This article in Zeit Online tries to provide the facts behind Merkel's decision made in a period of 24-48 hours to let refugees marching towards Austria from Keleti station in Budapest, Hungary, September 5, 2015, to enter Germany. Other reports pointed out that too little time was given to make the decision and that it was purely done on humanitarian terms. And made during that short window of time, in which a decision had to be made to turn away the refugees going on foot for hundreds of miles or to turn them away. Given Germany's earlier history the choice was a difficult one but erred on the side of being humanitarian. Though Merkel's selfie with a refugee at a hostel on Sept 10, would seem to suggest otherwise, Merkel has said her decision was made with so little time and little opportunity to understand all the ramifications of this. It was not an open invitation to refugees to come to Germany.

The American government said that it would deny entry to foreign citizens who traveled to China in past 14 days, and American citizens returning from Hubei province, china, will be quarantined for 14 days. Major airlines have stopped flights to China. Nothing like this has happened before. A major public health experiment in setting policy is underway, mostly preferring lockdown or quarantine as preferred method.

Ramachandra Guha comments on the selection of Institutions of Excellence by the Government of India- ten private and ten public institutions- that can be turned into world class leaders in the education field. He says IIT Madras would be a better choice than IIT Delhi, IITMumbai and Indian Institute of Science in Bangalore are considered good choices. The choice on the list of Jio Institute is seen as strange because it is has no students and no campus and still at the concept stage. KREA is a better choice for an education project at an early stage, says Guha.

Institutions not on the list that deserve attention are Ashoka for the best social science departments, Jindal for infrastructure, Azimji Premji for research on policy issues, and Ahmedabad University for innovative trans-disciplinary approach.

Higher per capita wheat consumption in Middle East countries means that the impact of rising wheat prices hits these countries harder. Wheat futures have gone up by 91% in less than one year. Tunisians for example eat 478 pounds per person a year compared to 177 pounds in the U.S., according to the U.N. Food and Agriculture Organization. Governments in the Middle East buy wheat at world prices and subsidize it heavily to meet the needs of their people. Wheat at these prices cost Egypt $361 per metric ton in February, which was up significantly from $172 in July 2010. This adds $1.7 billion to Egypt's import bill in 12 months.

Ruth Marcus looks at the assumptions behind Romney's tax plan and questions whether simplifying the tax system with lower rates would help create the climate for higher economic growth and lower unemployment. Much of the differences between Republicans and Democrats revolve around this assumption, a core belief on one side and skepticism on the other. An effort to obtain a bipartisan assessment was made with the Simpson-Bowles commission recommendations, which advised closing loopholes and reducing deductions. The work done by Martin Feldstein on the Romney Tax plan builds on this approach of limiting deductions, and reducing taxes across the board. An issue for Democrats is inequality. Lower wages to improve competitiveness in manufacturing industry is a trend in Republican and Democratic administrations, because of the effort to improve U.S. competitiveness against other trading nations and has played a large part in lowering incomes in manufacturing oriented midwest and eastern states. The other cause of increasing inequality is the housing crisis and the effects on the economy through foreclosures and unemployment. The housing crisis developed under a Republican administration, and the lack of effective measures to prevent foreclosures under the last 4 years of a Democratic administration worsened the economic condition of the middle class, and especially so for minorities. During the housing and foreclosure crisis the proposals put forward by Republicans Martin Feldstein, a Harvard economist, and Sheila Bair, head of the FDIC who calls herself a "populist from Kansas," for bold government help to homeowners under water would have helped the middle class financially, and especially minorities, far more than the efforts of the Democratic Obama administration, and under Feldstein's plan even turned aound the housing market and boosted a recovery. Trends in world trade and industry have large effects outside what administrations of either party can control, and a lot depends on the temperament, wisdom and leadership provided....

There is a major shift in world opinion among major countries in Asia and Europe and North America moving negative by double digits in Pew research surveys. The shift is gradual and negative in Germany, France, Spain and Italy, and steeply negative in Sweden, Denmark, Britain and the U.S., Japan and South Korea. The people with negative views of China in world affairs are also the people who believe China did a bad job in handling the coronavirus.  In Australia in one year alone there is a 24% increase to 81% of people who see China unfavorably, in Britain this is a 19% increase in one year to 74%. In the U.S. the shift is over 4 years by 20% to negative views for 73% viewing China unfavorably or negatively. The shift in Canada is similar to the U.S. The biggest shift is in Japan where 86% view China unfavorably and Sweden where this is 85% after China handled Swedish relations poorly. Rep. Wesley Hunt is flown to Washington from campaigning in Texas to get the vote in the US House of Representatives to 215-215 on a War Powers Resolution on the president's action in Venezuela. Such is the drama in the House nowadays as Democrats look for ways to restrict the president's action in the international arena on the Monroe Doctrine. The resolution if passed would require Congress to authorize the action to deploy troops. The Venezuelan action was taken quickly in a few hours bringing Maduro to the US. The US set a naval blockade of the country which has fallen apart with high inflation and mismanagement, corruption and drug trafficking after Chavez entered Venezuelan politics with a military coup in 1998 and set up an authoritarian government. When he died the power was handed to a person who lacked experience tackling a complex oil economy and inflation reached 1000 percent destroying the economy. The Monroe doctrine had fallen into disuse since 1824 and its revival in 1904 by Teddy Roosevelt which made it difficult for the US to take action in the interests of peace and security in its neighborhood free of European colonial powers. Russia withdrew from Venezuela after the Trump administration set a new start for US Russia relations based on "respect" for Russia as a power in Northern Europe. In 1824 the situation facing Venezuela and other South American countries blocked by president Monroe was intervention by France, Spain to collect debts.  President Teddy Roosevelt affirmed the Monroe Doctrine during his term 1900-1909 to ensure fairplay, democratic governance and good governance in the western hemisphere free of European powers. In 2026 much of this is being misrepresented in a torrent of what TR called "mendacity." The issue of Greenland and security for the Eastern seaboard of America from foreign powers is also getting the same treatment by the US and European press with no mention of Admiral Perry's discoveries in Greenland for the US Navy in 1890's, and Denmark as a colonial power which had no belief in representation of local people having transferred its colonies in Asia and other parts of the world to other nations for payment or in exchange of territory. The entire population of Denmark of 6 million is smaller than the Houston area and the entire population of Greenland of 50,000 would not fill a baseball stadium, and yet it seeks to block US security for the entire eastern seaboard of  North America from foreign powers in 2026 after it did so in 1947 when Harry Truman offered $100 million for Greenland, as the Cold War intensified in Eastern Europe. ...

On taxes instead of $100 billion a year increase in the deficit that the 2017 tax cut of Biden's predecessor cost the Treasury -which benefited average Americans only $750 a year studies show, and reduced corporate taxes from 35% to 21% shifting billions to large corporations- Biden proposed $500 billon cut in the deficit by putting a 25% tax on 1000 billionaires in the US. Biden's guarantee that no one making less than $400,000 a year would pay an extra penny in taxes. Everyone would be better off, no one worse off. "There are 1,000 billionaires in America.   You know what the average federal tax rate for these billionaires is? 8.2 percent!  That’s far less than the vast majority of Americans pay.   No billionaire should pay a lower tax rate than a teacher, a sanitation worker, a nurse!  That’s why I’ve proposed a minimum tax of 25% for billionaires. Just 25%.  That would raise $500 Billion over the next 10 years." Only some of it would pay for the following the rest to cut the deficit- "Imagine what that could do for America. Gerald Seib of the WSJ says president Biden is coming back with new actions to revive the Democratic agenda after a challenging period in the first year. Yesterday's first formal press conference of 2022 gave Biden an opportunity to respond. Why the WSJ, NYT, did not cover on their online edition front pages president Biden's first formal press conference on Jan. 19, after 1 year of the Biden administration, will remain a mystery. With the American press acting this way it did not take much for Germany's DW.com to run the story with the title "Biden's first year weighed down by disappointment," with a thoughtful Biden at the press conference replaced by a picture of Biden staring downwards.  This is only the first year of the Biden administration. Actions are planned to ease the supply chain situation and bottlenecks at ports. Much is made of inflation, Afghanistan, Ukraine, by Republicans assailing the Biden record. President Biden responded to this by asking at the press conference what Republicans are for. On Afghanistan Biden held firm on not investing billions of dollars every week when there is so much need in America and the rest of the world at this time of the pandemic after a failed adventure for 20 years in "a graveyard for empires."  Biden pointed to the bright spots in 2022- vaccination and testing achievements in the face of anti-vax sentiment with 200 million vaccinated, the job creation in the economy with unemployment way down and wage increases by employers, and the $1 trillion in infrastructure spending tackling much needed projects state by state with immediate impact. Rarely has a president faced so many challenges in the first year as Biden pointed out- vaccination drive in the face of the Delta variant and anti-vax sentiment, the Ukraine crisis with a president Truman period like event of the Berlin Wall coming up just potentially around the corner, and efforts to tackle problems left untackled for a generation in infrastructure, for working families and climate change. Scoring on infrastructure spending, one of the three, with the other two for working families and climate change to be tackled in the remaining three years and beyond.  Biden also told the American audience at the press conference that he was reminded of what his father used to tell him- that if all goals are equally important, nothing is important. In saying this he said help for working families through child tax credit, child care assistance, community college education funding, health care costs, climate change investment were priorities for his administration that would be tackled step by step. And he pointed out from the outset of the conference that only one or two senators were blocking the party's plan for children and working families. All 48 other senators were united in the Democratic party behind his plans for workers and families. As were 5 Republican senators who he said he would not disclose because of confidentiality. In that sense president Biden already has the majority he needs in Congress. This is not happening because of the peculiar situation of the 2016 and 2020 elections in the US and also in Europe- the historical problem of administrations of Democrats in US, Social Democrats in Germany, and Labor in Britain having give up on their working class families and middle class roots. Tech revolution and internet has further complicated the situation with economic changes, tech companies not paying taxes normally due, and tech workers shifting to Democrats yet living in a world distant from working class families fracturing social cohesion. This is changing in Germany with Scholz in Germany with the help of the Greens determined to restore the dignity of working class families, for Biden with a similar coalition, and a process underway in Britain as Labor returns to its roots. In essence Biden was saying- the process of unwinding decades of unwise policy that hurt America as a nation and leader of the free world would take time, requiring a patient step by step approach. To bring America closer to its own roots and Jefferson's immortal words of "all men are created equal and endowed by their Creator with certain unalienable Rights, and among these are Life, Liberty, and the pursuit of Happiness." Jefferson went on to say in the Declaration that when government becomes destructive of these ends it is the Right of the People to alter it.   ...

Prime minister Modi's address in Hindi to the nation on May 12 on "Atman Nirbhar Bharat" (self reliant India) as India looks ahead to a situation beyond the coronavirus. What would the economy look like as India moves forward? He says the emphasis will be on planning for the need for land, labor, liquidity, and laws to develop the Indian economy. A bold package of economic action for an investment of 20 lakh crore rupees or $280 billion was announced with details to be provided later. The basic philosophy of the next move forward was what the prime minister concentrated his speech on. Modi says there are 5 pillars for the Atman Nirbhar Bharat, or Self Reliant India. The first action not to go for incremental change- go instead for a quantum leap, be bold. This applies to both technology and investment and creating an environment where results can be achieved. Second action to make the kind of infrastructure that would set a new standard in the world. Third a "sabhi ke sapno ke aadhar," taking everyone along, be technology driven. Third action celebrate and build on India's vibrant demography, once seen as a weakness this will be turned into a strength. Fifth action be Demand driven - "demand or supply chain puri samtha ke saman karne ki jaruat che." The demand and supply chain  should be taken good care of. That also means be local and local manufacturing. Be vocal for local is the new message said Modi, because this is what worked and is saving us in the pandemic. As external supply chains failed countries in Europe and North America, it is the local supply chain for medicine, health care equipment, and food supplies, local technology for citizen id and bank accounts for direct deposit, agricultural supplies, strong and large national postal and rail networks and millions of employees spanning the country in all directions, that have proved of amazing value in this crisis. U.S. strategy has shifted to keeping tariffs on Chinese imports intact as an enforcement mechanism to make sure China keeps to its commitments made in negotiations, says WSJ. U.S. trade negotiator Mr. Lighthizer sees the latest tariffs as leverage, and that tariffs would be removed only when China keeps its commitments made to the U.S. Initially Lighthizer opposed the move for additional tariffs imposed on September 1. Now he accepts the strategy to use tariffs as leverage. Mr. Trump told the Economic Club of New York that if no deal is reached in phase one then the U.S. will "substantially raise those tariffs, they are going to be raised very substantially." Because China is seen as not willing to provide written commitments with enforcement provisions the U.S. strategy has shifted to making the tariff removal an enforcement mechanism. President Trump has committed on the campaign trail to correct misalignment in trade with China. He makes the final decision in negotiations and use his negotiating style.  China sees making commitments on stopping all subsidies as affecting its sovereignty and its industrial model of state sponsored capitalism since opening in the 1990's to trade with the world. Both sides are looking for ways to gain the maximum concessions in Phase 1 of the trade deal as it is very uncertain whether any further progress can be made given the positions on each side, say experts. ...

Billie Jean King whose effort and persistence created the game of Women's Tennis, is alive and well with some words of encouragement, advice. Billie Jean King Commencement address at California State University Los Angeles, where she graduates in history in 2026, sixty two years after letting go college to play tennis. She grew up in Long Beach, with her brother, her parents a fireman who played basketball and a mother who was a teacher. For those who remember she comes from the period of Arthur Ashe, Stan Smith and in Australia Rod Laver, in the seventies. Stadiums are named after her at the US Open Tennis championships, and it was Billie Jean who helped create women's tennis. Some of her advice- "We can never understand inclusion unless we have been excluded." (the first African American player Althea Gibsen is celebrated in a postage stamp yet African Americans barely made it into the sport during her time. Billie Jean asked why it was all white dress, white people, white clubs.) "I like completing things. Finish what I started." (Sixty two years after postponing college in 1962 Bille Jean completes her history degree at Cal State LA in 1986). Billie Jean in another interview says history is so important and the only way to effect change that is good is to know what happened before and why. This is true for another pioneer for women a law student at Stanford named Sandra Day O'Connor of Arizona ranch territory that in those days stretched endlessly on all sides. Gandhi would agree. My Fellow Americans, Canada, Mexico and China are putting themselves as aggrieved parties when there are two issues here one about fentanyl flows where none of the three nations have taken the needed action to stop all flows and control borders. The reader will find that much of the media titles blame the US for starting a tariffs war are misleading such as one in The Guardian-"In this era of Trump shakedowns everything has a price."  Or even in a Business friendly WSJ site- "The World has Changed since Trump's First Trade War. Other Countries are Ready to Fight Back." Or in Times of London sensational "World Watches as Trade War looms between China and the US," when US demand for effective action on borders and fentanyl flows from Canada, Mexico and China has little to do with trade. In fact it is incomprehensible that these three nations as neighbors and trade partners of the US have waited this long to act on fentanyl flows and controlling their border with the US.   ...

The yen is 34% stronger than the Korean won since mid 2008, hurting Japan's competitive edge. This affects exporters like Toyota which sees annual profit reduced by $390 million or 35 billion yen for every one yen appreciation against the dollar. The dollar now trades at 88 yen over 30% stronger than the precrisis level in 2008. So how does the new Japanese government see this. Prime Minister Yukio Hatoyama and the Bank of Japan have made comments suggesting that they favor a stronger yen, making imports cheaper to help spark a rebound in consumer spending missing in Japan since the 1980's. This would reduce the dependence on exports for growth, something that severely hurt Japan and Germany when the world economy took a dive late last year in the global financial crisis.

Quiet quitting has become a phrase that means workers are working hard and doing things the way they did before, except that they are not letting a work culture that may have gone astray because of bosses  who set the wrong rules guide their lives. Even as companies such as Stellantis are taking on a new culture because of a new respect for workers work-life balance and getting a lot more from them, other companies are following older set patterns that did not include work-life balance or rejected work-life balance outright without saying this openly. Stellantis, Europe's largest car company itself shows why this is dependent on who is the CEO and what he believes in. The previous CEO had poor health habits including frequent smoking and irregular long hours without a structure of any sort that led to this being carried over into the work culture. The CEO changes and new rules are set and soon it permeates who is hired at different levels that are consistent with his habits and sense of work life balance. A new culture develops over time and gradually you have new work ethic that respects the mental health and fitness of workers and of managers, and that of the CEO. This report in WSJ starts with the premise that workers should'nt feel bad because worker are "quiet quitting" anyway after the pandemic. But in reality the statement is a bad one, as it does not say there are better models out there few as they are, that need to take pre-eminent place after the pandemic rejecting the old ones that recklessly ignored health and mental health and were less motivating for workers, and leading to less productive culture in the workplace. At Stellantis a lot gets done in regular hours so that the time after 5 or 6 pm is devoted to workers getting into exercize taking a bike ride, doing things that revitalize and build a healthy body and mind so essential for productive and good thinking type concentration in work. Emails over weekends need not be replied till Monday, and bringing up work during the weekend is discouraged. And still a lot gets done, the company will take the leading role in EV vehicles in Europe and has aggressive plans for 2030 for new EV models. His name is Carlos Tavares and he took charge of Fiat, Peugeot, Chrysler combined operations called Stellantis in January 2021. This is important as it is the new trend that will take hold of the work culture after the pandemic only if workers and managers ask that it be so and as the word spreads that better more productive companies that can get a lot more done is the result of such an educated workplace that respects health and mental health, and the dignity of workers and families. Look, how can it not be so when the word still has to be spread on climate change in the business world? How can one take place without the other? There is a new sense of dignity in respecting the dignity of the environment, of water, soil, and air, how not so for the mind, the body and its connection to nature around it? And no better place than Stellantis and its CEO Carlos Tavares where the old CEO ran himself down with poor work and health habits and passed away while at work in 2018, to show a new way.  In Germany this new way of work-life balance based work culture is called by a more respectful term "Feierabend" than "quiet quitting" showing that what is wrong is with the work culture and bosses who do not grasp the importance of health, mental health, and what it means to be revitalized for truly productive and thoughtful work. Quiet quitting has that sense of workers having to feel a bit of guilt about this and still thinking it is right  doing it anyway. In Germany"feierabend" is popular and accepted, it means breaking away from work at normal times such as 5 pm or 6 pm when a workday ends so that one can go out and relax with a bike ride  or something that is good for health and fitness and rejuvenates. No email, no nothing so the mind can rest and revitalize. ...
