The new Chancellor of the Exchequer in Britain, George Osborne, put forward a new budget that marks a big change from the past. In an effort to cut the budget deficit by $180 billon over 5 years, Osborne announced a cut in spending for the public sector and welfare spending. There will be cuts in the budgets of government departments of 25% by 2015 except for health and international aid. Reduced spending on public housing benefits, disability benefits and other costs in the $285 billion welfare budget is part of this budget. He announced a 2 year wage freeze for public employees, and new medical screeing for persons claiming disability benefits. On the tax side the value added tax on many goods and services goes up from 17.5% to 20%. Capital gains tax goes up to 28%. And overall the proportion of tax increases to spending cuts is 1 : 4. Osborne referred to rich people in Britain "paying less than the people who clean for them" in instituting higher taxes, and he removed entirely 900,000 of the poorest people in Britain from the income tax system. Corporate taxes will be reduced from 28% to 24% over a 5 year period....

Reince Preibus, former Rebublican National Committee chairman, has a law practice in Kenosha, Wisconsin. He is the new chief of staff for president Trump. Not much is said in this report on Preibus about his personal background, except that he has a close relationship with Speaker Paul Ryan, and that he initially gave Trump a 40 minute lecture to withdraw from the presidential race after the controversial tape involving remarks made by Trump was released. He was instrumental in winning the election for Trump by bringing in the party machinery to support Trump during the last 2 weeks of the election, and at the time in the closing days of the election considered the prospect of being Trump's chief of staff on the chance that Trump would win. He now models his behaviour with Trump to that of senior people who manage Trump's resort properties, says this report. The report also points out that president Obama had 4 persons in the chief of staff position, so that it is possible there could be a change at some point. ...

EU Commission president Leyen announces Pfizer will supply EU with 1.8 billion doses of Pfizer vaccine to 2023. The increased supplies will include booster shorts to increase immunity. Another change is the new date for 70% of European Union population to be vaccinated, which is now advanced to end of July instead of end of September. With new waves of the coronavirus affecting Europe, and criticism of the EU's earlier effort in securing vaccine supplies, more urgency has gone into the new effort in 2021. Leyen told Pfizer CEO Albert Bouria- "If I may say so, engineer the mRNA in a way that it can adapt to potential escape vaccines," at a joint press conference. Leyen thanked Pfizer for its enormous effort in boosting vaccine manufacture and delivery. This will help accelerate the vaccination effort in Europe after the slow start in March and April of 2021. Bringing much needed optimism and new hope of a lasting recovery both in economic activity, health and in the mood in Europe, which can then spread from the US and Europe to the rest of the world. ...

US president Biden has asked Democrats to first reach an agreement on a social and climate policy package and only then vote on an infrastructure bill. Republicans have supported investments in infrastructure, but not supported the social and climate policy package. Democrats progressive wing supports infrastructure but only after the social and climate policy package is approved. To pull together the different groups in the Democratic party and win support among some Republicans requires a skillful balancing act bringing in support from all sides in the national interest. The Biden plan for $3.5 trillion for Build Back Better has a$1 billion infrastructure plan, and a plan for workers and families on social issues confronting the country including child care, education, income related to reduce disparities, and healthcare. It also includes investments in green energy so reduce emissions to tackle climate change. Because Democrats have a thin majority in the Senate and the House of Representatives this balancing act will also require Democrats to reduce the size of the package to less than $3.5 trillion bringing in the most essential components for investment in 2021-2022 and making additional investments in the following years. ...

Scientists say 6out of 9 global climate resilience boundaries have been crossed. It is based on 2000 studies and published in the journal Science Advances. Broken boundaries means the systems have been driven far from the safe and stable state that existed, from the end of the last ice age 10,000 years ago, to the start of the Industrial Revolution, says Damian Carrington in The Guardian. We are outside of safe operating space say scientists. Prof. Johan Rockstrom, is head of the Stockholm Resilience Center, who developed the boundaries framework. He says more worrisome than all the extreme climate events we are seeing is the dwindling planetary resilience. For fresh water in lakes and rivers and soil it was crossed earlier in the 20th century. Synthetic pollution from plastic waste in 2022. Nitrogen and phosporous, according to FAO 3 times safe levels added every year. For air pollution it was crossed in South Asia and China. Planetary boundaries is combined with social justice issues in a May assessment so that pro development policies to help the poor can be combined with major investment in climate change action. ...

New regulations permit foreign investors to invest at least $100 million to setup multibrand retail operations in cities with populations of more than 1 millon people. Foreign multibrand retailers are at this time not permitted to directly invest in domestic retailers selling to consumers. A government panel "the Committee of Secretaries," proposed the change, which now goes to the federal cabinet for approval. The change means international retailers like Wal-Mart can sell to Indian consumers through partnerships with Indian retailers, and can own upto 51% of such local joint ventures. Of the investment at least half must go to setting up back-end infrastructure such as cold storage and laboratories. India has a huge retail market of an estimated $450 billion but much of the retail sector has fragmented smaller operations and mom and pop stores. Tata, Reliance, Bharti, Godrej and other local companies have made an effort to change this and formed alliances with Tesco, Wal-Mart, and other international retailers. One of the pressing needs is the building of back up infrastructure- cold storage, retail facilities, etc. This change means Wal-Mart, Carrefour, Metro AG can now enter the retail market. The prior efforts of these companies were restricted to wholesale stores such as Metro Cash & Carry India Pvt. Ltd, Wal-Mart's technical support for Bharti's retail brand of Easyday stores, and UK based Tesco's back-end support to Trent Ltd's Star Bazaar stores....

US effort to strike economic deals and business deals that will change the direction of South and Southwest Asia in ways that are the need of the hour. DJT replaces the failures of the Republicans under Reagan, and his 1983 Middle East Envoy Donald Rumsfeld, who knowing about the use of chemical weapons intervened on the Iraqi side with arms support that led to the subsequent wars. Rumsfeld was to lead the US into Afghanistan War in 2001 and into Iraq War in 2003 by his Office of Special Plans intelligence. By contrast DJT wound down these wars and is now setting a new path to peace in the Middle East by showing the economic path that India now leads for South Asia, and South west Asia's Saudis, Qatar, UAE and Pakistan. Even though Denmark is trying to portray this as about 60,000 people on an island almost the size of Canada, Denmark was a colonial power when it acquired the terrritory through merging with Norway and later in Treaty of Kiel in 1814 during the Napoleonic Wars it retained Greenland. In these European Wars lands were exchanged based on success of armies fighting the French. It is "completely useless" for Denmark and it has not invested in Greenland which is backward with poor standard of living, no infrastructure. The US alone can change that. For the US it needs to own the island to make the Eastern Seaboard of the US secure from foreign powers, a point Seward made when he sought to acquire it in 1867 along with the purchase of Alaska from Russia, Every American government since and including Truman has sought to do this. Denmark is in Greenland only because of its colonial power rivalry with Sweden and the British Empire, when it was exchanged or retained for other territories as was the practice of the Europeans in the 19th century wars. It is not there to develop the island, its infrastructure and improve its quality of life, and has never done this. ...

Changes in Eastern Europe, first with the departure of Sebastian Kurz after a second scandal. The Greens party in the coalition insisted that he resign. In the Czech Republic the government of prime minister Andrej Babis was voted out of office. A liberal-conservative three party coalition won 28% of the vote, and the Pirates and Mayors party won 16% of the vote. The two alliances won 108 seats in the 200 member lower house. Babis headed a minority government of ANO party, Social Democrats and supported by Communist party,(ANO is yes in Czech language), with many scandals, and opposed EU's climate change policies, says DW.com. 

With the changes in Austria this offers new opportunities for a closer European Union as Eastern Europe changes.

What is the Pirates party in European Union countries? It started as a party of tech savy young people about 15 years ago who were fed up with the mainstream parties. For the first time Pirates and Mayors party in Czech Republic will form a coalition government in 2021. Ivan Bartos head of the Pirates party says the party is "a new wind, no oligarch or big sponsors and completely transparent." It is in a way a party like the Greens, away from established parties, with younger people who are tech savy and want openness in society. In the Czech election the party was able in alliance with other centrist parties to defeat a scandal ridden minority government of billionaire Babis that opposed EU climate change policies.

A new $490 billion aid package in Japan is designed to help families and small business. Families with small children will get $900 per child and small business will get $22,000 each if they can show they were affected by the pandemic. Wage increases for nurses and care workers. Economy minister Yamagiva in the new Fumio Kishida government says this aid will "bring security and hope to the people by rebuilding the economy." Japan is following the US by providing aid to the people and business to help rebuild after the lingering effects of the pandemic. In the US president Biden is expected to pass a $2 trillion package including help for child care, paid leave for caregivers and mothers, other aid, and a big investment to tackle climate change.

Irish prime minister Varadkar resigns after what critics call a "gimmicky" referendum to change language respecting women's role at home to coincide on International Women's Day. It was rejected by about 70% of the vote with about 44% of people voting and little understanding of what this was about as the wording was poorly done and it was not well thought out. If it was about respecting women and promoting participation outside the home the government could take steps as Japan and India at different economic stages are doing. Would changing the Indian or Japanese constitutional wording make a difference or the government making the efforts to broaden opportunities and remove obstacles and impediments to women's participation.

Karishma Vaswani of the BBC provides this report showing sexual harassment in the workplace is increasing in Asian countries. A recent ILO report shows over 50% of women participation in the workforce. With more women in the workplace the threat is growing for women. As many offences are unreported-and more so with women who have never been in the workplace before- the 30 to 40% incidents reported to the International Trade Union Confederation (ITUC) for women workers in Asia-Pacific may be understated.

The culture in many Asian companies is also not friendly to women. A lot needs to be done to change this considering the slow progress to ensure a safe environment for women at work, and governments need to make this a priority.

Republicans may not say humans cause climate change- only 31%, but a majority of Republicans- 57%, say action is needed to control carbon emissions. The results are part of research published in journal Climatic Change, research done at the UC Santa Barbara.This is good news for future efforts to control carbon emissions. Only 20% of Republicans support a 20% quota for renewable energy, yet 74% think its good to do research on renewable energy. A paradox? No, say experts as there is a long history of controlling and regulating pollutants in the air and water since the fifties in which all parties supported the efforts. Robert Gordon of Northwestern University shows the optimistic and pessimistic factors in the economy in terms of their contribution to GDP. He says botht he optimists and pessimists ae correct, with the question being the relative strength of the factors. He says the recovery will not be a V shaped recovery , and it will only be half as strong as the recovery of 1983-84, in the range of 3% to 4%, the annualized growth rate between 1982 4th quarter and 1984 4th quarter was 6.4%. Annualized growth according to the Commerce Department was 3.2% in 1st quarter 2010, following 5.6% growth annualized in 4th quarter 2009 In this picture international trade and exports have not played as strong apart as imports continued to rise. Overall personal consumption expenditures held up pretty well and showed +2.55, inventory change +1.57 as companies began to replace IT and other equipment, producers durable equipment and software, federal government +0.11. On the pessimist side residential structures were -0.29, nonresidential structures -0.44, net exports -0.61 showing that exports are not playing the part needed for the economy to recover, and state and local governments are -0.48. The progressively deteriorating situation expected as state and local governments cut back will weigh as aserious negative in this respect says Gordon. And this just as the inventory chnge numbers wind down to a smaller number. The total has to add upto the +3.24% growth for 1st quarter 2010 on an annualized basis as shown in the Bureau of Economic Analysis numbers. ...

The head of the CDU party who would become chancellor after Merkel, makes an emotional plea to the British people to change their mind and remain in the European Union. In an affectionate letter to The Times of London many leading figures from politics, industry and the arts in Germany made a plea that Britain remain in the EU "from the bottom of their hearts." A look at dozens of letters in response to this article in The Times shows that many Britons feel that Britain would have voted to remain if Germany and Merkel had given prime minister Cameron a better response during negotiations in 2016. Even chancellor Merkel warned Germans not to take an indifferent or complacent attitude to Britain's staying in the EU. The letter makes amends by saying there is an indissoluble bond between Britain and Germany because of the help given by Britain to rebuild Germany after the war. "Without your great nation this nation would not be what it is today, defined by freedom and prosperity," the letter says. It says "should Britain wish to leave the EU it will always have friends in Germany and Europe. But Britons should equally know that know choice is irreversible. Our door will always remain open: Europe is home."  Katarina Barley, Germany's Justice Minister whose father is British, says she supports a second referendum on Brexit. The letter is signed by Andrea Nahles, head of the Social Democrats, Annalena Baerbock head of the Greens party. Also signing it are the heads of Daimler, Airbus and the German Federation of Industry. Annegret Karrenbauer, head of the CDU says it is looking for constructive proposals from Britain, now that the deal put forward in the British parliament was defeated by a large margin. "We will not block the path to Britain remaining in the EU." The letter is significant in that it changes the whole tone of German leaders across the spectrum towards Britain- as critical to the idea of Europe, and the dawning in German minds that Europe would never be Europe without Britain, would never be Europe simply with France and Germany and the other nations. ...

The first signs of a change in Germany's position to promoting growth in Greece came when German chancellor Angela Merkel told CNBC on May 15, 2012: "I have the will, the determination to keep Greece in the euro zone." She added that if Greece's leaders are looking for "stimulus to be pursued for growth in the euro zone, which we could pursue in the interest of Greece, we're open for this. Germany is open for this." The Social Democrats, SPD opposition leaders have long said that Merkel is able to change positions as the situation changes. Looking back she even disassociated herself from her mentor German chancellor Kohl when he was not willing to disclose the names of donors for illegal donations. This has given her the flexibility that another Christian Democratic party leader Schauble lacked in leading Germany. She has also seen poll numbers favoring the CDU dissipate quickly before the 2005 elections and is aware how quickly situations can change, as is happening now with the public in France, Netherlands, Spain, Portugal, Ireland, Greece, and eastern european EU countries growing weary of strict austerity policies pushed by the CDU. A faction of the CDU pushed for strict austerity policies at the recent CDU convention in Leipzig, Germany. Merkel told the CDU about charges that she had shifted on a number of core issues such as nuclear energy, social issues, minimum wage, and euro zone bailouts- "Our political compass has not changed. The context is changing. This is a time of epic change."...

It is a major step to cut carbon missions in half by 2030. The Biden plan is to have majority of cars to be electric by 2032. It does not require a certain number of cars to be electric only requires carmakers to meet certain emission requirements overall and the carmakers then choose what the mix of gas, electric, hybrid would be. It also has concessions to workers unions and carmakers, and an understanding that there is resistance to buying electric when charging stations don't exist in adequate numbers and costs are high for electric. It does this by allowing accelerated development in 2030, 2031 2032 to do the job, as by 2030 enough capital investment and research will have happened to make this possible. This also seeks to not politicize climate change in the way the former president seeks to do as a realistic plan is needed and simply having no plan and eliminating the political opponent's plan and denying climate change is not possible in 2024 as in 2016, there is just too much happening in terms of floods and fires for people to not believe. Automakers and workers themselves believe that a plan is needed to fight climate change in 2024 even though these same automakers such as VW and large automakers in the US had a wait and see attitude in 2016. For the Biden administration listening to carbuyers, carmakers, auto workers and the general public to make the plan workable and meet real concerns is the best way forward in 2024. ...
