In new developments German chancellor Scholz visits London and European Union president Von der Leyen visits Bucha and Kviv in Ukraine. Von Der Leyen is accompanied by Joseph Borell, the EU commissioner for foreign and security affairs. For the first time the European Union offers membership in the EU to Ukraine. In handing a document with a questionnairre to Ukraine president Zelensky she says- "This is where your path towards the European Union begins." Adding "It will not be, as usual, a matter of years, but rather a matter of weeks" to complete this step. The questionairre forms the basis of an opionion she said that gets passed on to the European Council this summer. Ukraine now becomes the first country in Europe to have fought a war and suffered from millions of refugees just to join the European Union. It also shows how much has changed since Angela Merkel left office with her policies that offered Ukraine no such prospect even as it integrated the German economy with the Russian economy and China's economy during 4 terms in office. Leyen said "Ukraine is marching towards a European future." Chancellor Scholz addressed the German parliament after the invasion and hundreds of thousands of people turned out in Berlin that day.  Europe is voting with its emotions having been completely shaken by this experience. Leyen writes " It was important to start my visit in Bucha. Because in Bucha our humanity was shattered." ...

German president Scholz visits Japan with 6 members of his cabinet. He will hold the inaugural session of intergovernmental consultations the two countries plan to hold every year. Japan is keen to understand the German position on relations with China. Prof. Shigemura of Waseda University says prime minister Kishida want to get a first hand understanding of Germany's policy towards China and on the Ukraine situation. Shigemura says Japan is deeply worried that Germany and other countries still want to cooperate with China, despite the problems seen in the Indo-Pacific region. Germany is seen as not having taken the steps to change its economic relations with China after the Russian invasion of Ukraine, which has not drawn criticism from China.

The German parliament voted overwhelmingly in favor of sending heavy weapons to Ukraine as the Russian invasion continues in eastern and southern Ukraine. The German parliament voted on Thursday, April 28, marking a major shift in policy for Germany with 586 in favor and 100 opposed, and 7 abstaining. Military aid should continue and accelerate wherever possible says the proposal that was passed with the backing of the ruling coalition of Greens, SDP and FDP, and backed by the largest opposition party the Christian Democrats (CDU). The far right AfD opposed the proposal. The proposal also foresees an appeal to China for it to "abandon its acceptance of war" and actively support a truce, says this report in DW.com.

Mr. Macron told television viewers of a national debate with Le Pen that "she wants to take France out of the European Union, she just doesn't say it." The debate showed the clear differences between Macron and Le Pen on the European Union, on Russia and the invasion of Ukraine, on Le Pen's ties with Russia that Macron noted  during the debate. Le Pen brought up the raising of the pension age to 65 which Macron says would be done very gradually over 10 years, and Macron responded by saying this was to be able to increase pension payments and increase investments in the economy.

A snap poll by polling firm Elabe showed that for viewers of the debate the candidate they found most convincing was Macron at 59% and Le Pen at 39%.

Western nations including Europe, Canada, Japan and South Korea, are members of the International Enerrgy Agency, which has 1.5 billion barrels in reserve. The IEA will release oil from its reserves to support president Biden's plan to release 180 million barrels over the next 6 months. OPEC that includes Russia plans to increase production by only about 432,000 barrels a day.  During the Trump administration Saudi Arabia and Russia were at odds on production levels leading to Russia increasing production to higher levels than OPEC would allow. This led to a temporary collapse of oil prices to levels as low as $30. To help the US oil fracking industry which could not operate at these low prices president Trump brought the two sides together into what is now OPEC+. The Biden administration has ties with both Iran and Saudis, and aims to revive the Iran nuclear deal, withdrew support for Saudi air strikes on Yemeni Iran backed Huthi rebels. In this geopolitical situation Saudis are reluctant to respond to US calls to increase production as they have done in the past. With climate change and the COP26 agenda in Glasgow there is a plan to shift away from fossil fuels such as coal and oil that are supplied by OPEC and Australia. This means that a shift away from Russian or Saudi oil is also a shift towards renewable energy such as wind and solar which is needed to combat climate change. The Ukraine war and efforts to wean Europe away from Russia sourced energy will accelerate the changes needed to tackle climate change, even though the US fracking industry will step in to increase production at oil prices at $100+ in 2022. After 2023-2024 the push for conservation and renewable energy from today's crisis and Glasgow COP26 commitments, sharp slowdown in China and renewable focused India is likely to bring down oil prices to reasonable levels for a transition period to renewable energy. ...

There is only one way to interpret this. Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. There is the issue of nuclear non-proliferation on which US, Russia, China, India, Germany and the EU, and the rest of the world are in agreement which meant action to end Iran's nuclear program. Putin met with Iranian Foreign Minister and looked for a way to end the war. Putin said: “This gives us a chance to…think together about how it would be possible to get out of this situation,” said Putin. From the point of view of a safer planet Biden's period of not talking to China during the balloon incident, and not talking to Russia with a single minded focus on Ukraine conflict, can be seen as not the way a responsible world power should act. DJT's emphasis to end the wars in the Middle East yet standing firm on Israel's right to exist and the non proliferation of nuclear weapons, and working to end the war on Ukraine by puting pressure on all countries, is proving to be an approach that gives all world powers a chance to reflect truly on their obligations to their peoples and the people of the world. Former Chinese foreign minister Wang Yi (2012 -2022) and its senior official makes these comments at the Munich Security Conference on US shooting down Chinese spy balloons. Yi says it was "absurd and hysterical." He says China is going to put out a paper on Ukraine that would underline the principles of territorial integrity and sovereignty. For China its crucial relations with Germany, trade with Europe are critical for its economy and growth. Germany's coalition government itself is divided on investment by China in the port of Hamburg, with the Greens not supporting that decision by chancellor Scholz. The issue for Biden is not simply the balloons. As The Guardian points out the US is pushing for China to withdraw or at least make conditional its support of Russia in its invasion of Ukraine that is a clear violation of the UN Charter that China says it supports.

The Iran Saudi talks had already taken place and there was a sense of fatigue on both sides after the prolonged war in Yemen. The Chinese mediation was able to build on this to get the two sides to discuss their differences and come to an agreement. The situation in Russia and Ukraine is very different. China's interest in ending the war in Ukraine comes from its need to not let relations with the European Union deteriorate any further, as this will affect China's economic growth. The pandemic and supply chain shift to home country manufacturing is not likely to change even if China finds a way to keep its relations with the European Union from deteriorating further, as this shift is seen by the US and the European Union as part of the new way of meeting their own strategic interests in the new world following the pandemic.

What was established in Alaska meeting in Anchorage was the necessary rapport between two world powers. During the Bush, Obama, Biden administrations Russia was treated as a secondary economic power on Wall Street, with the focus shifted to China, which damaged relations with Russia which has always seen itself as a Northern European economic power. Some of the roots of the conflict go back to this period. In a nuclear world the size and historical relation in Northern Europe of Russia cannot be ignored purely on economic grounds about the size of it's economy in the way China could not be ignored in the 60's and 70's when it's economy was not what it is today. History and culture are not in Wall Street or Silicon Valley's understanding or grasp of international relations which go beyond economic and business considerations. On DJT and the first term, the survival of the US president- “When I came out of the plane and I said, ‘Good afternoon, dear neighbor. Good to see you in good health and to see you alive. I think that’s very neighborly and I think that’s some kind words that say to each other.” On Ukraine- “We have always considered and continue to consider the Ukrainian people our brothers and sisters. We share the same roots, and everything that is happening is a tragedy and a source of pain for us. Our country is interested in putting an end to this. But at the same time, we are convinced that for the settlement to be long-term, all the causes of the crisis must be eliminated." On DJT's assertion that if he was president there would have been no Ukraine war- Putin says "I can confirm that." “Today, we hear President Trump say that if he had been president, there would have been no war. I think that would have been the case. I can confirm that. Because, overall, President Trump and I had established a very good working relationship based on trust.”     ...

Brazilian companies have large dollar denominated debt accumulated during the boom years which needs to be refinanced as its currency the real declines. With current policies economic growth is likely to continue at 0-1%. Russia made policy errors with the departure of Kudrin as finance minister for Putin's second term as president. Policies to attract foreign investment, controlling military expenditures, and continuing growth were reversed as Russia took positions on Ukraine that led to western sanctions, capital outflows, and a sharp decline in the ruble. By May 2015 the ruble and oil prices had recovered from lows, but the ruble was still 35% below the level in June 2014, and the oil prices were still only two thirds of the peak in 2014. Russia sees the decline in the ruble as a way to reduce imports and increase import substitution for many products. The economy is weakened by high inflation- inflation was 6.9% in March 2014, going up to 16.9% in March 2015. In May 2015 Russia lowered the target repo rate by 1.5 percentage points to 12%. Russia faces stagflation- high unemployment with low GDP growth, and high inflation....

The UN-Turkey arranged Black Sea corridor has enabled shipping of Ukraine grain to poor countries and countries depending on such supplies to feed their people. About 1 million tons were shipped in August and in one week to Sept 4 another 1 million tons were shipped. Russia says only small shipments are going to the poor or poorest countries. The figures provided by Ukraine are as follows:  54 vessels to Asia carrying 1 million metric tons of foodgrains 16 vessels to Africa carrying 469,000 metric tons. 32 vessels to Europe carrying 853,000 metric tons. Turkey is the largest recipient according to UN data. Also receiving largest shipments are Iran, South Korea and Egypt. EU makes up 23% according to UN data. Un says the first shipments were for the backlog of ships trapped in Black Sea ports that could not leave after the invasion in February of Ukraine. These are determined by international markets for grain. The UN says priority will be given to shipments to poor countries once a steady flow of ships from Black Sea ports takes place. Turkey which arranged the shipments and is closes to the Black Sea ports and Egypt have depended on Ukraine for grain supplies and rising inflation had become a major problem in the two countries. The two are also some of the most populated countries in the region. Turkey for this reason has a major interest in keeping this route open.   ...

At the G-7 meetings in Alberta, Canada DJT said the 2014 exclusion of Russian president Vladimir Putin, from the G8 after Moscow's unilateral annexation of Crimea, was a serious mistake leading to the war in Ukraine. This editorial opinion in BBC News points to a Russian miscalculation on how its involvement in the U.S. elections would be seen in the U.S. Congress. The U.S. Congress voted for stronger sanctions on Russia with only 5 members in the Senate and the House of Representatives voting against sanctions- an overwhelming vote in favor of sanctions. This means future policy on Russia will be determined by the U.S. Congress, and with bipartisan support for such policies. President Trump reluctantly signed the bill, saying it took away from executive authority. Russia had hoped its efforts in favor of Trump would lead to an easing of sanctions, not grasping the role of Republicans in Congress who see interference in the democratic process in the U.S. in the same way as Democrats.
