About 3.5 million Americans ages 45-64 were unemployed as of May 2012, 39% for 1 year or more. This is even higher than the unemployment among younger workers and is a new aspect of this recession compared to the ones before this. Some have quit looking for jobs after depending on extended unemployment benefits of upto 99 weeks, and some have taken part-time jobs. Statistics on unemployment from the U.S. Labor Department give a more distorted picture this time because the unemployment rate as defined by the Labor Department includes only people looking for work. More people today are discouraged and not looking for work, dropping out of the labor market entirely or in part-time jobs. So that the unemployment rate is much higher when these workers are accounted for.

With Labour leading in polls Mr. Johnson faces a no confidence motion in parliament after 53 Tory members called for the motion. No elections are planned before Jan 2025. There are no choices for the Tories other than Mr. Johnson who could hold his broad coalition of working class districts in the north of England and affluent districts in London. Mr. Johnson has also taken England through the pandemic, vaccination drive, and pandemic aid programs to help the UK recover, which he reminded Tory members of parliament.  The partygate scandal refers to parties that Mr. Johnson says never happened but took place during the worst part of the pandemic which have created an impression of callous behaviour and disregard of rules. The Conservatives face another problem in that the US and the EU including countries such as Denmark, Germany and France are moving in a direction that favors leaders who are promoting a revival of manufacturing locally, creating local jobs instead of job shifting overseas, increasing minimum wage, and promoting interests of workers and families. Labor had lost credibility during the Blair years similar to SPD losing credibility during the Schroder years, France's Socialists losing credibility under Hollande, and the Democrats under Clinton-Obama, and a general loss of credibility of socialist leaders who failed to work for the interests of workers and families. Biden, Scholz, the German Greens under Habeck, and French under Melenchon are changing this today wtih a new and genuine commitment of respect for the dignity of workers and families, and women. There may be a sense of unease among Tories about how long the working class districts in the north of England will vote Tory when no investments are being made to fulfill the promises Boris Johnson has made. Yet Tories have no alternate leader and may be stumbling their way into the remaining part of their period in office as Britons look for a new future where the massive investments needed in manufacturing locally and in infrastructure take place to benefit workers and families. ...

Janet Yellen Fed chairwoman, says many obstacles still exist for women in the workforce. Bringing more women into the workforce will increase the productive capacity of the American economy. The increasing participation of women in the workforce was factor in the growth and prosperity of America by the middle of the 20th century. In a speech sharing her personal narrative at Brown University, her alma mater, she described how other nations had passed the U.S. in women's participation in the workforce, and how it remains stalled at 75% for women either working or looking for work. Her speech was at a conference "125 Years of Women at Brown." The U.S. is now 17th among 22 developed nations in participation of women in workforce, mostly because of government and business policies that relate to paid maternity leave, affordable child care, and flexible work schedules.

Her daily routine includes, 20 sit-ups while watching the news, 20 push-ups against her kitchen sink between washing dishes, 200 revolutions on her stationary bike, 100 steps on her stair stepper, resistance bands to stretch. Want to stay straight up and down, and not crouched or humped over, then you must work at it says Gail Roper. Its that simple. It means working lives don't end when you retire, just take different shapes and adopt new routines. She speaks to 5 people everyday as a rule to keep up social skills. And she reads as well to keep her brain active. Gail starts the day with a cup of Nespresso coffee, granola and fruit, and adds yogurt. Snacks on walnuts, almonds and dried fruit throughout the day. Her main meal is lunch which includes a salad and beverage where she spends time with other people at the seniors center. Dinners are small portions. On Sundays its pizza and wine. Thats it! Barcelona sculptor Jaume Plensa and his 44 foot high work " Echo," which shows a girl's head. This was raised in Madison Square Park in May 2011. It gives viewers pause amid the bustle of the Flatiron district of New York city. Plensa recently went to Chichester Cathedral in England. He is creating a sculpture for the cathedral's nave, a hand raised in blessing , which will be formed with a stainless steel lattice of letters in eight alphabets. Plensa's focus on the body is evident- something from the nineteenth century sculpture tradition but done in a twentieth century way. Plensa wants to see people pause at the sculptures such as the Echo, to be jolted out of their everyday consciousness when they are listening to the constant chatter of voices outside, so that the can hear the voice from inside themselves.

The Dutch model for counterinsurgency which intertwines the civilian efforts with aid workers working inside the military, and military work focussing on security for the people so that economic development projects can go on, is an inspiration for the US effort. It has also reduced casualties for the Dutch. Only 19 deaths have occurred for the Dutch for 2000 personnel employed since they deployed in Uruzgan province in March 2006, where 350,000 Afghans live, according to icasualties.org. Sec of state Hillary Clinton describes this 3 D effort of defense, diplomacy, and development, as the model for her own efforts and that of the Obama administration. Dutch soldiers are ingrained in their training for this mission that their main work in Afghainstan will be economic development. The aid workers work closely with the soldiers and the commander Col. Gert-Jan Koolj says over time the focus has been on pure development. In fact diplomats from the Dutch foreigh ministry help to command the Dutch team in Uruzgan. One problem Clinton is facing is the shortage of civilian personnel to work in provincial reconstruction teams. About 500-600 more civilians are needed to complement the additional 21,000 troops that are to be added in 2009. ...

German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. About $10 billion euros are set aside for this aid. ...

A professor of sociology at the University of Basel describes the growing inequality in Germany, in graphic terms. For the lower middle class the efforts to gain upward mobility are like trying to move up on a downward escalator. About one third of jobs are temp jobs which lack the protections of permanent jobs which were at one time 90% of all jobs. Her book is titled- "The Hidden Crisis; German Social Decline at the Heart of Europe." Nachtwey says on the surface Germany has become competitive and has maintained its growth rate, benefiting from the strong manufacturing sector with trade surpluses, low unemployment. Yet this conceals the underlying crisis of the cost which this has come at- a persistent erosion of the social compact of one elevator where everybody moved up together that was the norm in the early postwar period, fulltime employment, a strong welfare state. Job protections weakened, and while manufacturing sector pay remained stable or rose, less skilled and low wage workers suffered. This has also led to the fracturing in the vote with the fragmentation of political parties following the refugee crisis and the weakening of centrist parties. Voters are now open to different messages after the increase in inequality and uncertain economic future for the lower middle class. ...

Coronavirus testing is being ramped up in the U.S. as the Food and Drug Administration new regulations allow commercial labs to manufacture and distribute  coronavirus tests. Now many players can now acquire and conduct tests including state and local governments, hospitals, universities, and private companies. so that tracking nationwide distribution is still difficult. Deborah Brx the response coordinator of the White House task force on coronavirus says U.S. has completed 220,000 tests in last 8 days.  In New York the scaled up efforts in a region with over half the coronavirus cases in the U.S., 13,000 were tested on Monday, March 23. Some hospitals in New York such as Mount Sinai expect to do double or triple the tests a day in a scaling up effort by March 30. In Los Angeles a city councilman negotiated with a South Korean company for delivery of 100,000 tests a week, having already secured 20,000 new tests. The first proposal that led to the strike at Boeing offered workers only 27%. The new proposal offer 43% over 4 years. As this increase is over 4 years some of the wage increase is dissipated by inflation over that period. For 33,000 workers at Boeing it represented a fair settlement that would also help the company rebuild its finances, and it was approved by 59% of the workers voting at the International Association of Machinists and Aerospace Workers. Workers are back to work by November 12. Workers were upset about a deal 10 years back that let Boeing freeze a pension plan that guaranteed monthly retirement payouts. Boeing lost $6.1 billion in the 3rd quarter 2024 and raised $21 billion by selling shares to investors to strengthen its financial position. Quality control was a major issue, a series of financial industry professionals failed to understand the production assembly line processes. Julie Su, Labor Secretary facilitated the discussions. President Biden said “Good contracts benefit workers, businesses and consumers." The deal includes a $12,000 ratification bonus, compared to $3000 bonus in the initial offer. And it calls for improved retirement benefits, commitment by Boeing to build its next commercial airplane in the Seattle region.   ...

Visiting the new presidential libraries is an excellent way to understand the history of America, American democracy at work, to grasp civic responsibilities, and to have a day's outing overlooking amazing landscapes. This NYT report shows the new JFK Library overlooking Boston harbor. The first Library and Museum of Franklin Roosevelt in Hyde Park opened in 1951 and shows that period of the Depression and the recovery under FDR, the Second World War. A visit to the JFK Library is an opportunity to see a temporary War exhibit with JFK's own experience in the war in the Navy. A Boston Harbor walk is also part of the experience on a 43 mile greenway on city's waterfront. Eisenhower's in Abilene Kansas and the Reagan Library are also shown in this report. New Exhibit at Eisenhower's library and museum shows connections between the suffragette movement of the 1950's and Ike's election in 1952. It also shows an exhibit on the Cold War. These issues are relevant today as is the exhibit in the FDR Museum on the New Deal- on Freedom from Want, Freedom from Fear. Libraries and museums of 13 presidents are open today. Under the Presidential Libraries Act of 1955 these libraries are privately built and federally managed, run by the Presidential Office of Libraries which falls under the National Archives. ...

This report shows the level of coronavirus testing as of March 27, 2020 in different states in the U.S. The U.S. testing program and supplies of tests are being ramped up quickly. About 65,000 tests are being done on Americans each day. The need is for 150,000 tests a day say public health officials. Testing is slow in California compared to aggressive testing in New York which has 60% of all coronavirus cases. California with twice the population of New York has done 77,000 tests compared to 122,000 in New York. Texas has done only 21,000 states by comparison. This report in WSJ shows how people are adapting to coronavirus pandemic taking the long view and settling down with new arrangements that will continue into 2021. Some software engineers are shown redesigning their homes to setup offices for working dads and moms where they previously worked out of temporary arrangements in the home. Physicians used telemedicine in the early months of the pandemic. They still see patients only once or a couple of times a week in specially designed arrangements where patients stay in the parking lot till they their appointment and waiting rooms are largely empty. It is a season of deeper adaptation as people realize they are in this for the long run into 2021. Workers are setting up new routines and home offices, families are trying new rituals, and businesses are trying new ways to energize their employees, all with the objective of making it work in the long term. Though the economy has reopened office buildings are largely remaining empty, schools and colleges are remote teaching as cases are climbing with the daily average at 40,000 a week in the U.S. and over 70,000 in India each day. ...

The growth in U.S. GDP was 1.7 % in 2011, yet unemployment dropped by 0.7% in the last 12 months to 8.3% by Feb. 2012. A pickup in hiring is seen in job figures. Christina Romer gives as an explanation to the rise in unemployment in 2009 to 10%, more than expected, and the drop since then, to the overreaction of companies to the financial crisis by laying off workers and freezing hiring- with hiring picking up as conditions return to normal levels. The unemployment rate as defined is also not an accurate measure of the jobs situation, as it reflects only workers who are looking for work, and many workers drop out of the jobs market when they are discouraged especially the long term unemployed. Taking into account people who have dropped out of the labor markets the unemployment rate was 11% in Nov. 2009, according to Luce in the Financial Times- in Ezra Klein, Washington Post 12/12/2011, Wonkbook: Real unemployment rate 11%. Lawrence Katz, Harvard Labor economist also cites this as one of three jobs crises in unemployment today that need to be addressed, the other two being: foreclosures and debt, and the low number of jobs added because of automated manufacturing- in Friedman, NYT, 12/10/11, The Next First 100 Days. Explanations for the low GDP growth as unemployment declines is a likely productivity slowdown. Prof. Robert Gordon of Northwestern University, sees a slowdown in productivity. Worker output for every hour worked, how productivity is measured, increased only 0.4% in 2011 and 0.9% in the last 7 quarters, and is trending downward in the longer term. A more likely explanation is that unemployment is still at higher levels but is understated in unemployment figures....

Public health experts warn that it is essential that countries reopening their economy have a reproduction ratio of much less than 1.0 so that the rate of increase is under control. Germany's Robert Koch Institute which advises the German government says the reproduction ratio which was 0.70 in mid April is now up to 0.96 after creeping back up. This is based on a mathematical model and extrapolated from infection numbers several weeks back.  It doesn't reflect the change by recent easing of lockdown measures starting with reopening smaller stores. This validates the careful approach adopted by France which was put forward by prime minister Edouard Philippe in his address to the National Assembly. The Assembly approved the plan 368 to 100. More legislation will back up the French government's authority to ban non essential travel between French departments and the creation of a large brigade to perform contract tracing. That involves finding testing and isolating everyone potentially infected, using dedicated locations. Detailed restrictions on travel, work and gatherings will take effect when France reopens partially on May 11.  France is also putting resources behind its testing program to test every person having coronavirus symptoms, and all they are in contact with. That means about 700,000 tests a week. Officials will generate a color coded map from this with red areas facing more restrictions than green areas. Student size is capped at 115 per class. Cafes, restaurants, movie theatres and large museums will remain closed. Gatherings of more than 10 banned. Those who can work from home asked to do so. Public transit users will be required to use masks, and marks on platforms will indicate the social distance required. Only essential travel is allowed more than 62 miles from home. These rules remain till June 2, when new ones will be set. Large music festivals and sporting events are canceled till the fall. Mr. Philippe says "these efforts will not be in vain and should allow us to arrange for a better summer season." ...

Melissa Eddy of the NYT provides this exceptional account of the debate in Germany on national priorities, as the child care educators represented by the Verdi service workers union go on strike for a 10% increase in wages. Workers at entry level jobs in manufacturing represented by strong unions earn the same pay as teachers in child care centers and early childhood education who have many years of experience. The child care education workers are supported by the federal family minister, SDP minister Manuela Schwesig, who says that the additional experience and education upto university level of the child care educators in early childhood education should be recognized. Schwesig said: "We need a debate in Germany on how much we value the work of those who take care of the early education of our children and with young adults." One aspect of the 240,000 child care educators strike has drawn less attention. This is the gender pay gap as a large percentage of educators in childcare centers are women. Equal Pay Day in Berlin was organized for June 5, to call for equal pay for women who have fallen behind in pay. Data from the European Commission in 2014 shows Germany ranks third to last in gender pay equality, with only Estonia and Austria trailing behind, as cited by Deutsche Welle. Schwesig who attended the rally pointed out: "When women, despite equal work and education, earn less than their male colleagues, it is not only unfair. It is wrong." While Germany has moved ahead in quotas for female employees, women in boardrooms, parental leave, this does not help women in critical areas such as early childhood education and elderly care, which suffer from a large pay gap with men working in manufacturing jobs. ...

The aim is stated in the transition team's messsage-“make the railway simpler and better for everyone”. The GBR website reads: “We are focused on supporting organisations across track and train to work better together to start creating a railway that is easier and better to use; lower cost to taxpayers; better at supporting local and national ambitions; and a simpler sector to work in and do business with.”

For years Apple concentrated all its iPhone production in a few factories in China. The Zhenzhou factory with 300,000 employees is one of the largest of the Apple suppliers. These suppliers including Foxconn and Luxshare work witn Apples NPI process in which manufacturing is designed around Apple designs and prototypes. For the first time WSJ reports on protests at the Zhengzhou factory over Covid controls and wages, conditions. Young people in China are no longer keen on working in these conditions and protested. Apple finally recognizes the need to reduce concentration in one country and plans to bring 40 to 45% of the production of iPhones to India. Initially it plans to bring NPI trained suppliers such as Luxshare that have facilities in Vietnam to assemble outside China. Over time suppliers in India will have to develop the needed skills, planning and engineering concentration of people to Make in India what is now Made in China.

As the push for biodiversity increases the idea of passive rewilding or letting nature and its chaotic way take its course is getting increased acceptance. It allows natural processes to restore themselves and do the work. A certain amount of chaos is accepted as forests reclaim territory, different species come back and fires, floods return. This is seen in the Peneda-Geres National Park in the northern mountains of Portugal. Here Mr. Pereira at the University of Leipzig Center for Biodiversity Research says it is about letting wildlife return, letting fires, floods return and most importantly letting plants and animals move around.

The issues of biodiversity and restoring landscapes to the ways of nature are the topic of discussion at the UN COP 15 summit this week in Kunming, China. Pereira's idea is that if you love something, just set it free, for a biodiversity setting to take shape.
