This could be the last year as Maine has a 14 day quarantine for visitors from outside. Maine has the largest median age in the country at 45. Known for its coastline it gets millions of visitors in the spring and summer months adding $6.5 billion to its economy. Depending on this tourism are thousands of small businesses. He says he does not want to create a barrier for those needing a test to be able to get one without eligibility tests, but some form of prioritization may be needed.

WSJ was first to point out the dangers of holiday hotspots in Spain, Greece and Croatia in spreading the coronavirus in Europe. One story in the WSJ showed how 21 million tourists visiting Croatia in the summer were not following the basic social distancing and mask guidelines. These tourists returning to Germany, Austria and other countries were spreading the virus after becoming infected in bars and restaurants, shops in Croatia which had not followed the basic guidelines that had been followed earlier in Croatia in April. Over the summer after months of lockdown people simply used fatigue with restrictions as a reason for going the other way and ignoring them.

The government changed the law to let student doctors, physiotherapists, and dental workers to give the vaccine. Retired doctors and nurses are called in. Compare that 79% of Britons are seeking the vaccine, 54% in France and 64% in the U.S. showing that the UK is doing a much better job. Vaccination starts next week for over 80 year old people. This report looks at the situation in California as it reports 53,000 new cases on December 16, 2020. The entire state from high deserts to beachfront cities, from the San Joaquin Valley to Sierra Nevada resort towns is facing a growing pandemic. In Apple Valley, California in the southern part of the state the only capacity is overcapacity with hospitals at 200 or 250% of capacity.  The scary thing is that the health care system is reduced to being available only to the gravest, most urgent medical conditions.

Prior to this change sellers paid what was called a commission which was baked into the hose price, kind of made less visible. The 730 ton steel sphere in Taipei skyscraper 101 with 100 stories is suspended between several floors at the top of the building as a mass damper to take the violent swinging shock of earthquakes. It can cut the building's swinging in an earthquake by 40%. This has saved occupants during this week's earthquake in Taipei. Closed circuit TV footage shows the building hardly moving which is amazing. The technology is displayed openly in this building built in 2004 as the tallest in the world. In addition 380 piles are driven 100 feet into the ground. Taiwan is located in a seismic active zone prone to earthquakes.

France's finance minister Bruno Le Maire announces a $45 billion effort to cap energy price increases for electricity and gas to 15% increase. Earlier efforts had capped the increase to 4% till the end of 2022 in a tariff shield (bouclier tarifaire). France's public accounts minister says the budget being presented is "a budget to protect." Windfall taxes on energy companies will reduce the cost of the $45 billion to $12 billion. Other protection is offered in the form of increasing income tax brackets by 5% to lower the tax burden. In the absence of this effort the energy prices could have increased by more than 60%, says the Finance Ministry.

It was the meltdown of the nuclear reactor after a tsunami that caused the disaster at Fukushima, Japan. President Macron called Putin about this and Putin asks the International Atomic Energy Agency to send its team to the plant in his response. Large scale contamination would result in Europe if the plants cooling systems failed during the nuclear plant being taken off the Ukrainian grid and shutdown. In normal times this plant provides one fifth of the electricity supply in Ukraine.

Both Ukraine and Russian Federation have signed the agreement. It forbids the "release of dangerous forces from nuclear plants that can cause severe losses for the civilian population." Russia took control of the nuclear plant at Zaporizhzhia in Ukraine early in the war leading to a situation where the European Union fears it is attempting to weaponize the plant by turning it off the Ukrainian grid. This creates risk that backup cooling systems cannot cool the reactors leading to accidents.

Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

The combined impact of the tax cut with the pandemic relief measures and drop in tourism revenues widened the budget deficit from 9.6% of GDP to 12.2% of GDP in 2020. PM Wickremasinghe has increased VAT from 8% to 12% to generate 65 billion rupees. And an additional 52 billion rupees from increasing corporate tax from 24% to 30%.
