How to pull it all together to make possible a transition to development that is evened out across all regions and sections of society and to allow freedom of expression, is a challenge for the new leadership of Xi Jinping in 2011.

China is building a port hub at Chancay that will have an initial 1.5 million TEU or twenty foot long containers capacity. It will be opened by president Xi in November. This megaport will cut the time it takes from South American coastline to Shanghai from 35 days to 25 days. Before this port China trade was conducted through Long Beach or Manzanillo in Mexico. China is now Brazil's largest trading partner and this port offers the possibility of connecting further from Brazil to Peru by land. This does pose new challenges such as crossing the Andes mountains and Brazilian jungle. The port will cost COSCO China's large shipping company $3.5 billion. China has invested in 100 foreign seaports with $30 billion over 2 decades. The port of Piraeus is operated by Chinese companies, and China has invested in a stake in the port of Hamburg, Germany which is the main gateway for Chinese exports into the EU. The US neglected Latin America and India during the three decades in which Reagan and Bush Sr, Bush Jr, engaged in wars in Iraq and Afghanistan wasting trillions of dollars, neglecting infrastructure investment in the US, and in Latin America and India. Over two decades the US has invested by comparison trillions of dollars in wars in Iraq starting with Reagan and Weinberger, Bush Sr. in the 1980's, and Bush junior in Afghanistan. Much of the oil dividend of the Middle East wasted by regimes in the region in wars. Not only the US infrastructure was starved of resources, Latin America, India and Indonesia did not receive the investment these countries needed for rapid development. Yet today Reagan and Bush are lauded for their contribution by Baker in WSJ today and by columnists in the NYT. The fall of the Berlin Wall was itself just an episode in the US relations with Russia as Russia and China are competing with the US. Germany itself of the Berlin Wall remains divided (with AfD popular in the East around Dresden), and Germany divided on pursuing policies that lead to worsening relations with Russia. Germany also maintains a strong trading relationship with China including a stake in Hamburg port given to China during the pandemic at a time when the supply chain over concentration in China was being questioned in US, EU, India. ...

As the US and EU find other ways to act on cost of living action to reduce the impact of higher oil and gas prices, curb pharmacy and health costs, and grocery bills, tackle housing costs, the role that lower retail prices of goods from China play a diminished role. More important are jobs and wages in this economic structure and perceptions are being followed and shaped by policy of Biden, Scholz and other leaders of Democratic and Socialist parties. Biden and Yellen have raised the alarm over China's export based manufacturing strategies being revived one more time, there is also a new perception of the advantage of such lower retail goods from China coming at the expense of jobs and wages, loss of manufacturing technologies as in chips in the US, which is seen as clearly unacceptable. WSJ shows that recent data shows that this strategy in China is not delivering the growth China expected. Wages in emerging markets such as Indonesia, Thailand and Malaysia are rising following an increase in wages in China. Malaysia's government announced a minimum wage for the first time. China increased its minimum wage by 8.6% to 1260 yuan ($199) in January 2012. Shenzen region minimum wage was raised 14% to 1500 yuan, and Tianjin region's by 13% to 1310 yuan, according to Xinhua news agency. Rise in minimum wage has ranged from 40% in Thailand to 20% in Indonesia. The new minimum wage proposed by Malaysia's government is about 900 ringgit ($264-$297). In Thailand the new minimum wage is set at 300 baht ($9.78) a day, an increase of about 40%.

China's GDP growth accelerated slightly to 6.9 percent in the 1st quarter of 2017, after five consecutive quarters of GDP growth at 6.7-6.8%, according to government data. This reflected larger use of steel in the construction industry and more mortgages issued by the state controlled banking sector. Government officials say productivity is improving helping GDP growth, with closing of less efficient manufacturing plants. Industrial production increased 7.6% in March 2017, according to the National Bureau of Statistics. The government is trying to control higher lending and reduce the backlog of bad loans at banks. Higher growth helps to reduce the bad loans at banks from the earlier period after 2008 financial crisis, improving financial stability.

China sees a principal peacemaker role for Ukraine peace settlement with its economic benefits in US/EU trade as foreign policy. NYT's David Sanger reports from the G-7 meetings in Italy in June 2024. He says the G7 sentiment is changing about China in the last few months of 2024 compared to 2023. In 2023 China was seen as a nation that had more in common with the US than Russia considering historical differences between the two nations. As the US veered round to the view China's indirect economic support and its technology was helping Russia in escalating attacks on Kharkiv and the border regions of Ukraine, Europeans were skeptical. No longer, the Europeans now see China's relationship with Russia in the same way. Another change observed is that China is not pursuing a peace settlement participation to end the war by not joining a Swiss effort. Instead says Sanger China is seen as wanting to wait so that at some future date it would be the principal actor in bringing all parties to a peace settlement for Ukraine. With Ukraine facing escalating attacks in the Kharkiv region the mood has changed and China is now seen differently from just a year back. This as shown in the adjoining article in NYT on student exchange for US and China and China's view that racism exists towards Chinese students in the US is affecting the effort for closer understanding between the people's of the two nations sought by the two nations since 1972, and in the interwar period with Gen. Joe Stilwell fighting the Imperial Japanese Army alongside the Chinese people. ...

About 12 million Chinese viewers on Weibo look at new VP pick Tim Walz hoping for better relations with the US, reports BBC. Walz was teaching English and American history at Foshan No. 1 High School as part of a Harvard University volunteer program. Walz says it is one of the best things he has ever done, and gives him a unique insight into China and the Chinese people. Tim Walz was fresh out of college when he joined the Harvard volunteer program to teach in China in 1989. One Weibo user reflected the sentiment on Weibo- Walz's "unique background gives him a real perspective on China", and he could "promote cultural exchanges between China and the United States at a time when... relations are extremely difficult". China was different back then somewhat where India was in 2014, a largely agricultural economy beginning its transformation into an industrialized nation like the US, Germany or Britain. Walz told a local newspaper inthe US when he returned-  there are "no limits" on what the Chinese could accomplish "if they had proper leadership". "They are such kind, generous, capable people," Walz said. Walz encouraged cultural contacts and educational trips after he returned. With his knowledge of China it could improve relations with Chinese people that were affected by the pandemic. The pandemic reduced educational and cultural contacts. ...

China's new prime minister Li Keqiang makes his first foreign trip with a trade delegation for talks with Indian representatives and business leaders, showing the importance he places on India. India offers China's companies access to large opportunties in infrastructure development, and China can benefit from India in the area of information technology and pharmaceuticals. Trade is envisioned as expanding from $70 billion in 2012 to $100 billion by 2015, and expanding rapidly as the two economies grow. Economic contacts also would provide an anchor for future relations as China faces difficulties in its relations with Japan, and S. E. Asian countries, and a U.S. wary of China's capabilities. This was pointed out in the joint statement. Li Keqiang also emphasized this in an editorial page article in India's daily newspaper, the Hindu, saying India and China have "to work hand in hand," to promote Asia as "an anchor for world peace." A peaceful India-China trade and economic relationship opens the way for investment and participation in development by China alongside Japan, Germany, France, UK and the U.S. in India, as the next major source for global economic growth. This also serves to defuse Asian tensions as both economies grow, and increased contacts between cities in India and China with the twining of cities program launched in the meetings. India can use China's capabilities in infrastructure development, the two countries share the need for information sharing on lowcost solutions in healthcare, in managing urbanization, and solutions for clean water in rural areas, and use of IT solutions in development, where much remains to be accomplished through cooperation. China chooses periodic blockades or air-sea coordinated exercizes around Taiwan's 12 mile waters as a strategy to respond to US Indo-Pacific strategy of keeping lanes of sea traffic and navigation on oceans open to all nations. This is seen as less risky than an outright invasion. Military exercises in August 2022 are seen as preparing for such a strategy.  The US is the destination for $541 billion and Europe $521 billion in products Made in China in 2021, which make China the manufacturing powerhouse in the world. Without the export of $1 trillion in Chinese products thousands of factories and millions of Chinese workers would remain idle. It is unbelievable that China is risking so much with its Taiwan policy with no idea of what the consequences would be years from now. It took China three decades after the gradual opening by 1990 and a willingness on the part of American and European governments and business to give up much of their own manufacturing leading to loss of jobs in communities across both America and Europe and much pain from this loss, for China to get to $1 trillion in exports. This situation may never come back as the supply chains shift and jobs return home and to countries that are becoming competitive in infrastructure and capabilities in Asia. Such competition between nations is not unknown as it was with Imperial Japan in the Pacific just 100 years back. The US maintains its position as keeping navigation on the oceans of the world open and rule of law, and it is on these foundations that China was able to get the strong manufacturing and exporting position it has now that no nation has enjoyed in history to this extent. Only the British come close in the nineteenth century. So much of China's progress in the twentieth century was a result of cooperation and support from America, from the first university Tsinghua in Beiijing, to the war against imperialist forces of Japan, to the rebuilding of China's manufacturing and technological competitiveness with American business cooperation. ...

One fifth of Kviv's population of 3 million has left the city, 4000 apartment buildings are without electricity in Kviv, this winter January 2026. This is the worst of the last couple of winters of the war, as Russia attacks energy infrastructure in Kviv on a large scale even as peace talks continue. Russia insists on control of Donbas region. Much of Ukraine today remembers a famine from the Soviet period, Russia remembers its proud history, language and culture from its beginnings in the Kviv region around the 14th century, that is the what this conflict is about. On one dimension it is about NATO and European Union expansion on another about the history and culture, language in a Russian language part of the world and the effort of Ukraine in the 21st century to seek a new identity. It is a struggle between fraternal people in the Russian region and in that sense a tragedy. It doesn't have to be one for Europe, for Germany. NATO was created when the Soviet Union expanded after 1948 and Britain was a key protagonist of NATO. Would its disbanding after Soviet Union disbanded leaving Russia as a country with centuries of its own history, would this have been the right action. If needed a new organization with a new name and Russia invited to join, would this have helped? Could this have focused attention on a new power as chancellor Merz has said, the new power being China being something requiring attention. The US is beginning to have new thoughts in this winter on 2026. The northern European nations (Britain, Poland, Finland and the Nordic countries, Baltics) have historical conflicts for centuries among themselves, they appear to be using NATO for their own historical conflicts. The US understands this, it is looking for a way to get a peace settlement so it can focus on the western hemisphere and not entangle itself in northern European conflicts that have been happening since 1600 with changing actors. The Republican have taken the lead under DJT for a new approach to put American people and their wellbeing, their right to live free of drugs(Mexico, Venezuela, Colombia), to live free of illegal migrants (Guatemala, Mexico, Venezuela), and improve on the shaky supply chains that were concentrated in China to bring jobs home that were lost by the millions (tariff policy), and to make living affordable (energy, agriculture).  ...

A rising number of infections and China is now open to bring in western medicines. It is seen as a boost to the economy. Even the government officials are wondering how to shape the new narrative. It shows the flexibility of the leadership in China and the willingness to learn from new developments in dealing with the pandemic. India declared a day of national mourning, showing how far Abe had carried Japan's relationship with India and the number of visits he made to India. ...

China lets the yuan drop to below 7 to the dollar as it responds to president Trump threat of additional tariffs of 10% on $300 billion of Chinese goods. Previously the People's Bank of China, China's central bank, defended seven to to the dollar. The weaker Chinese currency would be an offset to the tariffs on Chinese goods.

This has risks for China as in the capital flight from China in 2015-2016. Debt denominated in foreign currencies has built up under an illusion of currency stability, especially for property developers in China with about $55 billion of such debt, according to Moody's.

China's other response was to suspend agricultural purchases from the U.S.

Chinese views on the India war of 1962 are shown at the Beijing Military Museum in a display effort "One Hundred Questions on the China-India Border Self-Defense Counterattack."  China's PLA on its 95th anniversary looks at the 33 day war and calls it a "counterattack." It also says China withdrew because its goals were accomplished of getting back the territory it lost since August 1959 to India, that on the Indian side "the decision making was in the hands of civilian officials who did not understand the military at all," and called it "chaotic." It also brings up the international situation that Russia supported both China and India in the conflict and India had the US on its side. It says PLA withdrew because of the difficulty of supplying the military in the Arunachal region at a great distance from China particularly after the famine that resulted from the Great Leap Forward. Today there is a clear chain of command and joint work by the Indian Air force and the Army, infrastructure to support mountain operations being built at rapid speed, and building of modern defense manufacturing capabilities for the airforce and army as shown at the Defense Expo in Gandhinagar, Gujarat, this week.  One of the first aspects of the border that one sees in the region is how close it is to large population cities and towns in India and how remote it is from large population towns and cities in China. In this sense China after the experience with Russian conflict before 1900, later a large Japanese invasion in 1931and 1937 appears to have responded to its period of semi-colonialism with an aggressive policy of extending its frontiers to regions that were throughout history acting as large buffers between India and China- such being the case of Tibet which was occupied in the 1950's leading to the war with India and a border dispute that had never existed before in history. Other aspects today are that in 1962 the PLA had fought the war against the Japanese and the war agains the Americans in Korea all within a 20 year period. In 2022 China has focused for 50 years on modernizing its economy. The supply chain in the Ukraine war showed shortcomings in the Russian army, and the difficulties of supplying forces at great distances. There is also the question of morale when it is about  miles of icy terrain at heights over 10,000 feet, thousands of miles away from major population cities and towns in China- for reasons of Russian and Japanese semicolonialism behaviour not to be found in regions that had never seen large armies in history such as Tibet or Arunachal or the Himalayan border regions. The distances tell much of the story- the distance from Shanghai, Shenzen or Beijing, to Tibet is over 4000 kilometers and the border region with India additional thousands of kilometers over some of the most rugged terrain on earth with only remote mountain communities existing in the most difficult environments.       ...

One negative effect of the trade war with the U.S. is an increased emphasis on energy security and increased use of coal in China. After China committed to goals for climate change coal use declined in 2014, after reaching a high in 2013. The attack on Saudi oil facilities showed risk in its reliance on Saudi oil. China's import dependency for oil reached an all time high of 72% in 2018, according to BP 2019 Statistical Review. Gradually the commitment to climate change and lower use of coal has changed since 2016 with the withdrawal of the U.S. from the Paris Climate Change Agreement. Initially after the U.S. withdrawal under president Trump China made bold commitment to lead the fight against climate change but has since wavered. In an October 2019 speech Premier Li Kequiang called for the development of the coal industry to ensure energy security.  As China's economy slowed in 2019 in the face of U.S. tariffs and a trade war with the U.S. efforts are being made to increase infrastructure investment which has driven coal use higher. China's steel output reached a record of 750 million metric tons in 2019. The amount of coal fired capacity under construction in China now exceeds the rest of the world combined, much of it from plants permitted before 2017, according to Global Energy Monitor. China is also expected to become the world's largest importer of natural gas by 2020. Even the Russian gas fields from Siberia supply only a fifth of China's energy demands in 2020.  China has made large strides in renewable energy helping it meet its Paris Agreement targets. Renewable energy is about 10% of China's energy mix, but its use showed growth of 29% in 2018, making up half of the world's growth. China's use of coal in the energy mix has dropped to 58% in 2018 from 72% in 2008, according to BP 2019 Statistical Review, as a result of renewable energy investments. At the Madrid Climate Conference China renewed its commitment to the Paris Climate Change Agreement. Now it is a balancing act keeping in mind energy security and economic growth along with the need for clear skies and better air quality. ...

Cordoba and Gurman cover the Justice Department case against Raul Castro, 94 years, of Cuba who runs the country. Jim Ratcliffe of the US government visited Cuba recently to let the Cuban government know that it had to make changes and there was a limited window. Raul Castro was defense minister, and is brother of Fidel Castro, the revolutionary who fought to overthrow the government of dictator Batista, made some short term improvements, but failed badly for the Cuban people with a policy that confronted the US and brought foreign powers to the western hemisphere. China could remain communist, keep Mao's memory, and adopt the market system, to develop the modern economy it has because of adopting western ideas, science and technology. And build what is otherwise a free market economy, and became a key trade partner, briefly an ally of the US as the Soviet Union collapsed- nothing like this happened in Cuba. Tourism was used simply as a way to protect the rest of the completely centralized economy and a state within a state built through an elite that ran a separate section of the armed forces under Raul Castro, kept a regimented society. Even that has failed. Nowhere in Latin America is there so many signs of failure, and it has also brought down societies that copied the rhetoric and nationalist slogans such as Venezuela and Colombia. In some parts of Mexico the Cuban rhetoric still sounds good but the reality is starkly different, Mexico itself is run on a model closer to that in the US, and Mexico has serious problems in civil society relating to immigration and drugs in its relationship with the US. ...

Most of the media has failed to cover this aspect, yet the Collective agreement is a big, a huge plus on June 17 2026 at the G-7 Summit (G-9 expanded with India and Brazil). There was discussion and effort to convey different points of view which was an healthy aspect of this G-9 meeting in Les Bain, France, near Geneva. German chancellor Merz described the atmosphere as very constructive with lots of open thoughtful discussion- "This is the ​first ‌time since [US] President [Donald] Trump took office that we ‌have issued a joint ‌declaration ​at a G7 summit and found common language on the major ​foreign and security policy issues of our time. ⁠I ​consider that ​a real success."  "This ⁠sets a new tone, including ⁠regarding ​trans-Atlantic unity and resolve." Merz says all issues on the summit agenda were talked about "very openly" and "very constructively." Merz  says he will support a peace deal in the Middle East, including a possible military mission if there is "a lasting ceasefire."  A series of "preconditions that are not yet fulfilled, so there is no immediate hurry." What this means, as most of the media has failed to cover this aspect including NYT, WSJ and Washington Post, is that the US and the EU, India and China, Brazil, the poorer countries  Egypt, Pakistan, Turkey, are now in a lot better positions, coming at it from different angles,  and are all aligned for their own interests, to push hard to support the US effort to get to the Memorandum of Agreement with Iran, and future settlement in Ukraine. The onus is for Iran and the entire Middle East to collectively come to an agreement to live with harmony among the neighbors for the mutual interest- including a nuclear free Middle East that is in their mutual interest- so that the rest of the world's people, a massive 5 billion compared to 500 million in the Middle East can industrialize, modernize, and make economic progress that benefits all the people of the world. ...

It points out that China has no first use nuclear doctrine and Russia being dependent on China's support in the Ukraine conflict as a deterrent. It also sees the inner circle of a Russian and American president internally in conflict over nuclear weapons use in any situation.

The occasion of the discussion in the US and Europe on this issue and internally in other countries including China and India this week show the need for a complete rethinking of where we are and how we have come here. Much of the world- billions of people in Asia and Latin America, Africa, North America has little to do with the conflict in one small part of the world- which makes such talk irresponsible and reckless behaviour.
