Boris Johnson, UK prime minister, visits Mohandas Gandhi's Sabarmati Ashram in Ahmedabad on his visit to India in April 2022. After returning from South Africa and following writing Hind Swaraj in 1910, Mohandas Gandhi set up the Ashram during the period after 1915 as the place where he lived and worked in organizing the struggle for Indian independence. This is where he started a campaign of spinning and weaving homespun cloth so that Indians would not buy British textiles in a form of non-cooperation with British rule. By 1930 this evolved into the Salt Satyagraha and noncooperation with British laws in making of salt. The British approved provincial assemblies as a limited self rule concept in 1936-37. In 1942 Mohandas Gandhi launched the Quit India movement leading to arrest and jail for Gandhi and his followers. After the war ended in 1945 Labour party's Clement Attlee was elected British prime minister. Each year the Shangri-La Dialogue in Singapore convenes to bring together Asian prime ministers, defense ministers, experts and journalists to discuss issues relating to Asia such as tensions on the Korean peninsula, terrorism, nuclear proliferation. The NYT's Scott Shane talks to residents of Baltimore and the neighborhoods where a community center and CVS store were set ablaze. Baltimore has suffered from economic decline as the city's major employer Bethlehem Steel closed its plant, and fewer industry jobs remained to sustain poorer neighborhoods. Incarceration, drug use, crime, all have taken a toll as more residents left the city for the suburbs. Unlike Detroit which has the auto industry, and dilapidated buildings are gradually being replaced with newer structures, Baltimore has only one large employer, John Hopkins University and its medical complex. Economist Basu says the loss is felt more deeply because efforts were being made to give new life to poorer neighborhoods, and because the rest of the country will now have a different impression of the city reducing outside investment.

Just five prime ministers have remained in office for more than 5 years in Japan since 1945. Prime minister Yoshihide Suga's popularity dropped to 26% from high sixties since September 16 of last year. Five candidates are trying to lead the LDP party. Another period of uncertain revolving door politics appears to be the prospect. This would mean a weak effort in vaccinations and in tackling the coronavirus pandemic. 

Just as in Europe and the US, in Japan there are effects of the pandemic, economic downturn, widening social disparity, plus a contracting population. Yukio Hatoyama, Yoshhide Suga, and Shinzo Abe in his first term served for short periods of one year or less since 2012. There is a perceived need for the older leaders to retire from politics and let a younger generation tackle the problems the country faces as in Europe.

Hirofumi Gumi, a top official of Japan's Financial Services Agency, during the administration of prime minister Junichiro Koizumi, says he cannnot understand why America is making the same mistakes as Japan. It took some tough actions under the leadership of prime minister Koizumi (2001-2006)- after 6 years of failed policies till 2002 following Japan's banking crisis in 1996- that helped restore the country's banking system. Under Heizo Takenaka, as head of the agency supervising banks, a large part of the bad loans in the Japanese banking system were taken off the bank's books. Some banks with insufficient capital, such as Resona Bank, were nationalized. Takenaka told the banks not to cover up or pretend the problem was not big enough, and declared he was not open to negotiating. Gumi says Takenaka's tough actions helped to restore credibility in the country's banking system. One of the key lessons from Japan is that no stimulus is likely to succeed until the banking sector is fixed. This is the lesson the Obama administration has failed to grasp....

Jair Bolsonaro, a former army officer, is expected to win by a large margin in the runoff election in Brazil against Fernando Haddad of the Brazil Workers Party. Crime, corruption including the Car Wash scandal involving the state oil company and politicians, a deep recession with the fall of commodity prices, have led to a shift in Brazil away from the Workers Party. Polls from Datafolha show about 60% of the vote in runoff going to Bolsanaro. About 30% of supporters say they are voting for something new after the deep recession and failure in providing government services with no money in the budget for adequate spending on infrastructure and services, education and health.  Both the centrist PSDB and the Workers Party that came in following the shift to civilian rule from military dictatorship in the mid-80's failed to win a significant part of the vote. The conservative PSL party only had 5 seats in the outgoing 313 seat house showing the deep dissatisfaction with the existing Congress and politicians in Brazil. Crime is a big issue with 64,000 deaths in Brazil in the last year, with failures in government services, including a failure to tackle a yellow fever epidemic over 2 years, are other issues that have led to the change in the mood of the voters in Brazil. ...

India's Supreme Court criticizes Prime Minister Manmohan Singh for failing to respond for more than a year to a request to investigate allegations about improper awarding of telecom licenses. Telecom licenses were sold by the government in 2008 to politically connected companies, at rates far below the market rates. The Auditor General's report showed that licenses were awarded in a way that "lacked transparency and fairness."
