Osborn and Gauthier Villars describe how Russian president Putin and his former Dresden KGB associate Chemezov executed their strategy for Avtovaz to create a Russian state owned autombile industry in alliance with Renault. Troika Dialog and state banks put in hundreds of millions of dollars, and Renault put up $1 billion with more of it in cash up front, to get the necessary restructuring and financial setup to obtain state ownership and control of all of Avtovaz's assets. This had to be done because the company had descended into control by gangs and criminal elements by 2005 when Putin put Chemezov in charge with help of state police and prosecutors. And Putin conceded only 25% ownership to Renault as the Russians have gradually reasserted control of their companies and driven out gangs and elements that have grabbed assets in the lawless environment that prevailed with the collapse of communism. What is happening is that the state is then attracting capital and technology from foreign companies by selling them a stake at the best price possible. In the case of Avtovaz because of the highly deteriorated lawless situation, the state will use some of the Renault money to take financial ownership of Avtovaz in addition to loans from state banks. Putin says he has attracted $80 billion in foreign capital in 2007. During the Brezhnev years Fiat invested in Russian automobile factories which became part of Avtovaz. In 1993 it was privatized, but by 2005 it had fallen into Mafia type gangs hands and the state had only about 2% control of ownership. From this low level Avtovaz has recovered, and now is where it was before privatization, with the added infusion of technology and capital and part ownership by foreign companies interested in expanding in a fast growing Russian market. Note that its location is Southern Russia, and its employment base is huge employing 104,000 people. The company is now back on its feet and improving its prospects with newer models to replace the old Lada, of which 736,000 are turned out each year. With the help of Renault, Russians hope to create a large automobile industry of their own. Compared to 2004 when 24% of companies were state owned, now 40% are stateowned as the Putin strategy continues. By getting much better deals and selling off stakes at higher prices, keeping state control of the bulk of the assets, and seeing that capital and technology infusions occur as technology moves forward, this strategy is proving to be a winning proposition for Russia. For foreign companies the growing attractiveness of the Russian market, and the probability that even at the higher prices these assets might be worth much more in the future, makes it a win-win proposition. This is the direction Russia will increasingly take under the Putin-Medvedev administration. Note that Chemezov may take up Aviation industry reorganization next....

This report in The Guardian looks at regenerative agriculture practices in the south of Spain for growing olives and for producing wine. It is good for farmers from both an economic and soil regeneration perspective. By growing in conditions that promote biodiversity olive farmers get higher prices for their product. This report looks at farms with 70 million olive trees in the province of Jaen in southern Spain.

Under EU's Life programme 20 olive farms in Spain were selected for the regenerative agriculture model. This allows grass and wildflowers to grow between the olive trees, and insect and wildlife to revive. The Olivares Vivos project is making good progress in Spain to revive agricultural land. Not ploughing between the trees helps for better water retention, less erosion and run-offs after heavy rain.

Such practices can be applied in other countries in Asia and Latin America.

Daniel Henninger of the WSJ interviews Edwin Feulner, who founded the Heritage Foundation in 1974. The Heritage Foundation gained influence during the Reagan presidency. Feulner says he believes having the numbers right is important to maintain credibility, and it is important to respect the origin of the opposite side's ideas. Feulner reminds readers the Heritage Foundation has 600,000 donors as current members, and once turned down a check from textile magnate Milliken over its support for free trade. Its positions strive to be conservative, not Republican. Feulner looks ahead to political leaders like Jack Kemp who partnered with Bob Garcia of the Bronx on urban revival, and could take caring positions outside the political spectrum.

German chancellor Scholz finally approves 14 Leopard tanks for Ukraine. The Southern Nevada Water Authority has cut water consumption coming from the Colorado River by 25% over 2 decades even as population has grown by 50%. It has done this by fining people for excessive use and paying landowners to remove turf grass. One television ad shows a person being scolded for excessive water use and the line "Vegas is enforcing water waste big time."  As a result of water conservation, water pricing, and replacing turf grass, the seven states fed by the Colorado River and the reservoir Lake Mead have seen much improvement in water usage. Lake Mead hit by a drought in the years 2000-2015 is now risen by 25 feet to 1096 feet in 2020 making it 44% full, the highest level in 6 years. The water conservation efforts in Southern California have yielded results. Metropolitan Water District of Southern California gave out $350 million in rebates for replacing turf grass. Irvine Ranch Water District cut drinking water use by 20% with higher pricing for inefficient use beyond a set limit. Building codes are amended preventing turf grass in front of homes. Lawns and golf courses replaced turf grass, with some golf courses using desert landscapes. In this area of 10 million people 200 million square feet of turf grass was taken out. ...

Thomas Fuller of the NYT cites Thai historian Nidhi Eoseewong about the social transformation taking place in Thailand and the emergence of farmers in the northeast as part of the middle class. This change is a result of Asia's rapid economic growth and brings with it new tensions in the social and political fabric of the country. Suthep Thangsuban, a leader of the Democrat Party, is leading protests in Nov. 2013. Because the northeast Thailand voters form about one third of the vote, the older established Democratic Party- allied to the middle class in Bangkok- has failed to win elections since 1992. The established older middle class wants to see less electoral participation that diminishes its role and is pushing for a Senate with half of the members appointed by civil servants and judges. The party of Thaksin Shinawatra and his sister, the current prime minister, appeals to the northeastern voters who want greater representation. These issues are behind the protests in Bangkok and are not likely to be resolved anytime soon as it will take time to integrate the northeast....

Brazil's oil company, Petrobras, has 55.7% of voting shares controlled by the government. Petrobras's nonvoting shares make up most of the widely held stock, which has increased significantly in recent years. Petrobras is Latin America's largest publicly traded company with market value of $96.9 billion. Oil production by Petrobras is 1.9 million barrels a day, larger than Brazil's expected consumption of 1.85 million barrels a day for 2006. The policies of former President Henrique Cardoso are credited with making Petrobras competitive. Cardoso passed a constitutional amendment that allowed foreign companies to compete against Petrobras. And he put new managers from banking in charge of the company, leading to significant changes in how the company was run. With new deepwater drilling oil production increased by 12% a year during the Cardoso years 1997-2002. Under the Lula administration Petrobras has also reflected the government's social goals by delaying passing on price increases in gasoline and cooking gas and limiting the price increases. Under President Lula the CEO and senior managerial appointments for Petrobras have come from the ranks of his political party, the PT. Jos Eduardo Dutra, and Jos Gabrielli are members of PT. Under the Lula government Petrobras faced little competition from foreign oil companies and Petrobras dominates the Brazilian oil sector....

Spain's economy contracted 0.3% in the fourth quarter of 2012, according to the Spanish central bank. Unemployment reached 23% in January, 2012. For workers under 25 years age the unemployment rate is 48.6%. The new government of prime minister, Mariano Rajoy, plans to pass labor reform legislation to give companies flexibility to hire new workers, lower dismissal costs and make hiring easier. The economic crisis has a larger effect say experts, because of rigid labor laws. This make it easier to layoff workers than adopt alternatives of lower wages, and which make firms hesitant to rehire. One example is higher dismissal costs- the cost of unfair dismissal is 45 days of pay for each year worked, and 20 days for fair dismissal, which is hard to prove under Spanish laws.

Studies by Professors who are co-directors of immgration studies at NYU show that the 16 million children of immigrant families are having hard times because of difficulties faced by their families including long periods of separation leading to depression, poverty, isolation. The absent parent being commonly the father. Most of these children are from Hispanic families. Immigrant children were crowded in the lower ranks for English language skills. The professors Marcelo and Carola Suarez-Orozco have studied immigrant children for over 20 years. This NYT editorial says the children are going to be part of a new generation of Americans and are th human capital of the future even as they are tangled up in the messy immigration debate that ends up treating many of these families poorly.

DW.com sees the choice of Timothy Kaine for Democratic vice presidential nominee as a safe choice, with no effort to mobilize the base activated by Bernie Sanders using a choice from that segment of the party. Both Hillary Clinton and Timothy Kaine come from the moderate wing of the party. This is likely to help Hillary Clinton in the swing state of Virginia. A report by a third party panel says Olympus management, internal auditor Hideo Yamada, former vice president Hishashi Mori, and two CEO's Tsuyoshi Kikukawa, and Masatoshi Kishimoto, hid investment losses from Japan's asset bubble in the 1980's. But it did not find links to organized crime, as reported in the media. The report stated: "The core part of the managemet was rotten, and that contaminated other parts around it. The situation was the epitome of the salaryman mentality in a bad sense." By salaryman mentality the report was pointing to Japanese culture of corporate loyalty in a bad situation. Also coming under criticism were the auditing firms of Ernst &Young, and KPMG, for signing off on the financial statements, though the panel acknowledged the difficulties of unraveling the scheme known as tobashi of transferring unprofitable assets.
