The Baltic Exchange in London which is the main provider of shipping rate information from around the world. It also controls the process of daily freight rate fixing. Every day before 1 pm the exchange polls about 57 shipbrokers from 15 countries including Norway, France, Japan and Australia, on the prices for more than 50 shipping routes and about 8 types of ships. It started in 1744 as the Virginia and Baltic coffeehouse where shipowners met merchants to negotiate prices to transport goods from the Americas to Europe. Now the huge demand to transport commodities like iron ore and coal to the developing world especially China is a big part of the huge increase in importance of shipping.

This is dramatically proven by the latest Commerzbank estimates that show the 2 largest export based economies, Germany and Japan will see a contraction of GDP of 7%, USA 4% contraction and China, Eastern Europe and other parts of Asia and Latin America will also be impacted severely by the same phenomenon of markets drying up around the globe. And Obama offers the simple message that the United States is ready to lead, and asks its partners in the G20 to join with a sense of urgency and common purpose. Obama goes on to say that " we need not choose between a chaotic and unforgiving capitalism and an oppressive government-run economy. That is a false choice that will not serve our people or any people." ...

Krugman points to the economic muddle that China is getting itself into. He says one way of looking at what is happening now with high inflation is that inflation is the market's way of undoing the currency manipulation that China has engaged in. By following aweak currency policy to protect export interests China has created an artificially high trade surplus. But this is now turning into a lose-lose proposition for both China and the US as market forces push wages and prices up, whittling away at any competitive advantage of China's weak currency policy. He says some estimates he has seen show that Chinese undervaluation could be gone in two or three years. Chinese consumers are asked to accept interest on savings limited to 2.75% and below inflation, with the spread designed to help banks earn their way out of bad loans made during the stimulus lending binge of 2009-2010. What is happening is a massive allocation of capital away from consumers to lending for state owned companies that have created overcapacity in many industries, and use part of this capital to engage in real estate speculation. Krugman says China may be on its way to some kind of crisis with collateral damage to the rest of the world as it is a major importer of commodities from Canada, Brazil, Argentina, Australia, and a major importer of high tech goods from Germany and the USA....

American tennis player Doris Hart from the University of Miami once played three Wimbledon finals in one day because of rain delays, winning all, in 1951. She made up for lack of speed on the court because of leg and knee issues with finesse, using drop shots and a strong serve with an all court game to win. Her story is unique because she spent many years as a child recovering from a bone infection, called osteomyelitis. At one point a specialist even suggested amputation because of the infection. She recovered and went on to win titles in Australia in 1949, France 1950 and 1952, Wimbledon 1951, and the U.S. 1954 and 1955. Her view of today's tennis game is that not much strategy is brought into the game compared to an earlier period, making it less fun to watch. Her story of recovery and persistence is similiar to the story of Glenn Cunningham, one of America's fastest runners, who broke the world record in the 1500 metres at the 1936 Olympics, and became the fastest miler in the world in 1938. Cunningham from the University of Kansas had leg issues because of burns suffered when he was 8 years old from a fire. Doctors recommended amputation at one point for the infection. Doris Hart says in her autobiography, "Tennis with Hart," never to let despondency take over, to respond with faith, courage and patience....

The Sierra Gorda mine in Chile and the Constancia mine in Peru will add more supply of copper. Prices of iron ore dropped 50% in 2014, and copper 14%. The Commission on Race and Ethnic Disparities in the UK in its report published on March 29, 2021, says Britain has become a more open society and that racial inequalities in education and employment have narrowed. Bangladeshi, Indian and African backgrounds children are performing better across eight GCSE's using scores on average, than white British children, an amazing story. It says "this should be regarded as a model for white majority countries."  Much of this could be the result of strong families, ethic of hard work, help from the idea that hardship brings virtue, and single minded determination of families and children to excel in studies, showing that obstacles such as language and other economic barriers can not only be overcome but actually be a motivational influence. This should translate into more success in the workplace. The report says this is happening in the workplace with diversity in the professions of medicine, law and teaching, and shrinking pay gap with white population. Criticism persists and is true for the top of the public and private sectors, the report says. Yet it should be uppermost in mind that in terms of number of people benefitted it is important- that the process be strong at the ground level so that the talented individual can then move to the higher ranks. To do this the report says British employers should go for more "evidence-based alternatives" than let "unconscious bias training" prevail without quite realizing that this is happening in the absence of initiative. Much of what happens in Britain is also true for the US and other places with British based educational systems such as Australia, Canada, New Zealand, and India, Bangladesh, Pakistan, Sri Lanka. In South Asia there are disadvantaged minorities because of old caste based inequalities and bias. There the problem also has its perverse forms in which politically motivated moves to assign quotas are made before the emphasis on education and investment in education for disadvantaged minorities. This is leading to a general decline in education in government or public schools and reliance on private sector schools to provide quality education. A process seen in Latin American countries such as Mexico and Brazil that also involves public sector unions and their control of who gets hired and how. The result is that huge problems not entirely visible like an iceberg that cripples ships or economies is happening in these countries, and the focus is almost entirely on the disparities in British schools where progress is actually being made with results, intentions backed by will to accomplish. ...

Elected to the Politburo in 1980, Gorbachev became president of USSR in 1985. In the six year period to 1991 he launched a movement to free the USSR from the rigid constraints of communist party rule called Perestroika to improve productivity, freedoms and quality of life. He came from a peasant family with Ukrainian origins and was born in 1931 during the period of upheaval in Russia. The rapid removal of Soviet rule was something Russia was not able to adapt to in the early years with no experience in democratic process. By 2000 after drop in life expectancy and fall in the standard of living Mr. Putin emerged as president.  Russia's economy recovered under Putin's three terms till the miscalculations in the invasion of Ukraine in 2022, that were itself a result of a sense that Russia had lost something with the fall of the Soviet Union and the advancement of NATO and the European Union. Gorbachev's sense in his memoirs was that Russia would do best under democracy. Even in 2017 he wrote that Russia and its people were "ready for a real multiparty system, fair elections and a regular rotation of government." Yet he was too much of an optimist and not enough hands on to grasp that Russia was a large economy and safeguards had to be put in place for the rule of law to prevent lawless elements that could control companies, safeguards for the vulnerable sections of society such as pensioners and older people, and limited self government through elected assemblies and parliaments were needed for a decade before democracy to take roots. Gorbachev's knowledge of American and British democracies, constitutions and parliaments and their evolution over centuries was non existent, with little contact and education of this sort under the Czar or Soviets. The democracies in Germany and Japan were established with American power and extensive education, the Marshall Plan, and unlimited imports by the US from Japan to prevent economic catastrophes of the kind experienced by the Weimar Republic in Germany in the 1920's. No plan from western aid and assistance, limited self government of the people was introduced as training ground as in India. In India the British introduced limited self-government or Swaraj in the 1930's with elected assemblies in Indian states, in the pattern of Dominion states such as Canada and Australia. Mohandas Gandhi negotiated the rights of indentured Indians in South Africa in this arrangement and studied British law and constitutions. This led to the catastrophic failure of the rule of law in Russia after 1979, lawless elements emerging under Yeltsin  that controlled companies and the state, high unemployment, failure of the economy, and drop in life expectancy between 1979 and 2005. Section 230 is a law passed in 1996 that makes the Social Media Companies and Media companies such as Meta and Google and others to have no liability for content posted on their sites. This has allowed these companies to grow and develop monopolies on the internet. Here CSPAN covers the hearings in the US Senate today December 9  with the following US Senators speaking at a Senate hearing on Online Safety for Children. Senator Whitehouse of Rhode Island describes the biggest problem as being the Section 230 which needs to be removed. The following mothers who are Senators and mothers or grand mothers of children were very vocal on this point- Katie Britt-Alabama, Martha Blackburn-Tennessee, Ashley Woody-Florida (former Attorney General of Florida).  Senators who are fathers or grandfathers of children speaking are-Josh Hawley-Missouri,      Whitehouse-Rhode Island, Bluementhal-Connecticut, Corbyn-Texas, Chuck Grassley-Iowa. Senator Whitehouse says-  "I understand Senator Graham was with respect to getting rid Of Section 230 Um, I strongly believe that Section 230 has long outlived its use, and it is now a real vessel for evil. That needs to come to an end. Um, the laws that Section 230 protects these big platforms from are very often laws that go back to the common law of England. that we inherited when this country was initially founded. I mean, these are long lasting, well tested. Important Legal constraints that have They've met the test of time, not by the year, by the decade, but by the century. And yet because of this crazy Section 230, these Ancient and highly respected doctrines just don't reach these people. And it really makes no sense that if you're a Internet platform you get treated one way. You do the exact same thing. And you're a publisher, you get treated a completely different way. And so I think that the time has come. I think it's pretty widely known that there were a core 4 of us. Ready to proceed with a bipartisan bill 2 and 2. And a A lot of work, important work, good work, valuable work has gone into making sure that other members of the committee and other members of the Senate have a chance to look at that and decide whether they want to join or not. And I'm at the stage right now where I think we just need to go." The Online Safety Act passed overwhelmingly in the US Senate recently still languishes in the House of Representatives. Ostensibly because of free speech but really because of monopolies and campaign contributions, and beyond this because of the idea that rapid internet growth gives the US economic and business leadership in the world. That is not how it has turned out instead by weakening the education of the children of the Nation this has created the idea in China and other nations that the US's period of world leadership has passed. In the overall scheme of things social media has weakened education in America as children of the Nation spend countless hours away from classroom education on their smartphones. Australia and other countries including China regulate the use of the smartphones and internet social media for children under the age of 14. This regulation strengthens education in these countries at the same time that the absence of limits weakens education competitiveness in America, and creates the idea that America's days of leadership in education have passed.The loss of this leadership means the loss of American leadership in the world in a decisive way. ...

The Stimson Center looks at the closing of an era of Conservative politics in Japan which ended in 2025 after the death of Shinzo Abe and the 2 year premiership of Kishida. Interview is conducted by the Stimson Center of a senior Japanese political figure with 30 years of experience in the Foreign Service, and the author of the only English language book on Shinzo Abe, reflecting the paucity of research on Japan. Shinzo Abe was premier for a short time in 2005-2006 and for a full term in 2012. He made changes to Japan's SDF, its partnership with India, Australia in the Quad, and his economic policy which increased women's participation in the economy. For the first time in post war Japan there was a new sensde of confidence under Abe and he is missed sorely in Japan today. Yet as this senior Japanese politician says, Japan has changed the way the US and Europe have changed, and nationalist politics are replacing old Conservative politics of the LDP. In a way also how the deindustrialization of US, Europe and Japan has also taken place discrediting that era. Takaichi Sanae is itself a representative of the new era, as she did not hesitate to say Japan would get involved if China attacked Taiwan. Her popularity is at 62% and she has called a snap election, as she came in to replace Shigeru Ishiba in October 2025 and was not directly elected PM. Yet in the long view this is also a misconception because neither the Stimson Center or the interview participants had a keen sense of who Abe really was and Abe's grasp of the history of the Kamakura period of Buddhist Japan and China, India, of the 12th century before the foreign invasions from the north. One of Shinzo Abe's biggest legacies is the relationship that was close to his heart, the relationship with India and prime minister Modi. This week chancellor Merz of the Federal Republic of Germany was at the kite festival with PM Modi in Ahmedabad and at the Sabarmati Ashram of Gandhiji. The same degree of warmth shown by the German leader and Modi reflecting Vivekananda's time in Germany, was seen long time back between Modi and Abe. The bullet train project Mumbai to Ahmedabad and the ones that follow across India are a testimony to the warmth shown by Abe for India, and his knowledge of history from the Buddhist period in India when by the 12th century in Japan in Dogen's time Tenjiku (India) was the sacred homeland of Buddhism. Today India has revived the Buddhist traditions and centers of Buddhism, the universities and research centers for Buddhism from that period in Indian history. Buddhism started in India near Nepal in what is now Bihar state at Sarnath and Kushinagar, and spread through China to Japan and Korea. The whole continent of Asia would reflect Buddhist ideals and ideas without the intervening period of Vedic culture in India and China's Mongolian and Manchurian northern invasions, and the periods of European colonialism. Today Buddhism and The Bhagavad Gita are itself strung like pearls on a string as the Gita itself says, part of the long spiritual traditions of three nations- India, China and Japan, and of the many others Vietnam and Korea. As Asian nations and peoples come to their own inner selves, find their inmost self, this is the culture that really pervades all of Asia. ...

The IMF in its 2012-2013 Global Economic Outlook Report presented at its annual meeting in October 2012 estimates global economic growth of 3.3% in 2012 and 3.6% in 2013. This is a drop of 0.2% for 2012 and 0.3% for 2013 from its earlier forecast in July 2012. Under the IMF definition the global economy GDP does not have to decline for a recession. Advanced economies growth estimate is 1.3% in 2012 and 1.5% in 2013. Emerging market economies growth estimate is of 5.3% in 2012 and improving to 5.6% in 2013. Specifically for the eurozone growth estimate is decline of 0.4% in 2012 and 0.2% growth in 2013. U.S. growth is estimated at 2.2% for 2012. China's growth rate is estimated at 7.8% in 2012 with a growth uptick to 8.2% in 2013 as a much smaller stimulus than the one in 2009 kicks in. This will help commodity exporters like Brazil, Australia, and Canada. Two surprises are Brazil's growth with a significant improvement to 4% in 2013 from 1.5% in 2012 because of sharp interest rate cuts and improving demand from China. The other is India which is expected to show a significant slowdown with a growth estimate of 4.9% as the government faces what the Kelkar committee report calls "a perfect storm" of a large current account deficit and a budget deficit, and failure to attract foreign investment. Growth in Japan is expected to slow to 1.2% in 2013 from 2.2% in 2012 as the government imposes a sales tax increase to reduce its deficit. ...

Chevron CEO John Watson says the U.S. needs more affordable energy, and this means it needs to find more fossil fuels. It needs more oil gas and coal. He says the U.S. should take advantage of its own fossil fuel resources. People want strong environmental standards, but as Watson puts it, their top most priority is affordable energy which creates economic growth and jobs. He criticizes the Obama administration for not pushing ahead with developing of U.S. offshore oil, because BP's problems were not systemic and industry wide. He calls for dramatically increasing U.S. oil production, and doing this immediately. Worldwide Chevron plans to invest $26 billion for its exploration budget, and plans to drill in Australia, Western Africa, Gulf of Thailand and other locations. Watson points out that the dynamics of oil production are affected by two factors, price and technology. With current prices at over $100 a barrel more oil is accessible. At these prices new technologies can make it possible to use existing older wells to increase production. He cites the example of Bakersfield, where steam flooding is helping get 70 to 80 barrels out of every 100 barrels in the ground, when in the past Chevron could only get 10-20 barrels of oil. Another technology he mentions is hydrofracking for producing large and cheap supplies of natural gas. Chevron acquired Atlas Energy for $3.2 billion in 2010 to enter this market. Watson's overall emphasis is on the U.S. going for affordable energy and affordable conservation that will create economic growth and a better future....

The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Prime Minister Modi faces new elections in 2019 and the need to focus on infrastructure and development to win a second term in office for the ruling BJP Party.  A reduction in tensions serves the interest of both countries and leaders.   ...

The Greens party will not be represented in the Saarland parliament as its performance declined in last weeks election. The Greens Party polls less than 8 percent in Germany, and less than 6 percent in North Rhine Westphalia elections for May 2017. The improving prospects of Martin Schulz the SPD candidate for chancellor have hurt the Greens. Even as the climate change issue becomes prominent the Greens are seeing the focus shift to the SPD and the CDU in 2017. The issues after the election of Trump following Brexit vote have shifted attention to what happens to the European Union, and the need for strong leadership in Germany and for the European Union. This does not help the Greens Party or other smaller parties. The AfD also has suffered as Germans take a second look at the parties, and think long and hard about what kind of future they want to see and the best way forward.

The Adani Group's public offering of $2.5 billion was slightly oversubscribed says the WSJ after a short seller in New York City Nathan Anderson issued a report critical of the company. Adani Group is a set of companies in India that have taken  up the ambitious goals of electrifying India with its population of 1.3 billion so that no home lacks an electric bulb light for children to read. It is under criticism because this means coal mines in Australia provide the coal that provides this electricity when coal is used in China and India to provide much needed electricity. Adani Group is unique in that it is making the rapid transition into renewable energy in line with PM Modi's goal of generating 50% of electricity from renewable energy by 2030.  Adani Total Gas Limited fell by 10%, Adani Green Energy and Adani Transmission made low percentage gains.   Thirty anchor investors provided $734 million including American banks.  This includes Abu Dhabi Investment Authority and Life Insurance Corporation of India. Abu Dhabi based International Holding Company said it would buy $400 million in shares in a public show of support for the Adani Group. Adani Group will use the proceeds to fund capital expenditures on green energy projects, expressway construction and airport improvements and repay some debt. The building of India's Uttar Pradesh Expressway is being done by Adani Group which is similar to what happened under US president Eisenhower in the 1950's in building the first Interstate Highway system in the US. In 1953 after Dwight Eisenhower became president he developed the plan for a national Interstate Highway system that led to the passing of the Federal Aid Highway Act of 1956. This is happening today in India. Airport and port improvements taken up by Adani Group help build India's woefully inadequate freight logistics to make it a part of the US new supply chain after the errors of overconcentration in one country China. Green energy projects help fight climate change where investments are badly needed and governments in the US and India are giving much needed direction and support. It is in this context that the huge growth of the Adani Group can be seen. It is not similar to the Tech company valuations simply because it is like China's effort under state owned companies to match the growing demand for electricity for industrialization. During the British Empire after 1800 capital from India financed the Napoleonic wars, industrialization of Britain, and indirectly industrialization of the United States through British capital invested in the US in the period before 1860. Capital that was diverted from India, and through British trade that impoverished China. As a result the growth in China after 1990, Korea after 1980 and India after 2014 comes in a catchup mode to meet the growing aspirations of hundreds of millions of young people with some companies state or private owned picking up the pace in an unprecedented way. This is the raison d'etre of the Adani Group. China's total installed capacity of electricity has increased from about 500 GW in 2005 to 2500 GW in 2021. Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...
