Paul Ryan, speaker of the U.S. House of Representatives, wins the Republican primary in his house seat of Janesville, Wisconsin, defeating his challenger Nehlen, by 84% to 16%. The Republican nominee Donald Trump earlier had refused to endorse Ryan, and only reluctantly endorsed Ryan following the vice presidential nominee Mike Spence's endorsement of Ryan. Senator Susan Collins, senior Republican senator from Maine, joined other leading Republicans saying she would not support Trump. Paul Ryan has split with Trump on trade, immigration, Mexico, and other issues. He has insisted on decency and fairness in politics, and has won his seat in a working class town that had a closed GM plant in 2008 after Ryan voted to support rescue of the auto industry and worked hard to keep it open. Even though some of his policies have not directly helped working class families, he has won increasing support from his district as the economy recovered with unemployment down to 4.4% in Janesville, according to BLS for May 2016. Much of that support since 1998 has been based on Ryan's decency, faith and family. He made it a condition that he would go back on weekends to Wisconsin to stay in touch with people, when he accepted the position of Speaker of the House, and he listens to local concerns. Ryan said about the national discourse- "It's simple to prey on people's fears. That stuff sells, but it doesn't stick. It doesn't last. Most of all, it doesn't work." His job in today's deteriorated national discourse is as vital as ever, both for Wisconsin as representing the best in the national spirit, and for the country.   ...

The US president DJT says he is on both sides of the issue. He will never forget the farmers who supported him and he wants them to do well knowing their need for good agricultural workers. As the move to return illegal migrants proceeds under ICE DJT is considering a way to allow the farmers to keep the workers they know and be responsible for them. Agriculture Secretary Brook Rollins has told the president the importance of having the agricultural workforce for farmers in the US.

Even in the similar program under president Eisenhower in 1954 called Operation Wetback,  on which the current program is modeled, there was an effort to keep the agricultural workers on farms for essential agricultural activity. For a long time the Bracero program with Mexico was designed to do this with legal pathways to work in the US in the 1950's.

Japan and the European Union announce a new trade agreement, in a response to the protectionist tone of the Trump administration in the U.S. The deal is announced at the time of G-20 meetings in Hamburg, Germany. The deal removes the 10% duty on Japanese car imports to the EU, and removes barriers to European automakers in Japan. Experts say the deal comes at a time when the European Union wanted to come up with a response to Brexit and Trump style protectionist sentiment. European automakers say they need assurances that they will have better access to the Japanese market.

David Brooks says one of the good things about the ugly election campaign of 2016 and its depletion of moral capital, is the way people are responding to it by finding their voice for something better and uplifting. He cites Michelle Obama as one example of someone who acts not as a politician but as a mother in her behaviour and talk. He praises Hillary Clinton for adopting this Michelle tone and giving 3 answers he calls great in the final debate with Trump. The answers came on the questions about Trump and denigration of women,  on the contrast between the experience gained on a television show "Apprentice," and the experience of Clinton as senator and secretary of state. Brooks says they were given in a gradual understated manner, showing moral sentiment and a quiet contempt, similar to how a mother or parent would respond and not a politician. Another way to look at it is that the contrast was so great between her and her opponent's experience and respect for parenthood, and the campaign so long with so many people who had shown indifference when they should have known and done better, that Hillary Clinton simply stood her own ground based on her own Protestant Methodist faith and conviction.  ...

Dave Shiflett, who helped Trump write the book "The America We Deserve," in 2000, describes his experiences working with Trump during that period. He says Trump is very different now with his strident tone and disdain for Bush and Clinton as candidates representing dynasties from the past, and willingness to use fear of terrorists for electoral advantage, calling some other candidates pathological liars. At the time in 2000 Trump preferred a civil tone. Now Trump revels in making statements about other candidates, women and journalists. He is taking full advantage of the public's dissatisfaction with political correctness and the lack of credibility of elites running the country, says Shiflett. What he finds disturbing is Trump calling good, hardworking people "losers," with no consideration of the advantages he has enjoyed.

This report in the Post reminds readers that Mr. Trump is right on the issue of dairy industry tariffs imposed by Canada. The tariffs are 270% on milk, 245% on cheese and 298% on butter, according to the CBC. These tariffs are designed to protect the dairy industry in Quebec. In Canada the tariffs are referred to as "supply management system."  Canadians in the western provinces are used to paying higher prices on dairy products than prices in the U.S. Canadian prime minister Trudeau has declared that he is "100 percent ready" to defend these tariffs. Mr. Trump has brought this up in his talks with Trudeau.

Thomas Frank describes how things went wrong in America by drawing the contrast between Martha's Vineyard and Decatur, Illinois. In 1946 he says a typical executive's salary was only 2 times that of a worker at a Caterpillar plant in Decatur, Illinois. By 2016 this had changed to where the top executive at Caterpillar was making over 400 times the wage of a typical worker at a Caterpillar plant. Democratic politicians he said had moved away from their working class base towards places like Martha's Vineyard. For Republicans the embrace of tax cutting, the deficit, and cuts in education and healthcare, entitlements, to the exclusion of everything else in a recession environment led to the rise of Trump and the rejection of stands on these issues- including amazingly the embrace of a $5.3 trillion increase in the deficit under the Trump plan estimated by economists and a recession after a temporary boost.  Inserted into this were the culture wars, immigration, with the change to mass deportation as a solution to immigration problems. ...

The idea presented of a "cuckservative," Republicans who have sold out to moneyed interests and to liberal ideas.

The use of Twitter and  social media for ideas not accepted in normal society, iconography, vernacular, use of Pepe the Frog as a cartoon character. The sometimes odd mix of Confederacy in the South, anti-immigrant in western states, agrarian nostalgia, and other ideas, all fused together into a rebellious sentiment expression.

The Sri Lankan economy, jobs and growth are affected by economic relations with India, loans and assistance from India, and from investment from India in the 2025 period. USAID plays very little part in jobs and growth. This is true of other countries.  In the past the USAID was seen as part of the activity of the State Department overseas yet kept separate so that aid would not be based on US diplomatic activity. Over time it became a place which supported what critics call bureaucrats pet projects in developing countries. Many developing nations have advanced in their development and no longer need USAID projects, this includes India, Indonesia, China, Vietnam, Brazil, Chile, and parts of Africa. Because development aid was at one time critical as in the period when John Kennedy came to office in the Cold War with the Soviet Union, many nations in Asia and Africa were just becoming independent there was a sense from that time that its acitvity and budget was somehow both independent of the State Department and sacrosanct. As a result it became a target of critics and did not advance the US interests overseas as the US Information Service, the VOA Voice Of America and other agencies have done. A country's development no longer depended on USAID. Why does it need to be separate when it should advance US goals and interests around the world which are benevolent- consider that it is the US that helped build up the Chinese economy and still provides it with a large market. ...

Two US destroyers were closely followed by 2 merchant ships as they successfully transited through the straits on Monday morning. Iran sent 6 fastboats at the ships which were destroyed, cruise missiles and drones which had no effect. Senators Grassley, Graham, Risch, Blount, are some of the senators on the Judiciary and Intelligence Committees of the U.S. Senate who believe that Special Counsel Mueller's investigation should stay on track and complete its job, even though texts showing bias between Peter Strzok and Lisa Page led to their removal from the investigation. The senators say Mueller is a very capable guy and he has fired the officials expressing the bias against president Trump. The mood in the House is different where Republican Congressmen have called for Mueller to be removed.

White women have voted for Democrats only twice in 1964 and 1996, both times for southern Democrats, Lyndon Johnson from Texas in 1964 and Bill Clinton from Arkansas. Biden losing margin with white women was 11 percentage points Harris was 5 points. Knowing this it is not clear how the idea of depending on the women's vote was a reliable strategy. Considering that women also vote for the pocketbook, the economy and the cost of living issues were twice as important for Republican/Democrat women than other issues. Latino men margin for Clinton was 31 points, for Biden this dropped to 23 points, for Harris this dropped way down as Latino men swung sharply away from Democrats to give a plus 10 point margin for Trump a swing of 33 percentage points. Harris won Latino women by 22 points compared to 44 points for Clinton. The whole strategy Democrat women candidates trying to appeal to men, or use women as an offset for losses with men has not worked. Part of this is also that the economy is also a factor for women.    ...

The South Korean government of president Moon takes steps to reduce the impact of escalating rhetoric between president Trump and North Korea. South Korea's national security adviser Chung Eui-yong has long discussions with Gen. McMaster his U.S. counterpart. A presidential statement in South Korea stated that "the U.S. and South Korea reaffirmed their promise that they will coordinate with each other closely and transparently," following these discussions. The opinion in South Korea is that the South Korean concerns about a conflict are being ignored by president Trump.

President Trump says of aide Stephen Bannon- "he's a friend of mine."  In the same news conference he added that Bannon had joined the Trump campaign late, and that "we'll see what happens to him," in August 2017. Bannon has come under criticism for the chaotic situation in the White House. Bannon's use of the Alt-right news outlets to criticize national security chief Gen. McMaster is now an issue in the administration. Bannon's job remains uncertain, says this NYT report, yet he continues to have some influence in policy the president uses to appeal to the Alt-right part of his base of support. Rarely has a presidential aide ruffled so many in the White House, and rarely has a president used the Alt-right in this manner.

This is an interview with Columbia University economic historian Adam Tooze about the international trade and economic issues brought about by globalization. The rapid emergence of China in manufacturing and overcapacity in steel has led to action on steel tariffs by president Trump. Tooze is typical of opinion that sees action by Trump not as limited action to level the playing field  as proposed by Trade Representative for the U.S., Robert Lighthizer, but as reckless move on trade.  Lyrarc.com shows articles from the WSJ and NYT showing how opinion got to this point in the U.S., on Robert Lighthizer's views that the U.S. was not facing a level playing field, and  on how trade has hurt communities across the U.S. a long distance away from Silicon Valley. President Trump's views reflect a different perspective that says the U.S. has to balance the favorable situation obtained by China and the European Union through moves of its own to protect U.S. interests. Political commentary that the U.S. was starting a trade war is not supported by the facts showing China's response as muted and a willingness by China to negotiate a balanced trading relationship as its trade surplus with the U.S. continues to grow. The trade surplus is so large that the Trump moves do not tell the real story. They are likely to be overshadowed by the increasing value of the U.S. dollar leading to a continued favorable situation for Chinese exports and a larger trade surplus in 2018, regardless of Mr. Trump's action.  Trump's moves are more significant in other areas- limiting China's access to advanced technologies, with the European Union also taking the same action. This is now the new field of competition for the major world economies. ...

In this interview with Der Spiegel Bernie Sanders reflects on the 2016 election. He says that the Democratic Party missed the fact that many people in the midwest, south and other parts of the country, were worse off after president Obama left than when he came in in 2008. He also says Hillary Clinton relied too heavily on speechwriters and advisers upto the point of  having three speechwriters say why she was running for president. He finds the cuts proposed to healthcare, in the budget, and action on climate change, immoral. He also points out about the investigations that Mr. Mueller is someone everybody respects and that it would be wrong to offer a biased opinion, that Trump supporters would see this in the way that he is picked on when he just came in. He also believes Trump supporters are like other voters and are likely to look at the results, how better off they are under the Trump administration.

Key aspects of the new tax plan of the Trump administration are a 35% top tax rate for individuals, instead of the current 39.6% top rate, and lower brackets at 10% and 25%. Standard deductions are to be doubled, other deductions except for mortgage interest and charitable giving, are to be eliminated. The deduction for state and local taxes will be eliminated, with this hurting residents of high local tax states such as New Jersey, New York, and California. Gary Cohn, head of the National Economic Council and Treasury Secretary, Steven Mnuchin,  have helped formulate the plan. Cohn sees a big opportunity here for a huge tax cut and simplifying the tax system. The corporate tax rate would drop from 35% to 15%, and future foreign profits would owe little or no taxes. Corporate tax rates are lower in the UK, Germany and Japan- closer to 20%, and France has a similar 35% corporate tax rate. The hope of the Trump administration is that this will generate 3% GDP growth rate and spur creation of jobs. Still to be decided at what level tax brackets for individuals will be set, and what level earlier foreign profits will be taxed, and the child care break. ...
