As this report in WSJ shows underreporting of coronavirus cases is a serious problem for Africa, and the figures from Africa's CDC, part of the African Union, do not show the magnitude of the problem. It shows that health workers in places from Yaounde in Cameroon to Dar es Salaam in Tanzania, to cities in Somalia, are reporting a situation quite different from what the CDC shows, with hotspots emerging in some places with little in the way of resources.

Only 1 million tests have been done and half are in SOuth Africa and Ghana. WIthout the testing it is hard to know how many cases there are. Capetown area in South Africa is emerging as a hotspot and hospitals are expected to be overwhelmed within weeks. Officially Tanzania a country with 56 million has 509 cases and 21 deaths, yet this contrasts with reports from health experts. Cameroon and South Sudan are also possible emerging hotspots in addition to Tanzania says this report in WSJ.

As Rosenfield puts it, there wasn't even a cats in hell chance of doing the Olympics at that cost, and the only option was to control costs as aggressively as we could. Small business and farmers are driving a recovery in the Indian economy in the latter half of 2020 after the impact of the pandemic. Rural India with demand from farmers for cars and tractors is also helping build demand. Maruti Suzuki, India's largest auto manufacturer, had sales increase of 10% in rural India vs. 4% overall in the third quarter of 2020. Manufacturing and farm sector are leading the recovery. Transport and hotel, airlines are also seeing an increase in demand. From 2 million in June airline passengers have increased to 5 million in September compared to 12 million before the pandemic. The second generation reforms made by the Modi administration and the many initiatives are expected to boost the potential growth and scale of the Indian economy. Building a strong manufacturing sector and getting foreign investment in that sector is also a critical step to building the economy's growth potential. German chancellor Angela Merkel comes out openly in support of the recommendations for a tougher lockdown made by Germany's National Academy of Science. This would require an end to school attendance Dece. 14, extended Christmas school break, full closure of all but essential businesses Dec. 24, and working from home to the fullest possible way. Merkel made a passionate speech in parliament ro mostly unmasked members. The opposition Alternative for Germany and the Free Democrats were critical of the government's handling of the pandemic which they called a failure with rising cases reaching a total of 1.2 million. The deaths are at 590 on a recent day, with total approaching 20,000. Alice Weidel of AfD described Merkel's handling as aimless and grotesque.  Christian Lindner of FDP said the lockdowns had proved to be ineffective. He was critical of undue harm to Germany's business and economy. Weidel said Merkel's legacy would be debt and unemployment.   ...

Antitrust probes by Justice Department and FTC are expected to limit power of tech companies. Ms. Lina Khan is new head of the FTC. Biden says "its just wrong" that Amazon pays little in federal taxes. This report says Mr. Obama feted Silicon Valley at a White House festival called "South by South Lawn."  And that 80% of the 334 people registered to lobby for Apple, Amazon, Google last year previously worked on Capitol Hill or the White House. 

Mr. Biden's Families plan and Jill Biden's commitment to education are more in line with the heritage of FDR and Harry Truman, even Eisenhower, presidents who fought on behalf of the working men and women of America.

Both have younger than average populations, are growing rapidly, and mostly white collar populations. Cambridge has one in two persons who have gone to university study, Peterbrough is predominantly a city of school leavers, one has many people who have studied till age 21, the other Peterborough where many people left school at age 16. Cambridge it shows is strongly pro-EU, Peterborough is euro skeptic. YouGov confirms the correlation with education of EU support, with the better educated graduates supporting EU membership 62% to 38%, less educated till age 16 43% supporting EU membership and 57% opposing. It says skills for a globalizing compettitive economy and the lack of these skills are creating two types of population with less and less room between them, not good for democracy, and something that will take decades of work to correct....

Musk's X social media network formerly Twitter shows a taped interview of Mr. Trump by Tucker Carlson just when Republican candidates including Mike Pence and Chris Christie, Nikki Haley, were in a televised debate on Fox News network on August 23. Mr. Trump said of Fox News network that the network was not particularly friendly to me, and said he avoided the debate to not be harassed by the other candidates. The 12 million viewers on Fox News compares with impressions on the social media network which had 690,000 likes and 180,000 reposts, fragmenting what the Republican party base would see and offering no real delving into the real economic issues facing the country. ...

Ruffenach gives an excellent account of how many people describe their expectations and how it actually turned out in retirement, the good and the bad. He cites numerous examples to give as broad based a picture as possible. Health and active life, passions and interests, loss of self esteem in work for some and finding substitute interests, taking risks to try something new and the rewards. More people describe positive experiences in those surveyed. Health is the main concern for 41% in actual retirement, children and other things are all less than 10%. Travel should be planned early as it becomes harder as the years go by and one gets older. It is not as difficult as people think to make new friends in retirement, and this active social life with new friends can play a positive part in spending time. In addition there is the opportunity in retirement to take things slowly and leisurely, and spend time more on oneself and one's own interests.

Experts say there is no Mediterranean diet anymore. The World Health Organization says this historic way of eating healthy is on its way out. In Italy, Spain and Greece fruit, vegetables, fish and olive oil are being replaced by sweets, fizzy drinks, colas, and junk food. Now more than 40% of nine year olds in Italy, Spain and Greece are obese or overweight. Protests against the spread of fast food outlets in Italy have failed over two decades. Now cities such as Florence, Venice and Verons are banning the opening of new fast food outlets. A diet developed over millenia has fallen as marketing of fast food expanded. Olive oil lost its foothold in the sixties and seventies as it was replaced by seed oil and margarine. A leading expert says she is optimistic the situation can be reversed in the next generation. For this to happen there has to be a change from the proliferation of fast food courts such as this one near Madrid airport of 138 shops and dozens of food outlets.  ...

She was critical of smug views that the current situation was acceptable for working class families concerned about immigration and jobs. She also pointed out that the policies of central banks including the Bank of England hurt working class families and savers." She pointed out the development that has also happened in the U.S. economy and other European countries as the Federal Reserve and the ECB cut rates to near zero. "People with assets have got richer. People without them have suffered. People with mortgages have found their debts cheaper. People with savings have found themselves poorer." Her response she said would be to "put the government at the service of those who found themselves poorer as a result of monetary policy." The Iranian response to the tighter sanctions of the Trump administration are seen in this report from Tehran in the WSJ. The economic arm of the Revolutionary Corps that helps run the Iranian economy managing civil construction projects, oil projects, and commercial real estate, is now led not by a general from the Iraq-Iran war. The new head is Saeed Mohammed who has a PhD. in civil engineering and has managed civil construction projects. He hopes to use his company's resources to fill the void left by foreign investors complying with sanctions and withdrawing. The companies run by the new leader are run on management efficiency principles leaving behind the revolutionary fervour of the previous period. As CEO of Khatam Construction Base, 50 year old Saeed Mohammed plans to stabilize the economy and soften the harsh effects of the sanctions of the Trump administration on Iran. He plans to work with other private companies inside Iran to shore up the Iranian economy till the sanctions regime and the differences with the U.S. are settled. ...

Britain will offer a pathway to citizenship to 3 million Chinese in Hong Kong, British Foreign Secretary, Dominic Raab confirmed an earlier statement. This applies to British National Overseas status (BNO) and their dependents upto 3 million. He stated that the new security law to control protests in Hong Kong were a "flagrant" violation of the agreement made with China 23 years ago.  He called it a "clear and serious breach of the joint declaration" of the two countries in 1997. The new arrivals from Hong Kong and their dependents will be given 5 years limited leave to stay and work in the country, at that point they can apply for settled status and after 1 year of settled status they can apply for British citizenship. The Foreign Office expressed alarm at one provision article 38 of the security law that seeks jurisdiction over anyone who criticizes China wherever they are in the world, putting them at risk if they travel to Hong Kong or China. ...

The differing biological changes happening in the bodies of men and women as they age, the differences in longevity, how they age and their attitudes to aging are shown here by Clare Ansberry of the WSJ. This is relevant in the context of healthy living and also as both tackle the pandemic. There is a 5 year difference in longevity with men aging faster than women. Some groups of men have a tendency to eat less healthy and smoke than women in general which may account for some of the difference in longevity particularly in the U.S.

Men experience greater inflammation in the blood with aging, and lose anti-body producing B cells in the blood after the age of 65. Significant female advantages are seen in memory after age of 70. A look at protein level changes in blood showed more changes in men than women after age 65. Overall women's biology is seen by scientists as more stable than men's.

People have to take charge of their own lives by eating healthy food and lots of fruits and vegetables, to reduce obesity in this pandemic. Studies show that people with obesity were twice as likely to end up in hospital, and 74% more likely to end up in intensive care. Efforts to rid our diets of sugary drinks and junk or processed foods need to be escalated, and exercize, walking, cycling, other activity need to be made part of our daily activity. This needs to be taken up as a fight for life, a war against decades of neglect and reckless behaviour in eating habits.  Even vaccines will not work well when body mass index BMI is over 30. Obesity has reached unbelievable and scary levels - 66% in the UK, U.S., high in the Middle East, and increasing all over the world. Added risk is high smoking levels in China and India. Coca Cola takes the place of water in parts of Mexico where obesity is high and Mexico has suffered from high coronavirus cases. ...

Problems with the rural development and agriculture projects conducted by USAID in Afghanistan include overspending in 2009, followed by sharp cutbacks in 2010 and 2011 as budget cuts were made. In 2009 USAID made a grant of $300 million to Arlington based International Relief and Development (IRD) to help farmers in Kandahar and Helmand improve productivity over just one year, at the insistence of Richard Holbrooke. The focus was on paying for day labor jobs to clean canals, offer subsidized seeds to encourage switching from opium poppies, distributing tractors, and building gravel roads. Because many districts of the two provinces were considered unsafe for work, much of the money was concentrated on a few districts and in one year. As a result farmers in Kandahar got more seed than they needed and they in turn sold tons of seed and tractors in Pakistan for cash. A senior program official at IRD says it wasn't realistic to pour so much money in one year. But USAID officials say overspending and poor oversight made the program seriously flawed. There was also a difference in the views of the military and USAID on the value of day jobs. The U.S. military sees this as away of protecting its efforts, of literally protecting its flanks, as this keeps unemployed youth from joining the Taliban. At the same time senior USAID officials wanted to see multiple companies bid for the next $350 millon on a follow-on project. When the USAID team of specialists again awarded it to IRD, senior offficials at USAID decided to cancel the program. The program was then redesigned in the expectation that other companies would bid for it. In the meantime USAID gave IRD 3 quarterly extensions, the last expiring June 30, 2011. The US military sees the day labor program as crucial for its military efforts, so there is kind of an impasse with USAID reluctantly giving in. IRD meantime is shutting down activites in Helmand and will do this also in Kandahar probably by the end of May, as its contract has not been renewed because of problems with the program. USAID has a high staff turnover rate of 85% a year in Kabul which complicates things with the shifting priorities of different officials. Some programs are being scaled back- a job retraining program seen as requiring $125 million over 18 months is being scaled back to $40 million. Others such as a USAID project for coordinating disparate rural rehabilitation projects for $140 million is held back because of lack of agreement with the Afghan government about how it should proceed. The new price of the Leaf is $35,200 for the 2012 model year as more features were made standard by Nissan. The Leaf will now cost $27,700 after a $7,500 federal tax credit in the U.S. The higher price also reflects the stronger yen as the Leaf is made in Japan. Every Leaf is sold from a waiting list, with sales in only some states- including Arizona, California, Hawaii, Oregon, Tennessee, Texas and Washington. Nissan's marketing chief, Brian Carolin, says about 1000 vehicles a month will be sold for the remainder of 2011. The average customer of the Leaf drives the car with an all electric range of 75 miles, for 30 miles each day and charges it for 3 hours a day. Average household income is $140,000. The 2012 standard model comes with a cold weather package, heated seats, battery warmer and steering wheel, and a fast charging arrangement that gets it recharged in 30 minutes, instead of the 8 hours.

Demographic trends and Muslim populations around the world. some of the fastest growing populations are in Pakistan, India, Nigeria. Slower growth in Indonesia. In Europe faster growth in Spain and France relative to other countries. The Muslim popullation in Europe will be about 10% in places like Sweden and France in 2030. Where multiculturalism has been denounced, in Germany the Muslim population grows from 5% in 2010 to 7% in 2030, and a little over 4% to 8% in Britain. In France it goes up from close to 8% to a little over 10% in 2030. This is from research and forecasts done by the Pew Forum on Religion and Public Life in January 2011. It does not suggest a huge problem especially if the Muslim populations are affected by the trend to democracy in their home countries and improving standards of living, and a move towards integration in the different societies in Europe.

Exxon, BP, Eni, Shell, are actively working in Iraq to increase oil production, along with Lukoil, Gazprom, China National Petroleum, China National Offshore Oil Corporation. Foreign companies are attracted to Iraq because of the potential for growing oil production. Iraq produces 3 million barrels a day in 2012. An additional 400,000 barrels a day is planned for 2013. Shell's Iraq country chairman, Hans Nijkamp,says Iraq could eventally produce 6 to 10 million barrels a day by the early part of the next decade. Iraqi government officials have set a target of 10 million barrels a day by 2017, which is overly ambitious because of the many problems that need to be tackled, including building port and pipeline infrastructure, huge water projects to pump saline water into old oil fields, and passing a national oil law. Passing a national oil law means negotiating a deal acceptable to the Kurdish and other regions about sharing oil profits.

In April 2012 the PBOC widened the trading range for the yuan to 1% from 0.5%. In Feb. 2014 the PBOC is expected to widen that trading range to 2%, as part of the PBOC's plan to gradually let the yuan trade freely. Increasing capital flows into China in 2013 and beginning of 2014 have led to appreciation of the yuan. To control one way appreciation the PBOC bought about $45 billion in foreign exchange in Dec. 2013, for the fifth month of net purchases. The yuan was at 6.1248 per dollar on Feb. 26, 2013. It has declined by 1.2% against the dollar from the beginning of 2014 to Feb 26. In 2013 the yuan gained 2.9%. The PBOC policy statements indicate that it sees the yuan at an "equilibrium level," or fair market value. The new policy to decrease its value slightly is designed to widen the trading range close to 2% and make trading a two way bet.

The city of RIchmond, Virginia, is shown here in this NYT report and the projects underway in Richmond which get $155 million. One of the projects is for $20 million to build a dream complex which can provide child care and community college classes. Decaying neighborhoods will get the investment needed for renewal, which will change how America looks. Earlier reports in WSJ showed the new ways in which underfunded infrastructure is finally getting the funding needed in communities across the US under the Biden Plan, and how each city has a list of projects that were ready to launch.  Yet this report in NYT says most Americans are unaware that this is happening.

Evergrande relied on presales to finance itself and keep its activities in real estate. A Chinese government crackdown on speculative behaviours and taking on too much debt by property developers led to Evergrande having to offload properties at large discounts. Evergrande is China's second largest developer with $300 billion in debt. Investors have down payments on around 1.5 million properties and face uncertainty in getting money back if housing projects are not completed.

Hong Kong listed shares have collapsed by more than 80% this year. There are risks to financial stability in China if there is a collapse of Evergrande, says this report in DW.com. About 29% of China's economic output is tied to the real estate sector and Chinese in large cities invest savings in apartments as part of speculative investing.

Germany will give 16 state authorites 2.5 billion euros to support a6 euro monthly rail pass that can take you to anywhere in Germany for a month. About 7 million tickets have already been sold. Deutsche Bahn is operating at 80% of capacity at this time. Inflation is up 7.9% in Germany last month and this is a result of the war in Ukraine.

In other aid the German government has given-

Cutting the fuel tax by 30 cents a litre for gasoline to keep prices below 2 euros.

Those in work will get a one time 300 euros energy rebate for energy costs in autumn.

A 100 euros child benefit bonus per child.

People on other welfare benefits will also receive 100 euros.

India's currency is one of the hardest hit in emerging markets. India's rupee dropped by about 14% in 2018. India increased import duties by about 10% on airconditioners, refrigerators, washing machines and other categories for a total of $11.8 billion in imports in fiscal year ending in March.

India sees the possibility that with rising trade tensions between China and the U.S., president Trump increasing tariffs on Chinese imports, some of these Chinese exports to the U.S. could be dumped into the Indian market. The Federation of Indian Export Organizations sees the move in a positive light that it would help the rupee, increase local manufacturing and lead to foreign investments. India's current account deficit increased to 1.9% in the year ended March 31, 2018, from 0.6% a year earlier.

Reports of ATM's running out of cash in India in 8 states. The government says this is a result of a spurt in demand and will ease in a few days. The government's policies are to increase the number of debit card and digital transactions to shift more of the transactions in an underground economy into the formal economy so that tax revenues to fund infrastructure can be generated. As a result fewer currency notes of Rs. 2000 or about $30 are being printed. This is aggravated by black market hoarders of 2000 rupee notes. Public confidence in the banks was shaken by some high profile scandals leading to people keeping extra cash at home increasing the demand. The government plans a bailout of $32 billion for bad loans at banks.
