President Biden addressed the Nation from the Rose garden today November 7, 2024. His remarks were conciliatory. "You can't love your neighbor only when you agree."  "Something I hope we can do, no matter who you voted for, is see each other not as adversaries, but as fellow Americans. Bring down the temperature." It is a remarkable end to a remarkable presidency which history will judge as perhaps a single term in which more was done than in any other 4 year term of a presidency, except for FDR in 1932 and Lincoln in 1861, tackling a once in a century pandemic, and rebuilding the economy, manufacturing, and infrastructure. And even correcting missteps on immigration by getting the legislation to fix it. It is a tall order for anyone who succeeds Biden though in the current post election situation there will be the typical euphoria on one side and losing on the other.  During the Republican sweep by Herbert Hoover in 1928 Franklin Roosevelt was elected governor of New York and he used the intervening years to 1932 to prepare for the monumental task ahead by testing his plan for economic recovery using New York and a couple of states from Illinois, Ohio, Pennsylvania, Massachusetts, Maine and New Hampshire, setting up the first unemployment insurance, shorter week, annual employment and other ideas to stabilize employment for one third of the US economy. Biden says he has asked his administration to work with Trump's team for the peaceful transition to a newly elected president. None of the fears about the transition came true with the new president getting a clear mandate to tackle the cost of living crisis for Americans. ...

In a couple of weeks one can expect a digital Covid certificate that allows freedom of travel within the European Union countries. The European parliament and member states have agreed on setting this up. The travel pass will be a QR code on a smartphone or printed on paper. By accepting the travel pass EU states will drop travel restrictions such as further testing and quarantines unless necessary. With only 10% of EU citizens fully vaccinated there was concern about fairness but as vaccination speeds up in Germany, France and other EU states, this is giving way to the need to make travel easier during the summer.

Fearing retaliation by Chinese regulators, US executives are silent on trade issues. As a result the issue of wind energy subsidies to Chinese manufacturers was brought up not by GE, a manufacturer of wind turbines, but by the United Steelworkers Union in the US. The US filed a WTO complaint in this matter based on the US Steelworkers petition. GE has stayed silent in this matter in deference to Chinese regulators. Only Solar World, a German company, has stepped forward to strongly endorse the investigation. Solar World has manufacturing sites in Oregon and China, but no plants in China.

This report from Brazil is of major relevance to India in its growth efforts, and for aging societies such as China. In many ways showing the price countries and the people pay when growth is mismanaged. A major crisis is hitting countries such as Brazil as fewer young people and young workers support an aging population of retirees. This is to be seen in the money allocated in Brazil's budget- only 3% goes to infrastructure, 3% to education, health gets 7%, and retirement system takes up as much as 43% of the budget. Increasing retirement obligations are nearly bankrupting the Rio de Janeiro state government.  At the core of this crisis is a steadily aging population that is happening now faster than in the developed world. Also part of this is the fact that fertility rates have dropped rapidly in Brazil, the rest of Latin America, and in China. It took just 27 years in Brazil and 11 years in China for fertility rates to drop from 6 to below 3, creating a situation where there are fewer young people to join the workforce as retirees live longer and the retired population increases. This report shows that it took 82 years for the fertility rates to drop from 6 to 2 in the U.S. so that the U.S. had a longer period in which to build up infrastructure.  Only 50% of Brazil's sewage is treated, and sanitation systems need investment. The average adult has about 8 years of schooling. An unfunded and unfundable social security system means infrastructure, health and public services such as transportation will remain unfunded for years to come. China's policymakers have done far better by building infrastructure rapidly yet face the same squeeze of aging population lower fertility rates as China's modernization continues. India needs to learn from such failures and successes in framing its own policies. Unrealistic giveaways or promises such as Brazil's retirement age of 55 and poor priorities of soccer stadiums in the northeast over sanitation, health, education, have a steep price. Good intentions are not enough as the Workers Party in Brazil granted pensions to farmers and informal workers without generating the sustained growth needed for funding the pension system, with $3 billion paid in and $36 going out for this added benefit.    ...

Connecting the National Health Service in UK (NHS) to Nature would take NHS to a new level by bringing mental health through nature walks to many people who need it during the pandemic. Damian Carrington of The Guardian looks at social prescribing where people are referred to nature projects, a trend that is growing in the UK and adding a highly valuable component of health to NHS. This is called Green Social Prescribing. 

There is significant support for the idea of Nature walks adding to wellbeing. A 2019 study cited here shows weekly 2 hour dose of nature improved health and wellbeing.

David Reilly points to the growth rates used by the U.S. Congressional Budget Office as too optimistic in the light of recent figures from the Commerce Department that show growth was only 0.8% for the first half. The CBO deficit reduction projections are based on a 3.1% U.S. growth rate for 2011 and 2.8% in 2012. This means the $1 trillion in initial spending cuts under the August 2 Debt Ceiling and Deficit Deal are likely to have a negligible impact on U.S. deficit reduction. Bank of America's revised forecast is for 1.7% U.S. growth for 2011 and 2.3% for 2012. The Office of Managemet and Budget estimates that a one percentage point drop in growth in the forecast for 2011 can lead to a $750 billion increase in cumulative deficits over 10 years. Former Treasury Secretary Summers also points this out in his op-ed piece in the Washington Post, August 2, 2011.

Angela Merkel said that contact tracing was "above all else" in importance in tracking down infection chains. Apps would not work in Germany because tracking movements and recording information is a sensitive subject in Germany with its history of communism and fascism. Germany still did it but very early on adopted a low tech way that so far is working. Staff from provincial administrations have shifted to do contact tracing work as other work is slow or suspended. Volunteers also have taken up the work. Germany's goal is 5 contact tracers for every 25,000 people- or about 16,000 for a population of 83 million. All the contact tracers have is the phone and a central database of information on the desktop computer as shown here in this report in the Washington Post. There is no advanced technology or software.  Most important say experts is social skills - to talk to people in a way that makes them feel comfortable to share information about how they are and their contacts in a very informal friendly setting, that even includes some humor. Here a contact tracer in Reinikendorf describes the work she is doing and a typical day. There are about 75 contact tracers for 260,0000 people in her area. When she calls someone she notes down what contacts they have had and puts them in Category 1,  2 , or 3 depending on the need for quarantine. The calling is mainly about asking the contact about his or her movements. A contact for more than 15 minutes is Category 1, less than 15 minutes Category 2. The whole conversation is for 10 minutes. Then someone from the health department will call the person contacted everyday. Reickendorf began building up contact tracing in March after an outbreak in a kindergarten was too much for the usual number of health officials to handle. The German trace and quarantine approach, home grown, low tech,  and based on what resources are available, the most important thing being start immediately, has its flaws. Yet it has worked to limit infections and deaths.  In about 65% of cases health authorites have no idea how a person was infected. Asymptomatic carriers are not detected. In some area the resources are limited.  This effort has helped control the virus first cluster in Bavaria at a car part manufacturer. Sixteen people had tested positive and hundreds were quarantined. The German approach is that testing is fine but if you are in quarantine testing is not going to make a difference in spreading. Testing with a negative result is also not helping as it could be that its too early for the infection to register because of the incubation period. ...

The government's rescue of Fannie Mae and Freddie Mac has so far cost $145.9 billon. According to the Congressional Budget Office its eventual cost could reach $389 billion. The federal government has put the companies on conservatorship and has a 79.9% stake in the companies. The federal governmet also provides a guarantee that investors will be repaid. By buying loans from banks and other companies that originate loans, Fannie and Freddie were ostensibly in the business of promoting home ownership. The implicit governmet guarantee of Fannie and Freddie's activities in the housing market had the potential to create a huge government liability if the activities are not run well, and this is exactly what happened. By pushing hard for increasing home ownership to unsustainable levels - setting a target in 2001 of creating six million homeowners by 2014 for instance way beyond what was sustainable for the finances of prospective homeowners- it only fueled speculation, easy money and a bubble in housing in the U.S. As investors get paid with the government guarantee, it is Fannie and Freddie that is ending up with ownership of foreclosed homes- one every 90 seconds in the the first quarter of 2010, according to an estimate. The two companies owned 168,000 homes in March 2010....

The Adani Group's public offering of $2.5 billion was slightly oversubscribed says the WSJ after a short seller in New York City Nathan Anderson issued a report critical of the company. Adani Group is a set of companies in India that have taken  up the ambitious goals of electrifying India with its population of 1.3 billion so that no home lacks an electric bulb light for children to read. It is under criticism because this means coal mines in Australia provide the coal that provides this electricity when coal is used in China and India to provide much needed electricity. Adani Group is unique in that it is making the rapid transition into renewable energy in line with PM Modi's goal of generating 50% of electricity from renewable energy by 2030.  Adani Total Gas Limited fell by 10%, Adani Green Energy and Adani Transmission made low percentage gains.   Thirty anchor investors provided $734 million including American banks.  This includes Abu Dhabi Investment Authority and Life Insurance Corporation of India. Abu Dhabi based International Holding Company said it would buy $400 million in shares in a public show of support for the Adani Group. Adani Group will use the proceeds to fund capital expenditures on green energy projects, expressway construction and airport improvements and repay some debt. The building of India's Uttar Pradesh Expressway is being done by Adani Group which is similar to what happened under US president Eisenhower in the 1950's in building the first Interstate Highway system in the US. In 1953 after Dwight Eisenhower became president he developed the plan for a national Interstate Highway system that led to the passing of the Federal Aid Highway Act of 1956. This is happening today in India. Airport and port improvements taken up by Adani Group help build India's woefully inadequate freight logistics to make it a part of the US new supply chain after the errors of overconcentration in one country China. Green energy projects help fight climate change where investments are badly needed and governments in the US and India are giving much needed direction and support. It is in this context that the huge growth of the Adani Group can be seen. It is not similar to the Tech company valuations simply because it is like China's effort under state owned companies to match the growing demand for electricity for industrialization. During the British Empire after 1800 capital from India financed the Napoleonic wars, industrialization of Britain, and indirectly industrialization of the United States through British capital invested in the US in the period before 1860. Capital that was diverted from India, and through British trade that impoverished China. As a result the growth in China after 1990, Korea after 1980 and India after 2014 comes in a catchup mode to meet the growing aspirations of hundreds of millions of young people with some companies state or private owned picking up the pace in an unprecedented way. This is the raison d'etre of the Adani Group. China's total installed capacity of electricity has increased from about 500 GW in 2005 to 2500 GW in 2021. This is the story repeating itself in India with Adani Group and other companies such as NTPC, State Grid and Tata Power setting over five fold increase. ...

Milan will host the World Cities Culture Summit in 2020, and the Winter Olympics in 2026 shared with the Alpine town of Cortina. The international book fair of Turin is moving to Milan. The left of centre Mayor Giuseppe Sala has promoted the city to increase tourism by 50%. And foreign investment is increasing for new construction projects with $21 billion to be taken up in the next 15 years. Experts are asking if this is coming at a price as the rest of Italy has stagnated for 20 years, and the rural large city gap is increasing throughout Europe. The flow of professionals to cities such as Milan, Paris, Munich, Berlin, from other towns and cities is creating a huge shift that experts at the Centre of European Reform see as a problem because of the political turmoil, and rising inequality with ever widening gaps between smaller cities and towns and rural areas with the big cities. This is compounded by ageing and demographics such as seen in the eastern part of Germany, and parts of France. Experts call it The Big European Sort, where a sifting or sorting process is increasingly transforming the demographics of European countries and driving polarisation. This process is also happening in the U.S. Experts say the big cities benefitted from the change with the European single market and the European Union. Places where working class people live are not seeing and increase in wealth which is disproportionately going to professionals clustered in big cities. Deindustrialisation has turned places like Mezio only 20 miles from Milan into industrial ruins. Towns that once voted socialist are now voting far right in these hollowed out industrial places. In the U.S. and in Europe the process was exacerbated by the flow of cheap imports from Asia hollowing out factories in regions around big cities, and by the growth of services industry in big cities with globalization in finance, legal, and other professional services. Fro 1980 to 1995 Paris region lost about $5.5 billion in industrial output and gained $20 billion in services output that also aligns with globalization in areas such as finance, according to CER, Eurostat. The process had accelerated in 1995-2020. By telling this story about Milan and the Lombard region around it like Mezio, The Guardian is saying it is time to look at how everything works together rather than breaking apart- citing the Finnish architect Saarinen about how a chair fits into a room, a room into a house, and a house into its environment, an environment in a city. So the question is how can we build the future by seeing that the city fits into a region, and a region fits into a country. As a young professional described this on BBC television interview recently this is a difficult period with the ability to design the future seemingly snatched away by the times, but also an opportunity to rethink and take the actions today for a better tomorrow for all.  Harris's role for the Border was limited to telling Central American migrants to stay home. Much of the migration was a result of wars started in the Reagan years in Central American states of Nicaragua and San Salvador. This destabilized the region and led to gangs taking over parts of the country in San Salvador and entrenching Castro style regime in Nicaragua, leading to outward migration of young people. As this report points out Harris was supposed to take on decades of such misguided policies in Central America in a few months. A drought hit agricultural coffee regions of Guatemala increasing migration. Her role instead was to ensure several wins. Win No.1 to generate stability setting up the peaceful transfer of power in Guatemala, singling out corrupt regimes. Win No. 2 to generate jobs. US AID and IFDC loans were increased, foreign investment attracted to generate 250,000 jobs. Win No. 3 the increased stability led to gradually declining migration from Central America. What replaced it was Venezuela. And that is a repeat story of Reagan style wars in Central America. Under the Trump Administration the US did not take up the Monroe Doctrine and act directly to support a stable fairly elected government in Venezuela, an obvious solution. Instead going half way- destabilizing the government but then left it on its own. The result about a third of the population leaving the country in these years to Colombia and other parts of Latin America in a immense humanitarian tragedy.  In 2023 Venezuelans not Guatemalans entered at the US Border in large numbers, most of them middle class families that left Venezuela after hyperinflation and mismanagement of the economy. Realizing the danger by January 2024 Biden negotiated with Senate Minority Leader McConnell and his Republican representative Senator Lankford to pass legislation in the Senate closing the Border. All that was needed was the House to act and 30 years of Border problem would be solved.This was blocked in the House by new Speaker Mike Johnson on advice from former president Trump who chose to use the issue in the 2024 election. Biden then used his executive powers to close the Border leading to lower numbers of migrants under Biden by July 2024 than under Trump. Migration Border Czar was never a term used by Democrats in the Obama and Biden years. Biden who also served in a role given migration as one of the issues to handle under Obama, had this as only one of his assignments. Biden played more important roles in foreign policy with his experience as chairman of the Senate Foreign Relations Committee for decades. Border policy was made by president Obama and his advisers. The same is true of Harris, Border policy being done by president Biden and his advisers. Similar to Biden's role as VP Harris was given assignment to cover foreign policy and was the US representative at 3 Munich Security Conferences in 2021-2024 following the Russian invasion of Ukraine. Chancellor Scholz of Germany said of Harris last week that he had full confidence in Harris as both competent and experienced. ...

Indonesian president Joko Widodo announces that he has won re-election with an estimated 54% of the vote. Voter turnout estimated at 80% was high. A massive logistical exercize for a country which stretches as long as the United States across thousands of islands in the Indian Ocean, with 193 million people eligible to vote. There are 800,000 polling stations and 17 million people taking part in setting up polling booths and other services. The opening of a new subway in Jakarta, and the infrastructure projects including roads and rapid transit, airports, that Indonesia is building under Widodo helped him win public support. Under Widodo Indonesia has advanced democratic processes and improving lives with public services.

Jimmy Lai is one of the prominent Hong Kong businessmen who have actively spoken up for universal suffrage without screening of candidates by the government, instead of sitting by on the sidelines. He says he is not talking to the student leaders, and it is upto the young generation to take the initiative as it is about their future. At age 12 Lai was smuggled into Hong Kong by parents in Guangdong province in 1960, making him one of the older generation who has lived through the many changes in Hong Kong- from the British period, through the years of turmoil on the mainland in the seventies, the transition period and transfer to China under the Basic Law. He worked in factories instead of going to school, and later started his own clothing chain Giordano, followed by a move into media publishing. He is the publisher of the Apple daily and Next magazine publications which support the pro-democracy student movement. Lai says the roots of student protest are in the May Fourth Movement of 1919, a cherished part of Chinese history because it led to the awakening of China, sparked the interest in breaking away from the past leading to modernization, lasting for 2 decades till the Japanese invasion and Communist control. Lai says the protest movement is more mature than the movement in China at Tiananmen in June 1989. Another factor that makes this different is that the protest in Hong Kong does not chart out an indefinite future for China just when it is embarking on the path to modernization, the situation facing a cautious Deng in 1989 who experienced the chaos of the sixties and seventies. The movement in Hong Kong is about reinstating what is felt to be in the spirit of the Basic Law- universal suffrage in its true spirit and intent without prescreening candidates for 2017- it is a limited objective and does not risk the modernization drive, more likely to enhance it by keeping dialogue with the outside world open as China looks for new ideas to tackle many prblems left behind from the industrialization period of 1990-2014. ...

For years the WSJ opinion editorials pointed out weaknesses in Fannie Mae and Fredddie Mac, and the possibility that the Government may have to bail out these companies because of their aggressive expansion and lack of adequate supervision oversight by the government or supervisory financial authorites. This time may have arrived as the 2 companies are the only ones left actively dominating the mortgage market, handling 80% of all mortgages bought by investors in the 1st quarter this year just as Wall Street retreated. This 80% is more than double their share of the market in 2006. But their combined cushion is $83 billion, capital required by regulators. And this supports a huge $ 5 trillion in debt and other financial committments. They suffered $9 billion in losses in 2006, and they are sitting on $19 billion in additional losses which have not beeen acknowledged according to analysts. These companies operate under an imbalanced arrangement where the ownership is by investors but the guarantees are from the government and the supervisory oversight is incomplete, with Congress not having authority over them. The regulators not having the authority or the charter to conduct adequate surveillance and supervision, and controls. The companies raised $13 billion from investors last year and regulatory filings show that they have $7 billion above required minimums for a safety net. But like many things in the financial system today these minimums set in another time and place may be entirely unsuited to the risks they are taking, and their is no effective supervision or controls in place. This is exactly what lays the situation ripe for a financial crisis if foreclosures throughout the country create huge losses for Fannie Mae and Freddie Mac, that this safety net is just both unsuited and never designed to handle for the situation today. And it takes too long for a lame duck administration or Congress without effective leadership in an election year to correct the regulatory errors in the Fannie Mae Freddie Mae situation- the lack of effective controls, regulation, and the lack of clear powers and authority of a financial supervisory authority over them....

Obama's Cairo speech to the Muslim world on June 4, 2009. He tried to reach out to the Muslim world. Did not use the term terrorism but used instead "violent extremism." He emphasized that most of the differences between the Muslims and the West can be eased by "a sustained effort to listen to each other, to learn from each other, to respect one another, and to seek common ground. " As one Arab leader put it, its a fresh voice only a short while after some were talking about the "clash of civilizations." He also avoided the idea of us vs they of the Bush administration, of moderates allied with the USA and the extremists gouped together with Iran. He called the denial of the Holocaust as "baseless, ignorant and hateful." And touched on the problems facing the people of the Middle East who were trying to find a voice in their own countries. See the link to Iran's election debate between Moussavi and Ahmadinejad in which Moussavi described Ahmadinejad's denial of the Holocaust as underminig Iran's dignity and harming its standing with the rest of the world. Obama's reference to his own personal encounter with Islam in his life, and being the American President, has to have created a climate in which Moussavi could engage in the intense debate with Ahmadinejad and win conservatives over to his side. Moussavi said Ahmadinejad had "exhibitionist, extremist, superficial, adventurist, foreigh policies," based on "illusional perceptions" that the US, Israel, France and the West were collapsing....

Friedman says he hopes Hillary Clinton will take a mediating role to bring all the Iraqi political factions and ethnic communities to work together in a democratic framework, and not go their separate ways into sectarian conflict once more. With the US out of Iraq by June 30, 2009, this is critical. Friedman says Iraq, Pakistan and Afghanistan are not separate wars, but part of the same war, and the same struggle to win credibility for democracy and reconciliation, education, women's rights and modenization for the Muslim world as a way forward. Its the only alternative to looking backward. He says he has never bought into the idea of Iraq as the bad war, Pakistan as the necessary war and Afghanistan as the good war. In fact he says experts point out that very little will spread out of Afghanistan when the US leaves. But Baghdad has been acentre of culture, education and influence in the Middle East for centuries, so getting it right there after so much American effort and sacrifice has been invested there, is crucial for the Muslim world to move forward in the right direction....
