Der Spiegel has this interview with Robert Habeck, Economy Minister of Germany, on how Germany will cope with a step by step cutoff of oil and gas supplies from Russia in winter 2022. Habeck says this is likely to happen. Der Spiegel ask Habeck questions about the various actions Habeck is taking to get Germany through this winter. This includes bringing back coal plants that were being phased out, plans for industry to pass on gas that it is not using, setting priorities for homes over industry where possible, providing aid to people with low incomes who cannot afford to heat their homes this winter. Habeck calls for greater efforts for conservation that can reduce gas consumption by 10% with simple steps such as shorter time in the shower,  setting the thermostat down by 1 or 2 degrees in winter, using air conditioning less often, cooking in a way that uses gas efficiently, increasing insulation in the home, better distribution of air in the home, and so on. How much time does Habeck spend in the shower- less than 5 minutes. He leaves home by 7 and gets back late at night after work. Does he think Germans have the grit and determination to meet the challenge Putin is posing of creating disaffectionmnin German society through first gas prices and then gas shortages this winter? Ukraine was one of the poorest countries in the European Union in the last decade and was not growing as fast as other countries in Eastern Europe. One of the reasons it was looking to the west, the EU and the US, was to increase growth and boost incomes. A policy opposed by Russia.  This report in WSJ looks at the effort of a 41 year old economist Mr. Marchenko who heads the central bank. Ukraine's revenues only support 40% of government spending. Ukraine needs $3 billion in aid every month. The currency is down 20% in value and the GDP is expected to be 30% lower in 2022. He says every day and night it is a constant headache. The US and Britain were quick to help and provide steady aid. The EU and Germany with internal wrangling have not come up with $8 billion of the $9 billion in aid promised to Ukraine to rebuild the infrastructure that is being destroyed by Russia, and support the war effort to defend Ukraine. Even with $3 billion a month in aid Ukraine depends on printing money and risking further decline in the currency to pay soldiers, war needs, and meet basic spending needs. The plans are not just for 2022 but extend into 2023. Grain a key export is only now making its way out of Odessa with the UN and Turkey arranging the way out for grain ships. ...

After elections this week in Germany the CDU may be faced with forming a government with the BSW socialist party an unlikely pair. Germany's political leader Sarah Wagenknecht considers the policy of letting migrants in to be "highly problematic", and making it difficult to focus on help for workers and families. Wagenknect says - "Not because people don't deserve a better life, but because our country is simply overburdened as a result."  She pursues a social policy that follows common sense on behalf of the working class and unions, and follows socialist policies for better incomes and benefits for workers. This is new to Germany says DW.com, yet it is not true for the EU. Neighboring Denmark for example has prime minister Mette Hendriksen who has said the same thing about migrants, opposing entry because it leaves the workers worse off than before and presents both a burden and a huge distraction from the many issues the working class face today. The Democrats in the US also are coming to the same conclusion as president Biden and Harris have moved to secure the Border with Mexico and cut unlawful migrant flows to a trickle in 2024.  These shifts will affect Scholz and the SPD party in 2025, as well as the FDP and Greens as they lose popularity in the former East Germany.  ...

All regions in the world are expected to grow faster than estimated in January 2021 by IMF.

Walmart sold three of its overseas store operations in the last 2 months, some at a loss as it decides to focus on e-commerce. Walmart exited operations in Japan keeping a 15% stake and selling the rest of the operation to other companies. Walmart sold Asda Group Ltd. in UK at a non-cash after tax loss of $2 billion and operations in Argentina at a non-cash aftertax loss of $1 billion. In 2018 Walmart sold its operations in Brazil at a loss.

It has been hard for Walmart to use the same strategies that it used in the U.S. to achieve dominant position by squeezing out inefficiencies in supply chain and getting the best price from suppliers.  In Japan its subsidiary Seiyu required infusion of $2 billion in 2008 without generating any income in recent years.

Krugman in the NYT cites president Trump's reference in an interview with the Economist magazine to the expression "priming the pump." Trump in that interview in May 2017 said he had come with the expression and feels good about it. "Priming the pump" is an expression used by president Franklin Roosevelt during the Depression period. During the depression and in 2009 the economic crisis needed a stimulus response and priming the pump. The economy today with lower unemployment is not the time to increase deficits with tax cuts for the wealthy, says Krugman. Only infrastructure spending with a long term return justifies increasing the deficit. He is critical of Speaker Ryan for supporting deep cuts into Medicaid for poor people, and yet supporting the tax cuts weighted more towards helping higher income people.

This NYT editorial points to the dangers lurking behid the jobless numbers. The House bill that passed recently for $154 billion to extend unemployment benefits- set to expire in Feb 2010- to June 2010, and increases aid to local and state governments. It also includes infrastructure spending and help for small business. But it does not do enough for young people whose joblesness is at all time high. For instance only 4 in 100 low income black students found work in Fall 2009 This according to a study by the Northeastern University Center for Labor Market Studies. According to the analysis done by this Center the employment rates among teenagers has risen four times faster than the rate among adults since 2000, and todayme over 65 are more likely to find jobs than youth of 16-19 years.

Its incorrect to call a loan that has only slightly lower, same or higher monthly payment after modification, a loan modification. The intent is to make a loan affordable in monthly payments for the borrower, for it to be a meaningful modification. Says Tom Miller, the Attorney General of Iowa, "it should'nt be called modifications if people pay more or approximately the same." Many lenders and banks do not want to have to mark to market a whole set of loans of one type in one geographical region, as an accounting rule now requires, just because they have modified one loan of that type, because their reserves are severely depleted and most are already or nearly insolvent. So their way of discouraging loan modifications as a solution is to respond by saying that loans go into foreclosure even after modification, when the modification they are talking about is tacking on interest penalties and fees that accelerate the home into foreclosure in some cases, and in others by leaving payments higher or the same make foreclosure just as likely as before. Tom Miller, attorney general of Iowa, also says that " if you do real modifications, the default rate is significantly lower." Some mortgage companies say that default rates drop significantly, some to as low as 25%, when loan payments are reduced to the 30-40% of borrower income range, which is becoming the standard for a meaningful modification. Analyst Ron Dubitsky's research at Credit Suisse confirms this, showing lower payments reduced defaults to less than 50%. Research by Credit Suisse and Alan White, a law professor at Valparaiso University also show that at this time loan, 2 years into the foreclosure crisis, modification has mostly resulted in higher monthly payments. White says banks like Wells Fargo, a large servicer of loans, have done have modified few loans as apercentage of their delinquent mortgages. Sheila Bair and others have long advocated reducing loan payments to 30-40% of monthly income since early 2007, because foreclosure is costlier for banks than loan modification, but met resistance from the banks and lenders and their lobbying groups. The relevant question is that if the banks are misquided in pursuing this course, and its not in the interests of the banks or the country's economy- because accelerating foreclosures or not taking modification action in the middle of a huge wave of layoffs may result in a even bigger wave of foreclosures that threaten housing prices and effectively leave banks insolventleading to nationalization- then what purpose did all this serve except to exacerbate the crisis and increase the price tag of the government's and country's ultimate rescue of homeowners?...

Public sentiment shifts sharply against free trade in the March 2016 Michigan primary for the U.S. presidential election, with candidates saying trade agreements do not take into account the interests of American manufacturing workers making large gains. Between 1999 and 2010 public sentiment shifted against trade agreements for all age, education and income groups. U.S. quarterly seasonally adjusted annual growth rate for GDP for the second quarter 2015 is revised to 3.7% growth from the earlier forecast of 2.3%. The first half GDP growth is still low at 2.2% because of a weak first quarter in 2015. Consumer spending representing two thirds of economic output was up 1.8% in the 1st quarter, and 3.1% in the second quarter of 2015. Another factor relevant to economic growth is gross domestic income or GDI, GDP uses expenditures data and GDI uses income data. GDI was up 0.6% for the second quarter 2015, an average of the GDP and GDI numbers provided by the Commerce Department shows a 2.1% annual growth for the U.S. economy for the second quarter.

The corporate income tax rate for American companies is 35%. But many American corporations do not pay 35%. G.E. is likely to pay no federal income tax in 2010. G.E. Capital lost billions during the financial crisis and it is using a tax loss carry forward. It is also using a tax break called the active financing exception which allows U.S. companies to avoid taxes on overseas profits if those profits are made by actively financing some activity or deal, a tax loophole created in 1997 that G.E. lobbies hard to keep. For G.E. the worldwide tax burden was 7.4%. Google also pays a low tax rate. Robert Willens, a corporate tax expert, says the typical multinational corporation pays about half the stated tax rate.

The European Union Commission says Ireland must recover 13 billion euros in back taxes for giving tax preferences to Apple that are against EU rules. The EU Commission says Ireland allowed Apple to pay a corporate tax rate of 1% on its European profits in 2003, and .005% in 2014. The EU Commissioner says the use of Ireland as the place where Apple pays taxes on operations in Europe has no base in reality, as most profits are earned in other countries outside Ireland. Taxable profits of Apple "did not correspond to economic reality," according to Ms. Vestager, the EU Commissioner.  In the current environment where political upheaval is unsettling the democratic process in the U.S., Britain, Spain, France and Italy, as well as in Brazil and other countries in the developing world- because of deep recessions, and efforts to cut the deficits with deep cuts in state spending including in education and healthcare, basic services- the moves by companies to reduce taxes to these absurdly low levels such as .005% when other companies in the EU are paying 12.5%, is becoming increasingly unpopular. As pointed out in this BBC News article this sounds like the way Carnegie, Rockefeller and Vanderbilt operated during the late 19th century, and were seen as operating in a manner that was above the law. Janet Yellen pointed out at a Boston Fed Conference on inequality in Oct 2014 that the bottom half of the distribution or 62 million households in the U.S. in 2013, had a net worth of about $10,000, One quarter of these households had a net worth of zero dollars. The working class and blue collar workers in the U.S. provide much of the support at Trump rallies. Younger college educated people support Sanders, because of the situation of the working and middle class in the U.S., and a similar situation exists in Europe. It is for the sake of the democratic process and delivering services in education, healthcare, and other basic areas to all, that companies small and large need to pay their fair share of taxes, regardless of size, influence, or technological advantages. Today this is is seen by most leaders who draw public support as the right way forward for the U.S., Latin America, Europe and Asian countries, including proper allocation of resources to best serve the needs of working people. Sheila Dewan provides analysis of the figures on household debt for the fourth quarter of 2013 put out by the U.S. Federal Reserve. U.S. households added $241 billion in debt in the 4th quarter 2014, increasing by 2.1%. It shows says Dewan, that American households were beginning to spend on homes and consumer purchases such as autos. Certain groups such as students and young people were restrained in spending by high levels of student debt. Debt increases were $152 billion for new morgages, $18 billion for car loans, and $53 billion for student loans up by 5.3%. Total household debt to income ratio went up to 130% by 2007, and has since declined to above 100% at the end of the 3rd quarter of 2013, going up again in the 4th quarter of 2013. Credit card debt showed only a small increase of 1.6% as households focussed in cutting credit card debt with high interest rates. Increases in credit card debt and in mortgage debt were shown to be for people with very high credit scores of above 720 in the Federal Reserve analysis, a sign of the caution exercized by households and banks following the overleveraging in 2008....

President Trump's focus in the State of the Union message in 2020 in the U.S. Congress was on what he had done for U.S. prestige and perception- "In three short years, we have shattered the mentality of American decline and we have rejected the downsizing of America's destiny. The theme of the speech- "The Great American Comeback." Trade deals with Mexico and Canada, trade deal with China, reversing of the trade deficit, bringing back about 12,000 of the 60,000 thousand factories lost over two administrations Democratic and Republican of the last 16 years with many more factories in the pipeline, increasing jobs and incomes in an unprecedented way, were all the focus of the speech. The president basically sidestepped the impeachment for Ukraine policy and implementation, and focussed on the optimism from reversing American decline in trade, jobs, and manufacturing under past Republican and Democratic administrations.   ...

This video and reports from the G-7 Summit in Les Bains, France is notable for one aspect that was missing throughout previous administrations and provides clues on the discussions that must have taken place for the Iran peace memorandum approach for 90 days of talks. India's Modi is at the table, so is Lula of Brazil, for the first time a G9. Both Lula and Modi are shown at the opposite side of the table from the European leaders. Another picture of the table shows Modi on the right of DJT and Macron on his left suggesting the important role that India has played behind the scenes to the memorandum approach to put the burden of talks on the details to a next 90 day phase of discussion. It makes sense after so many missile attacks and bombing to create a period of calm for discussions. It has also benefits for the US and EU/Japan in G7 now the G-9 with India and Brazil and G-9 plus 1 with Egypt brought in for discussions. This type of involvement and intense discussions to solve conflict are unknown in previous administrations and with no details about the agreement the media is left without a clue. Yet it is clear from this involvement of every major nation, as Lyrarc.com shows however rancorous the disagreements and back and forth including from Merz, Starmer, Macron to DJT, that something significant has been achieved- getting everyone to the table for frank and open discussions for a path forward. That includes G-9 as Lyrarc calls it and Russia, China where talks were held by DJT in Alaska and Beijing in 2025 and 2026. It could be called G-9 + 3 (China, Russia and Egypt). The importance of Egypt is that it is the most populous nation in the Middle East. The issues of food security (fertilizer supply), energy (oil and gas), and nuclear free Middle East are important to all these nations. In addition Pakistan serves on the Board of Peace.  This brings as collective world opinion to help the US lead in its shared goal with these 13 nations to bring about a solution for the people of the world on the nuclear issue and restore each to the path of development and modernization, including Iran with its neighbors support in the best way possible. A good insight into this is evident just from looking at the situation facing Pakistan and also India, both are nuclear powers yet both have suffered (even more so nations with military structures such as the Pakistan military and the Iranian RGC with diversion of resources to military), both Pakistan and India have suffered from the economic crisis with nuclear power making little difference in the lives of the people with shortage of energy and decline in growth.  By bringing in all nations into the discussion on nuclear free Middle East- the US and its partners India, Japan, Brazil, along with Russia and China- a first major step has been achieved to set the path for reindustrialization/infrastructure building in the US and Europe. And for modernization/infrastructure building in India, Pakistan, Egypt and Brazil, sustained development out of middle income status for China. ...

It will take some time for AI software firms (Apple, Amazon, Microsoft and Google)  to generate returns. Yet AI enabling goods, the AI chipmakers (the hardware) made by Taiwan, South Korea and the US's Nvidia are making large profits from the boom in AI investments worldwide. South Korea's Samsung SK Hynix, Taiwan's TSMC and Nvidia in the US are chip makers making huge sales revenue in AI enabling goods- $2.6 trillion for Asian makers including Japan, $1.4 trillion for all US chip makers. This report in the WSJ says whether and when the AI software makers (Google, Microsoft and Amazon)  turn a profit the AI boom is changing the habits of ordinary investors, surging the market capitalization of TSMC, Samsung, SK Hynix and Nvidia, and creating a big surge in stock markets in Asia and a bit smaller by comparison in the US. Total spending in 2026 for worldwide AI services, infrastructure and software was $2.6 trillion in 2026, going up to $3.5 trillion in 2027. The most astonishing aspect of this is how much the AI boom has increased the Asian stock market indexes- TAIEX index of Taiwan which has gone up 55% year to date Jan-June 2026 in value and South Korea's Kospi index which has increased 110% in value. Taiwan's TSMC shares doubled in value. Japan's stock market index Nikkei up year to date Jan-June 2026 32%.  Another aspect of this is that just one company TSMC makes up 42% - market capitalization as a percentage of the overall stock index- of TAIEX Taiwan's stock market index. And just 2 companies Samsung and SK Hynix make up 55% of South Korea's KOSPI Index. By comparison the US S&P up 11% in the same period year to date Jan-June 2026. This report looks at the speculative fever as ordinary investors in the middle and lower income classes in Asia in Taiwan and South Korea from cab drivers, insurance agents, software programmers and elementary school teaches, to high school students with parental sponsored accounts, are all engaged in speculative trading in AI related stocks. What all this means in terms of the cost of living issues, the price of oil and gas with Hormuz and the Memorandum with Iran to open it, the social fabric splintering, the cultural issues splitting electorates in the US and Europe, the migration issues, the issues on world trade is a separate question. It is similar to the railroads and steamship building in the 19th century and the construction of the interstate highway system in the 20th century (in the 1950's in US and in 2000's in China, 2020 in India) different aspects of the Industrial Revolution that overlap with the social and political changes of each period in history. Speculative booms in financial markets accompanied these changes till they returned to a degree of normalcy. It still required regulation, oversight, building the modern institutions of government that improved the economic life of nations and people during the FDR/Truman/Ike  period, and the period after the sixties that shaped the European Union and economic progress in Europe, similar changes in China and India, Brazil. And the many changes now needed in 2026 in the US, and Europe for reindustrialization, and modernization in India, continued development in China. ...

This editorial in the NYT says Bill Clinton moved the Democratic Party to the centre in 1992. In 2016 about 25 years later, after the removal of the Glass Steagall Act led to the 2008 global financial crisis and a deep recession, after the trade relations with China led to loss of U.S. manufacturing jobs over two decades and the hollowing out of industry in the midwest, things have changed. The revolution led by Bernie Sanders, a shrinking middle class, smaller access to college education for the middle and working class, and wide disparities in income, are putting the Democratic Party closer to its roots and the days of FDR. The Democratic Party platform calls for a 21st century Glass Steagall Act to separate normal banking from investment banking, opposes the TPP to prevent any further export of jobs overseas, and goes for a $15 minimum wage. This was also evident at the opening day of the Democratic National Convention when Sanders told the gathering in Philadelphia that even though he was not the candidate, these are the planks of the platform that Hillary Clinton will be pushing for in her presidency. What the editorial does not point out is that the Republican economic platform also calls for reinstatement of Glass Steagall Act, opposes TPP and opposes any loss of American jobs to overseas locations. It differs on the minimum wage leaving it to the states, and it is likely to skew tax cuts towards the wealthy, but also possibly removing the lower income brackets from taxes as Britain has done under the Conservative Party. Both parties today are looking for support from the middle and working class and have directed their appeal to these two groups which are in upheaval. The election of Trudeau in Canada recently also followed this trend, after the hollowing out of Canadian industry in Ontario and Quebec in a similiar pattern as in the midwestern U.S.  ...

The graph tell the story, in early 2007 there were close to 4 million homes under water, in early 2008 closer to 8 million homes and in early 2009 closer to 16 million homes under water, close to doubling the number of homes under water. This is why more of the morgage securities become bad assets with each passing year, as their underlying assets the mortgages become high risk for default. During the third quarter the number of homeowners under water, or owing more than their homes were worth, were 11.8 million, and by the end of 2008, 13.6 million, according to Moody's Economy.com They are growing at close to 1.8 million every quarter, or at the rate of over 7 million a year. Which at this rate would reach 21 million homes under water by early 2010, if one assumed that government help only worked to offset the impact of further deterioration of housing prices, by lowering payments for some homeowners. A new housing rescue plan was announced March 4, 2009. This will supplement the $75 billion announced earlier. This plan announced March 4, 2009, is expected by the Obama administration to cover 9 million homeowners. Borrowers who face severe financial hardship that may cause them to lose their homes, are required under this plan to sign affidavits attesting to this. They will in then see their loans modified, payment periods lengthened, and interest rates dropped to as low as 2%, to bring the monthly payment down to 31% of income, the number that experts say is appropriate for sustainable payments. Only first lien mortgages, and homeowners who live in these homes and not homeowners who use them as investments, will qualify. The outstanding principal balance cannot be over $729,750. As incentives loan-servicing companies will get upto $3500 from the government, and the government will also match a portion of the ender's costs dollar for dollar. Homeowners get $5000 in government money to reduce their outstanding balances, as an incentive to them to stay current on these modified mortgages. The administration plans to announce plans to those holding second mortgages on their homes, who have difficulty modifying them. The other component of the plan is for Fannie Mae and Freddie Mac to refinance loans for borrowers who are under water, owing more than their homes are worth, even if they are wealthy enough to afford current payments. There is no income ceiling for this part of the plan. And these mortgages have to be held or guaranteed by Fannie Mae or Freddie Mac, with homeowners not owing more than 105% of the current value of their homes. ...

Amar Bhide touches on the unpredictable consequences of devaluations while commenting on the supposed benefit of a country having its own currency vs a currency such as the euro. The euro takes away the advatantage of devaluing the national currency as a way to regain competitiveness. Bhide points out that devaluations hurt the elderly on fixed incomes and low wage workers. Protections have to be put in place for the sections of the population that are badly affected. Large union negotiated wage increases can also reduce the benefits of devaluation in terms of regaining competitiveness.

Juleanna Glover points to the need for financing of the Kurdistan regional government in Iraq as the central government in Baghdad has failed to make payments to the KRG for its share of national oil income. The KRG would receive 17% of Iraq's national oil income under negotiated agreements, but only $2 billion of $12 billion owed to KRG has been transferred in 2015. The Kurds also have to support 1.8 million refugees from Syria and Iraq with the ongoing civil war. The World Bank predicts a shortfall in funding for KRG of $1.5 billion in 2015, and it needs a $2.4 billion bridge loan. Peshmarga forces it is reported have not been paid for 3 months even as the Kurds have borne a disproportionate share of the burden in the war.

Wu Yiebing is a worker in coal mining and his wife Cao works on farms nearby. He has managed to send his daughter Wu Caoying to college. She is a sophomore in college but fears for the future because of the lack of opportunities for new college graduates in China. She also feels the heavy burden as the parents spend half their income to get her through college and have no retirement savings. This is typical of many migrant families in China who see education as the only way for the next generation to have better lives than their parents.

About a third of coronavirus cases in France of three or more cases are in schools and universities as France tackles a second wave in October 2020. France has decided to keep schools open as a priority over closing schools as soon as there a couple of cases and there are no uniform rules across schools for masks to be worn. In France mask requirement begins in junior high with exceptions for lunch and gym class. In Italy the mask requirement is present for all grades until they take seats in class. Some schools ask children to keep masks on in the classroom. UK has no mask requirement in schools. Spain requires masks for all school children over age 6 years. Parents in lower income households lack the flexibility to keep children home while they go out to work. Many parents look forward to keeping their children in school after the long lockdown.

Concern about the spread of the pandemic in the U.S. with the upcoming Thanksgiving holiday and travel to visit family and friends. Seen from Australia and other countries American fatigue with staying at home is cause for concern. Yet this is not entirely American as governments in France plan to have a phased reopening by Christmas, with phase 2 partial lifting of restrictions of the lockdown on December 15. Austria has turned down German requests to close Austrian ski resorts that have cause spread in Europe. The Swiss have also kept ski resorts open. During the summer Croatia and parts of Spain kept open tourist spots to help the economy recover creating the conditions for spread as tourists went back home. 

Beyond this there a complex web of choices. From mental health to hospitals filling up, from jobs and income for service workers to people in nursing homes, all calling for different responses.
