Leonhardt argues that rationing is rational allocation of limited resources, health care budgets are limited resources even in rich countries like the USA, and if you overpay here you cut somewhere else. Now the cuts that are not noticed he says are in take home pay as employers face increased premiums from insurers. Rationing is taking place all the time with poor health outcomes relative to the cost for poor allocation of resources as survival rate for many diseases are not that much better than other countries. Rationing takes place everyday when patients see doctors only for a few minutes as doctors race to see more patients, and when diseases are not caught early on in the process as doctors do not know their patients well enough. And rationing is taking place as patients simply delay or forego treatments based on the extra cost, or as uninsured get no care. There are so many buzzwords like this thrown around, with doctors, hospitals and insurers and other groups trying to preserve the status quo, even as it is becoming rapidly unaffordable fort the US to be spending so much on health care....

Black Rock CEO Larry Fink says that 100% of its assets is not trading for its bottom line but managing assets as a fiduciary responsibility. Its leverage is minimal, using $20 billion, or less than 1% of its $2.7 trillion in assets. The five key steps are: 1) Increase the power of the Federal Reserve to provide strong and consistent supervision of the larges financial firms. 2) Getting Congress to authorize the government to dismatle large firms to avoid the kind of chaotic collapse that ocurred at Lehman and which worsened this crisis. 3) New rules for derivatives trading and securites built from mortgage loans. 4) Creating anew agency to protect consumers of mortgage, credit card, and other financial products. 5) the administration having a setup to increase coordination with other countries to prevent businesses from migrating to less regulated locations. Speakers at the National Summit in Michigan agreed that the US's traditional role of leadership was slipping away. The causes were attributed to many things including a less than rigorous educational system to a lawsuit happy legal system. The second theme that emerged was that government is not the problem or the cause of what is happening. Beth Chappell, CEO of the Detroit Economic Club said that "a new era of cooperation and collaboration between business and government" is taking place. She defined the needs of the private sector as:, stable and predictable policies that alig with the nation's longterm goals and a policy of leaving the choosing of winners and losers to the marketplace. Another theme at the summit was the opportunity facing American companies as the problems facing the country are addressed and the country heals from the wounds inflicted by the bubble economy.
