudis want to see higher prices to make up for lost revenue. OPEC + that includes Russia decided to end a price war during the Trump administration and this time have designed a strategy that will gradually push up prices. In recent years shale oil producers in the US quickly responded to higher prices of oil and increased production. After the pandemic in March 2020 American shale oil producers in 2021 are not increasing production. This gives OPEC+ better ability to set oil prices at higher levels. ...

This Times leading article on UK government's coronavirus policy says it is inconsistent, and a muddled effort just as the third wave is accelerating. It asks the public to be cautious when going outside and still opens nightclubs with covid passports not required till the end of September. By August cases could reach 100,000 say experts so that the nightclub and bars reopening can only fuel the rise in cases. The British government must be aware that the Netherlands opened nightclubs and bars in June and this led to a sudden jump in cases with 40% of new cases coming from nightclubs.  The policy is undermining public confidence. It is doing this at the same time as it is asking people to self isolate for 10 days. The policy also does not require covid vaccination pass for all events and for shops and restaurants as is being done in France and in other countries on a regional basis as in Germany.

Biden brought Japan and South Korea together reminding them that their differences over wartime occupation can be overcome, leading to the US, Japan and South Korea forming  close cooperation in 2023. After all it was the US that helped setup the democratic framework in the two Asian neighbors after 1945. This story shows how the problem of South Korean and Japanese technologies illegally transferred is being tackled by both countries in 2023. One of the leaders who has emerged with solid skills and with patience, firm resolve is Olaf Scolz, former mayor of Hamburg, finance minister and deputy chancellor. He is leader of the SPD and has a shot at chancellor in coming years. His hard work has led to increasing popularity during the pandemic and he is in charge of disbursing the euro recovery funds for recovery of Germany and the rest of Europe.  Being labor minister under chancellor Schroeder in 2003 did not help as he tried to sell Schroeder's labor reforms with harsh cuts for welfare recipients and he ended up looking like a bureaucrat and someone doing somebody else's work.  But hard work persistence in doing the work that mattered has helped him regain respect in Germany.
