Wal-Mart and five other companies will invest $500 million in Chinese online retailer 360buy.com. Wal-Mart operates more than 200 stores in China. 360buy.com says it is growing fast, with sales in 2010 at $1.5 billon, up from $200 million in 2008. This coincides with rapid growth and the convenience of online retailing in China. Analysts says 360 buy manages its own goods and distribution, which are mostly consumer electronics. 360buy resembles Amazon in the US. i-Research, a firm in Shanghai, says online retail sales in China are taking off with sales growing from $8.5 billion in 2007, to $75 billion in 2010. Before 360buy the other major online retailer was Taobao.com, a subsidiary of Alibaba, which does not resemble Amazon or 360buy, as it is more of an online bazaar that maches buyers and sellers.

French parliamentary election first round results show Macron's party neck and neck with the left parties bloc led by Jean Luc Melenchon. Melenchon is shown in polls to be slightly ahead. The second round of the election is on June 19. Macron is unlikely to have a majority and may need the support of the centre right Les Republicains. The voter demographic of the Macron party and the Les Republicains is older voters, centre right, who tend to vote in larger numbers than younger voters. Voter abstention is high with 48% of the voters having voted in the first round and shows deep voter dissatisfaction with the political elites in France. Before Macron two one term presidents led the government- Sarkozy of the Les Republicains and Hollande of the Socialist party. Macron was Economy, Industry and Digital Affairs minister in the Socialist party Hollande government before he formed his own party in April 2016 months before the election calling for a revitalization of French politics away from the two leading parties. His party was named Le Republique En Marche with younger people not connected to traditional parties.   Macron won a second term with the help of Mr. Melenchon's socialist supporters. Melenchon called for not a single vote for Marie Le Pen the far right candidate in the second round of the presidential election. Melenchon and Marie Le Pen were neck and neck in the first round.  Within Macron's party Louis Philippe a popular prime minister leads a faction that Macron will need to negotiate with in addition to Mr. Melenchon for parliamentary support. There is also a situation of cohabitation that would happen if Mr. Melenchon wins a majority in the National Assembly. Melenchon says the results in the first round "offer an extraordinary opportunity for the destiny of the common homeland to defeat the disastrous politics of the majority, of Macron." In 1997-2002 France went through cohabitation with the president and prime minister from different parties. Lionel Jospin was prime minister with Jacques Chirac as president. Yellow vest protests in 2018, gilets jaunes, were a result of increase in automobile fuel prices and the cost of living, and the general sense of dissatisfaction with policies of president Macron that were seen as not favoring workers and families finding it hard to make ends meet. The working class vote and vote of younger people is evenly split between the far right of Marie Le Pen which does well in rural areas, and the socialists under Melenchon in working class districts of larger cities. In providing support for the European Union and traditional French foreign policy, Macron and the socialist parties have common ground compared to the anti- EU policies of Le Pen resulting in votes cast for Macron that were really for melenchjon in the presidential election in which Macron secured a second term. Cohabitation then offers the popular alternative for a prime minister such as Melenchon for domestic policy and a president in the form of Macron for foreign policy at a critical time for Europe with the EU response to Russia including the embargo. ...

Noam Scheiber of NYT provides this illuminating account of how the changes in employment affected Hispanic Americans since 2004. About 500,000 jobs were created in the U.S. construction industry in 2014. Of this 315,000 jobs went to Hispanics with the highest number in California, Florida, Texas and Illinois, which have large Hispanic population. This has enabled Hispanic employment to reach the pre-recession levels in 2015 before this happens for blacks and whites, according to the Economic Report of the President. The drop in immigrants from Mexico crossing the border as economic conditions deteriorated in the U.S. in 2009-2012, and the stricter enforcement, has resulted in native born Americans benefitting most from the jobs created. Hispanics took the biggest hit following the recession in 2009-2012, with a loss of 700,000 jobs for the 3 million Hispanics employed in construction. During the 2004-2007 construction boom Pew Research shows 1.6 million jobs going to immigrants, of which 800,000 went to native born Hispanics, before the collapse in construction in 2009. This time the recovery is benefitting native born Americans most....

A technology that has been known for years but with problems to solve before it can go on the road is being developed by automakers. It will increase fel economy by about 15% and reduce emissions of oxides of nitrogen a key smog component. GM is working on getting HCCI which stands for Homogenous-charge Compression- Ignition to work in a gasoline engine. For it to work the combustion process in such an engine has to meet certain conditions, the mixture of air an fuel has to be homogenous and be at certain temperatures. Once this is achieved combustion occurs without a spark. The trick is to get the temperature and gas mixture to just the right homogenous levels so that it sparks and burns efficiently, which at this time is being achieved by computer controls keeping the engine rpm within a certain optimal range of 1000-3000 rpm which covers typical driving. Problems that remain to be tackled are the faint rattling type noise when the engine shifts to spark ignition when its outside this range of rpm, and the emissions reduction at low loads, and handling a range of fuels. GM has made progress upto the advanced engineering and road test phase for the Saturn Aura. German automakers Mercedes and VW are perfecting there own versions of HCCI and Honda is developing its version and its a top priority for these automakers. ...

The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. South Korea's crowded hospital environment and Asian culture of being in continual close proximity for caretakers lets the MERS virus spread. The government's failure to alert hospitals of known cases means doctors are totally unaware of the MERS outbreak until many patients with MERS were transferred to larger hospitals in Seoul. The result inhaled droplets of MERS virus and rapid spread. The government feared there would be panic in the neighborhoods and acted too late. The known cases of MERS virus reached 95 cases, and 2500 people are being monitored. All this happened in a few days- The first infected patient was at an hopital in Asan, south of Seoul on May 12-14, 2015. He was sent to a larger hospital St Mary's in Pyeongtaek, near Seoul, with no one knowing he had been to Saudi Arabia and the UAE. From there he was transferred to Samsung Medical Center in Seoul, and he was diagnosed for MERS virus on May 20. By this time 37 people at MERS were infected, and one of them admitted to Samsung hospital in Seoul infected a large number of people there. President Park Geun-hye's Gallup Korea approval rating dropped six percentage points to 34%, and the government moved to make an "all-out response."...

Prospects for the global economy in 2016- debt to GDP ratios high in Turkey, Brazil and China lead to problems and slowing growth. India an exception in emerging markets with growth rate above 7%, benefitting from increasing foreign investment and halving of oil prices. U.S. recovers slowly, and the eurozone emerges from the debt crisis with need for further quantitative easing by the European Central Bank. Russia recovers gradually after a steep devaluation of the ruble. Ironically just when a slow recovery is taking place in 2015-2016, the private sector governance improvements, and serious tackling of debt problems, lead one to conclude that prospects for the long term are better today than in 2005 when the optimism was not well grounded because of weak governance and debt buildup.

Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

Why are home covid test kits harder to find in the US compared to Europe and other places? Part of the reason is that the FDA was more stringent in approving home tests than in Europe. During the focus on vaccination in mid 2021 there was less demand for home tests so that Abbott and other makers of home tests actually cut back on production. European governments continued buying them in bulk to distribute them free as the tests were required to enter restaurants and public transport in Europe. With Omicron in December 2021 pharmacies in the US quickly ran out of tests and prices were high at $25 for test kits.
