This report in the WSJ is about extensive cheating in ethics exams in continuting education for licenses in accounting. The failure of big accounting firms to prevent cheating. Ernst and Young will pay a $100 million fine after the SEC under Gurbir Grewal conducted an enforcement action. 

Other firms and banks have had similar problems in ensuring ethics standards are followed. For the first time in 3 decades Ernst and Young is considering splitting itself up into a consulting and a separate auditing company in recognition of the principle that combining the two activities is flawed to begin with. Increasing sales in the consulting activity leads to diluting the strength of ethical practices in the audit activity when the two are within one company. The two are diametrically opposite in intent and the tolerant attitude to combining such activities since the 1980's was itself an early mistake.

Huaneng Power China's largest power utility company announced that electric power generation went up by 40% in the 1st quarter of 2010. Datang International Power said its electric power output was up by 33%. Continual power plant construction has led to China building 80% of the new generating capacity in recent years. Over the next 10 years China plans to spend $150 billion or so to increase capacity nine fold- it already has 21 nuclear plants being built. Much of the nuclear plant building knowhow is being acquired along the way. The Lingao plant in Guangdong which was started in 2005 and will be completed this year, uses 50% local content. In the next unit to be finished in 2011 it will reach 70%, and by 2012 China expects to reach 100%, and gain the ability to export its knowhow.

There is the garbage can index for tourism that tells you something is wrong when garbage cans are overflowing- it happened as tourism jumped to France in the last 2 decades- with garbage overflowing outside Notre Dame before renovation. (After 1993 Japan removed all garbage cans from streets.) About 100 million tourist visited France in 2024 and 80 million to Spain. It brings $100 billion in tourism receipts to Spain and about $80 billion each for France and UK, so that it is a key source of revenue for countries. How to make trips that avoid the rush - careful planning for season and month, finding the right places depending on one's interests nature, history, science, or other, and avoiding tours as there are plenty of resources to do it on one's own, finding right places to stay and visit, using local transport, tram and speed trains in Europe, giving enough time for each place, talking to locals and taking a lesson on Rocket languages online which uses locals and practices word pronunciation so you sound like a local. ...

The cost of living crisis and low export demand causes 0.2% decline in the German economy in 2024. This is the second year that the German economy is shrinking slightly. Germany in ocntrast to the US is not able to invest in the ageing and deteriorating infrastructure, in transportation and in roads and bridges, other investment needs, because Merkel placed a clause to limit spending into the German constitution. The FDP party in the German Social Democrats Greens FDP coalition acted as a brake on spending during the Scholz first term. The result is deep problems in German infrastructure. Deutsche Bahn trains are chronically late because of poor maintenance and old equipment.

A bill passed in the House and now going to the Senate in the US will put a tax on remittances of 3.5% for people who are not US citizens or nationals. It was at 5% but lowered to 3.5% just before the vote. 

Total remittances from the US in 2023 are  $656 billion, according to the World Bank. Total remittances to Africa from US $12 billion of $92 billion total. DW.com shows a family outside Accra, Ghana depending on these remittances for food, medicine and education.

An out of control migrant problem with tens of millions of migrants flooding the US and Europe became a major issue in the 2024 US election. Voters clearly supported strong action to control migration and human smuggling across borders.

The difference between US imports and exports is down from $418 billion in 2018 to $280 billion in last 12 months (August 2024 to July 2025) showing the impact of tariffs and policies of the DJT administration to level the playing field and for getting out of the trade deficits that hurt American jobs, workers, and communities. Tariffs of 20% for fentanyl issue and 125% made it 145% for import tariff on China after Liberation Day. These were lowered to 30% after trade talks. This where it stands today. 

The figure of $280 billion is higher because of transshipping by China through Vietnam- for transshipping the 20% tariff on Vietnam goes up to 40%. Another aspect of the figure of $280 billion is that it is last 12 months which reflects 5 months of the Biden administration, and the surge in imports before deadlines when DJT tariffs would come into place. Battery imports are up, smartphones, toys and apparel is down.
