The WSJ's Kimberley Strassel says a Republican winning the White House in 2016 depends on how well the party appeals to white working class voters and the struggling middle class living from paycheck to paycheck. She says Speaker Paul Ryan is taking the right step in coming up with the idea of the Kemp Forum on Expanding Opportunity event in January 2016. Presidential candidates attending the forum are Jeb Bush, Marco Rubio, Chris Christie, John Kasich. Not attending are Ted Cruz and Donald Trump who are getting support from voters who are discouraged by establishment policies. Strassel says upward mobility for the midddle and working class is emerging as the No. 1 issue in the election, especially with Hillary Clinton leading the Democrats.

This NYT report by Thrush, Shear and Sullivan, looks at retired Marine general John Kelly, the head of Homeland Security till he was made the new chief of staff at the White House. He replaces Vince Priebus, who was the Republican National Party chairman during the 2016 election, becoming the new White House chief of Staff in January 2017. Priebus lasted only 6 months. This report points out that presidential family members Kushner and Ivanka Trump now report to Kelly, as part of the new discipline imposed by Kelly in an effort to reverse the chaotic situation in the White House with different quarreling factions. Kelly made this a condition for his taking the position, which Trump accepted as he was keen on firing Vince Priebus and had asked Kelly to take the job since May. Kelly is shown here as monitoring the contacts of Cabinet secretaries with the president. Who sees the president and for how long is now determined by Kelly to impose rigorous discipline. Kelly supported McMaster in the dismissal of a National Security Council member supported by Bannon and Kushner, in an effort to bring discipline. There is one area Kelly does not get into- the tweeting and personal affairs of the president. His job as he sees it is to put some bureaucratic competence around the president. In doing this he takes a tough approach that so far is respected by president Trump, as the presidency suffered from repeated setbacks from infighting and leaks. Will Kelly last where others have failed is a question posed in this report. Two people who were superiors of Kelly give their opinions. Kelly reported to Leon Panetta, a former chief of staff under Bill Clinton who was Defense Secretary, and to Robert Gates,  a Republican who was Defense Secretary. Panetta may know him closely as Kelly was his chief military aide as Defense Secretary. Panetta says of Kelly, that Kelly never minced words, said what he thought looking at you in the eye- if he thought a proposal was nuts he would say it right out. The big question Panetta says is whether president Trump will give him the authority for long. Also stated in this report is that Kelly called Comey when he was fired as FBI Director, and that Kelly even considered resigning in protest.  Less noticed even in this report is the way in which a team of experienced politicians and the senior most officials in defense and national security are working together in August 2017. In an interview with Washington Post editor Ignatius broadcast on PBS, Republican Senator Corker described how he works closely with them, and how the key people in defense and national security work together before they see the president. The appointment of Kelly helps to create a core independent group of advisors around the president, which is positive in the event the U.S. has to respond to a crisis. ...

Venezuela faces an uncertain future after U.S. efforts to support Mr. Guaido and call for new free and fair elections have failed. With help from Russia the Venezuelan economy is showing signs of recovery from the steep decline and high inflation in 2019. Oil production is expected to reach 1 million barrels a day in 2020 after falling to 650,000- 700,000 barrels a day in 2019. Russia's oil company Rosneft provides critical help for Venezuelan oil sales and maintenance in oil fields.  National Security Adviser John Bolton is faulted for his advice to president Trump on Venezuela, that merely voicing support for 36 year old Guaido, would lead to regime change without action from the U.S. With the recovery in Venezuela with help from Russia and Cuba, Mr. Guaido's popularity has dropped by 20 points to 38%, according to a Venezuelan pollster Datanalisis. Most Cubans and Venezuelans in the U.S. are in Florida where there is support for new elections, and Mr. Trump continues to support Mr. Guaido. The lack of support for change from other countries including Europe, India, Turkey, and Mexico have led to a stalled situation in Venezuela. There is concern for the steep inflation, the migration of about 4.5 million Venezuelans, the shortages of critical supplies as a result of the economic collapse in 2019. The situation is stabilizing for the government yet the future of Venezuela with U.S. sanctions and weak economy leaves Venezuela in a precarious situation. Venezuela continues to be an example of how well meaning changes for social justice can lead to political changes that bring about economic collapse. This happens  when business and the economy flounder under mismanagement and corruption under crony socialism, a variant of crony capitalism. The old capitalist class and the privileged families who ran the country under its old two party system are gone. Replaced with a new class. The trying out of untested economic ideas in the quest for social balance leads to economic mismanagement, loss of critical human resources which leave the country, and a higher degree of poverty with shortages than before.  Today in Latin America Brazil shows how allowing generous pension benefits at the expense of basic needs and public services in the budget can hurt the economy. Argentina's overborrowing once again shows how this leads to IMF loans and harsh economic austerity. Chile shows how not financing pensions and public services can lead to collapse of public confidence and riots. Venezuela shows how the quest for social justice and reducing privilege can itself get flawed, leading to mass migration of as many as 4.5 million citizens. This happens under models that vary from free enterprise models to socialist or nationalist models showing that models can be less relevant than good sense and good management. In the beginning and for some time each of these models worked well, commodity price supported booms concealed real problems. Avoiding extremes, prudent spending, good investment and hard work, investment in education and infrastructure, building consensus, and good management, is critical for the future to avoid the bad outcomes facing much of Latin America. A lesson also for Asian and African countries that basic virtue is more important than socialism or free enterprise or nationalism when it comes to development.   ...

Senate Majority Leader Mitch McConnell says he doesn't yet have the necessary votes to stop Democrats from calling for witnesses. Democrats want former presidential National Security Adviser Mr. Bolton to testify under oath about the president's motivations for freezing aid to Ukraine. During three day of presentations by Mr. Trump's defense legal team the focus of Pat Philbin and Alan Dershowitz was on the actions of the president on Ukraine policy not rising to the level of Abuse of Power and Obstruction of Justice that Democrats in the House have presented as the 2 Articles for impeachment. Earlier the White House legal team put the focus on Mr. Biden, and his son Hunter Biden's role in the Ukrainian company Burisma as a board member. Burisma was being investigated for corruption by Ukrainian prosecutors. Much of the defense presentation recalled the effort during the early days after the Civil War to impeach president Andrew Johnson simply because Republicans in Lincoln's party did not like Mr. Johnson's views on Reconstruction of the South, and his dismissal of Mr. Stanton, the Secretary of War. That effort failed because it lacked one additional vote needed for a two thirds majority in the Senate. Republicans say not only are the president's actions on Ukraine calling for an investigation of the Biden's not an impeachable offense as "a high crime," but also that Democrats dislike of Mr. Trump just as Republican dislike for Mr. Johnson was lowering the bar for impeachment by making malleable charges. They argued that one of the country's founders Mr. Mason even rejected the idea presented to him that "maladministration" as grounds for impeachment should be put in the Constitution for the very same reason, that it was malleable to a preconceived notion of what is wrong. Four Republican senators Gardner of Colorado, McSally of Arizona, Tillis of North Carolina and Collins of Maine face tight races in upcoming elections, and may decide in favor of a compromise for the calling of witnesses. This would allow Republicans to call Mr. Biden and Hunter Biden to testify, and Democrats to call Mr. Bolton to testify on his views expressed in his to be published book that the president withheld aid to Ukraine because he felt that corruption needed to be investigated.   ...

 Harris's role for the Border was limited to telling Central American migrants to stay home. Much of the migration was a result of wars started in the Reagan years in Central American states of Nicaragua and San Salvador. This destabilized the region and led to gangs taking over parts of the country in San Salvador and entrenching Castro style regime in Nicaragua, leading to outward migration of young people. As this report points out Harris was supposed to take on decades of such misguided policies in Central America in a few months. A drought hit agricultural coffee regions of Guatemala increasing migration. Her role instead was to ensure several wins. Win No.1 to generate stability setting up the peaceful transfer of power in Guatemala, singling out corrupt regimes. Win No. 2 to generate jobs. US AID and IFDC loans were increased, foreign investment attracted to generate 250,000 jobs. Win No. 3 the increased stability led to gradually declining migration from Central America. What replaced it was Venezuela. And that is a repeat story of Reagan style wars in Central America. Under the Trump Administration the US did not take up the Monroe Doctrine and act directly to support a stable fairly elected government in Venezuela, an obvious solution. Instead going half way- destabilizing the government but then left it on its own. The result about a third of the population leaving the country in these years to Colombia and other parts of Latin America in a immense humanitarian tragedy.  In 2023 Venezuelans not Guatemalans entered at the US Border in large numbers, most of them middle class families that left Venezuela after hyperinflation and mismanagement of the economy. Realizing the danger by January 2024 Biden negotiated with Senate Minority Leader McConnell and his Republican representative Senator Lankford to pass legislation in the Senate closing the Border. All that was needed was the House to act and 30 years of Border problem would be solved.This was blocked in the House by new Speaker Mike Johnson on advice from former president Trump who chose to use the issue in the 2024 election. Biden then used his executive powers to close the Border leading to lower numbers of migrants under Biden by July 2024 than under Trump. Migration Border Czar was never a term used by Democrats in the Obama and Biden years. Biden who also served in a role given migration as one of the issues to handle under Obama, had this as only one of his assignments. Biden played more important roles in foreign policy with his experience as chairman of the Senate Foreign Relations Committee for decades. Border policy was made by president Obama and his advisers. The same is true of Harris, Border policy being done by president Biden and his advisers. Similar to Biden's role as VP Harris was given assignment to cover foreign policy and was the US representative at 3 Munich Security Conferences in 2021-2024 following the Russian invasion of Ukraine. Chancellor Scholz of Germany said of Harris last week that he had full confidence in Harris as both competent and experienced. ...

A Washington Post Univision poll in Feb. 2016 shows 8 of 10 Hispanic voters with a negative impression of Donald Trump, and 7 of these 10 having a "very unfavorable" impression of him. The poll shows Trump's standing with Hispanic voters deteriorating, with a Univision survey in summer 2015 showing 7 in 10 with a negative view, and 6 in 10 "very unfavorable." This is in line with Trump's increasing anti-immigration rhetoric and calls for a wall at the border paid for by Mexico, upping the anti-immigrant rhetoric in 2016.

The legacy of U.S. president George H.W. Bush is a four year presidency that benefited from the growth under president Reagan and low inflation but was cut short in a loss to Bill Clinton in 1992, Persistent budget deficits and high unemployment were seen as a result of the supply side deficits Mr. Bush supported as vice president under Reagan, but derided as "voodoo economics" as president breaking his pledge of no new taxes to cut the deficit. The collapse of the savings and loan banks with poor lending happened during his administration, and was handled by Treasury officials including current Fed chairman Jerome Powell. Mr. Bush is chiefly remembered for his negotiating the issues leading to the fall of the Berlin Wall and reunification of Germany. His handling of the Iraq war left a unstable situation in Iraq that led to a major problem for his son George Bush who became president after Bill Clinton, leading to a second and protracted costly war in Iraq. The effects of that conflict led to the changes in the Republican Party with its new leader Mr. Trump and a U.S. non-interventionist policy in foreign conflicts. Greg Ip points to the defict reduction as a positive contribution under the elder Bush, yet much of these gains were wasted in the costly Iraq conflict with U.S. hasty intervention. ...

One of Boeing's major customers airline Norwegian Air has subsidiaries in Denmark and Sweden that have gone bankrupt. Boeing has 92 undelivered orders for 737 Maxs and 2 787 Dreamliner aircraft waiting to be taken to Scandinavia. Additional 219 orders from leasing companies for aircraft were cancelled. In addition airlines such as Emirates are renegotiating price of 787 aircraft orders. Boring's commercial aircraft division is using up $4 billion a month just to keep production and suppliers running. It has used up half of a $14 billion credit line and has $15 billion in cash.The 737 Max crashes and failures cost an additional $18.7 billion in costs. 2019 ended with $27 billion in debt. Boeing has few options- the Trump administration is likely to support a government guarantee because Boeing is one of America's best companies and makes up 1% of U.S. GDP. Boeing assembly lines for models 747, 767, and 777 are going into full production on April 21. 787 line will open April 23 and run at full capacity by April 26. ...

For the second time in two decades U.S. carmakers embrace SUV's with growing demand, moving away from passenger cars. The last time this happened in the decade before the financial crisis of 2008, automakers in the U.S. took a big hit when SUV sales collapsed, with GM and Chrysler heading into bankruptcy, and Ford in dire straits. This time increases in fuel economy and a more favorable economy are leading to higher demand for SUV's. In 2017 sedans, coupes and other passenger cars made up 37% of U.S. sales compared to 51% in 2012.  The Trump administration's move to lower fuel economies in a way poses new risks for U.S. automakers, as it is the very strong push for higher fuel economy and rapid improvements in the technologies that make this possible that have made the newer SUV's such as the Ford SUV line more attractive to buyers.  Historically the U.S. automakers have slipped badly on this issue and not managed it well as economic swings have completely reversed automakers profits. This mistake will be repeated without the automakers own push to drive demand in directions that cushion it from reversals in the economy with a broad based product line supported by new technologies. A look at Japanese car strategy shows a commitment to this concept of maintaining a borader based product line with new technology advances in each segment. The Economist describes the odd situation where only 17% of Republican voters voted in the presidential election primaries with the television media talking about huge voter turnout. Donald Trump wins a series of primaries by March 2016 with about 35-40% of the vote, securing less than 8% of eligible voters and headed for the Republican presidential nomination. In the fall 2012 election in the U.S. voter turnout was 54% and 129.1 million Americans voted, just to get an idea of how things change in the fall of 2016.

History will see the lack of working on a bipartisan basis from the beginning of the Trump and Biden terms to stop illegal migrants and fight CMC (Canada, Mexico and China) on fentanyl flows as a blot on both parties. A remarkable change has happened in a matter of 100 days in Canada's stance on immigration and fentanyl flows. Trudeau now calling for eradication of fentanyl, his deputy prime minister saying Canada has more fentanyl deaths per capita than the US because of smaller population, and the need to wipe it out off the face of North America. The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. In general Canada is making a pronounced shift towards support of the US position on immigration.  It is not just DJT policy as closing the border was part of the agreement agreed by Biden in 2024 with Republicans in Congress led by Lankford-Graham-McConnell which was not passed because it was too close to the election. One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. Having an adequate supply of N95 masks is critical for each hospital tackling the coronavirus pandemic. The lack of enough masks leaves health care personnel without the basic protection and is a grave emergency. Hospitals are resorting to reuse of the masks in this crisis and this is not a good practice as it increases the chances of infection. President Trump has invoked the Defense Production Act on April 2 against 3M. This gives the federal government more control over 3M's operations to ensure that it goes all out to make the healthcare N95 masks that the hospitals need in this grave emergency. This report in the WSJ covers the situation as of April 3 on the supply of M95 masks for health workers and others. N95 masks block 95% of very small particles. Supply in the U.S. is for 50 million N95 masks. Demand in the U.S. is for 300 million N95 masks as estimated by the Department of Health and Human Services. in March- this is how many are needed by health care workers to fight this pandemic in the U.S. The principal manufacturer is 3M. 3M company has doubled its production since January 2020. The trend before this pandemic was to send production over to China and other countries. This is changing now with the pandemic and the U.S. policy shifting to be self sufficient in medical supplies in the event of an emergency. A policy Peter Navarro, who heads the agency in charge of getting medical supplies, says President Trump is insisting be implemented. Hospital buyers supported the earlier trend to keep costs down, but this appears to be a costly mistake, putting health care workers in hospitals across the U.S. without the basic protection they need. Minnesota based 3M invented the first modern disposable masks in the 1960's. Interestingly 3M continued to make millions of masks in the U.S. even though competitors moved manufacturing overseas. The 50 million disposable masks 3M made globally went to workers in industries where it provided extra safety from metal shavings or other substances, and medical workers. Now 90% of masks go to medical workers. 3M ramped up production globally since January 11 when the pandemic first hit to 100 million masks a month globally, and 35 million a month in the U.S. at plants in South Dakota and Nebraska. 3M says that it will import 10 million masks from its factory in China, which earlier this year was restricted from shipping it outside China as China needed masks for the pandemic. About 10 million more masks are made by two other manufacturers Alpha Pro and Louis Gerson Co.  U.S. Department of Health and Human Services ordered 600 million N95 masks from 5 companies to distribute to hospitals and build up the national medical supply stockpile. 190 million each of this is from 3M and Honeywell and 130 million Owens & Minor Inc.  3M says it will make 50 million a month in the U.S. by June. Honeywell which had moved production overseas, plans to bring back production to the U.S. by making 10 million masks by May at its Rhode Island and Phoenix plants. There is a company in Singapore that makes one million masks a day in China and other Asian countries, Pasture Pharma Pte, but most of it is committed to government agencies in China.   ...

Chief of TechMet a company in mineral resource development says that it will take years to dislodge China's dominance in rare metals mining and development for metals critical to technologies in car batteries, wind turbines, cellphones. This includes nickel and cobalt for car batteries.Last week president Trump signed an executive order declaring a national emergency and authorizing use of the Defense Production Act to speed development of mines. The U.S. imports 80% of its rare earth elements from China, with further supply coming indirectly from the country. For 14 of 35 critical types of minerals the U.S. has no domestic production. Gallium for light emitting diodes in cell phones is one of these metals. Half of Barite a metal used in hydraulic fracturing for shale oil is imported from China. To get some idea of the neglect in U.S.policy in these area under three administrations, the U.S. in the 1980's was the largest producer of rare earth metals and the technology to process them. Today there is only one mine the Mountain Pass mine in California, and no processing plants. It takes about 10 years to develop a mine. Just as in health care products essential to tackle the virus the U.S has found its manufacturing and technology base left in woeful shape after manufacturing and mining were neglected in a failed policy. Under the guise of globalization corporations transferred essential manufacturing from the U.S. and Europe to China, without understanding the importance these products played in the life of countries, and governments neglected to help local manufacturers and mining companies. Governments play a critical role as China has done by providing loans and grants to develop the national industrial base. Tariffs and quotas are also used to promote local development of the manufacturing base and mining base. Another factor is that investors are more able to invest in these companies when the government take some of the risk with its help and active support. With the Trump executive order comes a new awareness in Canada, Australia, and European Union which are now taking active steps to nurture and develop the local resources. ...

This editorial in the WSJ after the New Hampshire primary, points out that the attacks by Republican candidates on each other instead of educating voters on Donald Trump, will only lead to them falling behind. During the Republican television debate the sharp exchange between Christie and Rubio hurt both candidates in New Hampshire. It says that one of Trump's important weakness is that one third of the voters who voted for Trump have reservations about him. Trump was also lagging behind in voter confidence in his ability to handle an international crisis. Ted Cruz was not able to win big with non evangelical voters in a state on the East coast, which would affect him as a Republican nominee in November 2016. It also points out that voter perceptions about Sanders are changing- voters may now see a "socialist" as electable, if Republicans can nominate a person with no serious credentials and a volatile temperament. Voters may also now see Clinton having electability problems of her own with the email controversy, and voter skepticism about her honesty and trustworthiness. The Democratic Party has shifted in the Obama years- with exit polls showing 7 of 10 Democrats in the New Hampshire primary saying they are liberals, and one fourth "very liberal." ...

US president Biden feels the tax system is not fair for most Americans and the Trump tax cuts favored the wealthiest Americans. Detailed studies from universities Chicago, Harvard, Princeton and Treasury Department on 2017 Trump tax cuts lowering taxes for corporations from 35% to 21% for top corporate tax rate, and accelerated investment spending deductions, show much of the investment that took place after tax cuts in 2017 would have taken place anyway. And that the tax cut did not pay for itself, adding $100 billion to the national debt of $34 trillion each year. Striking was the point in the studies that said that instead of $4000 the average American only benefitted by $750 per year, most of the benefits going to the wealthiest and corporations. Many of the largest corporations tech and oil companies pay less in taxes than any notion of fairness would call for sometimes much less than ordinary workers.  Biden now proposes the tax increases for corporations to go up to 28%, higher taxes on foreign profits, and the corporate minimum tax increased from 15% to 21%. And for employees paid more than $1 million corporations not to be able to take deductions. ...

The inflation worse than Germany in the Great Depression, and the collapse of the economy made worse by US sanctions of Democratic and Republican administrations on Venezuela's Maduro regime has led to the largest migration in the history of Latin America. About 7 million refugees leaving a country of about 28 million people or a fourth of the population in a large oil producing country. Socialist Policies of Bolivarist military leaders promoting populism such as oil at pennies a gallon led to the collapse spiralling inflation, and as relations worsened with the US and its oil sector was neglected. US sanctions played a part by 2012. Yet the economy worsened with further deterioration and stronger sanctions under the Trump administration by 2017.  The situation is such that even the US and both parties had never anticipated this, and not the middle and educated, or the working classes in Venezuela. Such a massive failure has never happened in Latin America in its whole history in the twentieth century. Considering the scale of this disaster, actions of all parties in Venezuela, and the political parties in the US have at every step exacerbated the situation. Donald Trump's remarks at a Wilmington rally that caused a storm- "Hillary wants to abolish, essentially abolish the Second Amendment. By the way, and if she gets to pick her judges, nothing you can do folks. But the Second Amendment people, maybe there is, I don't know." The second Amendment in the U.S. Constitution gives people the right to bear arms. Some newspapers saw it as threat, especially considering the heated rhetoric in Trump's other remarks in his campaigning. Speaker Paul Ryan called it a joke gone bad, and that the Second Amendment should not be talked about in this way.
