Researchers at Beihang University and Tsinghua University in Beijing studied how temperatures and relative humidity affected the natural transmission of coronavirus in 100 cities across China, The looked at data on January 21, 22 and 23, before Chinese authorites stopped its spread. They calculated that the infection was more contagious in northern China, with temperatures and relative humidity low, than among the cities along China's warmer and more humid south east coast. Their conclusion- high temperature and high relative humidity significantly reduce the transmission of coronavirus. The researchers are funded by the National Natural Science Foundation of China. Researchers at the Institute of Virology, University of Maryland, have found that the consistently similar weather across the Northern Hemisphere between 30 degrees latitude and 50 degrees latitude north, running through China to South Korea, Japan, Iran, Italy, France, provides temperatures of between 5 and 11 degrees Celsius (41 to 51 degree Fahrenheit, with relative humidity between 44% to 84% and low specific and absolute humidity. This exceptional NYT report by Noam Scheiber describes the impact of the Obama administration's new overtime pay rules requiring time and a half overtime pay for most salaried employees paid less than $47,476 a year. For a long time now firms in publishing, consulting, media, advocacy groups, and other fields have made young people work long hours for low pay without overtime pay just so they have opportunities later. This is especially true for the last decade when jobs were scarce, especially for young graduates. The rule is inspired by a need for better work-life balance, to widen opportunities to beyond the group where affluent parents supported their kids in these jobs, and by the sometimes abusive nature of the overtime work that could extend from 7 am to 7 pm or such hours at what amounted to minimum wage work for well educated but aspiring college graduates.

British politicians are seen from the outside as having ruffled up the electorate on migration, the European Court of Justice and other issues, just to make their own points and for their own ends, not necessarily having the best interests of Britain in mind.

The ceasefire between militants in Pakistan's border areas and the Pakistan army also has led to increased activity along the Pakistan border as Pakistan militants cross the border into Afghanistan, and the Pakistan tribal border areas acting as sanctuary for the Taliban militants. Meanwhile Obama and McCain see the situation differently. McCain sees Iraq as important and Obama would withdraw from Iraq and concentrate on Afghanistan and send 8000 more troops to Afghanistan, something that may happen if he is elected and the situation in Afghanistan deteriorates further.

This remains an untackled issue in the negotiations. A hard border with Ireland would threaten a fragile peace in Northern Ireland. This brings up the thorny issues in the Brexit vote that were not considered during the referendum for a simple "yes" or "no" vote. Labor party favors the EU customs union membership and the Conservative hardliners now have to face up to the problems that were not really addressed in the referendum vote. Theresa May's thin majority in parliament also place her in a difficult situation now that the Labor party has supported the EU customs union.

South Korean president Moon Jae-in sees his popularity drop from a high of 83% with the outreach efforts to North Korea, to 60% by July 2018 with concern about the economy. Presdent Moon-Jae-in made a campaign pledge for $9 minimum wage by 2020. Recently the minimum wage was increased by about 11% for 2019 after a 16% increase for 2018. Job growth slowed from 836,000 in first 6 months of 2018 compared to 2.15 million for the prior year.

Critics say the increase affects mom and pop small business and results in slower job growth. Youth unemployment is at 9%.

Moon's 83% approval rating is still unusual for South Korea. The opposition conservative party has only 14% approval rating and the previous democratically elected presidents left office with 30% approval.

Both India and China see the potential for a larger global role as the U.S. under president Trump seeks a smaller role than in the past. On issues such as climate change China has taken the lead and India is also an active participant in limiting carbon emissions.

The LDP gets only 191 seats, down from 247, in the 465 seat Japanese parliament, losing its majority in parliament. This means leader Shigeru Ishiba may have to resign and the LDP look for caolition partners. The Democratic Party of Japan won 148 seats up from 98 seats in the last parliament. Voter say they were against the one party monopoly politics, others called for change.

It also appears that the resignation of Fumio Kishida,the selection of Shigeru Ishiba only a couple of months back followed by the election have led to a loss of confidence in the LDP. Part of the reason is that Ishiba is an older politician and does not represent the new younger generation in Japan's conservative stagnant political scene with fragmentation of the opposition.

In Germany 85% of older citizens elder care is in their own homes with help of relatives and outpatient care assistance is covered from a nursing care insurance fund that pays $330 to $990 a month depending on level of care required. The average pension is $1100 a month.

The collective action clause ensures a 95% participation for the bond restructuring deal Greece is doing in March 2012 to cut its debt to sustainable levels. A similiar deal could be designed for Portugal says Mitu Gulati, a law professor at Duke University. Because Greece's bonds are written under Greek law, writing in a new collective action clause is a legal mechanism for achieving a meaningful debt reduction and bond restructuring deal- this is something Gulati and Buchheit figured out because of their expertise in this field. A joint paper by Buchheit and Gulati in 2010, first explored the way in which private bondholders of Greek bonds who reject a bond debt restructuring could be forced to accept the same losses as other investors who accepted the deal. They are now advisors to the government of Greece. In early 2011 there was serious discussion that the Brady Bonds debt restructuring for Latin American debt of Argentina, Mexico and Brazil of the 1980's, under which private investors traded in their old bonds for new bonds with longer duration at reduced interest rates and lower value- reflecting voluntary losses accepted by bondholders- was the approach needed for Greece, Portugal, Ireland and other eurozone countries. Then U.S. Treasury Secretary Nicholas Brady took the lead- in Landon Thomas Jr., NYT, 11/30/2010. Bondholders held out throughout this period, with Charles Dallara, one of the architects of the Brady bonds restructuring, hired by European banks to negotiate on their behalf. It was only when German Chancellor Merkel delivered an ultimatum by telling Dallara "this is the last offer," during a late night meeting on Oct. 27, 2011, at EU headquarters in Brussels, was an agreement reached on serious debt reduction- in Walker, Forelle, Meichtry, WSJ, 12/30/2011. California, New York and Washington are  three states, with 30 other cities in the U.S., and 100 large businesses, forming the U.S. Climate Alliance, saying they will  follow the Paris agreement on climate change. Former Mayor Bloomberg of New York City is organizing the effort, and he says in the U.S. it is cities, states and businesses that actually do the work of reducing emissions, not the federal government. Bloomberg said: "The fact of the matter is Americans don't need Washington to meet our Paris commitment." Governor Jerry Brown of California says the response will be for California and other states to set even bolder standards for reducing emissions.

Attorney General Sessions says the driver of the car who drove into protesters could be prosecuted in a number of ways including for a hate crime. The protest was against a white supremacist rally in Charlottesville. A car driven by 20 year old James Alex Fields drove into protesters injuring 19 and killing one woman. The local charges being made are for hit and run, malicious wounding, and the Justice Department is conducting its own probe. The comments by Sessions contrasted with the statement blaming both sides by president Trump, which led to strong criticism in the media and by the business community.

The movement for Catalan independence is stronger in smaller towns in the interior of Catalonia. In Barcelona feelings are mixed, and it is possible that Barcelona would vote against independence. The city's leftist Mayor Ada Colau, says Barcelona is a pluralistic city with many opinions and is not pro-independence in the way the rest of Catalonia is. One reason is the cosmopolitan look of Barcelona with some of the residents coming from other parts of Spain. Prof. Bartomeus of the University of Barcelona says the support for independence is low in Barcelona compared to the rest of the Catalan region.
