Visiting cities in East and West Germany organized by DW's Africa department he is struck by how much East Germans feel left behind. Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

Tata Group chairman Ratan Tata says JRD Tata who ran the company for most of the modern period would be overjoyed if he were alive today to learn about the return of Air India to the Tata Group. Under a deal with the Indian government Tata will pay $2.4 billion to cover one fourth of Air India's debt. The government will give up ownership in the airline. AIr India started as Tata AIr in 1932 flying mail and passengers from Karachi to Bombay during the British period. JRD Tata himself flew the maiden flight which is why Ratan Tata sees the return of the airline to the Tata Group with much optimism. Air India has 120 aircraft, 4400 domestic and 1800 international landing and parking slots. Problems at the airline led to losses of $3 million a day. It was nationalized in the 1950's. The Tata Group is India's largest steel producer, a major auto producer. It is India's largest conglomerate with $100 billion in sales, and employs 800,000 people in 100 countries.  ...

Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. This piece of the bill for paid leave is now back in the bill in Congress, in another effort to get this through. ...

Did you know that SUV's are the second largest source of emissions after Power. We hear a lot about aviation which is much smaller but little about SUV's in the impact on climate change. SUV's make up about 40% of cars in Britain, and higher in the U.S. at 43%, 40% worldwide an astounding sixfold increase from 32 million to 200 million since 2010. People may even be driving an SUV and talking a lot about climate change.

Any savings from electric cars expected to grow from 2 million to 20 million by 2030  will be offset by more SUV's on the road. This is the view of the International Energy Agency in its recent report. Again all the talk about electric cars as a way to address climate change misses what is really happening in automobiles. Even in China the SUV's make up 42% of sales, and in India 30%. It is more profitable to make SUV's and they are harder to electrify adding 25% to energy consumed compared to cars.

Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. One reason for the low rate is culture in the workplace- most employees fear bosses and colleagues do not think favorably of this. Making this culture change is the difficult part. ...

Us efforts led by Piedmont Lithium in North Carolina to build supplies for the lithium needed in electric vehicle batteries. The effort to get the first US big new lithium mine into operation is part of a broader effort to  build a US supply chain for the ultra light lithium metal that is highly conductive. In fact the modern lithium mining industry started in the rolling hills of the Piedmont region in North Carolina. At that time in the 1950's it was needed for nuclear bombs. Today China mines 10% of world's supplies. Abermarle Corp of the US based in Charlotte extracts lithium from mines in Australia and Chile which have large deposits of lithium. President Biden has signed an executive order calling for a review of supply chains for critical materials, including lithium as the US looks to build its own supply chains and become independent of supplies of metals from China. The lack of such supplies has become a strategic vulnerability for the US.  The growth of the electric vehicle industry and the efforts to reduce climate change emissions means higher demand for lithium. ...

As a leading member of the British Commonwealth of nations India has a long history of ties with South Africa, Kenya, Tanzania, Nigeria, Ghana and other former parts of the British Empire. Indian workers and merchants played a large role in development in Africa after and during British rule. There are also older ties with Portuguese ruled Africa (Mozambique and Angola) with Portuguese settlements on the east coast of India. The Indian Ocean ties go back to the 15th century. ...

President Macron announces plans to bring a draft law that aims to fight separatist cultural influences in France through the education system and through children being educated at home. These separatist influences stem from France's colonial past in Arab North Africa and influx of Arab immigrants as well as immigrants from Asian countries practicing Islam. Macron said there has been a hardening of positions in Islamic communities worldwide which has created a crisis in Islam making it important to emphasize France's tradition of secular values. Macron says Islam practiced in France must be freed from foreign influence as part of France's long tradition of laicite or state secularism values set by a law first enacted in 1905 separating church from state. In saying this Macron said he accepted the failings of French policy in letting ghettoization of communities of Muslim residents happen in France. And added that "where we stepped away other stepped in." In referring to the colonial legacy he said "we have not unpacked our past. The deep deterioration in U.S. China relations as the U.S. sees itself in a disadvantage in trade with China and the Trump administration imposes tariffs, calls for changing existing supply chains and trade to safeguard U.S. interests. The lack of transparency from China about the coronavirus and the underreporting that led to the U.S. and Europe not taking the threat seriously enough or taking defensive steps is also seen as a part of the deeper problem as the U.S. and Europe bear the brunt of the coronavirus in terms of deaths and cases.  This presents a deeper problem than the trade issue by itself as the U.S. had a trade issue with Japan which was later resolved. The way the Trump administration sees itself as the only protector of U.S. interests in trade, security and international cooperation creates a new level of tensions. Other countries such as Australia, India, Japan, and countries in South East Asia are seen as having similar concerns as supply chains are being remade to reflect the new trading conditions and economic structures. ...

Africa's tourism industry brings in billions of dollars from international visitors with each traveler bringing in about $7000 to the local economy. Most affected are hotels, tour companies and small business. There is a sense that government could do more to protect small business in Uganda, Kenya,Tanzania, South Africa, Ghana and other countries. Also being considered is finding ways to shift focus from high paying foreign tourists to a a larger local visitor population in African countries. Today Serengeti National Park in Tanzania, Amboseli National Park in Kenya at the foot of Mt. Kilimanjaro, Kruger National Park in South Africa, Victoria Falls National Park in Zimbabwe, Sanganeb Marine National Park in Sudan, and Tassili n'Ajjer National Park in Algeria with Tuareg nomads in the desert deep in the Sahara, are some of the National Parks with few international visitors. Local are working in alternative occupations. There is a sense that a better focus would be to a less paying but dependable tourist influx from within African countries.  ...

How financing for ambitious infrastructure and Atman Nirbhar Bharat (self-reliant economy) development is being financed in India is explained here. The central bank acting as debt manager for the government of India is pushing government securities to trade in lots of 5 crores or more, seven crores being about 1 million dollars. This is now being traded among commercial entities. These are essentially 3 month, 6 month, and 12 month treasury bills, and long term debt instruments for the government that run to maturities of 5 to 40 years. Retail investors are being provided opportunities to participate in a different pathway. Currently institutional investors such as banks, mutual funds, insurance companies are major participants.The government needs 1.2 million crores or $175 billion from the financial markets to fund its ambitious capital expenditures for 2021 financial year. To do this it turns to financing such as government securities. Higher demand for capital leads to higher interest rates. The RBI and the government want to keep interest rates down and one way its to broaden the base of investors for government securities which it is now doing. ...

Israeli leader Yair Lapid says "we need a government where right, left and centre work together as a way of life." The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. Hit hard by the pandemic the people of Argentina, Brazil, Chile and Mexico are showing less vaccine hesitancy. This is enabling this region to catch up with the US in vaccinations. The difference is that people trust vaccinations. About two thirds of people in Chile and Uruguay are vaccinated. Supplies of vaccine are coming in from US, UK, Russia and China. Brazil is now doing 1.5 million vaccinations a day, compared to 750,000 in US daily. This report says that on a per capita basis taking into account the populations US is currently vaccinating at half the rate of Mexico and a third of the rate in Peru and Colombia, Argentina. With 8% of the population Latin America had one third the deaths making vaccination urgent and essential for this region. People are taking the threat of Delta variant seriously in the region. Astonishing as it may sound after all the publicity of deaths in Brazil this report in WSJ says 88% of people in Brazil want to get vaccinated, while 67% say this in the US, poll from Ipsos. Hong Kong Chief Executive Carrie Lam has called for conversations to replace the confrontations protesters have with police. Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

Here The Guardian shows Megan Bergman taking up the challenge of going up the Seven Carries route in this wilderness finding peace and mental health in the waters  with her backpack in the canoe. Take this trip up the rivers and ponds in the area and through portages which are carrying of the 15 pound light Kevlar canoes on one's shoulders or arms for the sections of land that connect the ponds and rivers. The American Indian and the early French and British explorers made their way through upstate New York and around the Great lakes in Michigan in this way.  Megan says she wanted that sense of calm, of transcendence, and the fierce delight of putting her backpack into the canoe after the portage. She says she felt content out on the water in the wilderness with a friend. I wanted to feel reverent and at peace with this wilderness which felt safe, she says. ...

A new book by Levitsky and Ziblatt, two Harvard political science professors, has the alarming title "How Democracies Die." This book points out that the first line of defense against autocratic tactics by a president is for his own party to obstruct it. This has happened recently when the president of Sri Lanka's autocratic tendencies were checked by a leader of his own party Mr. Sirisena, who worked with the opposition leaders to defeat president Rajapaksa. The Republican party is the first line of defense, and the leaders have to put the country's interests first for this to happen. The authors make the point in the book that much more needs to happen in the U.S. than the reenergizing of Democrats- there has to be working together across party lines and bringing people together, enlightened liberals joining enlightened people in business, on the conservative side, and Christians.  Leonhardt says this period may just be a phase, but don't take that for granted. Be responsible, and safeguard our liberties.  ...

A sanitary health expert Arne Panesar of the German Corporation for International Cooperation says for about six of ten persons in the world there are no sustainable sanitary systems for the waste. It is not enough he says to build toilets, equally important  is how the waste is treated and disposed. Prime minister Modi of India has stated that toilets are more important than temples in India and the goal is set for all Indians to have secure sustainable toilets in 2019.  Panesar says of Dacca, Bangladesh, that for its 16 million only 2% have securely managed sustainable sanitary provisions. Waste that is not treated and correctly disposed off ends up in streams and neighborhoods creating health hazards- diseases like cholera, typhus and polio thriving in such conditions. It is not clear says this report that sanitation needs can be met by even 2030. In India the focus is now not just toilet building but on on safe sanitary provisions to make health a priority, as well as women's education which suffers without adequate toilets. ...

A new foreign investment law passed by the Chinese People's Congress is designed to address concerns of western companies facing problems operating in China. This includes unequal market access, forced technology transfers, unfair treatment in public procurement. It was passed in only 3 months after the first draft was debated showing the importance Beijing places on the bill. Its a step designed to help in the trade talks with the U.S. about leveling the playing field. China amends its intellectual property law and introduces a punitive damages "mechanism" so that infringements are fairly dealt with. The new Chinese law replaces three foreign capital laws passed between 1979 and 1990, and is a unified legal standard for foreign investment in China. It eliminates the requirement for foreign companies to transfer proprietary technology to Chinese joint venture partners and protects against "illegal government interference." The European Union Chamber of Commerce says Article 40 still allows for"political issues to influence investor-state relations." Experts say this is a small step in the overall effort to level the playing field. ...

Young South Africans, the so called born frees- born after the end of Apartheid and free elections in 1994- are diillusioned with the African National Congress of Nelson Mandela. They are disssatisfied with the lack of jobs, a poor education system, and tired of the corruption scandals under former president Jacob Zuma. A recent IPSOS poll shows only 55% of 18-24 year olds supporting the ANC compared to 61% overall. Some polls showed support dropping from born frees to below 50%. Almost half of the 58 million people of South Africa are born frees. Their view is expressed by one mother of three living in a shack in Alexandra Township in Johannesburg. She says we tried the ANC but are still living in squatter camps and dirty places. Only the ANC's reach into rural areas, its superior organization, and lack of viable alternatives, are likely to keep the ANC back in power. The Economic Freedom Fighters led by Mr. Malema, a former head of the ANC youth wing is likely to double its vote to 12% from the last election.  ...

It got off the ground in 2016 after Credit Suisse and Softbank took interest in investing. This report in the WSJ shows the hazy history of the company and the details about the missing money in the bank account in the Philippines. Ernst and Young says it was deceived, and the money did not exist in the accounts, as reported in this video by the WSJ. The billions of dollars invested in companies like Wirecard, WeWork and other companies, could easily have funded the PPE equipment, facial masks, and other healthcare equipment held as a reserve for emergencies such as this pandemic, in any large region such as North America or the European Union.   For every Wirecard there are 10 others in every region of the world. Just in the last month several imploded including a coffee venture copied right off Starbucks each involving losses of billions of dollars. ...

Practically the whole town of Bergamo moved to Milan to watch the game for a home team. Italian dfoctors say there was a surge in coronavirus cases two weeks after the game on February 19. The virus then hit both Spain and Italy.  New York also went ahead with games with Madison Square Garden putting 100,000 people through its doors, having not received government guidance to stop. It was not till March 12 that game locations and stadiums were shut down. Doctors in infectious diseases say this was a distinctive amplifier, mass gatherings of people spread the virus quickly, especially one as contagious as this one. This report says in early January the coronavirus arrived from Munich, and in mid-February was still based on rumors about its spread in Lombardy, Italy, so that authorites were lax about it, not understanding the threat being faced.  ...

The 'Querdenker" ("lateral thinkers") movement in Germany now has branches in 50 towns across the country, and calls for freedom of opinion, expression, and assembly. Some of these protests are against the coronavirus restrictions, particularly because of economic difficulties and cultural attitudes towards restricted life during the first and now second lockdowns. It covers all backgrounds including far right and far left fringes and people of different views on other issues. A Berlin demonstration in late August brought out about 38,000 people and briefly some demonstrators attempted to rush into the Reichstag or parliament building. The police in Germany can only act if the town and municipal authority says it is right to intervene against unruly behaviour in demonstrations. The other factor protecting the Basic Law which protects freedoms in the German Constitution is that the courts in Germany have acted in favor of the demonstrators so that there remains a fair balance between the need for covid restrictions and the need to demonstrate against these restrictions affecting the right to work and economic freedoms. As well as the pushback against these restrictions for cultural and other reasons.  The initial fear of being infected is now being strongly offset by fears of the economic consequences of an extended lockdown particularly for vulnerable groups who cannot work from home such as in construction, manufacturing, transportation, retail and tourism related industries. The next big demonstration is set for Saturday November 14 in the eastern city of Leipzig with about 20,000 demonstrators expected and police getting reinforcements from neighboring states and federal police. ...
