Analysts point to low new demand in the developed world- only 2% for U.S. and Europe compared to 70% in emerging markets. Replacement demand is also declining as younger people in urban areas increasingly use subway transportation and bicycles. Pocketbook issues are taking increasing importance in the French election on April 24. Greg Ip of the WSJ says inflation has risen in importance more than immigration, the war in Ukraine, and other issues related to Islamist separatism. About 45% cited purchasing power as the main issue in a BVA poll, and this is even higher for people who voted for Jean-Luc Melenchon who came within 1% percentage point of Ms. Le Pen in the first round. Greg Ip says that in economic issues France has done better than Germany, Italy or the UK. Unemployment is at 7.4% the lowest since 2008. Economic output has risen more than in Germany, Italy or the the UK since Mr. Macron took office. And one study shows disposable income has risen higher under Macron than under predecessors Hollande and Sarkozy. France also spent heavily to tackle the Covid pandemic's effect on workers and companies. Ip says Macron's efforts to liberalize labor markets, simplify taxes and wage bargaining and make training programs more effective could be the reason. Youth unemployment is the lowest in nearly 40 years, and the number of apprenticeships doubled from 2019 to 2021, according to BNP Paribas. Pisani-Ferry, economist at Sciences Po says compared to past performance the French economy did much better. Le Pen has promised to cut the value added tax to tackle inflation's effect on voters. Macron has said he will be flexible when it comes to raising the age for retirement and pensions and calls Le Pen's lowering the retirement age creating problems for the solvency of the pension system and highly unrealistic.   ...

Cygnus is the rehearsal for a full blown pandemic that the British government conducted in 2016. After preparations accelerated following the SARS crisis in 2009 and the H1N1 pandemic in 2015, the British government accelerated its preparations for H2N2 the next pandemic. The exercize took place in October 2016 for 3 days, for a worst case scenario flu pandemic affecting 50% of the population and causing 400,000 extra deaths. For 3 days people were told to imagine being in the 7th week of the pandemic, facing peaks in demand for health and hospital care. Cobra meetings were to be held. This report in the Guardian gives details on the Cygnus exercize. It showed a lack of UK readiness.  By July 2016 prime minister Cameron was replaced by Theresa May in the Conservative Party and a full blown crisis emerged for Brexit. Britain lost interest in Cygnus or the pandemic prevention effort as Brexit consumed Britain's energies. Soon it was forgotten by the time Boris Johnson became prime minister and won the Brexit election. This shows how even a sincere effort and preparation over years of planning can result in nothing. This in depth report in The Times reveals that after Brexit talks between Lord Frost and Michael Barnier were getting nowhere on December 3 and the EU had increased its demands, Boris Johnson came up with the idea of a direct call between Johnson and Macron of France and Merkel of Germany, with the EU Commission president Leyen present. This was rejected after Macron spoke to Merkel and both decided they should stay united in their demands that Britain agree not to relax environmental or other rules to gain unfair competitive advantage after leaving the EU. The decision by France and Germany not to talk directly with Britain had been made. Leyen at the EU headquarters in Brussels was to convey the decision. Leyen offered to meet Johnson for a dinner discussion in Brussels. Johnson hesitated. He finally accepted knowing that this would show he had done everything possible and would have the support of all his ministers including ones that supported Remaining in the EU. The whole world thought that the EU was making a genuine last effort to get agreement, but this was not the case. During the dinner meeting Leyen just listened and listened, not saying much, as the EU strategy was to convey to the British that it was serious and not going to budge. This is where the situation is today on December 12, 2020. Cabinet ministers say the chances of any agreement before December 31, 2020, the date Britain leaves are just 30%, some even say 20%. Both sides are ratcheting up the pressure. The British have taken steps to increase patrol ships to 4 and the total fleet to 8 ships to patrol its Economic Zone in British waters looking for EU, mostly French fishermen. Britain would keep the French from fishing in its waters.   ...

The reference Bazooka man comes from Scholz's hard work putting together the 750 billion euro funding package to help German businesses and workers survive the coronavirus pandemic. At the time Scholz said-"This is the bazooka that's needed to get the job done. We are putting all our weapons on the table to show that we are strong enough to overcome any economic challenge that this problem might pose." Scholz gets high marks for his hard work during the Covid crisis as finance minister putting together the funding packages. This BBC report says Scholz chaired cabinet meetings when Merkl went into self-isolation as a precaution. BBC says it gave Scholz the platform he needed to go back to his roots as Mayor of Hamburg when he stood up for social cohesion and help for workers and families. Before he announced his SPD candidacy when asked if he would run he would say - "we need to work, not indulge in vanities." Scholz also played an important role in European solidarity. He was the lead architect with France of the European Union 750 billion euro recovery fund. This brings him strong praise from France, and also support from Italy, Spain, Portugal and other countries in the EU. French foreign minister Bruno Lemaire has praise not only for Olaf Scholz but also for his brother Jens Scholz, who airlifted 6 critically ill French patients to an hospital in Kiel. Says Lemaire "It really is a great German family." Scholz grew up in Hamburg, becoming a Socialist youth leader and studying labor law. He was Mayor of Hamburg from 2011 to 2018. In 1998 he entered the German parliament, the Bundestag.   ...

Matt Dickinson of The times of Lonson gives this story of the youngest winner of the Tour de France, 22 years old,  from a small town 25 miles north of Bogota, Colombia. His dad is a guard for the local cathedral and is his son's motor pacer and mechanic.  Cycling is huge in Colombia. Zipaquira is 2600 metres or 8600 feet up in the Andes mountains. A nearby climb of 23 kilometres is described by Bernal as his "office" and his father rides up ahead with him on this daily training.  In the trials Bernal was 22nd and this never fazed him even though on Stage 13 in Pau he fell behind colleague Geraint Thomas by 1 minute 22 seconds. In the final run in the Alps Julian Alaiphilippe of France who had shaken up the race faltered, Geraint Thomas  also did not keep up. so that Bernal with the Andean training and serious work prevailed with 1 minute 11 seconds to spare to win. Much of his maturity comes from working within a family where the mom and dad live together to keep costs down but have separated. As the elder of two children Bernal gained maturity in having to work with both parents to keep the home together. The first thing he has done with his new earnings is to buy a flat for his mom. Sky team's Brailsford who hired Bernal describes the confidence and maturity he has encountered in Bernal. At 22 years of age he is seen as having a bright future ahead of him. ...

This article in the WSJ remembers Prince Philip for his remarkable service during World War II, coming from a generation that sees the British struggle against Germany in World War II in almost mythological terms. Prince Philip and Queen Elizabeth navigated both that period and the transition of the British Empire into free nations in Asia and Africa. The significance of this achievement is understated in America. It can only be fully appreciated in the nations of the British Commonwealth, for no other colonial nation has been able to make that kind of transition, not the Dutch in Indonesia, not the French in Algeria without war. Another significant achievement of that period was the sense of duty that pervaded Britain not only for this generation in Britain, but the generations that preceded it going back to the conflict with Napoleonic France and the British Navy under Admiral Horatio Nelson. It is forgotten that much of the sense of duty to country and the people, and one's fellow citizens, helped Britain prevail against Napoleonic France in the period around 1800. This shaped Britain and Prince Philip, and is also part of what India and other free nations in Asia and Africa can learn from. It is also what makes Global Britain not just a slogan but a way to bring together a partnership with UK, US, Australia, and India, the largest democracies with a common history. ...

Without Ataturk the Anatolian heartland of Turkey would have been broken up between the European powers Britain, France and Russia after Britain defeated the Ottoman Empire in World War I. In 1920 Ataturk organized the resistance effort to keep the country of Turkey together from Agora, the city now called Ankara. By 1923 after many battles as leader of the Turkish army he was able to get the colonial powers to agree to the existence of a modern Turkish state. Between 1923 and 1938 he organized a literacy effort when only 12.5% of Turks could read and write by giving Turkish a Latin Alphabet with the help of American John Dewey. He used modern European countries as a model for the new Turkish state.

Ski resorts in the northern French Alps in the Savoie region and the southern French Alps near Grenoble are easy to access with flights from the US and cost a fraction of what the ski resorts cost in the US in places like Colorado. About 4000 mountain ski resorts are owned by families or a municipality and have kept costs low. By contrast corporate consolidation has led to much higher prices in Colorado and other mountain ski locations in the US. 

During the summer and fall seasons these locations are attractive for hikers and cyclists and cost much less.

Portugal's parliament gave preliminary approval to a new budget bill with 4.3 billion euros in tax increases on income, captal gains, property and car ownership, and 1 billion euros in spending cuts compared to the 2012 budget. Banco Espirito Santo was able to sell 750 million euros in 3 year bonds with an interest rate of 5.875%. Over 200 investors from France, UK, Germany made buying offers of more than 2.7 billion euros. The rate is lower than expected and reflects ECB policy support for bond markets of countries requesting aid.

The main sticking point  in Brexit talks in December 2020 is the demand led by France to impose "lightning" unilateral tariffs on UK exports if the U.S. is seen as violating existing European Union social, environmental or state subsidy rules. UK is seeking a dispute resolution procedure and redress measures based on the actual damage or extent of the violation.

The other issue is fishing with the EU asking for a 10 year period of transition for fishing in British waters followed by only 18% of the gains to EU being paid back to Britain.

Germany is now in the same situation as France, Spain and Britain during the second wave with over 500 deaths daily in the first week of December. The partial lockdown with closing of the leisure sector and keeping work open, and retail shops open has not helped keep the virus in check as hoped. Christmas is an important holiday period in Germany and crowds continue to form in many shopping areas spreading the virus. Chancellor Merkel lacks authority in a pandemic as the law says states have to decide how best to tackle a pandemic.

France and Britain are at loggerheads over fishing rights in UK waters. UK will now have 4 Navy patrol ships protect its fishing waters in the event of a no deal Brexit. French and other EU fishermen get 60% of the fish taken from UK waters. UK exclusive economic zone extends 200 miles from the shore. Conservative ministers have doubled the total fleet of patrol ships from four to eight. During patrol in extreme cases a EU boat can be impounded and taken to the nearest EU port, otherwise it could be boarded and inspected.

Japan and Africa are far behind Europe and America. By July 4, 59% of Americans were fully vaccinated short of Biden's goal of 70%, according to CDC. Canada, Italy, Germany have passed the US. By making vaccinations mandatory France is working to catchup with Germany and Italy. Canada and UK lead in vaccination drives.

Bret Stephens in the NYT points out that the Iran Nuclear Deal did not have the support it needed to become a lasting agreement. He cites a Pew poll at the time of the deal showing 21% supporting it and 49% not supporting it. It lacked the two thirds support needed in Congress for a treaty to be passed. It was a J.C.P.O.A. or Joint Comprehensive Plan of Action not an Executive Agreement or a Treaty, says Stephens. France initially called for stronger safeguards so that the Agreement would limit the development of nuclear weapons. Only later did France and the EU come into acceptance of the deal.  Stephens points out the efforts to renegotiate the deal coming from the EU, and cites this as showing that a better deal could have been negotiated. Since the deal the conflicts in the Middle East have continued to grow, so that the constructive developments of advancing Iran's economic development and reducing the role of military conflicts were not addressed, say experts skeptical of the deal. ...

Britain's prime minister David Cameron is having finance minister Osborne lead the negotiations with Germany and France on treaty changes for Britain to stay in the European Union, following his election promise to hold a referendum by 2017. The discussion about the prospects for changes show how difficult it will be for Britain to get the changes in the next 2 years. German chancellor Merkel supports Britain staying in the EU but only up to a point, and German public opinion does not show strong support for the kind of changes on immigration that Cameron is seeking. Support is also declining in countries like Poland because of the immigration issue. Merkel would like to see Britain in because of its open economy, free markets, and also because German contributions to the EU budget would increase significantly with the exit of Britain. Northern countries such as Sweden would also favor an effort to keep Britain inside the EU. On defence and foreign affairs EU without Britain would not carry the same weight and influence. Inside Britain Cameron faces problems with Euroskeptics inside the Conservative Party, and with the 13% popular vote that went to the UK Independence Party in the recent election. The uncertainty is not good for business and the economy of Britain, which is why Cameron is considering holding the referendum on the EU in 2016....

An ad for a state sponsored campaign to promote women having babies on "Fertility Day," September 22, in Italy, shows a man holding a cigarette that is half burned, with the line: "Don't let your sperm go up in smoke."  The ads were deemed offensive and were withdrawn. Women say the problem is not that women don't want to have babies. It is because women depend on grandparents to provide childcare in a country that lacks enough child care facilities. Companies are still backward when it comes to offering flexible hours for women with small children. Birthrate in Italy is about 1.37 per woman compared to France at about 2.0, because France does better at flexible hours, and social safety net that includes day care and subsidies for families with children. In fact women say in cities it is prudent for women to think about having a second child because of work related issues. Italy spends less on social protection benefits- about 1% of GDP. Has a low female employment rate with some young women having to sign a pre-sign a resignation letter. Only recently did premier Renzi introduce a baby bonus of 80 to 160 euros. But the culture at work and the social support net is not encouraging. ...

Spirit Airlines strategy to charge for almost everything from snacks to bags, reservations on the phone and other items for a flight- making it a bare bones flight like that of European budget carrier Ryanair- has proven very successful. Spirit's net profit per plane is now the highest by far in the U.S. airline industry. Spirit leads with $2.06 million profit per plane, followed by Delta at $1.21, United $1.19, JetBlue $0.51, Southwest $0.32, US Airways $0.21, and American at a negative $2.32 million, according to Ascend and FactSet Research. Spirit has stayed away from business fliers, instead pursuing the frugal flyer, other than the seat everything has a price. Boarding passes cost $5, water $3. Spirit started the trend to charge for bags. Southwest has moved away from the no frills arrangement and Spirit is gutsily moving that way. Carryons in the overhead bin run $30-$45. Compared to other airlines which get only 6% of revenues from add on charges, Spirit gets about 50%. Since 1989 Spirit earned $289 million, compared to $1 billion for way larger Southwest. Bill Franke, a former CEO of America West Airlines in 1990's, bought Spirit with the idea of modeling it on Ryanair in Europe, after Spirit could not turn a profit flying Midwest passengers to Florida. He teamed up with CEO Baldanza to run the operation on a hands on basis with only 1% going for advertising, and Franke doing some of the ads in emails. Running flight on a tight schedule means late flights and with tight seating and strict refund policies, Spirit has many complaints. It has the worst on time performance in the industry. Yet it has planes running close to capacity in today's frugal customer environment. Prices are about 30% lower than competitors according to industry analysts. Franke and Baldanza seem to revel in this, sensing that they have struck the right tone for a frugal flier, and outdone cost pioneer Southwest. ...

Alas, economists and intellectuals such as Gita Gopinath of the IMF, just don't get it when they say the EU can increase growth by half percent meeting labor shortages using immigrants. As WSJ reports 50-60% of asylum seekers in Netherlands since 1999 are less skilled /less educated immigrants, are unemployed or on benefits.The new view across all parties is lets stop the immigration surges, its too overwhelming for the people to deal with, so that we can focus on cost of living and low wages for workers. Across Starmer's Labour in Britain, across Biden/Harris Democrats lined up with Republican Lankford in the US pledging to sign the legislation to close the southern Border, and in France Macron's premier Michel Barnier wants to do the same.   Mette Frederiksen of Denmark was a pioneer in the EU in showing that immigration acts as a distraction that hurts the working class as it distracts people from the key issues facing workers of cost of living and low wages, poor benefits. She was elected as a Socialist party leader in Denmark in 2015 and as prime minister in 2019. Sahra Wagenknecht, follows Mette Frederiksen, herself a daughter of immigrant, has formed her own party out of Socialist Die Linke in Germany which is now getting about 15% German voter support, 25% in the east, along similar lines to pause and stop immigration because it hurts the working class. In other parts of EU- France's Macron coalition has a prime minister who has called for a pause on immigration. US president Harris and Candidate Harris have pledged to sign bipartisan legislation drafted by Republican Senator Lankford to close the southern Border. The European Asylum Agency has the numbers at just over one million asylum seekers in EU in 2023 and agains in 2024 split by country- Germany 127,000 24% France 77,000 15%, and Italy and Spain 87,000 each 17% each Belgium, Netherlands and Austria 17,000 each at 3% each, Greece a bit higher. Some like the US and Germany with stronger economic base and industries can absorb the educated immigrants from middle class fleeing wars and strife, and less educated immigrants in construction and hospitality. The bigger danger is in creating support for parties that will use the issue to take whole economies and countries backwards by further depressing workers wages, benefits and rights, exacerbating social divisions around race and income that they say they will solve but have no economic policy to do this. All socialist and socialist democratic parties have grasped this in 2023-2024, some earlier by 2019. ...

This Editorial Board editorial in the WSJ should be titled Ukraine Corruption and Ukrainian people's interests in good governance. The reason is that beyond ensuring that the $187 billion sent by the US is used without corruption and this editorial cites evidence that this is the case through many oversight authorites US and EU has set up- there is the larger interest of the people of Ukraine battered and fatigued by 4 years of war. Corruption becomes an accepted practice in many democracies. Nations such as India that were mired in corrupt practices in state governments are seeing major changes in the last decade with public funds dedicated to infrastructure going to build the new infrastructure India needs to modernize its economy. It is proving that this is possible in Asia, as is shown in Taiwan, South Korea, Japan, China and now India. There is every reason to believe Ukraine can achieve this good governance with sufficient efforts and this is the goal set by the European Union, by Germany, Britain and France, for Ukraine. ...

Brigid Schulte says French parents can be more relaxed in their parenting because of the reliable state financed childcare system in France. France ranks first in the 34 nation OECD for 100% preschool attendance, with the U.S. way below at 46%. The U.S. is the only country in the developed world that has no federal paid parental leave policy. This puts enormous stress on mothers, and also on fathers who share the tasks of parenting. This is one reason why there is a long tradition of working mothers in France, and why American mothers are constantly having to make choices of staying at home and parenting or trying to juggle work and careers.

French president Macron takes office for a second term saying that "the French people did not prolong his previous mandate." "This new people, different from five years ago, gave a new president anew mandate." Macron now faces a challenge in parliamentary elections from parties on the left led by Jean-Luc Melenchon. The left vote is now consolidated behind Melenchon and he could be the next prime minister under Macron, bringing in new voices into the Macron administration that were missing in the first term leading to a fracturing of French society and politics. This will be needed to unite France and tackle problems of loss of manufacturing to China, and surging inflation hurting middle and lower class households finding it hard to meet essential needs.
