Bundesbank President Axel Weber told German lawmakers that Greece may need as much as 80 billon euros to avoid default. He said Greece's situation is deteriorating and "the numbers are changing all the time." Weber is a member of the ECB's governing council and a leading candidate to succeed Trichet as ECB President. At a time of online retailing one retailer, Irish retailer Primark in Europe, has stuck to analog and retailing with bargain clothing in stores. It has avoided the online trend since its founding in 1969. It has about $10 billion in sales in Europe and plans to open 26 stores in the US.  Clothing for men and women and children that costs $10-$20 can be found in these stores. It is useful at a time when Europe and the US are facing a cost of living crisis. And when Bangladesh clothing factories are suffering from a one third drop in sales bringing the country's foreign exchange dollar reserves crisis levels of $26 billion.

It is Dublin based and owned by ABF Foods a British company, that is in turn owned by a Weston Canada family. Like Inditex based in Galicia it is based in a smaller European location. It has one third the sales of Inditex's Zara and half of Sweden's H&M.

China has scaled down the Belt and Road Initiative and is reorganizing the effort to introduce risk controls and reduce lending. China's preferred approach in an increasing interest rate environment is to extend the maturity of loans. Yet the climate change disasters and rising rates have put many countries into a highly indebted position. China no longer touts the Belt and Road as a way for developing countries to advance their economies and infrastructure development.

Attal has served as city councillor in Paris, party spokesman, budget minister, education minister before taking on the job of prime minister. Macron is completing his second term as president. Macron has struggled with low approval ratings for most of his presidency. At one time before 2017 his popularity was about 60%. Since then it has fallen steadily. After being reelected his attempt to pass the law for raising retirement age led to large protests. Macron's ratings are in their twenties after avoiding parliament to pass the law on retirement age by executive authority of the president.

A WSJ study showing the plans offered under the new U.S. Health Care Law in the state of Oregon. For young people ages 18-34 earning about $17,000 and uninsured the law offers a bargain with insurance premiums monthly at about $52 and deductibles as low as $100, because of higher subsidies. The situation changes at incomes of $29,000 when the deductibles are about $6300 and the premiums per month at about $147 a month, because subsidies are much smaller, or deductibles dropping to $2500 at $172 in monthly premium. The federal subsidies disappear for single people under age 30 earning much more than $26,000 because of the way the law places them to specific plans on each state's exchange. According to the U.S. Department of Health and Human Services, there are 11.6 million people in the U.S. ages 18-34 who are uninsured. The federal government has to get as many of these people to get insurance so that the cost of medical care for the elderly can be supported.

Google dominates the online ad business in every aspect and segment of the business in the way Standard Oil dominated the oil business more than a century ago. Under Theodore Roosevelt that monopoly was broken up. Today Google operates in an environment where foundational anti-monopoly legislation has not been written for about 100 years says this report in WSJ. The Sherman Act of 1896, and the Clayton Act of 1914 form the foundations of anti-monopoly legislation. The Clayton Act was last updated in the 1970's. For 50 years no update has been done leaving the ground open for unfair advantage and conditions that are harmful to the American people say members of Congress sponsoring new legislation.  The Cruz-Lee-Klobuchar-Blumenthal bill would prohibit companies processing more than $20 billion in online ads from participating in more than one part of the online ad ecosystem. The unemployment rate of 5.9% in the US in June 2021 is still higher than the pre-pandemic rate of 3.5%. It is also different in other ways that are not so apparent. There are 9 million Americans looking for jobs. They are also looking for jobs outside industries that were hit hard during the pandemic, or pursuing better jobs with less commute and more remote work, and jobs outside of warehousing which requires less of the skills and training they have or in remote locations far from where they live. Economists like to use terms such as "mismatch" to describe this as in this report in WSJ. This does not bring home to us the enormous human toll of the pandemic. A recent survey of US workers for April by the Federal Reserve Bank of Dallas found that 31% of people do not want to return to their old jobs up from 20% in July 2020. One in three from one in five last year are looking for something different than the the jobs that were hit hard in each successive wave of the coronavirus pandemic. Other surveys have found that 70% of workers who last worked for the leisure and hospitality industries are looking for something in a different industry. Leisure and hospitality that includes restaurants and hotels, airports, were hammered in this pandemic. And 55% of job applicants in one survey were found to be looking for remote work. Economists also see the macroeconomy in terms of supply and demand for labor, in terms of interest rates with low interest rates as a way to tackle unemployment, yet this has limited value in real life situations in the economy when it is affected by a number of factors, including some unusual factors such as the pandemic and man made events such as the global financial crisis of 2009 from banking missteps. The federal government has to take steps of its own to support Americans as these changes take place in the economic situation and Americans are in need of help with adjustments. ...

Analysis of 126 public pension plans by the National Association of State Retirement Administrators shows an average target rate of 7.68%. New York State Common Retirement Fund, third largest by assets, says it plans to drop the assumed rate of return to 7% from 7.5%. A drop of 1% boosts pension liabilities by about 12%, accoridng to the Centre for Retirement Research at Boston College. It means workers are required to contribute more to the pension funds for the same level of benefits, especially as lifespans grow and more Americans retire in an aging population. Other options are for states to cut payrolls and expenses. This is a positive step as it makes the assumptions realistic and improves the fiscal stability of the funds. The largest pension fund, California Public Employees Retirement System is considering dropping its assumption to below the current level of 7.5%. The lower assumed rates of return are not enough say critics, who cite the 3- 3.5% returns assumed in the 1960's for cash and bond based portfolios. The Laura and Arnold Foundation's Josh McGee says it is still not realistic. Retirement systems median actual return was 3.4% for 12 months ending June 30, 2015. Expert panel of actuaries and pension specialists says the right level for assumed returns is about 6.4%. Companies in the Fortune 1000 have already dropped the figure to 7.1%, from 9.2% in 2000, according to Towers Watson survey....

The graphs show some striking results for the nation's trucking industry. Leading trucking company YRC Worldwide inthe LTL less than truckload niche of the trucking industry shows a 90% decline in shipping volume and has seen its shares decline by 90%. It is having problems with more nimble regional competitors as it strugggles to complete amerger of Yellow with Roadway trucking companies. In the midst of this merger it has been hit hard by drop in shipping volumes. Formed by a series of acquisitions YRC has 60,000 employees and 25,000 trucks with 25% of the LTL market. Other companies feeling the dramatic drop in freight shipping are UPS with a decline of about 40% and Fedex a decline of 50% shown in the graph. Union Pacific sees a decline of 5% in freight volumes for 4th quarter. Its the same story at the other railroads Norfolk, Burlington, and CSX. And ocean transport is showing a drop of 7% for the January to September period 2008 over 2007 for shipping containers entering the US through the top 10 container ports, according to HIS Global Insights. And the credit crisis is choking off credit to trucking companies, with 4000 of the 200,000 for hire trucking concerns in the US expected to fail. ...

Over zealous interpretation of data privacy laws is leading vaccination workers to in Lower Saxony state of Germany to guess people's age by their names. The Deutsche Post database used for finding names of people over 80 years only partially includes date of birth. Health ministry of Lower Saxony admits that not all people will receive letters for vaccination who are over 80.  Official records are held by 5283 local authorites across the country. Once again say former federal commissioner for data protection and other data protection officials, "the false impression is created that data protection is the highest good and prevents necessary measures." Post office data should not be used and minimal access ensured for vaccination purposes with a little common sense.

South Africa feels a sense of relief as omicron cases follow a pattern of very steep upward increase, followed by a short period of a month, and then a very steep decrease. Cases in South Africa with a population of 60 million, about the size of Britain, dropped from 27,000 at the peak to about 15,000 on December 21, 2021. The area around Johannesburg was hardest hit. The median age is 27 years in South Africa, 40 in UK and 43 in Italy. With younger populations in India and parts of Asia South African population demographic is closer to India than it is to Europe where populations are much older. Scientists do not want to extrapolate from the South African experience with Omicron for this reason. Immunity from vaccination and prior infection could be contributory causes to the less severity of omicron say NCID scientists. "In South Africa this is the epidemiology. Omicron is behaving in a way that is less severe," says Dr. Cheryl Cohen, of the National Institute for Communicable Diseases (NCID). "Compellingly together our data really suggest a positive story of a reduced severity of omicron compared to other variants," he said at a conference with other scientists on Wednesday, Dec. 22.  ...

The real estate bubble in China continues to grow even after th pandemic. Local governments depend on land sales for about 60% of their revenues. The government in Beijing also is unwilling to let prices decline too much because this could create unrest. As a result households have continued to add second, third homes in speculative investment. Unlike the U.S. where households invest in the stock and bond markets and residential property investment is one of several options, in China this is the only option people believe. The notion of continually rising prices is built into the mindset in China. This is happening even as those who do not have homes are still priced out of the market, and those with savings are pouring them into housing, more so as people save more in 2020. This can be seen in the vacant homes rising to about 40% for those buying second homes. People are also taking on more debt with consumer, mortgage and other debt of households getting close to 60% of the country's GDP, a high leverage ratio. This also means there is less capital to invest in productive investments in industry as more and more savings are tied up in housing with large vacancy rates meaning the housing is not even being used. Young men as a demographic group are optimistic about the economy even with high interest rates restricting housing access. Young men supported DJT in 2024 by 15 percentage points 57% to 42% giving the president an edge. Overall on foreign affairs messy international disputes, on immigration and hurdles in resolving returning migrants to home countries, they are considerate about what difficulties the president faces. They are optimistic about president DJT and his ability to handle tariffs, inflation, and the economic growth that will improve their lives in the coming years.

The companies that run US ports are based in Europe and Asia. US dockworkers are fighting for a 77% pay raise over 6 years. Harold Daggett is leading the fight for the dockworkers. The port operation companies offered 40%. Negotiations are going on with the Biden administration seeking a settlement that is fair to workers left behind in previous wage negotiations, and following other strikes of the United Auto workers and other unions. The UAW was able to gain a fair settlement with president Biden joining the picket lines, a first for any American president.

Sweden's Foreign Minister Maria Stengard says Swedish analysis Russia's economy is much weaker than official estimates show. She says one should not underestimate Russia, as well as not make the mistake of overestimating Russia. It shows Russian central bank interest rates set at 21% in 2024 when interest rates were 10%, suggesting that inflation was much higher than the 5% official figures. The minister also points out that instead of growing by 13% as official figures reported Russian economy had declined by 8% over 2020 to 2024. British government estimate is that the losses from the Ukraine war are $450 billion. Official growth estimate for 2026 is 0.4%, even with higher oil prices. About 1.2 million men were lost in the war in Ukraine, and this affects Russia's productive part of the economy.  A new package of $106 billion has been approved for Ukraine by the European Union. EU stands with Ukraine. Stengard says Russian elites are in favor of ending the war before it does serious irreversible damage to the economy. This is also shown in the article on Russian economic conditions in the NYT today by Russia's Mikhail Zygar with Putin about to make changes and end the war in January 2024 to reverse the downward course in the economy after over 3 years of war since Feb 24, 2022. Not much is changing on the battlefield as both sides are at an impasse. So that continuing the war makes little sense for the two countries and a pullback, geting to a peace agreement, open minded negotiations, makes real sense. ...

Data from India in a large study shown in Science magazine show useful findings. Only a small number of people cause the wide spread of the coronavirus. This study covers the two southern states of Tamilnadu and Andhra Pradesh with total population of 128 million. Contact tracers in the 2 states reached about 3 million contacts for the 435,000 coronavirus cases. Researchers analyzed data from 85000 of these cases where enough data was available with 600,000 contacts. Some interesting findings are- About 5300 children infected 2500 contacts among other school age children showing children in schools can spread the virus. About 5% of the people account for 80% of the infections detected by contact tracing. 71% of the people did not seem to have transferred the virus to someone else. Median hospital stay is only 5 days much less than in the U.S. The number of deaths in India is much smaller than the U.S. less than 100,000. 5.2 million people out of 6.2 million people have recovered.       ...

This interview with Indian Health Minister, Harsh Vardhan, by Amitabh Bachchan and Anant Goenka of the Indian Express covers a range of questions including India's low fatality rate for coronavirus of 1: 46, its vaccination programs for polio, malaria and other diseases long before the pandemic for a population of 1.3 billion people, respect for healthcare workers, and the distribution of the new vaccines under development in India. Vardhan says there are of the 100 vaccines being developed 30 are in India,and of the ones nearing approval 5 are in India.  India makes 60% of the world's vaccines and its distribution capacity for such a large population has been proven many times. During this coronavirus months of preparation are going into reaching the whole population including remote parts in the mountainous areas. Vardhan says the plan is to vaccinate about 30 crores or 300 million people by June-July 2021 out of a total population of 135 crores or 1.35 billion. The vaccination will start with health care workers, moving on to essential service personnel in the military, police and other occupations, and to vulnerable parts of the population based on age and health conditions. Vardhan who is also the chair of the executive board of the WHO as India's representative, says the prime minister is personally holding two 3 hour long meetings to monitor the preparations for the vaccine and its distribution. Vardhan lists the achievements of the Modi administration and the quality of leadership provided by the prime minister- 2100 testing labs, 97% of the country having a testing facility within 3 kms, testing 1-1.5 million people each day, 1 million testing kits produced daily, 2 million beds in India with oxygen support or in ICU, 13,000 quarantine centers. By personally visiting the vaccine development facilities in Ahmedabad, Pune and Hyderabad, the prime minister also directly supported and encouraged scientists and their efforts. ...

The dire situation for basic education in the U.S. states during the pandemic in 2020 and what this means for children growing up is the subject of this WSJ report. Early retirements and quarantines have forced some school administrators to have parents, even bus drivers to conduct classrooms with children. Asymptomatic teachers are allowed in classrooms. Public school employment in U.S. in November was down 9% from February lowest since 2000, according to the Bureau of Labor statistics. The shortage is compounded by layoffs of support staff such as teachers' aides and clerical workers, leaving the burden to be taken up by teachers.  More than 40 states in the U.S. report shortfalls in math, science and special education. The worse off states include Arizona, where school districts were not able to hire certified teachers for 78% of 6,145 open positions in August, and one third of the positions are still vacant. This report looks at the situation and the damage as teachers handle larger classes of over 50 children, do online and in person classes simultaneously, deep clean their classrooms, and take turns as crossing guards. The result burnout for teachers, more teachers quit, parents are frustrated and students do not make progress. Much of the capital investment allocation in the U.S. has gone badly wrong with capital chasing a tech industry with the industry reaching saturation and diminishing returns in, in speculative ventures, at the neglect of infrastructure, manufacturing, health and education. Chevron CEO John Watson says the U.S. needs more affordable energy, and this means it needs to find more fossil fuels. It needs more oil gas and coal. He says the U.S. should take advantage of its own fossil fuel resources. People want strong environmental standards, but as Watson puts it, their top most priority is affordable energy which creates economic growth and jobs. He criticizes the Obama administration for not pushing ahead with developing of U.S. offshore oil, because BP's problems were not systemic and industry wide. He calls for dramatically increasing U.S. oil production, and doing this immediately. Worldwide Chevron plans to invest $26 billion for its exploration budget, and plans to drill in Australia, Western Africa, Gulf of Thailand and other locations. Watson points out that the dynamics of oil production are affected by two factors, price and technology. With current prices at over $100 a barrel more oil is accessible. At these prices new technologies can make it possible to use existing older wells to increase production. He cites the example of Bakersfield, where steam flooding is helping get 70 to 80 barrels out of every 100 barrels in the ground, when in the past Chevron could only get 10-20 barrels of oil. Another technology he mentions is hydrofracking for producing large and cheap supplies of natural gas. Chevron acquired Atlas Energy for $3.2 billion in 2010 to enter this market. Watson's overall emphasis is on the U.S. going for affordable energy and affordable conservation that will create economic growth and a better future....

Spain's global retail chain Zara will close 1200 stores or 16% of its outlets worldwide, as it shifts to selling more online. Zara says it will close smaller stores or stores where sales can be shifted to online. Spain says it will spend 1 billion euros on digital investments over 3 years. Inditex the company running Zara stores is known for its quick design and sourcing process which is done close to its Spanish headquarters.

About 78% of Inditex stores are now open, and sales which were down by 51% in May are now down 34%. For Inditex  online has done well, up 50% for the quarter and up 95% in May over April.

How savings habits changed from the last generation to this one. By age 45 savings rate rose sharply to about 30% of disposable income for our parent's generation. For the generation born 1955-64 savings rate remained unchanged at 10%, according to the McKinsey Global Institute. The result of the financial crisis is that credit cards are declining and savings are up. Credit cards shrank by 11% or 32 millon in 2009 according to Nilson Report.

More than 600,00 people in Hong Kong are expected to use their colonial era British National Overseas (BNO) status to seek the pathway to citizenship offered by the British government. The advocacy group HKB Hongkongers in Britain surveyed the city's residents hoping to take advantage of the program that starts in January 2021. The Home Office had expected this to be about 500,000 over 3 years. About 80% of those surveyed want to emigrate in 2 years, faster than expected. About 75% of them have university degrees and earn well above the city's average, so that they can contribute to the British economy. About 75% plan to travel with children. Only half have friends in the UK and few have family there. Compared to the influx of migrants into Germany this is likely to bring a fresh infusion of talent into the UK economy at a time when Britain is embarking on building trade with countries around the world after leaving the European Union. Germany had language classes and many problems to integrate migrants from Africa. There is no language barrier and cultural issues are also for the most part absent. The technical skills of Hongkongers with BNO status could add to the British economy in many unanticipated ways.   ...

Denmark based Maersk is the link that connects Asian exporters to the US and Europe. It measures its container ships in size by TEU's a TEU being  20 foot container boxes, 20 foot equivalent units being standard. The Dali container ship had 4700 40 foot container boxes that was built for 10,000 TEU's. When Japan was the large exporter getting Toyota's into Long Beach it was 6400 TEU's , with China now sending BYD E vehicles it is now as large as 10,000 TEU's. In the future with India sending its exports under a resilient supply chain to the US it is 20,000 TEU's. What we don't see are these ports such as Long Beach and Hamburg (in which China has ownership stake) which are increasing capacity for taking in exports from Asia. It has reached these volumes only in one direction from Asia, which president Biden is trying to reverse by building factories at home for resilient supply chain and for jobs and a future for American workers. The Dali 4700 containers that hit the bridge at Scott Key in Baltimore also were figuratively hitting America's own manufacturing base, and its workers and communties built around factories, across the Nation. ...
