With about one fourth the population of California Michigan has done approximately 100,000 tests, compared to about 213,000 in California. This is about twice the rate of testing in Michigan- with the help of the U.S. government- compared to testing taking place so far in California. The lack of aggressive testing in California could also mean there is a lot that remains unknown about the extent of the spread of coronavirus in California. 

That Governor Newson ordered New York to shelter in place on March 19, 3 days after the stricter stay at home order in France on March 16 requiring a document to show police to go outside, shows California like the rest of the country was not that much different. Beaches were packed in California on the weekend of March 15. A lot remains unknown at this point about the spread of the virus. The urban sprawl areas in Michigan are as hard hit as Detroit.

The International Monetary Fund estimates global growth in 2021 at 5.5%. It also says that government support to support the economic recovery is essential calling for the strong stimulus being done in the U.S., Europe, Japan, India and other countries.

The IMF also cautions that everything depends on controlling the pandemic. There is special concern for countries in Africa and Latin America where vaccine supplies are needed.

The chief economist of the IMF, Gita Gopinathan, says India will see growth of 11.5% in 2021. The head of the IMF Kristalina Georgieva, says India has acted quickly to control the pandemic, considering the size of the population and its density.  The vaccination drive with 2.3 million healthcare workers vaccinated and 300 million to be vaccinated in the first part of the campaign, Georgieva says shows that steps are being taken for a strong recovery in 2021.

In Biden's address at the UN General Assembly he talks about climate change and Covid-19, and a foreign policy that brings together US and its allies in Europe and Asia. He said "the next decade will quite literally determine our futures."  He encouraged "competition" but he stressed he was "not seeking a new Cold War or a world divided into rigid blocks." Biden also said the US would spend $10 billion to end hunger and invest in food systems around the world.

Biden also increased US commitment for developing countries to reduce emissions to total $11 billion by 2024- in a recent interview Indian finance minister Sitharaman says India has done its work for COP21 emissions entirely without US or other funds.

In a few days Biden will hold a Covid summit where he will call for vaccinating 70% of the world's population.

The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.

Biden was able to get the US on track for huge investments in infrastructure, chips, climate change, renewable energy, cost of living help, of trillions of dollars. Over half of all Americans don't care about age, and many voters see it as benefitting the country because of the experience. In Biden's case the longest serving Senate record in the US means getting things done. It all depends on the choice voters have. With Trump 78 years old as Election Day approaches, and Biden 81 years, the difference between the two becomes slight- result a wash. If Mr. Trump brings it up as "sleepy Joe" as he did in 2020 it may sound as old hat. A polling research firm Navigator showed Mr. Biden to a group and found 35% approval on the grounds of age, after being shown the State of the Union address with a feisty Biden energized to take on the Republicans the approval jumped to 55% on age alone. Other experts point to the deciding factor being not age but accomplishment. It is true for all Democrats and for the significant voting group of Independents and Moderates. The Ukraine war with increases in prices of oil and natural gas, and food imports has hit Bangladesh hard.  The currency has declined by 20% which also adds to the cost of imports. The government of Sheikh Hasina is seeking $1 billion each from the Asian Development Bank and the World Bank.  It is also seeking $4.5 billion for budgetary and balance of payments support through the new Resilience and Sustainability Facility set up by the IMF. The government is doing this in advance to avoid a situation in which most of the tax revenues go to paying for imports at high prices with little left for spending on development needs. Bangladesh imports cooking oil, wheat and other food, as well as fossil energy. The current account deficit is $17 billion and the foreign exchange reserves are about $39 billion in July, down from $45.5 billion in 2021, enough for 5 months of imports for a nation of 160 million people.  Action is being taken to curtail use of air conditioning at mosques. Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed which would cost billions of dollars. Opponents say this would bankrupt Berlin. Supporters say not enough is being done. If approved it goes into effect immediately. Supporters include the Sustainability Group at Humboldt University, Germany's national cyclists association. They say Berlin has 52 acres of available land in Brandenburg that could be used for wind energy. ...

NYT columnist David Brooks says Biden will be judged in the long run by what he has done to bring the two parts of America together that have drifted apart -one educated, affluent, city based and the other less educated, poorer, living in smaller towns and rural areas. One from the professional classes, and college educated that benefited from the tech boom, the other from working classes that felt the brunt of the shift of jobs to China. Biden is old enough to remember his emotional mentor Franklin Delano Roosevelt who faced a similar split America with farmers in small towns and workers who lost jobs in the Depression on one side and the smaller affluent classes of professional workers, small business owners in the earlier tech boom of the 1920's. Biden's father experienced unemployment and had experiences as a blue collar worker in Pennsylvania after business failures. US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." The misinformation on vaccines has made people who normally would be open to getting vaccinated a bit leery. Because of the flood of information spread in today's hyper sensitive news environment, including misinformation. Tavernise describes how different people in the US tackle the decision to get vaccinated or not and how this leads some to simply postpone getting vaccinated. Britain tackled this problem of spreading misinformation on vaccine effectiveness or risks early. It also helped that in Britain there is a very high regard for the National Health Service, the NHS. In Germany and also in France there was increasing skepticism in the beginning, yet this is reversible as there is growing recognition of the benefit of taking the vaccine in Germany and France. Gradually without thinking too much about it this changes us over time whether it is trying to meditate, do yoga or some other exercize, tackle some priority, or do something fun that is also vitally helpful for our growth and development. ...

The Paris climate change agreement involved 195 countries. Agreed to on December 12, 2015 it was seen as a major step forward to limit global warming to 2 degrees celsius or 3.6 degrees Fahrenheit. Progress has been slow in taking action since then. Because of covid 19 the Glasgow conference was cancelled. Hope stems from the goals set for carbon neutral economy of Japan, the EU, UK, China, and the U.S. as it enters the agreement after withdrawing.  Much will depend on action taken as the pandemic has pushed economic goals of recovery to the forefront. As India has shown in renewable energy, particularly in solar energy targets and bold vision, there is a lot that can be done by each country acting on its own without the hype of the agreement. India now sees huge opportunities in solar energy because it is cheaper and pollutes less than coal. This is a game changer that comes from investing in new technologies and taking advantage of India's abundant access to sunny weather and the lower labor and other costs. ...

The simple fact that other countries are subsidizing heavily the early period for building a new industry, as Taiwan has done in semiconductors, China in solar panels, and European governments in other industries, had serious industrial implications that were ignored for too long. US president Biden is following the same approach to bring back American leadership in manufacturing of semiconductors - supporting and nurturing American manufacturing. The unavoidable fact is that tens of billions of dollars are needed in risky bets on semiconductor manufacturing that is feasible only with the help and cooperation of governments. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. German chancellor Olaf Scholz is on his first trip to Africa. He called for serious attention to problems of food and energy supplies, energy prices, in African countries. He visited Niger, Senegal, and this interview with DW.com was done in Johannesburg, South Africa. Scholz called for European countries to assume responsibility for their colonial past and to increase food supplies to Africa. He said "it is obvious that a lot of countries are suffering from this war" with the grain shortages that are hitting Africa hard. India protests actions by Canada's Trudeau for his support of separatists in Canada. India is a nation of many communities and languages and it does not approve of efforts to separate parts of the country in the way the US has done from the period of the Civi War and Lincoln, and as seen today in Spain, or in the efforts to reintegrate East Germany into West Germany after the cold War. Trudeau belongs to Quebec, a French Canadian province that is part of majority English Canada. Canada's very existence as a federation depends on this nonacceptance of separation of Quebec. It was not long ago that General De Gaulle used the language Vive La Quebec on a visit to Canada leading to protest all over the world and Canadian provinces respecting the integrity of Canada. Asians are highly overrepresented. Hispanic communities are underrepresented in the UC California system colleges but still make up more than whites at 36% of the UC colleges. Whites make up about 17% and are also underepresented. There are imbalances all around and large investment is needed badly at the public school levels to motivate white and minority students who have fallen behind. Strengthening reading comprehension skills by pouring in new resources is a first and fundamental step to give whites and minorities a better chance- it can be done. There are three times as many white families that make less than $50,000 a year as Black and Hispanic families showing huge income gaps in the white segment. Universities by taking into account socioeconomic factors can help bring a more diverse socio economic class than a racially diverse class. This helps the white community after the outsourcing of US manufacturing and shrinking of the white middle class from being highly underrepresented in universities. The black communities have about 2% of the UC colleges with about 5% of the California population. ...

Peggy Noonan says that Trump's group has broken from the Republican Party. She also describes the Republican party as broken, that it cannot look to the past or 1980. She says two unwon wars, with one a catastrophe, and a great recession are enough to break any party. Worse the top of the party believes in things such as immigration, trade, entitlements, that the bottom doesn't, says Noonan. You have a situation where the base has left the party leadership. She describes Hillary Clinton as having a web of relationships and arrangements from the past, and with the idea that is popular among Republicans that she is only interested in acquiring power. Sanders is respected by Conservatives for his sincerity. Noonan sees God's role as chastising in this election, reminding people about what can go wrong and what needs to be done as the damage is surveyed for democracy and the country. The only reason for hope Noonan sees is in the way the 2016 U.S. presidential election is turning the decision over to the young people of America, who can decide who shapes the future. ...
