New auto sales in Japan experienced a sharp decline of 51% in April 2011, higher than the 37% fall in March. Sales of Toyota fell 69% to 35,557 vehicles in April, Nissan's dropped 37%, and Honda's dropped 49%. About 500 suppliers in northeasern Japan are affected by the earthquake. Toyota president Akio Toyoda says the production will return to normal by November or December.

The trade adjustment assistance bill failed to win passage in the U.S. House of Representatives with 86 Republicans and 40 Democrats in favor, and 303 members voting against it. The Republican leadership passed a bill that gives the president trade negotiating authority without the trade adjustment assistance legislation and this passed the House in 219 to 211 vote. The Senate earlier passed legislation with the trade adjustment assistance included in fast track trade negotiating authority, making it necessary for the Senate to pass a new bill similiar to the House excluding trade adjustment assistance.

In extensive ranging comments Justice Ruth Bader Ginsberg describes her positions on Supreme Court cases to Adam Liptak of the NYT. She hopes the next president after this one will be a fine one and is not perturbed by liberals who would like to see her leave so that another liberal could be appointed in her place. Ginsberg is 80 years, but says she works with her trainer twice a week, and works just as hard as in previous terms. She loves her work and will go on as long as she is able to do it. Her work leading the liberal opinion of Justices on the bench shows a senior justice in command of the issues. She has a framed copy of the Lilly Ledbetter Fair Pay Act of 2009 on a wall and sees it as a response by Congress to her dissent in Ledbetter v. Goodyear Tire Rubber Company. That 2007 ruling said Title VII of the Civil Rights Act of 1964 imposes strict limits for workplace discrimination suits. She sees the present Congress as too timid to take up more issues related to affirmative action and the Voting Rights Act. On the court's decision for the Voting Rights Act Ginsberg said in her dissent "It is like throwing away your umbrella after a rainstorm because you don't need it." Her views on Roe vs. Wade are that the law was too sweeping in making abortion rights constitutional and could have taken a different approach of striking down the law in Texas....

Difficulites facing Chinese auto manufacturers making for export include safety, styling. In manufacturing it includes systems integration, getting the car to come out just right for western customers. And the low end of the market is disappearing compared to where the Japanese found it 40 years ago, as greater reliability keps small cars on the road longer and the time to make is also shrinking as other joint venture models such as Honda are already being manufactured in China for export. All this means exports to the states by companies like Geely will take a few yeas longer maybe 2009-2010 and it gives Detroit car makers on less thing to worry about.

Alan Meltzer points out that Milton Friedman never supported increasing inflation to reduce the unemployment rate. The exception is when there is deflation. As an honorary advisor to the Bank of Japan, Meltzer, says he advised Japan to buy long-term bonds in the 1990's to increase money growth until deflation ended. Meltzer says there is no sign of deflation now, and the Fed's claim that there is a risk of deflation is because it uses the CPI (consumer price index) as a measure of inflation, and the CPI shows substantially less inflation than other indicators such as the Personal consumption expenditure deflator. The CPI he says gives double the weight to housing prices according to Meltzer

The debates about the spending are taking place in standing room only meetings in Congessional discussion rooms. With longer term project suuporters callling for spending not to be skewed towards building the roads in the far flung areas that only encourage the same kind of long commutes and urban sprawl that created the energy crisis raher than look at alternatives (perhaps like the ones in Sacramento where new kind of layounts with lower commutes and more proximity of housing and jobs is designed), give public transit and other projects equal importance, and finance projects for a greener America. Shows how buyers can compare vehicles for front side and rear. Rear is quite important and not all brands do well example Toyotas RAV4, Higlander and other suv's fared marginal or poor, so also saturn VUE, Honda Pilot, CRV, Subaru Tribeca, Ford Taurus X, and Hyundai Santa Fe had G or Good rating for rear hits. Hyundai Tucson was marginal and so was Ford Explorer so only Honda and Subaru and Volvo show consistently high ratings in rear and Toyota shows consistently poor or marginal. Has Toyota lost ground in safety and is Ford catching up, and is Honda's focus on safety showing up in results, are questions answered by a look at these ratings.
