Newly elected president Yoon Suk-Yeol's has promised to invest heavily in new cultural, educational and medical infrastructure in Sejong, new capital planned for South Korea. The work on this site was started in 2007. It is located 125 kilometres south of Seoul. One of the goals of this effort is to encourage regional development, and share the wealth that is concentrated in Seoul with the rest of South Korea. This will also reduce the over-crowding in Seoul. Currently Sejong city has a population of 360,000, with the Ministry of Education and Ministry of the Environment shifted to Sejong. Experts describe this as similar to how Canberra in Australia and Brasilia in Brazil created new regional development in these countries. Today too much is concentrated in Seoul from business to government and culture.

The pandemic brings together companies in three countries U.S, Italy and France with the merger of Fiat Chrysler with PSA. Fiat Chrysler is owned by the company Exor owned by the Agnelli family in Italy. PSA is owned by the Peugeot family in France. In addition the government of France and Dongfeng Motors in China have stakes in PSA.  During the 2008-2009 crisis Chrysler merged with Fiat with the help of the Obama administration which pursued a policy of promoting small cars. Instead the merger saved jobs but led to the PR effort for small Fiat cars and the focus on the Jeep Cherokee and SUV's like the Dodge Ram. Today one hardly ever hears about small Fiats from Fiat Chrysler that was the basis for government help on the merger.

In Germany the mood is changing in favor of vaccination as people are try to cut into the line for vaccinations based on age groups. Younger people even say they are caring for older parents to get vaccinated in this report from Hamburg and other cities.

This may be an encouraging sign even though it may not be following the rules because Germany's vaccine skeptics are giving way to vaccine envy. The word "Impfneid" refers to the feeling vaccinated people get with vaccine documents enabling them to travel freely. German took 52 million vacations in 2019, and only half that in 2020. In New York city people do not answer or say they do not want to get vaccinated in a door to door drive reported in NYT.

Barrett is a Judge who has served for 2 years on the 7th Circuit Court of Appeals. She is a devout Roman Catholic and a legal scholar from Notre Dame University in Indiana. Lagoa is a judge on the 11th Circuit Court of Appeals and the first Latina on the Florida Supreme Court. Trump's nominee is likely to be confirmed quickly by the Senate as Republicans have 53 members in the Senate from a total of 100 members. Democrats want the nomination to be done after a president is elected in January 2021.

The opening of bars and restaurants risks restarting the coronavirus epidemic in South Korea again after a 29 year old man visited 5 clubs and later tested positive. Contact tracing identified the man but similar cases in the Itaewon neighborhood have led to the conclusion that about one third of 5000 people believed to be involved in bars have not been traced. Over 50 cases have been traced to this one person alone. 

It is now believed that the entire South Korean efort could unravel with the mistakes of a few people. Now president Moon says "its not over till its over," and that it will be a long time before the coronavirus is ended completely. He warned a new wave of infections could happen anytime anywhere.

This idea of prioritization stuck in the minds of planners in Britain including Health minister Matt Hancock. The idea of prioritization after the vaccine was manufactured and distributed caused British health authorites to seek the advice of Britain's best health scientists and clinicians. Hancock says "we ask the clinicians and we do it on the basis of how we can save the most lives most quickly." Britain concentrated on ensuring the most supplies to vaccinate every British citizen with two doses very early during the time when the vaccine was being developed.

About 727,000 fewer students signed up for undergraduate programs to go to college in 2021 compared to 2020. This is bad for Ameirca, bad for upward mobility, as these students missing in college are missing an opportunity for better education and the income gains that go with it. Only 63% of high school graduates signed up for college in fall 2020 the lowest in 20 years. This is alarming news.

This report in WSJ says schools are not giving up- they are trying to get back as many as possible. Some call it working to the point of exhaustion to have that conversation with students on where they are at and where they want to go. If we can't get it right its a huge failure, says one organization doing this in Tennessee.

The action was taken by General Dyer in 1919 and aroused great deal of Indian sentiment against the British rule in India leading to the Independence movement under Gandhi. Dyer's troops blocked the narrow entrance to the garden and fired 1650 rounds into an unarmed crowd blocking all 5 exits. More than 1000 people were seriously wounded. The president's Council of Economic Advisors puts out a report on the homeless in California that makes points that both sides, liberals and Trump supporters can agree on. It says California has 12% of the population of the U.S. and half the unsheltered homeless in the country. The blame for the housing situation in the state is placed on "not-near-me" residents that want to prevent housing being built near them by supporting strict environmental and zoning restrictions. Residents selfishness looking at only their own interests and keeping out newcomers is seen as the problem behind the lack of new housing units. The tech industry pushing up housing prices has further aggravated the availability of affordable housing leading to a worsening of access to decent housing in the state.

Prof. Twenge of San Diego State University says teens in the iGeneration are so different from the Millenials and previous generations, that in her research she has not seen anything quite like it. This generation of teens experienced the use of smartphones and social media at a young age in a way no previous generation has. More time was spent on smartphones than with peers face to face, and less time was spent with family, more time alone. This has led to mental health risks for teenagers.

Melinda Gates describes her experience with her children growing up with smartphones and the risks involved. Parents are in a great deal of confusion on how to handle this situation even as it is changing their children's lives in ways never experienced before, putting them more at risk.

Shear of the NYT says president Trump is taking risks of losing support from low income people who supported him in the presidential election by making aggressive cuts in programs that help low income people. In his first budget plan deep cuts to social programs and increase of 10% in defense spending of $54 billion is planned. The new health care plan of the Republicans House and Speaker Ryan is seen by the Congressional Budget Office as increasing uninsured people by 14 million. Trump has left Social Security intact, but he sees other cuts as cuts to the "administrative state' and overreach on entitlements. The budget plan is titled "America First," and shrinks foreign aid, cuts state department budget by about a third, and cuts funding to PBS, other agencies, and cuts social program spending.

French parliamentary elections on June 11 and June 18 for 577 seats follow the May 7, 2017 presidential election. The Republican Party plans to contest all the seats, and its representatives say that its ideas are well accepted in France, that only the candidacy of Fillon was not successful. Analyst Krumbmuller of OpenCitiz consultancy says local connections matter, that the two mainstream parties have established local connections and should do better than candidates put up by Macron's En Marche movement. Macron has little time to prepare effectively for the parliamentary election, making it likely that in the end a cohabitation agreement between a prime minister from the Republican or Socialist parties and a president from outside these parties would take place.

Only one fourth of Britain's use masks compared to two thirds in the U.S. On public transport many people do not use masks in Britain.

The Royal Society has put together a scientific advisory group to look at the evidence on pandemics.

Ramakrishnan says it was once normal to have a few drinks and drive home, and normal to not wear seatbelts. Today this is considered not socially acceptable behaviour, the same has to happen for use of masks. It is as important as handwashing and social distancing, says the Royal Society.

An editorial in the WSJ says the decision by the U.S. State Department to reject any claims on the South China Sea are now in accordance with international law and the geopolitical facts. The U.S. State Department stated on July 13 that "Beijing's claims to offshore resources across most of the South China Sea are completely unlawful." The Permanent Court of Arbitration in the Hague stated this in 2016. The State Department document says "The world will not allow Beijing to treat the South China Sea as its maritime Empire." The vital waterway is also claimed by the Philippines, Malaysia, Vietnam, and it remains an open waterway for navigation by all nations. The U.S. sent 2 aircraft carriers to the South China Sea in July to maintain freedom of navigation.

A Pew Research Center poll before April elections shows 70% of Indians dissatisfied with conditions in the country. 63% of those polled say they prefer the opposition BJP party to lead the next government, compared to 19% for the ruling Congress party.
