France's finance minister Bruno Le Maire announces a $45 billion effort to cap energy price increases for electricity and gas to 15% increase. Earlier efforts had capped the increase to 4% till the end of 2022 in a tariff shield (bouclier tarifaire). France's public accounts minister says the budget being presented is "a budget to protect." Windfall taxes on energy companies will reduce the cost of the $45 billion to $12 billion. Other protection is offered in the form of increasing income tax brackets by 5% to lower the tax burden. In the absence of this effort the energy prices could have increased by more than 60%, says the Finance Ministry.

The danger of the nuclear plant at Zaporizhzhia being taken off the Ukrainian grid by Russia is that it would then have to be cooled with backup systems which are not as reliable. It was the meltdown of the nuclear reactor after a tsunami that caused the disaster at Fukushima, Japan. President Macron called Putin about this and Putin asks the International Atomic Energy Agency to send its team to the plant in his response. Large scale contamination would result in Europe if the plants cooling systems failed during the nuclear plant being taken off the Ukrainian grid and shutdown. In normal times this plant provides one fifth of the electricity supply in Ukraine.

DW.com looks at what the Geneva Conventions -that regulate conduct of war, signed in 1949 and with additional Protocols signed in later years- say about the attacks on a nuclear plant. Both Ukraine and Russian Federation have signed the agreement. It forbids the "release of dangerous forces from nuclear plants that can cause severe losses for the civilian population." Russia took control of the nuclear plant at Zaporizhzhia in Ukraine early in the war leading to a situation where the European Union fears it is attempting to weaponize the plant by turning it off the Ukrainian grid. This creates risk that backup cooling systems cannot cool the reactors leading to accidents.

Imports from India could ease the situation. Instead it was $2.7 billion in 2012 and it was about $300 million in 2020, in OEC data.  Finance Minister Ismail talked about importing tomatoes and onions and other products from India during the floods with one third of Pakistan under water and half a million homeless.

Fear of homelessness is a big problem for Ukraine refugees among the elderly. Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

The combined impact of the tax cut with the pandemic relief measures and drop in tourism revenues widened the budget deficit from 9.6% of GDP to 12.2% of GDP in 2020. PM Wickremasinghe has increased VAT from 8% to 12% to generate 65 billion rupees. And an additional 52 billion rupees from increasing corporate tax from 24% to 30%. The ill timed tax cuts and mismanagement of finances are at the roots of the economic crisis.

Most of the trade deals including ones with Canada and Australia add up to no more than 1% to Britain's GDP when the loss of the EU through Brexit means a loss of 4% of GDP for Britain.
