Patrick Modiano wins the Nobel Prize for Literature in 2014. His work is on the search for identity, and is based mostly on France during the Occupation and after World War II. Le Clezio is the other recent Nobel Prize Winner for Literature in France. Clezio travelled widely and one of his novels Onitsha is based in Nigeria. By contrast Modiano is less well known outside France and writes for a smaller audience. Modiano expressed surprise on hearing the news. A German with a similiar post World War II theme covering a similiar period is Heinrich Boll, who won the Nobel Prize for literature. The focus in Boll is the hardships in Germany following the war. The war raised many questions inside France and Germany in the postwar years.

Casey Phair was born in South Korea and came to New Jersey when she was one month old. She plays for South Korea and at 16 she is the youngest player in the World Cup Women 's Soccer in 2023. She plays for a Development Academy that trains young aspiring players in South Korea. More of these academies are cropping up all over the world. Much of this talent starting at younger ages and players getting better facilities. Countries in Asia, Latin America and Africa are drawing on young players of ethnic links to their home country practicing in the US. This was clear when the Philippines beat New Zealand, Nigeria beat Australia, and the US hung on to a draw with Netherlands. France held to a draw against Jamaica. ...

Here one can see the target of increasing capital expenditures for infrastructure and various development schemes by 11.1%. GST (one tax one country) tax revenues are expected to increase by around 12% which support this budget. Strengthening financial sector to bring investment back on track after the pandemic is one of the support pillars, so is deepening and widening tax base through the GST a uniform federal tax for the whole country. Another pillar is proactive inflation management- the story of how India tackled the cost of energy by accessing from different suppliers at the best price is told this week in Feb 2024 in the WSJ. This includes countries with large forest areas such as Russia, Brazil and Indonesia, and countries in Africa. Forests act like a carbon sink absorbing carbon dioxide from the atmosphere. India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. It is also how Abe had faith in Vivekananda's, Gandhi's and Modi's vision for India's development. And the future of Japan and India with Australia and the US as anchors for the free world in the Asian region. ...

Estimates show one in five new mothers or about 800,000 mothers in America are experiencing anxiety disorders during the pregnancy or a year after giving birth. Mental health disorders are now the leading cause of maternal death, says the Centers for Disease Control and Prevention. The US is the only high income nation in the world without paid maternity leave and this increases risks of mental health. About one in four women return to work within 4 weeks of giving birth. This report shows the work done by the University of North Carolina Chapel Hills's Center for Women Mood Disorders, one of only 3 inpatient facilities for mental health in the US.

Kenneth Rogoff, Harvard University economist, author of the well researched book on the 2008 financial crisis, "This Time Is Different," gives his thoughts on the economic prospects for the U.S under the new Trump administration. He says 4% GDP growth and 3% inflation is possible temporarily for a while with stimulus policies, less regulation, and increased private investment. After 8 years of not investing in much needed infrastructure because of concerns about the deficit, the timing is right for such investments, especially as the economic effects of the crisis of 2008 gradually fade.  This is about taking advantage of ultra low interest rates to invest in infrastructure. He says it helps that Trump policies are pro-business. He sees drawbacks as the stimulus program adds a 25% increase with extra debt, adding $5 trillion over 10 years, but adds that for many years Nobel prize winning economist Krugman and others have said that there is good reason to increase borrowing to invest, and this is now being tried. Inflation remains an uncertainty- if there are large quantities of underutilized and unemployed resources it would raise prices less than its effect to increase output. The reverse would apply if the U.S. economy is closer to full capacity. One factor that would help- increasing confidence for business and increasing investment. Against this what he calls optimistic view or spin, is the idea of mistakes under a Trump administration, errors made and a degree of incompetence which he says is a real possibility. Overall his view is that some risks are appropriate now, and from his deep study of financial crises sees the slow growth of the last 8 years a result of a financial crisis that now begins to fade, creating the possibility of higher growth under prudent policies.  ...

This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

DJT administration makes English the official language of America in 2025. This makes learning English absolutely essential and gives English the place it has always held throughout the period since 1600 in the American colonies.  As the American colonies on the Eastern seaboard expanded to the Great Lakes and on to the prairies English was always the language of communication and as the colonies expanded through the Rocky mountains and to California and Washington English was always the language of communication. North of the American colonies the Quebec and Ontario colonies of Britain, later the Dominion of Canada as part of the British Empire made English the language of communication adding French only for Quebec. Not to know English well deprives one of the essential tools for functioning in America and deprives one of all the opportunities offered in the modern world.

With Ukraine unwilling to give up the Donbass and Germany/France/UK wanting to prevent Russian favored deal adverse for Europe, US focus on Monroe Doctrine and western hemisphere, Ukraine Russia war is likely to drag on. This is what one sees in Merz, Zelensky, Rubio speeches at the Munich Security conference. In 2026 Germany+ (that includes France and the UK) does not see it in the interests of Europe to allow a Ukraine capitulation to Russian attacks and Germany has already allocated funds to rebuild its military to prevent this from affecting Germany+ interests in Europe. Even though the winter attacks on Ukraine grid and electricity infrastructure leaves Kviv and other cities in a dire situation it appears that without the 20 year security guarantee or something solid Ukraine is not willing to sign an agreement which it fears Russia could turn around and start the war again. Germany+ which is the position of the major parties in Germany 60-70 % of voters for the SDP, CDU, Greens and others except AfD with 20-30% of voters. (AfD may have reached a ceiling as CDU under Merz is tough on migrants). Which means about 70% of Germans will support a policy of joining UK and France in resisting Russian attacks. Russia may have lost so much in manpower may see the war as a vindication only if it can hold onto the Donbass which may make it harder to reach a deal. Zelensky says Ukrainians live there and is unwilling to leave the Donbas region. The net result is that Germany+ and Ukraine are not likely to concede ground, the US reluctant to commit to 20 year security condition for Ukraine as it focuses energy on the western hemisphere and the fentanyl, drug traffickers in Mexico, Venezuela and Colombia, and their support structures in Cuba, in addition to Iran and China's plan on Taiwan sees limits to what it can do beyond limiting oil's funding the Russian attacks. It is amisrepresentation to say that the US is the cause, as everything changed the moment China became an industrial power with the help of US business interests and returned to its own story of being subject to British and Japanese incursions in the 19th and 20th centuries, and sensing that it is an industrial power in its own right by 2020 and insisting on framing its own policy in the world. Europe always had its own narrative since 1600 long before the US became an industrial power under Teddy Roosevelt in 1904. In that narrative which now plays out again different European powers band together to prevent any dominant power in Europe (Russia in 2026) from gaining dominance. ...

There was a time when tech meant scientific advance for mankind and something positive for ordinary Americans. Today "Tech" can mean something different from what it used to mean, including something that is unwanted, even pernicious, something to increase profit margins even to exorbitant levels that hurt ordinary Americans and the public, and not a scientific advance in the real sense of the word. Nothing that inspires hope and better future for mankind. RealPage software that induces increase in housing rent prices is one aspect of the current housing cost of living crisis that Harris is focused on. Binyamin Applebaum of the NYT looks at the RealPage software sold to housing companies that would increase prices and be an added burden to households already under pressure from rising grocery prices and housing rent increases during the pandemic. This is a key issue for voters in 2024 and a comprehensive approach has to be taken on many fronts to address costs- including attack on price gouging, $50,000 for first time home buyers, and incentives for home building that Harris has proposed, and other actions.   ...

Greece's minister for migration tells the Times that seven charities including one in London form part of a chain stretching from Somalia to Britain in which smugglers move migrants illegally.  One of the seven charities is in London and is seen as colluding with human traffickers who are putting lives of migrants at risk. Greece has 70,000 migrants living in squalid refugee centres. Of these 17,000 are on islands in the Aegean sea. Europe cannot cope with all these migrants illegally making the crossing, much less during this pandemic. It has also unsettled the countries where migrants are settled on a humanitarian basis as there is at the same time serious neglect of poverty stricken communities inside Europe who are not getting the assistance they deserve. The result is even less focus on the development needs, on infrastructure, education and healthcare of the countries in Europe where migrants are headed, with the attention diverted to the migrants issue. Economic progress in Europe and rapid development could not only improve the condition of people in all communities, it could also help finance more foreign aid development project assistance to Africa and other countries. This would if vigorously done keep people in their home countries and help fulfill their development aspirations there, which is the better way.  Chancellor Merkel of Germany should have opted for a better way by setting up a program for aspiring migrants in the countries of Africa with a generous visa program offering training and technological skills, which could then be brought back to the country in Africa where it could generate jobs and opportunities with the necessary capital from European and other financial institutions and governments. This effort made in alliance with Britain and France could be powerful in its impact. Instead a haphazard three years of migration led to internal divisions, loss of confidence in the CDU and the SDP, FDP parties in coalitions, ending up where it should have started in the first place- reducing the migration to a trickle, returning some migrants back to their countries, and focussing on bringing economic assistance and development assistance to African countries for opportunities in these countries and a brighter future so that no one would want to leave and drift on oceans in tiny boats in the first place. The condition of the people in Africa is not so hopeless that the best they can do is to send their young people to drift on boats on the high seas in the hope of refugee status. China has shown that the there is a path from famine during the years following the Great Leap Forward to the development of today. India is doing that now and can repeat that story. Japan and South Korea, Taiwan have done this after devastating wars and out of nothing. Imagine what the world would be like if all these people in Asia set out on small boats for Europe.       ...

Out of a world population of 8 billion, the population of the Middle East and the Gulf region is about 400 million, or just 5% of the population with 90% of the wars since the 1970's. Keeping this region denuclearized is of fundamental interest to the major population centers in north and south America, Europe including Russia as western civilization, and India and China which have embraced western civilization and it's scientific revolutions. Russians and Americans see themselves as part of western civilization. On this point there is no difference, none, it is only who is the more important and whose view of the world is right. Asian civilization including China and India see the benefits of western civilization, of the Renaissance, the Enlightenment and the Scientific Revolution and embrace it wholeheartedly and wish it had come sooner on of their own volition and intent. Other than the Korean and Vietnam wars fought in their origins against the Japanese and the French colonialism and Empires, the wars of the Middle East since the end of colonialism stand out. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

Claire Gatinois and Soleyn de Royer's interesting essay on the life and times of Emmanuel Macron who started as one who would bring new life to the Fifth Republic but over 7 years sees that he has made poor choices and comes across as brash and inexperienced. His Movement was formed very quickly during the waning days of the Hollande administration of the Socialist Party. By bringing in Macron Hollande did what Blair and Clinton had done for Labour and Democrats thinking they were somehow moving to the centre in tackling the budget, deficit and the economy. Clinton hired as Treasury Secretary Goldman Sach's Robert Rubin and Harvard's Lawrence Summers, Obama hired Timothy Geithner, who like Macron in the Hollande cabinet lacked all conviction for improving the life of workers and the middle class in the US. Clinton setup China's entry into the World Trading Organization without grasping or understanding the economic framework of American manufacturing and thinking of industry leaders who were in that time in the  mood for outshoring everything made in the US with the inflexibility of American labor. Geithner like Cameron's Osborne had little affinity with the working or middle class, and did little to correct the abuses of banking professionals behind the 2009 financial crisis, which in some ways is still with us today, the pandemic being the second hit to workers and the middle class, the migrant surge an addition of mental unease. ...

This editorial in the WSJ shows the conduct of president Biden to keep all sides of the picture in consideration to bring a peaceful end to the Ukraine war with so far horrendous casualties on all sides, without escalation to new levels. These threats of escalation include nuclear threats. In this sense president Biden has serious responsibilities on behalf of the world separate from opinion on either side of the war, so does Mr. Jinping and Mr. Modi, and the leaders of other parts of the world who have not created the events for this conflict and represent a large part of the world and its peoples who are directly affected and want no further escalation period.
