U.S. CFTC head Gensler favored a rule that would require asset managers like Vanguard and Pimco to contact at least five banks when looking for a price on a derivatives contract. The idea was to foster competition among the banks. Gensler failed to get the third vote from Democratic commissioner Wetjen on this requirement and settled for a requirement to contact at least two banks. The new rules for derivative contracts are being set to meet the rule making requirements set by the Dodd-Frank legislation in the U.S.

However as Soble and Choe Sang-Hun in the NYT point out in their report from South Korea, the primary goal of the agreement which should have been to generate goodwill has not been reached. Instead it has brought more attention to focus on this unfortunate event from the war, even to South Korean prime minister Lee's father's association as an officer in the Japanese Imperial Army.

Economic progress in South Asia may finally put behind it simmering political tensions is evident from nature of this proposal on Kashmir by Pakistan. This proposal by President Musharraf is for India and Pakistan to recognize the "line of control" as a de facto border, gradually withdraw troops, and support a new body to run the government in Kashmir. Musharraf say Pakistan then "will have to, yes," give up its claims on Kashmir. The region would have to be given more autonomy to run its affairs. Musharraf would still have to win support from the political parties for this proposal to take shape and be able to control militants in the region who oppose a settlement.

Germany generated 45% of its energy from coal and 25% from renewable energy sources in 2013, according to AG Energiebilanzen. Chancellor Merkel, who as environment minister supported the Kyoto agreement in 1997, announced a plan to cut carbon dioxide emissions by an additional 62 to 78 million tons by 2020. The cuts will rest largely on improving energy efficiency, and with a third of the cuts in the power industry. With the drive to close 17 nuclear plants in Germany, the power industry has increasingly relied on coal generated energy. This is an effort to change this situation. It is supported by German public opinion.

Austria has turned down German requests to close Austrian ski resorts that have cause spread in Europe. The Swiss have also kept ski resorts open. During the summer Croatia and parts of Spain kept open tourist spots to help the economy recover creating the conditions for spread as tourists went back home. 

Beyond this there a complex web of choices. From mental health to hospitals filling up, from jobs and income for service workers to people in nursing homes, all calling for different responses.

Three homes built in Boston to show the potential of passive home construction that are designed with solar panels, heat pumps, wood construction, and modern technology design that minimizes loss of heat in winter and reduces temperature increases in the summer. The cost of the electricity bill for each of these three homes is nearly zero. Passive home construction cost is about 15% more or in this case $1.4 million for homes that would otherwise cost $1.2 million in the Boston area. It may come as a shock to the Egyptian people and freedom loving Arabs and Americans everywhere that Secretary of State Hillary Clinton called the Mubarak government "stable" and "responding to the legitmate interests of the Egyptian people," on Tuesday January 25, 2011. Vice President Biden said on Jan 27, in a night interview on PBS, that he would not call Mubarak a dictator and did not think he should step down. This Washinton Post editorial is strongly critical of the Obama administration for its statements implying that the 30 year Mubarak regime would continue. It says Mr Obama spoke with Mubarak on Friday night and after speaking to Mubarak stated that he would continue working with Mubarak, and not once mentioning elections. The Washington Post says it is dangerous to assume that the energized and enraged people of Egypt protesting on the streets of Cairo and other cities will back down and carry a dialogue with a regime that has repressed every form of assembly and free expression for three decades. It supports the moderate and democratic platform of leaders of the protests and of Mr El-Baradei. This includes lifting of a hated emergency law that bans peaceful assembly, the right to freely organize political parties, and allowing free democratic elections. The Post calls on the Obama administration to prepare for the peaceful implementation of the opposition platform, and telling the Egyptian army without qualification, that violent repression would rupture the rellationship with the United States....

India's National Pharmaceutical Pricing Authority placed pricing controls on frequently used antibiotics including Ciprofloxacin, diabetic drugs including Metformin, and heart medications. It also said it would audit manufacturers to ensure that normal production continues. The pricing authority acts under a 1955 law that requires pricing to be affordable for essential drugs needed by the vast majority of poor people in the country. Some mass consumption drugs are now imported where it is unprofitable to make them in India. In the case of other drugs the volume increases from lower prices increases access to medicines, and the volume makes up for the price cuts. An example cited by the pricing authority is essental antibiotic (especially for children), Augmentin, where the prices dropped by 40% but the volume increases as it became more affordable have more than made up for the price reductions, with overall sales higher than before the price cuts.

Whirlpool shifts 80-100 jobs from its Monterrey plant to an Ohio factory producing machines for laundromats. The Monterrey plant will not lose jobs because it is making more washing machines for the expanding Mexican market. Electricity is cheaper in the U.S. than in Mexico which provides some of the savings. Transportation from Mexico also offsets the higher wage costs in the U.S. of $18-19 at Whirlpool plants. According to Reshoring Initiative- which supports shift back of offshored jobs, the loss of jobs to offshore locations continues but is now being offset by job inflows to the U.S. Some of these inflows that receive less attention are manufacuring facilities being setup by foreign corporations in the U.S. as costs of energy decline and labor become more competitive.
