A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

Investing strategy that is in contrast to PIMCO's Gross and El-Erian view that we are entering aperiod which is the "new normal"- aperiod of diminished expectations with stocks playing a smaller role. This means that investors hold as little as 30% in stocks. Barry Ritholtz, CEO of Fusion IQ, a quantitative research firm says he sees this recession as similiar to the 1973-74 recession and sees growth picking up by 2013, or 5 years into this one. Ritholtz thinks its wise to have larger investmetns in fixed income and similar investments, but also to have exposure to stocks in growth areas of the world. Robert Arnott of Research Afiliates, aresearch and analytics firm, suggests a mix of five even baskets: Us stocks paying healthy dividends, stocks and bonds from mature foreign economies, stocks and bonds from emerging markets, stocks and bonds built around oil and commodities to hedge against inflation, and 20% in bonds. including Treasury inflation-protected securities. Such aweighting would increase stocks as apercentage of the portfolio to 50%....

About half of American states went on lockdown including the largest New York and California, covering about 100 million people. Here is a state by state account of the measures taken by each state to limit movement outside the home to essential activity such as getting groceries from stores and medicine from pharmacies. In German states there is a fine of 2500 euros for violations and similar fines in other countries. Most American states have not resorted to specific fines for the lockdowns. Britain also has not specified a fine, but police enforcement will take place with possible fines and jail time for violations. Italy has a fine similar to Germany, with the public calling for stricter action.

The ruble plunges from 83 to the dollar to 111 for its largest single day fall on record on Feb. 27, following the swift American and European response to the Ukraine invasion. The Bank of Russia raised interest rates to 20% from 9.5%. The situation is reminiscent of August 1998 when the government devalued the ruble and suspended payments on debts, leading to collapse of the banking system. That situation led to emergence of Mr. Putin as the Russian economy was stabilized in the years following the collapse. By acting quickly with sanctions on Russia's central bank and on its other banks the trade in the ruble has essentially seized. Russia this WSJ report says may default on its debt as it would not be able to use its $600 billion in foreign currency reserves to support the ruble or its banking system, pay off outstanding debt payments.

Elections are only 4 months away in February 2025, a short time but also a long time with all the changes going on today. In the past CDU and SPD have worked together. Past CDU approaches may not work as Germany badly needs to invest in its economy as the US has done under president Biden. The experience of Britain shows that simply making deals and counting on free trade deals doesn't work, and cuts to public services to budgets including on basic services including water and transportation, climate, do not work either. Are their good leaders and policies that fit the times is a question that will be persistent for many nations.

The US should push forward with its plans to compete with China and Taiwan in the chip business. That was the intent of the Chips and Science Act that both parties supported in Congress. The naysayers simply don't want to take up the difficult challenges and are wilting even before the struggle to regain advantage in chip US manufacturing technologies has begun. Gelsinger at Intel says the scale is necessary for gaining technologies, and making chips for other companies is key to doing this. The products business and business manufacturing for other companies complement each other and enables Intel to co-develop technologies and introduce them faster. Amazon cloud computing has given Intel its business order for AI fabric chips, other companies will also decide to go with a US supplier. Gelsinger's goal at Intel is to make it the second largest manufacturer of chips by 2030. This is not just the goal of Intel, it is the goal of the US to recover its chipmaking capacity and technologies as a major priority for the Nation. It takes ten years to make such a change, after the neglect of the US to add funding for US manufacturers as China and Taiwan have done. Intel is doing this faster  and losses will peak in 2024. Leadership at Intel must persevere with "bold, persistent innovation."   ...

The Seagreen wind farm in the windy North Sea waters off Scotland begins production this week. It is a 3 billion pound project of SSE Renewables and TotalEnergies of France located 17 miles off the Angus Coast of eastern Scotland. Production is 1.1 gigawatts of electricity in the first phase enough to power 1 million homes. It is the world's deepest fixed bottom windfarm- the deepest foundation to be installed in December will be 59 metres below sea level. 

Its location near the old oil and gas capital of Aberdeen, Scotland, shows how the renewable energies acceleration is giving a new life to the region. Seagreen uses new renewables technology because of the rocky difficult conditions in the North Sea. SSE Renewables is a London based company that has $12.5 billion in investments in renewable energy.
