A good sign that the Obama adminstration sees the importance of cutting civilan deaths from American airpower, is the effort by the American Ambassador to personally meet with the civilans affected and their families to express his pain at the tragedy. Without civilan support the Afghan war against the Taliban may well be lost in the vast mountainous country, a country and a people, like most countries and people, with an aversion for foreign troops.

Greg Mortenson runs 78 schools in remote poor areas of Afghanistan and Pakistan on a budget of $2.8 millioon he raises through small donations to his foundation, the Central Asia Institute. The Pentagon is listening to Mortenson and he has met privately with Mike Mullen, chairman of the Joint Chiefs of Staff. THe military has specially sought him out. And General Petraeus has read his book Three Cups of Tea and passed it on to his staff for reading. He also has been asked to speak with senior officers of the Special Operations Command. Greg Mortenson believes getting amoderate education for these children is the best way to prevent the spread of Islamic extremism. In addition to the 78 schools he also runs 48 other schools in refugee camps in the region and 28,000 children in the 2 countries attend Mortenson's schools. In atalk to the Pentagon uniformed officers in 2002 he told them that the $840,000 spent on each of the Tomahawk cruise missiles fired into Afghanistan could have been used to build dozens of schools. Obama's Cairo speech to the Muslim world on June 4, 2009. He tried to reach out to the Muslim world. Did not use the term terrorism but used instead "violent extremism." He emphasized that most of the differences between the Muslims and the West can be eased by "a sustained effort to listen to each other, to learn from each other, to respect one another, and to seek common ground. " As one Arab leader put it, its a fresh voice only a short while after some were talking about the "clash of civilizations." He also avoided the idea of us vs they of the Bush administration, of moderates allied with the USA and the extremists gouped together with Iran. He called the denial of the Holocaust as "baseless, ignorant and hateful." And touched on the problems facing the people of the Middle East who were trying to find a voice in their own countries. See the link to Iran's election debate between Moussavi and Ahmadinejad in which Moussavi described Ahmadinejad's denial of the Holocaust as underminig Iran's dignity and harming its standing with the rest of the world. Obama's reference to his own personal encounter with Islam in his life, and being the American President, has to have created a climate in which Moussavi could engage in the intense debate with Ahmadinejad and win conservatives over to his side. Moussavi said Ahmadinejad had "exhibitionist, extremist, superficial, adventurist, foreigh policies," based on "illusional perceptions" that the US, Israel, France and the West were collapsing....

Friedman says he hopes Hillary Clinton will take a mediating role to bring all the Iraqi political factions and ethnic communities to work together in a democratic framework, and not go their separate ways into sectarian conflict once more. With the US out of Iraq by June 30, 2009, this is critical. Friedman says Iraq, Pakistan and Afghanistan are not separate wars, but part of the same war, and the same struggle to win credibility for democracy and reconciliation, education, women's rights and modenization for the Muslim world as a way forward. Its the only alternative to looking backward. He says he has never bought into the idea of Iraq as the bad war, Pakistan as the necessary war and Afghanistan as the good war. In fact he says experts point out that very little will spread out of Afghanistan when the US leaves. But Baghdad has been acentre of culture, education and influence in the Middle East for centuries, so getting it right there after so much American effort and sacrifice has been invested there, is crucial for the Muslim world to move forward in the right direction....

Millions of people who are first time users for whom affordability is an issue in countries from Nigeria, Ivory Coast to India, Indonesia, are connecting to the internet. This time not with smartphones made by Samsung or cheaper Chinese smartphones made by Xiaomi or Huawei, but by using a new smart feature phone that cuts down the price such as the Jio phone by Reliance Jio in India. This costs only about $25 compared to $100 to about $300 for lower cost smartphones These phones provide basic features, some apps, messaging, internet access at low cost. About 3.4 billion people without the money to buy costlier smartphones are turning to this just like people did 20 years ago with lowcost Nokia basic phones until smartphones appeared. Monthly cost for mobile data access to internet is $2.50 a month for all the mobile data he needs or Rs. 1750. Batteries last for days in countries where electricity is unreliable. A fruit vendor in New Delhi makes $80 a month or  Rs 5600. A Jio phone fo him costs Rs 1400 compared to paying Rs 7000 or $100 for a Chinese smartphone. Reliance partnered with Hong Kong's KaiOS Technologies Inc. which makes the most widely used operating system powering smart feature phones. Jio sold 60 million Jio phones and 370 million such smart feature basic phones are forecast to be sold in 3 years by 2022. Reliance Jio is being imitated by others. Orange SA of France has launched an inexpensive smart feature phone bundled with inexpensive mobile data plans in Ivory Coast, Burkina Fso and Cameroon and plans to put this in other former French colonies in Africa and Arab countries. WizPhone plans to introduce a $7 phone in Indonesia. KaiOS is working with Brazilian manufacturers to roll out cheap phones there.  In advanced countries Nokia is offering revamped versions of its candy bar shaped phones with added web access to enthusiasts. These cost $100. A whole new group of people who could not afford a smart phone are now being connected after Jio's pioneering effort in India. ...

Shigeru Ishiba was reappointed LDP party secretary-general in Japan. Ishiba served three terms as defence minister, is popular with the rank and file and the public. He has a good grasp of security issues. He will be the No. 2 person in the cabinet after prime minister Shinzo Abe. Ishiba was the first LDP official to give a specific trading range for the yen by publicly calling for a range of 85 to 90 yen to the dollar. The yen closed at about 85 yen to the dollar on Dec. 25, 2012. Two women join Ishiba and Abe in the leadership positions. Seiko Noda is now chairwoman of the party general council. And six term parliamentarian Sanae Takaichi is policy chief for the LDP.

Nicholas Kristof says the strategy adopted during the Clinton administration of negotiations with the North and a partial lifting of sanctions worked better than the situation today. One criticism leveled at that agreement was that North Korea cheated and developed uranium weapon technology on the side. Yet says Kristof the situation is worse today. Under the "Agreed Framework" of the Clinton administration North Korea's Kim regime did not add to its nuclear weapons. Kristof says that policy of putting pressure on China has not worked. It would help if China did not transfer any technology to North Korea. Yet the basic policy of China remains in that it does not want renunification on the Korean peninsula that would put bring a U.S. ally on its southern border. The Bush administration and the Obama administration's policies did not lead to diplomatic progress and the world is a more dangerous place with North Korea's intercontinental ballistic missile capability in 2017. The knowledge that the virus  caused human to human transmission and that it spreads to wide parts of the population very quickly were critical pieces of information that remained with Chinese epidemiologists, doctors and medical researchers, and were suppressed by local authorites in Wuhan.  Yet China's version of the U.S. CDC, China's Centre of Disease Control and Prevention, modeled on the U.S. control efforts worked effectively to identify the problem. Virologist Gao Fu, heads China's CDC. This report in Germany's Der Spiegel says Mr. Fu made it a habit to scan China's internet before bedtime for any signs of possible disease outbreaks. On the night of December 30 he came across rumors of an internal memo from the Wuhan Health Commission of an outbreak of a vaguely worded lung disease. When he called the Wuhan health authority he found their answers to be evasive which alarmed him. The next morning December 31 Mr. Fu sent the first of three teams to Wuhan which is how China was able to identify the problem, in the sense that Chinese authorites in Beijing were to rely on Dr Gao Fu to overcome the problem of Wuhan provincial authorites. He informed the World Health Organization Beijing office on that day. The Der Spiegel report says "shortly afterward," the Seattle Times in its report says this was about New Years Day 2020- Mr Fu made a call to Dr. Redfield, head of the U.S. Centre for Disease Control, who was on vacation. Redfield is deeply disturbed on hearing this from Fu and they have conversations over the next few days to the point that Dr. Gao Fu is in tears about what has happened. On January 1 Taiwanese public health authorites shared the information with WHO that the cornonavirus was a human to human transmission, would the Taiwanese authorites not have shared it with the U.S. the same week during calls from the U.S. CDC or other public health authorites alarmed about the situation. (The WHO was proving useless by Jan 14 when it contradicted Taiwan's more reliable assessment  on Jan 14 going by the letter from president Trump to WHO). On January 6 a few days later Dr Redfield and Dr. Azar head of Health and Human Services ask China for permission to send a team of CDC U.S. experts to China. This is cited in the U.S. letter to the World Health organization- the lack of human to human transmission information being given to the U.S. officially early by China. A risk that could have been a topic of conversation between the U.S. and China heads of CDC. That letter from president Trump also points out that the team of experts the U.S. planned to send was not accepted by China till Feb 16, one and half months after that series of conversations between Dr. Gao Fu of China CDC and Dr. Redfield of U.S. CDC in an alert message.  In effect removing one of the key defences for the U.S. and Europe in making their own defensive actions and plans, laying the basis of the worldwide coronavirus pandemic affecting millions of people. Dr Redfield is a AIDS researcher at the University of Maryland who spent most of his life trying to control spread of HIV and was appointed by president Trump to head CDC agency in 2018. He set a goal of eliminating AIDS by 2030 and is more comfortable with aids patients and research than the bureaucratic nature of agencies- CDC has about 11,000 employees. Once it was clear that a team of U.S. experts was not given permission to make its own assessment in Wuhan in the few days after January 6 offer to sent the team to China by Redfield of U.S. CDC and Dr. Azar, would it have alerted the U.S. that something was seriously heading the wrong way for a epidemic risk. That letter of president Trump cites how the head of WHO during the first SARS crisis in 2003, Dr. Harlem Brundtland acted when she faced China's lack of cooperation during that crisis by saying openly that this was a danger to world public health and millions. Could CDC in the U.S. and the other connected health authorites have taken the responsibility and filled Dr Brundtland's role in this crisis, that the WHO failed to perform?    ...

Robert Kaiser, former managing editor of The Washington Post, reviewed this book on Joe McCathy in The Washington Post on August 7, 2020. It shows the link with today of Senator Joe McCarthy and Roy Cohn, the then 27 year old lawyer chief counsel of the senate subcommittee on investigation when Joe McCarthy became chairman in Jan. 1953. The book is-  Demagogue The Life and Long Shadow of Senator Joe McCarthy by Larry Tye. Roy Cohn passed on some of the methods used at that time to Mr. Trump. Kaiser points out that the senator Joe McCarthy assembled "a coalition of the aggrieved." Tye shows that it started with the junior senator from Wisconsin making a speech in West Virginia for Lincon Day dinner to the Republican ladies of Wheeling, W. Va. The senator used it to talk about threat of communists working in the State Department. He claimed there were 205 Communists. Today we know that this was just made up by McCarthy, at a time when Winston Churchill made the speech about the Iron Curtain in Eastern Europe and the Soviet Union and a sense of shock in America at the People's Republic of China being formed in 1949 under CCP chairman Mao tse tung. McCarthy saw this as an opportunity to gain prominence and a Senate career. What is seen from this carefully researched book is that for a while it succeeded in putting many of the Nation's best leaders on the defense. This includes Harry Truman, Eisenhower himself who disdained McCarthy's and Cohn's methods, Gen George Marshall who was a mentor to Dwight EIsenhower, Joe Stilwell, and other military leaders who ran the 1940's war effort under Marshall in Europe against the Nazis and in China against the Japanese imperialists. On the domestic side it included the head of TVA and the new Atomic Agency setup by president Truman. Gallup said at that time of McCarthy's 38% support in the US following his censure in US Senate by 67-22  -even if it was known that McCarthy killed five innocent children they would still go along with him. Tye writes that in that atmosphere similar to the sense of shock at China's rise and America's loss of manufacturing and falling behind in infrastructure by 2016, in that atmosphere if one told a small lie or big lie it made not much difference in public's penalty or censure, then why not tell a whopper of a lie. This became the ethic for a while in 2016-2024 similar to the period till the collapse of McCarthyism in America by 1957 with McCarthy's death in 1957 and in 1960 the election of John F. Kennedy. What is forgotten is that Richard Nixon a young senator from California was part of the group in Congress, so that in some shape or form it existed and remained part of the Reagan efforts to push back against the Soviets that led to wars in Afghanistan and then Iraq sapping the Nation's energies and resources and with faulty economic theory allowed China to dominate key industries and outspend America in infrastructure investment, creating the kind of shock that led to the second McCarthyist decade under Mr. Trump. ...

Anne Applebaum of the Washington Post points out that after the faltering campaign of Republican Party nominee Fillon, the only serious candidates remaining in the presidential election in France are Marie LePen of the National Front, and the former Economy minister in the Hollande government, Emmanuel Macron. Macron is now the only person with enough popularity to win over LePen's nationalist movement. Macron launched his En Marche movement in 2016 and his strategy is to bring together the centre right and the centre left moderate voters, and voters who favor remaining in the European Union. Older voters in France unlike that in the U.S. and the UK are favoring candidates other than LePen because they fear the impact on the French economy and their pensions from leaving the European Union. LePen favors holding a referendum to decide whether France should remain in the EU. Macron takes an opposite view fully supporting France's role in the European Union. He has not advocated the huge cuts that Fillon has for job cuts in the public sector, and is able to draw moderate centre left voters to his side. A look at the French presidential election in another piece in the Economist magazine shows that further out one goes from major cities in France there is a surge in the support for the National Front. Moderate parties other than the National Front draw support in most of the major cities and urban areas. Another similarity with the UK and U.S> is that more educated voters support moderate parties other than the National Front. As polls have been proven wrong in other elections it is difficult to know what is likely to happen in this election. Unemployment is high in France at 10% with little change since the election of the Socialist Hollande government. Other issues such as terrorism have unsettled French voters, making this election difficult to predict. Voter dissatisfaction is especially high among younger voters who face a high unemployment rate and stagnant economy. Neither candidate Macron or LePen offers a way out of the low economic growth and lack of new jobs. A lot depends on whether French voters are willing to take the risks of a LePen administration and the further uncertainty from a referendum for leaving the EU which cannot enhance the economic prospects of France.     ...

Blake of the Washington Post says president Trump finds himself in the same situation as president Obama, who came into office wanting to scale down the effort in Afghanistan, and early in his presidency signed off on a troop surge under commander McChrystal. Trump in the election campaign expressed strong disapproval of interventionist policies. The deteriorating situation in Afghanistan makes it necessary to make an infustion of American troops- a policy being developed by Gen. Mattis. The change now is to insist vigorously on anti-corruption measures and good governance in return for aid.
