Strobe Talbot, a former deputy Secretary of State says he does not remember a situation in which this type of joint editorial was put out by two heads of government. Speaking on Indian television "Times Now" with Arnab Goswami, Talbot says this is a result of intense advance preparation on both sides that he is personally aware of from his contacts in the two governments. The editorial says the two countries are "natural allies" using the words of former BJP Indian prime minister Vajpayee. It emphasizes the fact recognized by both sides that the true potential of the relationship has not been realized. It sees the election of a new government in India (with a decisive mandate) as a natural opportunity to move the relationship in line with India's rapid development agenda, and the U.S. own need to generate economic growth. Specifically Modi and Obama plan to discuss building up Indian manufacturing, and expanding affordable renewable energy including nuclear. The "Clean India" program is received with particular enthusiasm and an area of collaboration for improving sanitation and hygiene throughout the country. The relationship is viewed as bigger than projects and investment, in that it can add to helping build a more peaceful future for the global community- with the two countries tradition of interest in peaceful development that benefits all nations....

The government of prime minister Narendra Modi defeats a non-confidence motion brought by Congress leader Rahul Gandhi. The motion was defeated with 325 votes against and 126 votes in favor.

Prime minister Modi used the moment in parliament to give a report card of his administration in preparation for the 2019 elections. 

In his speech Modi focussed on the work accomplished and the tasks ahead for economic development. He stated India was well on its way to become a $5 trillion economy. The opposition tactics to foment discontent in the country and organize factional interests would not detract the government from its singleminded focus on development, he said. Modi emphasized that the pace of economic development could not be accelerated in the first 2 years of the Modi administration because of the bad loans in the country's banking system, a problem stemming from bad practices and corruption in the previous administration.

Letta makes it clear that he sees his mission as restoring confidence in Italy by putting a younger generation in charge in Italy. He describes the Italy he sees as breaking free from the old ways, breaking free from the geriatric Italy where the professors are old, the politicians are old, and where the old ways prevail. Letta is pro-European and sees his major priorities as keeping the credibility of financial markets and economic growth.

The Jal Jeevan Mission of Indian prime minister Modi had the goal of bringing clean water by taps in every home. Of 190 million homes in 2023, 116 million homes now have clean tap water. This is 60% of homes in 2023 compared to 17% or 32 million homes when the program was started by prime minister Modi in 2019 just before the pandemic. Jal Jeevan's safe supply of drinking water to 1.2 billion people is closely connected to health of people and diseases, epidemics,  in villages and towns in India. The snap elections called by Macron after National Rally party of Marine Le Pen wins 32 percent of the vote to Macron En Marche at 15% in the EU elections. Marine Le Pen has put Jordan Bardella, 28 years, of St Dennis suburb in Paris as the candidate for prime minister if NR wins the National Assembly election. Macron earlier made Gabriel Attal, 35 years, the En Marche candidate. This is the youngest in a major country for prime minister. This report in WSJ shows how Macron by reducing diesel subsidies for farmers has alienated rural voters at a time when farmers are protesting difficult conditions. Macron also faced union opposition over pension age changes, and before his reelection protests from Yellow Vest protesters on cost of living issues. Macron has survived each challenge, the last in reelection by getting support of voters on the left and right choosing stability over changes that National Rally might bring. The snap election was also intended to take Le Pen and NR by surprise. This has created new uncertainty with elections on June 30, 2024, soon after Biden and Macron met in Normandy for D- Day anniversary, and the upcoming G7 meeting in Italy June 13-15. ...

Jordan Bardella,  age 28 years, is the youngest proposed candidate ever for prime minister of a G-7 country. The US Constitution says the presidential candidate, the head of government, has to be 35 years old, setting an age limit. No such age limit is set in the French Constitution for the Fifth Republic setup by Charles De Gaulle in 1958- a French citizen over age 18 years is allowed to stand for president. The current prime minister of France Gabriel Attal is 35 years old, appointed by president Macron. Macron ran for president at age 38 years, had experience as a cabinet member in the Economics ministry of Francois Hollande. Attal was Minister of Public Accounts and Public Action in the Elisabeth Borne government in 2022, and Minister of Education and Youth in Borne's government reshuffle in 2023. Jordan Bardella lacks any experience in government and most of his time was spent in representing his district in the National Assembly and in party positions. As the RN is unlikely to get an absolute majority in the National Assembly Bardella by saying he would not take up PM position without an absolute majority is also aware of this lack of experience and an astonishingly young age. ...

Bankrate analysis gives affordability 40%, wellness and healthcare 25%, culture 15% weather 15%, and crime 15%. Access to healthcare is a factor that is also included in Affordability as the premium in Florida for Medicare Supplement, is $286  month vs $90 a month in Nebraska. Using a similar approach places in India, China, other African, Asian and Latin American countries countries that are in high demand and have rising cost of living may not be the best places to retire. Using Affordability, wellness and healthcare, culture, and friendly atmosphere and familiarity with having lived there for a time, may be the best criteria with less importance to weather. A better standard of living and access to better things in life with one's dollars or rupees or whatever currency one uses stretch is important.   ...

The UK, France oppose it. The new German government of CDU's Merz is increasing Germany's defense capabilities to shoulder the burden of defence in the EU in 2025-2026. The choice of Arvind Subramanium as top advisor to the prime minister and finance minister of India, is likely to be received positively. Subramanium is a fellow at the Peterson Institute of International Economics. He has served in the IMF and the GATT organization that preceded the WTO. Subramanium's appointment complements the appointment of Rajan from the University of Chicago at the Reserve Bank of India. Financial markets and foreign investors are likely to see his appointment as a step in the direction of new policies from the Modi administration to increase growth and investment.

This would make process simplified and enhance ease of living. Under this plan every citizen would now get a digital health ID and health records digitally protected. The overall model is for preventive healthcare and in event of disease easy, affordable, accessible healthcare.  Part of the plan is to build the facilities and resources to be able to handle needs. For doctors and para medical manpower a comprehensive network of AIIMS and modern health institutions is being setup, and one medical college is being setup for every 3 Lok Sabha parliamentary constituencies. In villages and rural areas primary health care network is being strengthened. Over 80,000 centers of this type have been operationalized.    ...

Critics say president Macron's appointment of an obscure official, a mayor of a town in the foothills of the Pyrenees (Prades with 6000 people), is a sign that he plans to be both prime minister and president for the remainder of his term. By selecting someone from the right wing Le Republicain party of Mr. Sarkozy, Mr. Macron now hopes to win reelection in 2020 with a shift to the right. His popularity at 35% is way below that of Edouard Philippe the outgoing prime minister who is at 50% of those polled recently.  Mr. Sarkozy and Mr. Macron represent a self focused presidency.
