Saudi Arabia and the UAE are emerging as large arms buyers. Saudi Arabia spent $80 billion on arms purchases in 2014, more than France or Britain, according to the Stockholm International Peace Research Institute. The Emirates spent $23 billion, triple the amount spent in 2006. Qatar made a $11 billion deal in 2014 for air defense systems and helicopters. It is looking for F-15 fighter jets to replace its fleet of older Mirage jets. The House bill on health care cleared the House Committee on Energy and Commerce with a vote of 31 to 28. Five Democrats joined all 23 Republicans. Compromises were reached with Blue Dog Democrats, centrist Democrats who had concerns about the cost of the health care overhaul. The bill will be taken up again in September after the August recess, when Congress will be faced with the task of recociling the House and Senate versions and reaching common ground on a number of proposals. Some common ground has already been achieved between centris and Blue Dog Democrats and Democratic members who support Obama's proposals. Among the changes on which consensus was reached in the House version: 1. Access Insurers will have to accept all applicants and will not be able to charge higher premiums because of medical history or current illness. All insurers will have to offer a minimum package of benefits, to be defined by the federal government, and nearly all Americans will be required to have insurance. Insurers will have to get prior approval from the government before increasing premiums over a certain amount. About 95% of Americans will be covered this time. The cost will still be approaching $ 1trillion over 10 years. Federal subsidies will be given to those who cannot afford health insurance and Medicaid coverage will be expanded. And the insurance will be made more affordable for the uninsured. Democrats also reached a consensus on creating some sort of government insurance plan or nonprofit cooperative to compete with private insurers. 2. Mobility And under this new plan it will be easier to change jobs as one would retains one's health insurance. This should actually help the job market, and help promote the mobility that is needed, now that jobs are shifting out of sectors like autos to sectors like energy. 3. Cost The Energy and Commerce Committee voted 47 to 11 to set aprocedure for the government to give federal approval of generic versions of expensive biotechnology drugs. By one estimate this saves $9 billion over 10 years. The Democratic proposals from the Energy and Commerce Committee would authorize the Health and Human Services Secretary to negotiate prescription drug prices for Medicare benificiaries. The agreement and consensus among the conservative, liberal and centrist Democrats, and Democrats with ties and connections to the health care industry was reached after intensive negotiations, and adoption of a package of amendments that helped bridge the differences they had. ...

What is it like crossing borders today in Europe during the coronavirus, and what are European cities like at this time. Two NYT journalists Kingsley and Vancon are finding out by driving 3700 miles by car across many European borders. The hardest they find is entering Germany from the Czech border, where they were stopped and questioned in every way. Germany has strict restrictions- you can only leave for 48 hours if it is longer than this one has to do 14 days in quarantine. Germany also has managed the coronavirus better than its other neighbors France, Switzerland and Eastern European countries.

As the pandemic continues to spread and numbers grow with reopening of the economy the question remains -what can we learn from other countries positive experience in controlling spread? Here the Times provides the example of German contact tracing- chancellor Merkel has emphasized that a lot depends on "total" contact tracing, and contact tracing "above all else." Germany's experience is that even if you don't get everything right, you make an honest effort with everything you've got and do it early it makes a real difference. Some of the offices across Germany are stretched and short of staff but they have been working since the beginning of March, sometimes in the early days 7 days a week. Only 33% or one third of the offices throughout Germany for contact tracing have the required 5 person team for every 20,000 people, and 35% are overstretched or at their limit, according to one survey. No apps, just a low tech effort with people from the state administrations who were not working during lockdown trying doing something else, or volunteers. Mainly using the phone, talking to people and tracing the contact chain of people testing positive. Putting this information on the computer with a central database.  The Berlin office has 115 workers and has tracked down every one of 666 virus cases it was given. Because of privacy concerns at the Munich office sometimes even the patient's name is not given and office staff have to locate the name and the person. It requires dedication, flexibility and above all resilience, says Harold Rau, the deputy Mayor of the Cologne office, cited in this Times report. The doctor alerts the local office with a test result. The office calls the person and finds out who he has been in contact with for the last 14 days. Then the people who were in contact with are grouped based on the directness of contact, face to face, so on. These people are asked to quarantine for 14 days, sometimes with the rest of their household. They get daily call to find out how their doing for symptoms. The effort goes back to Robert Koch in the 1892 cholera epidemic in Hamburg. Robert Koch, microbe hunter in Germany, was called in after the epidemic spread from Moscow. It devastated Moscow and Tokyo, but Hamburg suffered far less about 8605 deaths as a result of the contact tracing and strict closing off quarantining of affected chains after isolating them, closing off affected parts of the city. Bit by bit the cholera epidemics sparks were put out before turning into flames, says Koch. In the current pandemic Germany has suffered 8241 deaths and 178,000 confirmed cases. So far this is in line with the cholera epidemic in Hamburg 1892, and this for all of Germany. And it is not just affluent nations that can do this. where there is a will there is a way. In Kerala state in southwestern India, similar efforts have worked to limit spread  with even better results than Germany. ...

The effects of the pandemic on education are seen in the drop in scores for 4th and 8th graders in the US for math and reading. In math at 8th grade cores fell from 34% being proficient in 2019 to 26% in 2022. For 4th graders from 41% being proficient to in 2019 to 36% in 2022. Reading scores declined in more than half the states in a downward trend and only about a third of students were proficient.

And character cleaves through all manner of difficulties.  Experts say the wrong way to do this is to draw up lofty resolutions that are big steps and gradually lose hope through the year as carrying it out runs into problems.  It is best to go small, to take many mini steps towards a goal and associate each mini step with positive feelings. The goal should also be fairly simple and something you already wanted to do, or always wanted to do.  Going small one can set new habits in motion through little actions done through the day at particular times. It may even start taking no more than a few minutes, that is just fine. Its the accumulated actions, and the learning, the positive feelings, that set up a new habit. Gradually without thinking too much about it this changes us over time whether it is trying to meditate, do yoga or some other exercize, tackle some priority, or do something fun that is also vitally helpful for our growth and development. ...

About 500 million smartphones are expected to be sold in China in 2015, according to IDC. Xiaomi has gained a firm foothold in China among young people and a fan base similiar to the way Apple is seen in the U.S. The next phase of growth is in countries where there is still room to grow with a large number of people without smartphones. Founder Lin Bin is a former Google executive. He has hired another Google employee Hugo Barra to plan the next stage of expansion overseas. He says Xiaomi will continue to focus on areas other than Europe and the U.S. where there are weak telecom carriers. Xiaomi's pricing model is based on selling quality smartphones with many features at lower prices. In the U.S. and Europe where large service providers offer large subsidies to users of smartphones Xiaomi cannot compete because its pricing advantage disappears. This means taking on the market in places such as India, Indonesia and Brazil where there are many people looking for a smartphone at a smaller price. One obstacle is that Xiaomi has few patents, and competitors are likely to mount paten challenges in these markets. In India, the second largest market, Ericsson has mounted a patent challenge leading to a court order suspending sale of Xiaomi phones. Xiaomi's strengths in China lie in savvy use of the internet and media to market its phones, using some of the methods used by Apple. ...
