To breakeven the U.S. government would have to sell its stake in GM at $53 a share. The government is planning to sell its stake in GM this summer according to informed sources. At the current price this would mean the government would take a loss of $11 billion. The IPO in November reduced the government's stake from 61% to 26.5%. Higher gas prices have reduced sales of trucks and SUV's and the sales incentives in January and February 2011 are expected to reduce earnings.

US Senator Bernie Sanders and Shawn Fain of the United Auto Workers make the case for a 32 hour week.  No that's not right Sanders and Fain are calling for hours and wages that make for a healthy life after making significant contributions using technologies and higher productivity during a normal week more like 35 to 40 hours instead of 50-60 hours a reality today.  Even with this productive work effort they say workers have not benefitted as most of the gains have gone to the top with top managers and CEO's making hundreds of times more in compensation. In this years negotiations the UAW made long hours at work and its effect on worker health an issue. A 40 hour work week was established in 1940 under the Fair Labour Standards Act passed under president Franklin Roosevelt. Sanders and Fain point out that 28.5 million workers even today work over 60 hours a week and more than half of full time employees work more than 40 hours a week. It comes as a surprise that according to the authors US workers logged 204 hours a year more than employees in Japan, and 470 more hours than German workers. Sanders and Fain point out that today adjusted for inflation the average worker in America makes about $50 less a week than 50 years ago in 1974. There is definitely a need to consider the health of workers as the highest priority and wages that make it possible to raise families and educate children in decent living conditions. France and Denmark have a 35 and 37 hour work week. ...

In the next 15 years approximately India will have a higher percentage of working age population to non-working age population than China, based on information from the UN and Morgan Stanley. The number of people over 64 and under 15 has declined from 69% to 56% in 2010, according to UN figures. By 2020 the working age population will increase by 136 million in India, compared to 23 million in China. From this it can be seen that a huge demographic change is playing out. As China's economy matures and with the one-child policy in place, China's working age population is expected to decline; just as India's working age population picks up. This should give India momentum in the next 15-20 years, and lead to an increasing growth rate in India, just as China's growth rate slows. India's weak areas are infrastructure, and education. Infrastructure development will accelerate nevertheless, with larger private investments and participation in projects; and India will move up the experience curve as more projects are completed. Education for the poorer classes and in public schools will remain a problem. Private schools are making up for the weakness in this area, and private schools now make up 20% of attendance even in the rural areas according to one estimate. The strong points are democratic structures and the rule of law, private enterprise and private companies, English speaking middle class, and smart initiatives by business to develop low cost products that are affordable for all segments of sciety in India. For instance a $35 laptop developed by the IIT and Indian Institute of Science researchers, and Tata Chemicals development of a filter for 30 rupees or 65 cents that would filter water for a month for a family of five. This will bring the benefits of development to all segments of society as development progresses, and is crucial for balanced development in the poorer parts of Asia. Tata Motors 1 lakh ruppees car concept and the Tata Nano as its tangible product, is another verson of this kind of development being pioneered in India. Being a democratic country makes some processes slower, yet at the same time the private initiative enabled by democratic processes -cultivated over a long period from British times -enables a creative sort of development that could be turned into a distinct advantage....

Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. These countries include countries in the former Soviet Union.  In December cuts of 1.2 million barrels a day were coordinated between the 2 groups to push up oil prices. Now the OPEC cartel plans regular meetings with the Russian led group to push up oil prices. Under a draft document an alliance between the 2 groups would last 3 years and include regular meetings. Earlier Prince Salman led Saudi government proposed replacing OPEC with a new group combining Russia and Saudi Arabia and the other countries in OPEC, yet giving most of the decision making power to Russia and Saudis. This was rejected by Russia and was received poorly by Iraq, Iran  Nigeria, Angola, Algeria. The Iraqis reminded Saudis that OPEC was started in Baghdad. ...

The government changed the law to let student doctors, physiotherapists, and dental workers to give the vaccine. Retired doctors and nurses are called in. Britain has a war effort to counter antivaccine propaganda unlike other countries such as France and Germany. Compare that 79% of Britons are seeking the vaccine, 54% in France and 64% in the U.S. showing that the UK is doing a much better job. Vaccination starts next week for over 80 year old people. China has banned coal imports from Australia in response to Australian request for an investigation into the origins of the coronavirus and criticism of China's handling of Hong Kong protests. 

China imports about a quarter of its coal imports from Australia. Yet this has impacted China because of a rebound in the economy and a very cold winter in 2020. This means there is a shortage of electricity in some parts of China. 

China imports 80% of its iron ore, with 60% coming from Australia and prices of iron ore have almost doubled in the past year. Last year China imported over 1 billion tons of iron ore.

France's finance minister Bruno Le Maire announces a $45 billion effort to cap energy price increases for electricity and gas to 15% increase. Earlier efforts had capped the increase to 4% till the end of 2022 in a tariff shield (bouclier tarifaire). France's public accounts minister says the budget being presented is "a budget to protect." Windfall taxes on energy companies will reduce the cost of the $45 billion to $12 billion. Other protection is offered in the form of increasing income tax brackets by 5% to lower the tax burden. In the absence of this effort the energy prices could have increased by more than 60%, says the Finance Ministry.

This report in WSJ cites the PM's office saying a tax cut just when tourism revenue slowed with the start of the pandemic reduced Sri Lankan government annual revenues by 800 billion rupees. The combined impact of the tax cut with the pandemic relief measures and drop in tourism revenues widened the budget deficit from 9.6% of GDP to 12.2% of GDP in 2020. PM Wickremasinghe has increased VAT from 8% to 12% to generate 65 billion rupees. And an additional 52 billion rupees from increasing corporate tax from 24% to 30%. The ill timed tax cuts and mismanagement of finances are at the roots of the economic crisis.

WSJ report by Jon Emont warns that Indonesia has too much capital going into mineral resource develooment such as lithium and too little for development of a manufacturing bas as is happening in neighbors India and Vietnam. Indonesia lags far behind in manufacturing and as the supply chain shifts with its aging population there is need for policies that build the kind of infrastructure that is needed for foreign investment in factories in Indonesia that can employ its young people. Emont says just seeing that 60% of young people are employed in the informal sectors such as delivery and  transport is not the policy for a country with a large young demographic.

WSJ's Solomon and Feng look at Chinese developer Country Garden's $100 billion real estate project Forest City located only a short drive from Singapore in Johore State of Malaysia. It owns 60% and the rest is owned by the Sultan and a government agency. It is now abandoned as a failed project with Country Garden failing to make debt payments. As the ECB reduces its monthly purchases under its QE program to 60 billion euros from 80 billion euros starting in April 2017, the initial market reaction was that quantitative easing was going out. This says Barley is not the case, and markets are overreacting. The ECB is now ready to buy bonds yielding less than the deposit rate. The ECB promised to extend purchases to Dec. 2017 or further. Look deeper says Barley and ECB forecasts headline inflation at 1.7% in 2019, less than 2% target. So continued QE made sense but at a lower pace. In the end it is the flow that matters not the stock of purchases, says Barley.

In France 67% of young people 15-17 years in a Acadomia survey support ban on under 15 years children for social media. A bill is being introduced in French parliament to restrict children under 15 year from social media platforms supported by the governing party. A French parliamentary inquiry into “the psychological effects of TikTok on minors”, was set up in Spring 2025, and the results have set off an alarm about the negative effects on children. The new law would apply to children in high school lycee 15 years to 18 years, as it is already in place for children 11-15 years in college French middle school. China adopts a two child policy nationwide in October 2015, abandoning a one child policy adopted in 1980. Experts had warned for years of a policy that would lead to fewer young people, and a rapidly aging society. UN forecasts show China will have about 400 million people over the age of 60 in 2030, 25% of the population in 2030, compared to 14% today if current trends continued. Growth of elderly people would burden the pension and health care systems. The birth rate of 1.4 children per woman is lower than in the U.S. today.

This is even higher than the unemployment among younger workers and is a new aspect of this recession compared to the ones before this. Some have quit looking for jobs after depending on extended unemployment benefits of upto 99 weeks, and some have taken part-time jobs. Statistics on unemployment from the U.S. Labor Department give a more distorted picture this time because the unemployment rate as defined by the Labor Department includes only people looking for work. More people today are discouraged and not looking for work, dropping out of the labor market entirely or in part-time jobs. So that the unemployment rate is much higher when these workers are accounted for.
