About 7 million people or 10.3% of people living in France in 2021 were immigrants, says national statistics agency INSEE. Compare that with 6.5% in 1968. About one third have acquired French citizenship. What this has done to French society is to shift sentiment away from protecting workers and families struggling with a cost of living crisis by splitting the vote of traditional parties supporting working class families. Shifting some of it to the far right anti-immigration parties that have emerged since 2010. This has added to the fracturing of society that happened from neglect of manufacturing communities across France as more manufacturing was concentrated overseas in  China. Neglect of rural areas and smaller towns, the emergence of tech hubs disconnected from the larger community across France has added to this. This is true of other European countries and a similar situation happened in the US. Denmark's prime minister is very candid about this, saying immigration of this type hurts the working class families in Denmark. Mette Frederiksen of the Social Democrats is the first to have clearly stated this problem and is providing a new way of protecting Danish workers and families from these social and technological changes in society from which they have no protection. President Biden in the US has also grasped clearly the dimensions and magnitude of the problems facing workers and families in the US. The problem is not limited to worker loss of income security, it affects the whole society and the public as a whole in other ways. Opportunistic politicians using anti-immigration appeals without a true commitment to democratic principles and ideas have tendencies that threaten democracy itself. This is the real danger of concentrating manufacturing in one country such as happened with China. And of neglecting rural areas and small towns. For this reason Frederiksen in Denmark, Biden in the US, and other leaders in Europe are looking for ways to send aid and industry promoting assistance to poor countries but restricting illegal immigration. This requires handling cultural issues which have further hit society with care- "with malice towards none, with charity for all," so that the focus can be kept on the real issues affecting workers and families of the cost of living crisis and a better life, better education, health care and public services for all, to improve the quality of living. It requires a new state of mindfulness from leaders in North America and Europe, as well as from allied countries of Asia, Latin America and Africa.  ...

G-7 nations reach agreement for a global minimum tax of 15% a floor for taxes that the Biden administration finds acceptable. This agreement was reached at a meeting of the Treasury chiefs of the 7 G-7 countries in London on June 5, 2021. The G-7 countries are Canada, France, Germany, Italy, Japan, UK, and US. Next agreement from Russia, China, India and Brazil in the G-20 nations would establish new ground rules for the major economies. The G-20 meeting is in Venice July 9-10. The OECD is steering the international efforts to achieve that goal. For the agreement to be effective a number of small nations that use tax rates of below 15% to attract business have to be part of the new rules. One of these countries is Ireland with a tax rate of 12.5%. For the Biden administration in the US the goal is a significant one as president Biden seeks business to pay its fair share so that long neglected priorities for education, healthcare, infrastructure, post pandemic improvements can be met. France and other nations in the EU face similar needs in the post pandemic environment. By setting a floor the Biden administration is both creating a new cultural concept of fairness in taxation and making it possible to finance the $2 trillion spending programs for these priorities of president Biden. Behind this are important facts that have left the large tech businesses paying little or no tax depriving governments of the very revenues that are needed for infrastructure and services for a modern well run state. The Biden administration seeks to include the tech businesses as well as all businesses in the new tax rules so that a uniform idea of fair taxation applies across the whole economy for the first time in two decades. In this way it makes up for the missed opportunities in the OBC administrations of Obama, Bush, Clinton that have led to loss of faith in the state and institutions in the US. A similar situation prevails in the UK,  France and Germany where previous administrations failed to address this important issue of fair taxation and financing infrastructure and priorities in health, education, and critical needs of the people.   ...

The Washington Post's veteran Middle East correspondent, Jim Hoagland, says there are some important lessons to take from the experience in Libya. The Arab rulers who entrenched themselves for decades wasted the bulk of their oil wealth. It was right for Palestinians to disassociate themselves from these regimes. The French took the brunt of the fight in helping Libya free itself from the Gaddafi regime. This is an understatement as without Sarkozy's initative and Cameron's unflagging support, without France and Britain's early support, Gaddafi's forces would have overrun Benghazi and ended the struggle for democracy in this part of the Arab world. U.S. President Obama and Defense Secretary Gates did little in the early days when there was dire need. Germany's chancellor Angela Merkel continuously resisted supporting France and Britain in Libya. The U.S. Obama administration and Turkey gave their support only after the perilous period- when the fate of the rebels fighting for freedom hung on a thread- was past. Hoagland calls Gates view of "feckless Europeans" shortsighted. Hoagland sees this as an opportunity for Europe to take a larger more active role. ...

The lockdowns are being reinstated in parts of Australia, in Bihar, India and other countries, and in other places such as California restrictions are back in place. The domestic German public opinion has shifted against further bailouts to the point where a poll conducted July 1-5 before the referendum shows only 10% of German supporting further concessions in negotiations with Greece. This reduces even further the room domestic public opinion gives German chancellor Merkel for flexibility in talks following the Greece referendum "no" vote to earlier proposals from Germany and France. The multi year program planned for Greece following the referendum involves reforms such as making firing workers easier, changes to product markets and privatization of state assets, which were left out in the June 2 proposal from Merkel and Hollande, which was rejected at the time by Greece.

Moscovici was European Affairs minister in 1997-2002 during the formative period of the European Union, served in the European parliament and wrote a book on economics with Hollande. This brings someone with deep EU experience in a critical role of shaping EU policies. Laurent Fabius, is Foreign Minister. Fabius was prime minister in the 1980's. Michel Sapin, a former finance minister is minister for Employment, Labor, and Social Dialogue. The Iran nuclear deal of 2015 begins to unravel as the European Union takes the first step towards the reimposing of sanctions. Britain, France and Germany triggered a dispute settlement mehanism in the agreement which can result in the United Nations reimposing international sanction on Iran's economy, banks, and top officials within 2 months. This follows Iran's resumption of nuclear activities banned under the agreement. Earlier the U.S. withdrew from the agreement and the European Union tried to save the agreement. Recent tensions and the U.S. insistence on the renegotiating for a new agreement have led to this collapse of the 2015 nuclear agreement with Iran.

The chaotic nature of the national lockdown announcement in Britain with Health Secretary Hancock pushing for a national lockdown and prime minister Boris Johnson's hesitation for 2 weeks. The Chief Medical Officer Mr. Chris Whitty told a top level meeting of ministers that the NHS could be overwhelmed by the first week of December and warned of 4000 deaths a day, if a lockdown did not take place. Tory backbenchers continued to resist but the prime minister had no other option but to call for the lockdown. The fact that Germany and France decided on a national lockdown gives Boris Johnson the cover he needed in his own party.

The NYT  looks at how the world is coping- with pictures of a classroom in Denmark , blocks of apartments in Barcelona. One of the first countries to open schools with children 2 yards apart, washing hands every hour and not allowed to play with close touching, teachers staying apart in staff areas. Spain is one of the countries hit hardest and with strict lockdown not allowing children to step outside till now, as is allowed in Britain and France. Children in Barcelona are shown in block apartments with parents calling for letting children outside fdor short periods. Madrid is now letting children go outside home for one hour at a time.

The Guardian looks at high street, the small downtowns in urban areas across the north of England and the Midlands, coastal towns in decline, where Reform UK is offering an alternative to the decline.  Are Britain's best days in the past, and after the failure of Austerity, Brexit and the disappointment with Starmer, what lies ahead. If Farage wins and falters will this put Britain in a spiral of permanent decline? Boarded up shops, closed department stores and banks, with the rise of online shopping and online services, is creating a new situation on streets in mid and small towns in England. People see the decline all around them and this is creating anew mood in favor of trying something else after Labour and Tories have promised and things are taking a turn for the worse in the physical appearance of neighborhoods. Across the UK 34,000 shops closed in 2024, that is 37 a day, and this is true more for the north of England, the Midlands and deprived coastal towns, where Reform has come close to Labour in the last election. In one focus group in You.gov and other research a participant used strong words- that it was "soul destroying" to see the extent of the decline. Across Europe, in Germany as in UK, in France, the same sense of high street decline is evident. Underinvestment in transport, policing, healthcare, and social services. University of Warwick professor Fetzer  has studied this and the effects of austerity first under Cameron and Brexit under Johnson, the covid period, return of Labour but no lifting up program of large investments that would create a feeling of change, to replace the sense that somehow Britain was "going to the dogs," with half a million shoplifting offences in 2025, up 13% in 2025 over 2024, and the homelessness. ...

France's rail strike goes into its second day with large stations such as the Gare de Lyon deserted, stations empty, platforms deserted and millions of travelers unable to get to work. French unions are testing the French government's effort to change the generous benefits granted in a different era for rail and other workers. Workers at SNCF France's rail system can retire in their fifties even as workers now live longer lives, as early as at age 52.  Workers are hired for life. Pensions are given at the highest salaries and housing is subsidized. SNCF is $68 billion in debt. Costs are much higher to run the system than in Germany. The unions are intent on preserving these benefits from a different period.  This issue came up in the election debates about how the pension system can be put on a good basis with proper funding. Macron has taken a firm stand and the centrist parties in parliament see this as a symbolic fight to changing the future of French society and the economy. The reforms will raise age for pensions, and affects only future hires not the current ones. Yet the unions have chosen to fight this.  Everything depends on how the public and commuters see this. One sign of the changes this time compared to successful strikes by unions in the nineties is that the percentage of employees of SNCF declined on the second day from 33 percent to 29 percent. Polls show a small majority of the French sees the strike as unjustified and Macron's popularity ratings going up slightly. The prestige of the labor union CGT and its strategy is also at risk. Macron's view is that overprotected entities in the French system- the "Statutory Society" referring to the Statute of Railway Workers from a different era- block changes in social and economic life that would increase social mobility. This and France's future is being put to the test.   ...

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

German foreign policy is seen as too dependent on China and too China focused, in this conversation of DW.com with experts at German Council on Foreign Affairs (DGAP), European Council on Foreign Relations. Germany had little focus on India and no clear policy to expand ties under Merkel. German foreign policy should take the example of France and other Scandinavian nations in building strong ties with India, says this report. Relations with China of the US and EU countries are strained following trade and technological competition. Merkel continued old policies from 2000-2010 in 2010-2020 even as the EU was losing its technological edge with China. This report says a new German federal government after the upcoming election has to decide what relations it wants to build with India, following the example of France, and Scandinavian nations. And what role the EU will play in India's rapid development in industry,  technology, shipping, transportation, renewable energy, other fields, and opportunities for co-operaton in many fields in 2020-2030. This is also about "Whats at stake for Germany?" in new foreign policy under a new chancellor from SPD or Greens, or some other coalition. And what role Germany will play in the rapid modernization transformation that is now likely to take place in India in the next 10 years. ...

German Foreign Ministry is to take up question of dependence on China in 2026, and a commission will look into it. Yet this comes 2, 3 or 4 years too late. Germany is scrambling to develop it's foreign policy. German Defense officials in the military say they no longer have 24 contact with their US counterparts. Germany is pulling Britain and France with it to counter any signs of weakness in Europe, so that the three countries can act as a counter weight to the US, and to Russia allied with China. Merz is now called the foreign policy chancellor. So much has changed from the Merkel days which are years that were wasted in infrastructure, digital, foreign policy, and migration policies that make sense for people's ease of living. Germans may have underestimated Merz in the way they overestimated Merkel, lacking the clear view of what the future requires from Germany in a world filled with China, India, Brazil and the other nations of Europe, and the US, a world which requires confidence and investment. ...

The government of president Hollande in France added about 7 billion euros of new taxes after May 2012, and an additional 20 billion euros in the 2013 budget. Spending cuts totaled about half the tax increases. France's taxes are the highest of the major EU countries and there is concern that this may hinder the economic recovery. French businesses are cutting back on capital spending. Insee survey for April 2013 showed French manufacturing businesses planning cuts in investment of 4% for 2013. The government says spending cuts go up in 2014 to about two thirds of the deficit reduction and tax increases about 6 billion euros. France's statistics agency Insee says economic growth was 0.5% in the second quarter of 2013 compared to the prior quarter. The recovery was supported by consumer spending, with private capital investment lagging behind. This is about 1.9% growth in GDP on an annualized basis, according to J.P. Morgan.

Inflation is eating into wages, says Mick Lynch, the head of Britain's Rail Maritime and Transport Workers Union. He is gaining support in the UK as the union stages a rail strike after rejecting a 3% wage increase offer in the middle of 9% inflation in Britain. This report in WSJ says he is a media star after appearing on TV shows and responding to interviewer questions. There is a similar interest in the US labor movement as workers get support for wage increases in Britain, France, Germany and the US to tackle high inflation, and after years of depressed wages in which labor had lost the power to negotiate higher wages.

India makes the largest deal for commercial aircraft in aviation history by buying 470 planes from Airbus and Boeing. 250 Airbus jets and 220 Boeing airplanes. American Airlines ordered 460 planes in 2011. WSJ says based on list prices the Boeing orders is for $45.9 billion and the total order is for $85 billion. The White House announced the Boeing deal. The Airbus deal was announced by pm Modi and France's president Macron. The purchase was made by Air India. India is now the fastest growing aviation market in the world.

Airbus increased deliveries by 6%, and Boeing by 41% in 2022, as air travel and aircraft sales increased following the pandemic.

The chief scientific adviser to the government of Britain says "go hard, and go early" to prevent a surge of coronavirus in Britain in the autumn and winter with more activity indoors. Things are flattish at the moment, but if hospitalizations pick up the government needs to quickly shift from Plan A without vaccine mandate and without mandatory mask use to requiring vaccinations and mask use, calling for working from home, as part of Plan B. Unlike France and other countries in Europe Britain has not taken the strong action that is necessary. Viktor Orban of Hungary drops his veto and Ukraine gets the green light for EU Membership. This is a result of weeks of effort by France's Macron, Germany's Scholz to reach this goal. It is an historic day for Ukraine which is making little progress in the war and faces a difficult winter. DW of Germany covers this crucial period for Ukraine as it needs 50 billion euros of aid from the EU to get through the next year. The US has already given about $111 billion of aid and the EU is now stepping up to meet financial commitments to defend its own region.

The problem say former NATO officials is the lack of investment in spare facilities. Rheinmetall is working on the German side and French defense firms are contributing to increased defense manufacturing.The European Defense Agency's deputy chief executive says production will require sustained investment ant finalized contracts. The European Defense Agency says EU nations have invested $52 billion in 2022 on defense gear.

The Guardian shows what J.D. Vance really thinks from his words in 2016 before his run for the US Senate depended on the backing of the former president. Most important are Vance's thoughts on whether the policies of Trump would work in a second term to meet the needs of Americans struggling to make a living. Like the yellow vest supporters before the pandemic in France, another burden was placed on ordinary Americans when the pandemic hit with the cost of living crisis. Vance did not think the economic policies of a Trump second term  would work in his thoughts expressed in 2016 before his run for the Senate.

The election of Merz in Germany as chancellor means a sharing of minds with Macron of France, the two leaders share the same approach, coming 3 years after the inertia under chancellor Scholz. It means the steps will be taken for European defense and for a European alternative to NATO. It also means efforts will be made for the French-German economic engine to be revived. 

UK's prime minister Starmer also supports this effort for a united Europe to tackle defense and economic challenges in 2025. Leyen, head of the European Union is also a member of CDU party of Merz and led the defense ministry under Merkel.
