With a turnout of 80% Argentines voted in favor of the socialist Peronist party after just 4 years of government of centre right party Cambiemos, headed by Mauricio Macri, a former mayor of Buenos Aires. Alberto Fernandez was elected with 48% of the vote to Macri's 40%. People in rural areas and in  poorer parts of Buenos Aires were hard hit by the economic crisis and rise in fuel costs, giving the socialists over 50% of the vote. The failed economic policies of Mr. Macri with overborrowing building up debt of $115 billion in foreign currency denominated bonds, lack of prudent budgetary discipline, leading to inflation of 50% led to his failure to win a second term. A $57 billion bailout from the IMF which is highly unpopular in Latin America failed to stem the drop in the pesos value from 10 pesos to the dollar when Macri assumed office to 60 pesos by the time of the election. A drought in 2018 reduced exports of soyabeans, and a third of currency reserves about $20 billion were used by the central bank to defend the peso. The socialist administration returns to power under the leadership of Mr. Fernandez, a former the chief of staff of president Nestor Kirchner, Kirchner and Fernandez inherited a similar crisis resulting in deep depression in 2003. Mr. Fernandez left the administration after Nestor Kirchner's death in 2010 and Christina Kirchner headed the Peronist party till 2015 winning 2 terms in office as president. Higher social spending under the Peronist party and high commodity prices for soyabeans exports with demand from China helped restore the economy under the Kirchner administrations, later leading to higher budget deficits by 2015 that Mr. Macri inherited. A failure to adjust spending early followed by severe austerity cuts in fuel and electricity prices hurt the urban poor and people in rural areas leading to the return of the socialist party and the lost hope for Cambiemos (Lets Change) to free markets that Macri had generated in 2015. ...

Italy is planning to place a quarantine in the north covering the region around Milan and 11 provinces nearby, in a draft decree from the prime minister's office, says this report in the WSJ. When a final decision is made the quarantine would go into effect March 8 and go on till April 3, 2020. This move is similar to the quarantine steps taken in China which helped limit the health crisis in China from coronavirus. The new decree also includes tight restrictions on travel in the affected areas.

The new action is being taken as earlier measures have not limited the spread of coronavirus. They were requested by the government in Lombardy, which combined with Emilia Romagna and Veneto are the worst hit of the regions in northern Italy with about 85% of cases. It also means the industrial economy with 40% of GDP is affected.

President Biden makes preparations for weeks with his aides for one of the biggest speeches of his presidency- the State of the Union Address to the US Congress on Tuesday, February 7. NYT looks at the preparation. Aides talk about a process in which the president spends weeks reading the drafts aloud, throwing out anything that is not readily understood. The president demands that the sentences be written clearly says the NYT, so that the whole country can grasp what he is saying. Mike Donilon, Bruce Reed, Anita Dunn, Steven Ricchetti, Vinay Reddy, are aides in this process. Reed guides policy related additions, and Donilon knows Biden's voice in returning to his humble roots. Reed ran Biden's office for 2 years to 2013, and Donilon shaped the message for the 2020 campaign- a fight for the soul of the nation. During crucial periods Washington, Lincoln and FDR's address to Congress shaped thinking in the US from the War of Independence, to the Civil War and the Great Depression, Biden's fight for the soul of the nation takes its place there. ...

There is a sense from Remainers and Brexiters in the Conservatives and in Labour that Brexit is "acting as a drag on UK growth and limiting its potential" after the pandemic and inflation. Senior members of both parties are meeting in Oxfordshire including David Lamy of Labour and Michael Gove of the Conservatives, and the heads of banks and large business. Gove and Boris Johnson led the campaign for Brexit, and Gove is now interested in ensuring Brexit is not viewed as a failure in the long term. The Office of Budget. Responsibility says Brexit will reduce Britain's per capita GDP  by 4%, over the 15 years from 2016. Labour sees it as a threat to any future Labour government to leave unaddressed the relations with the European Union. In a bipartisan effort what sort of conversation to have with the EU so that Britain's economy benefits? President Biden's effort in working with like minded Republicans for America's renewal may be seen by Labour and the Conservatives as reason for doing the same in Britain to ensure European recovery.   ...

The crowded sports stadiums for soccer games during early February in the Lombardy region accelerated the spread of coronavirus in Italy by the end of February. The sports stadiums soccer games spread the virus like wildfire in northern Italy. This is why along with nursing homes, sports stadiums pose the greatest threat from coronavirus. The tens of thousands of people from a single game can contaminate as many as 40,000 or 50,000 people as these 10,000 people go on subways, restaurants and other places. This spreads to millions very quickly creating a wildfire effect. Airports and sports stadiums or music venues, theatres have this wildfire spreading effect that is then compounded by the use of public transport and restaurants other close proximity places, spreading it far and wide. These are also not essential activities as work and office, employees working at companies or in manufacturing, which are essential to the economy.  This is why in terms of priority sports and leisure travel can be deferred till a vaccine is developed. Business travel is increasingly being substituted by using videoconferencing and other ways of staying in touch remotely. ...

John Fritze gives this exceptional report in USA Today with a gallery of black and white pictures on the life and work of an American who truly embodied some of the best spirit of America. Born on a ranch in the Arizona-New Mexico region in America's southwest in the 1920's she built in herself a remarkable resilience to start work in the law when women were not hired for legal work, choosing to start work as an unpaid legal worker at the county attorney's office in San Mateo because he had hired a woman once. Her response -"I loved my work and it was great," shows a remarkable attitude and one that reflected some of the ethos of America in the nineteenth century, what makes America and wins the respect of the world in Asian, African and Latin American countries. A new terminal is taking shape at 41st st and 8th Ave. in New York City. This is the new $10 billion Port Authority Bus Terminal. NYT taks a look at the design of this new terminal that will replace one that had become old and haggard looking. Port Authority officials say the old building was a rundown 1950's era building that was a poster child for a failed infrastructure facility. The NYT says this brick building darkened two full blocks of midtown Manhattan. In its place will be a a brighter open looking space that is state of the art and has 2 office towers. Much of the US infrastructure was built in the period of the 1950's and 1960's. Much of it is crumbling and old, and the investment taking place step by step under the Biden plan for rebuilding infrastructure with trillions of dollars in investment is working. Construction will take 8 years by 2032 with coronavirus pandemic delay figured in. Step by step it will change the way cities, highways, airports, bridges will look in the US in the coming decade. ...

NYT looks at the corruption in city government in Los Angeles. During the turn of the century Tammany Hall was a term used for the organization down to city wards that controlled city government and under city bosses led to much corruption. Rapid real estate development in the city of Los Angeles with Chinese developers investing in building high rise office and other buildings in the city led to corruption. A large concentration of power, the lack of news coverage from local sources as one of the effects of the internet, surges in real estate growth, have led to reduced attention to the effects of corruption in the city of Los Angeles and in the state of California. Jose Huizar on the City council and Raymond Chang deputy mayor are shown here in this NYT report to be convicted of racketeering charges.  Over a decade 576 public officials in California have been convicted on federal corruption charges, according to Justice Department reports, says the NYT. This is more than the number of cases in states better known for public corruption, including New York, New Jersey and Illinois. ...

Financial markets are pricing in 2 quarter point percentage interest rate cuts from Bank of England. But the weaker economic outlook could lead to 4 such cuts creating more room for Labour's Budget as it struggles to fight austerity spending, meet aspirations for better public services and infrastructure and still be seen as responsible in spending goals.  In September 2023 analysts referred to the mini-Truss British budget and the speed with which borrowing costs increased for England as the "moron premium." As debt servicing costs increase in 2025 and less optimism about growth, there is concern that the 9.9 billion reserve that Rachel Reeves had planned after balancing day to day spending with tax receipts to 2029-30 would disappear. The Labour Budget had planned on about 105 billion pounds as debt servicing cost for 2.6 trillion pounds in UK debt as indicated by Office of Budget Responsibility. The 30 year yield is up to 5.3% in Jan 2025 and this could erase the 9.9 billion reserve with higher interest costs. The situation is different from Truss but will need to be watched carefully. ...

During Singh's term in office 2004-2014 economic changes of a new type and with new leadership were taking place in state of Gujarat in western India under chief minister Narendra Modi similar to that of New York state under Governor Franklin Roosevelt before FDR assumed office as president in 1932. Modi of the same party as Singh's predecessor Atal Bihari Vajpayee of the Bharatiya Janata party, added a new set of skills and confidence in industrial development for the state model in Gujarat to be adopted for the whole of India, when he won the national elections in 2014. Vajpayee and Modi were different from the politicians in India in 1947-2000, pushing Modernization, Nationhood, and corruption free effective government. Manmohan Singh was prime minister during a period of transition in India 2005-2014 from the socialist economy to the market economy. As head of the central bank and finance minister he earlier initiated the changes when India's reserves had dropped to record low levels by 1991. His biometric data initiatives and other actions kept the Indian economic initiatives in place that wold provide the base from which another prime minister Modi could launch India on a new trajectory for transforming the country into an industrialized nation. One of the severe problems noted in the recall disaster of 2010 was that practically all important quality and safety decisions are made in Japan. Without key American decisionmakers in the process this leaves Toyota exposed to all sorts of errors like the errors that ocurred in stalling the National Highway and Traffic Safety investigations into acceleration and braking accidents in Toyota vehicles. To compound theses errors managment at Toyota focussed on the $100 million in savings that avoiding or minimizing the recalls would generate, as revealed in internal documents. Early warning signs of similiar problems in Europe were not linked to problems in the U.S.. All this was ocurring against the backdrop of a change in management at Toyota- with the Toyota family once again regaining control of the company- and the failure of the management under Watanabe and previous CEO's to put quality before rapid expansion. The new changes are to have 2 new senior executive positions in the U.S. to focus on quality and safety. A chief safety executive will focus on safety and recalls, and a chief quality officer coming from the top ranks of the American operation will now sit on a special committee for Global Quality led by CEO Akio Toyoda. The commitee for Global Quality will address the global quality issues around one table with the highest ranking executives at Toyota right at the table to talk things out. ...
