The Space Shuttle with astronauts Behnken and Hurley makes a sea landing in the Gulf of Mexico after a 64 day trip to the Space Station orbiting the earth. 

After the retirement of the Space Shuttles in 2011 NASA relied mainly on Russia to send astronauts up into orbit to connect with Space Stations. Under the Obama administration two private companies were hired by NASA to operate Space Shuttles SpaceX and Boeing to take astronauts up to the space station in orbit. Much of the work to build the spacecraft is financed by NASA. 

Space exploration was not a priority for the Obama administration after the financial crisis resulting from banking behaviour in 2009.The U.S. under the Trump administration is renewing America's efforts for space exploration for science and out of a curiosity for what lies outside our planet.

This report in the Indian Express shows the situation in Indian states. Only Delhi has a 90% recovery rate which means the virus spread is slowing and recovery is happening. All Indian states combined have a recovery rate of 70%. This means there are many new cases as others are recovering. Deaths are at about 2% and should eventually reach 1%.

Maharashtra cases exceed 500,000 and Tamilnadu 300,000, followed by Andhra and Karnataka in the top 4 states. By comparison the large states of Uttar Pradesh and Bihar have together 220,000 cases and about 2600 deaths much less than Tamilnadu or Andhra Pradesh. Cases are now distributed in northern and southern India in the same proportion. Maharashtra and city of Bombay have not recovered in the way Delhi is recovering. In Maharashtra the inexperience of the administration compares with the experienced administration in Delhi of Mr. Kejriwal.

Italy is planning to place a quarantine in the north covering the region around Milan and 11 provinces nearby, in a draft decree from the prime minister's office, says this report in the WSJ. When a final decision is made the quarantine would go into effect March 8 and go on till April 3, 2020. This move is similar to the quarantine steps taken in China which helped limit the health crisis in China from coronavirus. The new decree also includes tight restrictions on travel in the affected areas. 

The new action is being taken as earlier measures have not limited the spread of coronavirus. They were requested by the government in Lombardy, which combined with Emilia Romagna and Veneto are the worst hit of the regions in northern Italy with about 85% of cases. It also means the industrial economy with 40% of GDP is affected.

Barbara Wesel of DW.com says 2017 will be a difficult year for the European Union. Elections will be held in the Netherlands, France, Germany, and possibly in Italy. The Netherlands election is coming up this month and the far right party led by Wilders is likely to gain as much as 25% of the vote but have to negotiate with other parties in a fractured parliament to form a government. Elections in France show Marie Le Pen winning the first round, with an uncertain result in the second round between Le Pen and Macron. A win by Le Pen could lead to the unwinding of the EU. In Germany another coalition government is expected with the SPD playing a larger role as it regains favor with the voters under the EU's Martin Schulz. Wesel says Germany and Merkel are looking like a beacon of stability and hope as the world looks for leadership with America looking inward to fix problems at home.

The Chief Economic Adviser to the Indian Government Mr. Anantha Nageswaran, makes these comments on the economy of India before the presentation of the new Budget for April 2023 to March 2024. The Economic Survey of India states that "India is prepared to grow at its potential once the one-off shocks of the Covid pandemic and of the supply chain recede." He sees the sweeping effects of the reforms across multiple dimensions taken from 2016 to 2022 having a lag effect and now making their impact. This means that potential growth can go up to 7 or 8% with macroeconomic improvement, fiscal improvement, infrastructure efforts, women's employment, and getting rid of LIC (License, Inspect and Compliance) across local, state and central levels. He says the central bank estimate of 6.8% retail inflation for 2022-2023 is outside its target range but yet not high enough to deter private consumption, and no low enough to weaken the inducement to invest. Economists now say that these economic mistakes slowed the recovery from the 2008 financial crisis caused by faulty mortgages of banks and excessive leveraging. Mr. Macron is beginning to listen to young voters says this report in The Guardian, yet after this election is over it says he has to do some profound rethinking. The abstention rate of 40% for young voters under 35 should be deeply disturbing. Too much power is concentrated in the presidency and little in parliament, it is true, with Macron's aloof style making things worse. Yet for young voter to say they are indifferent to a vote for Macron or Le Pen shows that Macron has much to do to win the trust of younger voters. The Guardian cites a Cambridge University study that shows the current disillusionment outstrips ones of previous generations, and has more substance than the one that shook De Gaulle in 1968 as opportunity was growing in France for all parts of society in 1968 compared to 2022.  The frustrations at work are common to US, Britain, Germany, France and all of western Europe- precarious and unfulfilling work, low pay, and asset based inequality, that is creating a slow burn generational crisis, says The Guardian. ...

Paul Krugman says in this column in the NYT that Biden's policies for trade reflect a stronger conviction for protecting American technologies and building its manufacturing base than previous administrations including the Trump administration. With less rhetoric and with quiet determination Biden has placed American domestic manufacturing as a requirement for renewable subsidies for new electric vehicles manufacturing and sale in the Inflation Reduction Act. In the Chips and Science Act Biden has placed US semiconductor technology promotion and manufacturing at the core of the Act. Krugman says this was the right thing for Biden to do. The renewable subsidy comes from ordinary Americans paying taxes who would benefit most from new jobs created in the electric vehicle industry. China has gained such a big lead in semiconductor chips manufacturing and materials by supporting its industry, that it is the right thing to do to give American manufacturers the same kind of support. Trade rules were about creating a level playing field, yet previous administrations failed to create that level playing field, and the Biden administration has boldly made its point clear. ...

Daniel Yergin, expert on international oil markets, says the oil price cap set by the US and EU at $60 and the European prohibition on Russian oil imports after Dec. 5, means the end of the global oil market. That global oil market came into place with the collapse of the Soviet Union and the industrialization of China. In its place comes a partitioned oil market shaped by not only economics and logistics but also by geopolitical strategy, says Yergin. This means Russia no longer sends 4 million barrels a day to Europe. The price cap is a US strategy to prevent a price surge with Russia cutting production to raise prices. It is working. with a slowing world economy, and shipping companies reluctant to take on unknown liabilities from government penalties, the price of Russian oil is now at mid $40's, about 45% below the benchmark price and 33% below the $70 price of oil on which the Russian budget is based, says this report. This has an unintended effect of enabling India to support its modernization drive with oil imports at reasonable prices coming just after a pandemic. ...

The Ukraine war with increases in prices of oil and natural gas, and food imports has hit Bangladesh hard.  The currency has declined by 20% which also adds to the cost of imports. The government of Sheikh Hasina is seeking $1 billion each from the Asian Development Bank and the World Bank.  It is also seeking $4.5 billion for budgetary and balance of payments support through the new Resilience and Sustainability Facility set up by the IMF. The government is doing this in advance to avoid a situation in which most of the tax revenues go to paying for imports at high prices with little left for spending on development needs. Bangladesh imports cooking oil, wheat and other food, as well as fossil energy. The current account deficit is $17 billion and the foreign exchange reserves are about $39 billion in July, down from $45.5 billion in 2021, enough for 5 months of imports for a nation of 160 million people.  Action is being taken to curtail use of air conditioning at mosques. The average price of a smartphone in India in 2022 was $206 excluding taxes, Apple's smartphones go for $898. With discounts Apple is now bringing the price down to below $500. In 2019 phones over $500 made up 3% of the market. This has increased to 6% in 2022. Apple is counting on this share of the market going up and prices being brought down below $500 to build a larger share of the market. Its market in 2023 is about 5% in India compared to 22% in China.

In China Apple has its own stores. It is only now opening its first store in Mumbai. This and building manufacturing facilities in India could be the way to increase its share of the market in India to where it provides an alternative comparable to the Chinese market. This is the first time after the pandemic and the supply chain issues, the idea of friendshoring, that Apple is reorienting its policy for making India a key part of its supply chain and market.

The revival of De Gaulle who led post war France and created the Fifth Republic is taking place in France as France looks for renewal following the devastation caused by the pandemic and other crises. Following the crisis of the Second World War and the defeat of France in 1940, it was General Charles De Gaulle who brought modernization to France and the self-belief that led to France joining Germany in setting up the European Union. It was De Gaulle who set setup the presidential system in France after weak coalition governments persisted throughout the period between the tow wars. As Barber points out here in the Financial Times this has a good claim to be France's most stable political system since the absolute monarchy of the 18th century. It was also De Gaulle who set French agriculture on the path to modernization and started the infrastructure building that created the France we know today. De Gaulle also appealed to all segments of French society and engaged them in the process of national development unlike the different administrations of the last three decades. ...

England coach Gareth Southgate reflects here on his penalty kick in the 1996 semifinals against Germany in Euro Soccer at the Wembley stadium. He recall that at the time the penalty kicks were handled as more a situation of luck not skill and practice. He took the kick with little practice and he recalls some negativity in his mind, and missed. Twenty two years later at a knockout stage game in Moscow he faced the similar situation playing Columbia. This time he was manager. But this time the team had changed its attitude. Higher inflation and interest rates at 2.2% are having a profound effect on the Japanese economy. Japan is starting a new era of positive interest rates with the first interest rate increase in 17 years this week. Pay raises reached an average of 5.28% in 2023, according to the Japan Trade Union Confederation where the highest for the previous decade was 2.4%. PM Kishida has pursued a course that encourages workers to get needed pay raises. It will affect everything from US mortgages to how much money stays at home and is invested in Japan. Japan holds $4.2 trillion in foreign investment holdings of which $1.1 trillion is in US Treasury bonds. As the differential with US interest rates decreases - varying from 1.5% to 3%- it will increase investment in the Japanese economy and in manufacturing at home. Japan has seen low wages and a hollowing out of its manufacturing sector similar to the US creating a sense of less hope for the future. This shift to investing in Japan is a change for reasons of supply chain reliability and increasing confidence of workers and worker's families in Japan. ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. About half a million civilians and soldiers died in the Algerian civil war that ended in 1962, 400,000 Algerians. Algerian estimates are higher. It was a trauma for France and for Algeria. The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. Mr. Biden said that this aid will make a diplomatic settlement more likely, as it will strengthen Ukraine's negotiating position. ...

It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...
