US president Biden says it is taking time, that he has a plan to build new silos and use existing silos to store grain that is shipped by rail and truck from Ukraine to its borders with Poland and other eastern European countries. The reason for this is that Ukraine Rail uses a different rail system so that trains that reach the border at Poland have to have the cargo transferred to Polish trains. This creates a major bottleneck for flows limiting shipment of grain. The plan for grain silos would mean large storage facilities at Ukraine's borders that can then be transferred to eastern European rail systems that can carry the grain to ports in Northern Europe and ship to Africa and other parts of the world. This is an important step that is needed to avert hunger in Africa and other parts of the Arab world which depend on such supplies of imported grain. Action is needed now as the situation is getting worse by the day and week in June 2022.  Ukraine normally ships out of the port of Odessa on the Black Sea but with the area mined heavily by Ukraine to keep the Russians out, putting grain on ships in the waters off Odessa would lead to ships blowing up. ...

China's efforts to build its own core technologies in chip production leads to a ban on American manufacturer Micron for supplying China's chip needs. This allows Chinese companies to fill the need as China pursues its own Made in China model similar to America's Made in America model that president Biden is taking up to catch up with Taiwan. The title is a misnomer as there is no clash as such with the US when countries are developing their own safer supply chains as the US is doing and working with its European allies on this. In fact the competition is with Taiwan, in an effort to correct a mistaken decision for the US under the pressure of laissez faire advocates in the US to not let the federal government support American chip makers that over two decades has created this huge gap with Taiwan. Laissez faire means to leave alone, which came at the wrong time when competing nations including Taiwan and South Korea were supporting their chipmakers aggressively and covertly and presenting their costs as something the US could not compete with. This NYT report cites safety experts saying that Norfolk Southern's excessive focus on profits may be partly to blame for derailments and accidents like the one in Ohio. Norfolk Southern made $3 billion in 2022, invested $2 billion in its railways and operations, up a third from 2021. But says the NYT Norfolk invested only half of the $18 billion it put into stock buybacks and dividends for its railways and  operations over a five year period. One environmental group says the railways have fought all kinds of basic safety regulations- modern braking systems, stronger tank cars for explosive, even information on what's on trains from passing to communities. Senator Maria Cantwell of Washington now leads an investigation from the Senate Commerce Committee. She said- Over the past five years the 7 railroads "have cut their workforce by nearly one third, shuttered rail yards where rail cars are traditionally inspected, and are running longer and heavier trains." Concerns about staffing shortages and rail road scheduling policies led to workers not being able to take medical leave leading to workers deciding to go on strike. This was averted by president Biden on December 2, 2022 by imposing a contract for pay raises and better terms for workers on the railroad companies only about 3 months before this train disaster. ...

Italian immigrants like Mr. Bonato on his 4200 acre farm in Brazil's central savannah are trying to change the way Brazil looks at wheat. Once a wheat importer from Argentina, Brazil is trying to change this by growing tropical wheat. Italian immigrants in the cooler southern states such as Rio Grande do Sul were wheat producers. Now Brazil's agricultural agencies are getting these farmers to produce wheat in the more tropical central region of Brazil. Higher wheat prices are changing the way farmers look at wheat. Rotating wheat and beans is a good agricultural practice and the Brazilian agricultural agency is encouraging this. Brazil's agricultural agency Embrapa launched the wheat variety BRS 264 as a highly successful one for tropical wheat growing. In 2021 Brazil imported 40% of 12 million tons consumed mostly from Argentina. The idea is that with central Brazil meeting Brazil's wheat needs this would free up wheat from the cooler southern part of Brazil to replace the lost production from Eastern Europe. Mr. Bonato says his work is helping feed more people, and his interest in his work comes from holding wheat growing on the ground as a child on the family farm. With the 15% mandated cuts to energy use in the European Union countries and the shutoff of Russian gas supplies, three remaining German nuclear plants can be run for an extended period to take off some of the strain on the German economy. Sentiment for nuclear power is changing in Germany. A Spiegel opinion poll is cited in this WSJ editorial that shows 78% of Germans favor keeping the three remaining nuclear plants operating till summer 2023, and 67% say it is a good idea to keep them running for 5 years.  The issues of nuclear vs solar, or coal and gas vs solar is not a yes or no proposition anymore as shown in the negotiated measures to allow some coal and gas operations in the US in the Biden Climate Change bill that passed the US Senate on August 7, 2022. Crypto currency Terra founder Do Kwon is arrested in Montenegro. US and South Korean authorites have lawsuits against the cryptocurrency founder saying financial crimes were committed. About $40 billion in value of assets was wiped out in this scheme. Terra founder claimed the support for the currency came from algorithms as there was no solid asset at a bank supporting the currency. To strain credibility further the currency was called Stablecoin. Kwon Do was a computer science degree graduate from Stanford. The use of tech algorithms or computerized programs to create currency that has always been done by central banks of each country- such as the Federal Reserve in the US -was possible because of the culture set by Silicon Valley in the San Francisco region of California that has prevailed in the last two decades. Without this culture and its spread across America and the world no sane person would even think of putting out currency, which is the sole responsibility of the government and central bank of each country. Exxon is looking for a big oil dealer in the shale patch in the US. It is considering the acquisition of shale company Pioneer Natural Resources with a market cap of $49 billion. Exxon wants to make use of its windfall profits of the last year to good use. An acquisition of Dallas based Pioneer would give Exxon a dominant position in the West Permian basin of Texas and New Mexico. Exxon made windfall profits of $56 billion in 2022 after the jump in oil prices following the Russian invasion of Ukraine. Based in Irving, Texas, it is heavily invested in fossil fuel assets and its thinking is that fossil fuels are here for a long time as it has not made a significant shift to renewable energy. During the cutoff of Russian oil supplies Europe has depended on LNG supplies from the US and Qatar, and on Norway for increased oil and gas supplies. President Biden included drilling concessions in some of the legislation passed in Congress and Conoco plans to drill in Alaska. The transitional period has gained support in places like the US and Norway following the need to support the European Union and Germany in the crisis. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. In a world where supply chains are being redone, and following the pandemic, there are questions about how businesses that were created in the period before the pandemic should operate in a different environment. ...

It costs about 8 million pounds for maintenance of St Paul's Cathedral. St Paul's Cathedral income declined by 90% as the pandemic led to fewer visitors and ticket sales. The government provides 3.3 million pounds from its culture recovery fund. Because this is not enough for maintenance, much less the 15 million pounds needed for the repair of the 17th century lead roof, one of England's best known cathedrals had to dip into and nearly exhaust its reserve funds. The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Denmark based Maersk is the link that connects Asian exporters to the US and Europe. It measures its container ships in size by TEU's a TEU being  20 foot container boxes, 20 foot equivalent units being standard. The Dali container ship had 4700 40 foot container boxes that was built for 10,000 TEU's. When Japan was the large exporter getting Toyota's into Long Beach it was 6400 TEU's , with China now sending BYD E vehicles it is now as large as 10,000 TEU's. In the future with India sending its exports under a resilient supply chain to the US it is 20,000 TEU's. What we don't see are these ports such as Long Beach and Hamburg (in which China has ownership stake) which are increasing capacity for taking in exports from Asia. It has reached these volumes only in one direction from Asia, which president Biden is trying to reverse by building factories at home for resilient supply chain and for jobs and a future for American workers. The Dali 4700 containers that hit the bridge at Scott Key in Baltimore also were figuratively hitting America's own manufacturing base, and its workers and communties built around factories, across the Nation. ...

Justice Chandrachud says virtual hearings resulted in more women lawyers appearing in the court, and cited technology as an enabler for women. The new CJI says about the rule of law in India, that it is the responsibility of everyone, dependent on the political culture and the habits of citizens especially the young, and not just on the paper parchment that is in the legislation and the Constitution. BBC Transport correspondent Tom Edwards gives this report on the Elizabeth Line, the Crossrail project that connects London from east to west. He has seen the infrastructure project project from its inception in 2005, past the planned opening date of 2018, till today, through all the ups and downs for a project of this size and complexity. It is the largest infrastructure project in Europe. Most of the tunneling was actually done on time says Edwards, but signaling from stations, and software ran into problems along the way. There were some deaths inside the tunnels and some outside over ground with vehicle accidents. Edwards provides glimpses into the most advanced infrastructure project attempted in Britain for decades. Queen Elizabeth opened the Elizabeth Line at Paddington Station. Station ambient characteristics are also covered in the BBC in a separate article, each station having unique design from Berkshire to Essex. BBC videos and pictures show the evolution of the line, with new management team brought in after delays. At the end of May the new Elizabeth Line will be open to the public. Joe Biden's efforts to rebuild the American economy are getting so little mention in either the NYT or WSJ or elsewhere that Biden writes this article in the WSJ to share what he has done for the American economy, workers and families in the US since 2020. It comes at a time when the US is being challenged in not only chips, science, defense, but also at amore basic level as education and healthcare, public services. Only one third of American children in 8th grade can pass NAEP test reading comprehension yet much of $346 billion going into ventures in 2021 is being wasted as America's capital allocation system and capital markets fail to serve the American people is shown in today's WSJ pages. The scale of what can be done with the right amount of capital going into the right places and not the wrong places and with determination to rebuild can only be imagined- Mr. Biden says here that additional $2.5 trillion can be reduced in the deficit by "cutting the wasteful spending on special interests and ensuring the wealthiest Americans and corporations pay their fair share of taxes." It also means vital investments can then be made in education, in infrastructure, science and technologies, and other areas where it is missing today through planned misallocation. ...

Grady Cash is an active runner at age 71. A sports hernia sidelined him at age 50 but he has found his way back into running. After a 2 year hiatus he returned to the track. He entered his first national track and field competition in 2004, and by 2015 eleven years later he was running in the 200 metres at the 2015 USATF Masters Indoor Track and Field Championships. Here he cam in last and had a revelation. Most of the runners were shaped differently than the long distance 1500 metres runners. These people were V shaped with tiny waists, broad shoulders and big leg muscles. From this he learned to do weightlifting at a local gym in Nashville and hired a trainer. After his retirement from financial planning he set up his own routine. He runs with a group at the Vanderbilt University track two afternoons a week ages from mid 20's to 76. A typical workout is eight repetitions of 200 metres that are sequentially faster. He does easy recovery runs on the trails. These amazing BBC Science pictures of a distant galaxy show a black hole measuring 40 billion km across- a staggering 3 million times the earth's size. More amazing 8 telescopes located in places such as the South Pole and the Atacama desert in Chile were put together to get pictures of a galaxy 500 million trillion km away. Prof. Halcke of Radboud University, Netherlands, proposed the experiment. He says the galaxy called M87 is larger than the entire Solar System, and has a mass 6.5 billion times that of the Sun. The images show an intensely bright ring of fire surrounding a circular dark hole. The superheated gas falling into the hole gives out more light than all the billions of other stars in the galaxy combined. The gravitational pull near the edges is so great that nothing comes out. Falcke had the idea from a PhD. projec in1993. No one thought it was possible to take an image until Falcke realized that a certain type of radio emission would be generated close to and around the black hole, strong enough to be detected by telescopes around the earth. After struggling for 20 years Falcke got the European Research Council to fund the project. Others including NSF joined to fund it for 40 million pounds. ...

WIth China reluctant to make concessions on agricultural imports at a recent Shanghai meeting of Mr. Lighthizer with Chinese trade representatives, the trade dispute with China has escalated. Mr. Lighthizer had little to show Mr. Trump at a meeting in the WHite House. After a 2 hour meeting Mr. Trump told his advisers that his patience was wearing thin. His response on what the U.S. should do- "tariffs." A tweet was prepared saying U.S. would place import duties of 10% on imports of additional $300 billion in Chinese goods. China responded by lowering its currency value to 7 to the dollar to offset the import duties. China also said it was suspending all agricultural imports of U.S. farm products. The U.S. designating China as a currency manipulator.  The situation today is that there is a level of mistrust between president Xi and his advisers and Mr. Trump and his team. The situation has taken a new turn with China saying the U.S. is supporting protests in Hong Kong. President Trump has stated China is waiting it out to deal with a new administration in Washington. Both sides do not see any solutions till after the U.S. elections in 2020. For China there is also the upcoming 70th anniversary of the People's Republic. ...

Italy is paying a heavy price for the delay in implementing a complete lockdown and other measures. The first delay was on Day 6 and Day 12 after the first coronavirus infection on Feb. 20, when the regional authorites in Milan region kept bars and cafes open and reopened Milan Cathedral to tourists as reported here in the NYT. This was happening even as the pandemic was surging in a case of ample denial. Then again on the 18th day after the detection of the first case on March 8, the lockdown announced was leaked leading to people leaving Milan and other towns for the south and other parts of Italy. This lockdown of March 8 was not specific enough and lacked details so that it was not properly implemented immediately. The final lockdown of the entire country came as the situation worsened on March 10. As a result the virus continued to spread leaving hospitals and health personnel overburdened and the country in severe crisis. The Veneto region fared better than the Lombardy region because of strict quarantines, higher rate of testing and contact tracing to enforce isolation of clusters. In towns such as Vo in Veneto the virus is under control as reported in the WSJ. ...

Britain has fallen way behind under Conservatives Tories misrule. On just about all indicators of the economy the US is ahead of Britain, on cost of living, on investment in infrastructure, on chips and science, on unemployment and on economic growth. The US economic growth was 2% compared to 0.5% for Britain.  Britain under the Tories over the last ten years lost so much ground fighting for Brexit and hurting it's economy. The Tory party is itself torn apart again today by Farage's Reform party, much of it from poor leadership- Cameron, Boris Johnson, Sunak. The result today is that Labour's Starmer says he has a 22 billion pound gap in the Budget that the Tories Conservatives have left him, a hole he says that will lead to Labour cutting winter fuel payment for pensioners this winter.  The US with president Biden is so far ahead of Britain with $1 trillion in investments taking place under the Inflation Reduction Act and $53 billion under the CHIPS and Science Act. Harris plans to build 3 million homes and offer $100 billion to small business to spur growth. There is just no comparison and owes much to president Biden and Harris, and to senior Republicans who supported the administration on the economy. ...

Children in the US should not be directed to educational content developed by tech companies using writers in Kenya and Philippines who lack the education to do this. A data labeler that hires people in Philippines and Kenya at $8 an hour, hundreds of thousands of low cost contractors, to create content. Some of the content is of such low quality that it had to be redone by Scale employees, says this story in WSJ. It started out providing this to self driving technologies companies needing data labeling, and now does this for AI.  Samples of questions for content are - explain a moon landing to a 6 year old, says the WSJ. Serious questions about quality of content going to AI and the willingness of Tech companies including Google and Apple to not make this a priority.  Education requires a different approach for quality of content and the tech monopolies are not the ones who should be in this role to build the educational content that a team of scientists and faculty envisioned in cultural literacy for the US under ED Hirsch since the 1970's. Yet this was an unconventional situation in which the US under several administrations Republican and Democrat Clinton-Bush-Obama, allowed the situation at the Border leave the US in a deteriorating situation with its neighbors to the north and south. Canada and Mexico could have acted before the 25% yet they did not act till the tariff was imposed. A situation such as this cannot be found in the history of the United States of America from its founding in 1776, not in 225 years has the US seen such loss of life from fentanyl and drugs crossing its borders, or the constant flow of illegal migration, neglect of its auto industry and jobs in the US.
