Some countries such as France are increasing kilometres of bike lanes in Paris and suburbs. Traffic has dropped in Paris and other cities to a point where people living in cities are looking for ways to preserve some of the good things from the public health crisis such as the quieter streets, less or no pollution, less traffic congestion. Some cities are closing areas on their rever fronts so that people have more room to walk and exercize. Cities doing this are Oakland, Denver, Minneapolis, Chicago and Philadelphia in the U.S., and Calgary, Winnipeg, Vancouver in Canada. Cycling and walking is becoming popular.  In Berlin motor vehicle lanes are being replaced with bicycle lanes in many streets. In Bogota 35 kms. of auto traffic laneshave been converted using cones into bicycle lanes. In March the mayor of Mexico City suggested 130 kms of temporary bicycle lanes. As this report in WSJ shows underreporting of coronavirus cases is a serious problem for Africa, and the figures from Africa's CDC, part of the African Union, do not show the magnitude of the problem. It shows that health workers in places from Yaounde in Cameroon to Dar es Salaam in Tanzania, to cities in Somalia, are reporting a situation quite different from what the CDC shows, with hotspots emerging in some places with little in the way of resources.

Only 1 million tests have been done and half are in SOuth Africa and Ghana. WIthout the testing it is hard to know how many cases there are. Capetown area in South Africa is emerging as a hotspot and hospitals are expected to be overwhelmed within weeks. Officially Tanzania a country with 56 million has 509 cases and 21 deaths, yet this contrasts with reports from health experts. Cameroon and South Sudan are also possible emerging hotspots in addition to Tanzania says this report in WSJ.

In Britain 6500 nursing homes are seen as "not fit for purpose" of elderly care. They are now seen as possibly closing without an investment of $15 billion pounds to make them fit for use. This also shows the neglect of elderly care in countries such as the UK, and the U.S. A clear distortion of priorities when so much money is being wasted in misallocation on the fringes of tech and elsewhere, without money for basic infrastructure and basic services. It also shows a mistaken set of priorities that have taken over in recent decades,a lack of decent respect for people as they get older in life. The Bank of Japan started investing in stocks during the financial crisis of 2009. It has increased its investments in Japan's stock market during the pandemic as a way to boost spirits in the stock market to $400 billion as of Sept. 30, 2020.  Of this $56 billion is a gain in the stock market after Japan's stock market gained 60% from a deep low during the early period of the pandemic. In March Governor Haruhiko Kuroda doubled the ceiling for BOJ to $115 billion for purchases of exchange traded funds.

The purpose of this activity is to encourage risk taking in the broader economy, and ensure prices are rising at a small but steady pace. The BOJ now owns 6% of the total value of the Tokyo stock market. The BOJ does not buy individual funds but invests in the market through exchange traded funds. The BOJ purchases were effective in easing uncertainty and promoting confidence as the pandemic surged in Japan and in the rest of the world.

Small business and farmers are driving a recovery in the Indian economy in the latter half of 2020 after the impact of the pandemic. Rural India with demand from farmers for cars and tractors is also helping build demand. Maruti Suzuki, India's largest auto manufacturer, had sales increase of 10% in rural India vs. 4% overall in the third quarter of 2020. Manufacturing and farm sector are leading the recovery. Transport and hotel, airlines are also seeing an increase in demand. From 2 million in June airline passengers have increased to 5 million in September compared to 12 million before the pandemic. The second generation reforms made by the Modi administration and the many initiatives are expected to boost the potential growth and scale of the Indian economy. Building a strong manufacturing sector and getting foreign investment in that sector is also a critical step to building the economy's growth potential. German chancellor Angela Merkel comes out openly in support of the recommendations for a tougher lockdown made by Germany's National Academy of Science. This would require an end to school attendance Dece. 14, extended Christmas school break, full closure of all but essential businesses Dec. 24, and working from home to the fullest possible way. Merkel made a passionate speech in parliament ro mostly unmasked members. The opposition Alternative for Germany and the Free Democrats were critical of the government's handling of the pandemic which they called a failure with rising cases reaching a total of 1.2 million. Alice Weidel of AfD described Merkel's handling as aimless and grotesque.  Christian Lindner of FDP said the lockdowns had proved to be ineffective. Years of poor funding of public health departments in the US, Europe, and other countries have left public health departments lacking basics, lacking staff and resources. Here the WSJ shows how this has affected Alabama in the southern US. Alabama has the slowest vaccination program in the US with 10,000 doses given per 100,000 population. Positivity rate is very high at 29.1% for coronavirus, one of the highest for positive coronavirus tests in US in the past month of  Jan. 2021.

A large portion of the population of Alabama lives in rural areas. These rural areas are some of the worst hit in healthcare in the US. Since 2009 7 hospitals have closed in Alabama resulting from poverty of patient populations and population loss. This is part of the general erosion of rural healthcare infrastructure across the US in the last 20 years. A problem that now faces the Biden and future administrations. to tackle the problems of rural US communities.

The choice of new Federal Trade commission chairperson shows that president Biden is making a complete break from the Obama era White House and the favor Tech in Silicon Valley had under Obama, says this report in the WSJ. Antitrust probes by Justice Department and FTC are expected to limit power of tech companies. Ms. Lina Khan is new head of the FTC. Biden says "its just wrong" that Amazon pays little in federal taxes. This report says Mr. Obama feted Silicon Valley at a White House festival called "South by South Lawn."  And that 80% of the 334 people registered to lobby for Apple, Amazon, Google last year previously worked on Capitol Hill or the White House. 

Mr. Biden's Families plan and Jill Biden's commitment to education are more in line with the heritage of FDR and Harry Truman, even Eisenhower, presidents who fought on behalf of the working men and women of America.

Elections in December in Britain are rare, with this election in 2019 in Britain being the first in one hundred years. It also poses big risks. There is the flu season, the National Health Service being stretched to provide services, the weather, and voter turnout.  It poses risks for Tories and Labour, and Boris Johnson's bid for Leave seats held by Labour is a bold one that could turn out either way. Central banks for the European Union, US and Britain show slight divergence in their approach to inflation. The Bank of England's Bailey increases interest rates in UK to 0.25% from 0.1% a slight increase to signal its direction more than a serious interest rate increase. In the US Fed chairman Powell indicates an intention to make 2-3 rate increases  in 2022 if the conditions require action. In the European Union Ms. Lagarde of the ECB will taper purchases to 20 billion euros a month later in 2022, and keep interest rates at minus -0.5%. The British pound and the euro gained slightly as a result. 

Supply chain issues and energy prices are a big part of the current inflation increases which were described as transitory by Mr. Powell. The persistence of this inflation led to recent moves by the central bank. At some point these pressures would ease leading to a long term policy approach that pushes for a robust economic recovery.

Krugman points out the major problem in the Republican tax cut legislation in 2017- not enough to help the middle class and adding 1 trillion dollars to the deficit. Krugman says even the Bush tax cuts had enough broad public approval because of help to the middle class. So what is the Republican message and rationale for taking this action? This is that the tax cuts will generate an economic boom . Yet the tax cuts in other countries including Britain, as Greg Ip pointed out in the Wall Street Journal recently, have shown that this does not lead to the boost in economic growth that is expected. Krugman agrees that this is unlikely to happen. There is another rational explanation and this is Republican need for a legislative victory heading into next years midterm elections. This report in the NYT contrasts the 2009 protests in Iran that centred on the capital Tehran and the university with the protests in 2017. The protests in 2009 known as the Green Movement were a political protest against what was seen as the fradulent election of Mr. Ahmadinejad. The protests were from the opposition candidates who thought they had won. This led to the suppression of the movement with harsh action by the government. In 2017 Tehran is quiet. The election of Rouhani as president in 2013 led to a gradual improvement and meeting some of the aspirations of the protesters in Tehran in 2009. This has led to indifference in Tehran to the protests across smaller provincial cities in the rest of the country.  People in Tehran are still concerned about corruption and political conditions. Yet they see the protests from economic conditions in the rest of the country as lacking a clear goal and there is a sense that this could lead to chaos in the country.  ...

On world tuberculosis day the work of Dr. Zarir Udwadia is acclaimed for drawing attention to a resurgent tuberculosis in India through a medical journal article in 2012 for untreatable TB. India has 2.8 million new TB cases annually, 100,000 being drug resistant, according to WHO. India relies on outdated diagnostic tests that miss about 50% of the cases and Dr Udwadia says India needs newer technologies including GeneXpert tests. TB can be easily treated at a cost of $5 with 4 drugs over 6 months if done in time. Wrong drugs, incorrect doses, irregular medication, lets the TB bacteria become resistant causing havoc- leading to taking of 250 injections and 15000 pills treated for upto 2 years and costing thousands of dollars, with the toxicity of the drugs levels creating risks of deafness, blindness, kidney failure, and psychotic conditions. Crowded conditions in slum areas act as an incubator of the disease and infection rates, with 20 people being infected by one patient alone. ...

Paul Krugman points out the problems in rural America that need attention. Integrating rural America faced with problems of joblessness and a sense of being ignored are part of the effort to pull the nation together. Krugman points to economic forces that have pushed the other way. Yet it is the role of government to support farming communities and farmers in what was till the 1950's and 1960's a nation that was both rural and urban. With the rise of tech companies in the last 2 decades problems of rural communities were pushed into the background. 

The founders of the U.S. and the Continental Congress that drafted the U.S. Constitution did this had rural communities in mind in what was then in 1790's a largely rural country. Rural states have the same representation as larger more populous urban states under the U.S. Constitution making it impossible to ignore the rural areas and farmers without damaging the public interest.

As CEO of Khatam Construction Base, 50 year old Saeed Mohammed plans to stabilize the economy and soften the harsh effects of the sanctions of the Trump administration on Iran. The differing biological changes happening in the bodies of men and women as they age, the differences in longevity, how they age and their attitudes to aging are shown here by Clare Ansberry of the WSJ. This is relevant in the context of healthy living and also as both tackle the pandemic. There is a 5 year difference in longevity with men aging faster than women. Some groups of men have a tendency to eat less healthy and smoke than women in general which may account for some of the difference in longevity particularly in the U.S.

Men experience greater inflammation in the blood with aging, and lose anti-body producing B cells in the blood after the age of 65. Significant female advantages are seen in memory after age of 70. A look at protein level changes in blood showed more changes in men than women after age 65. Overall women's biology is seen by scientists as more stable than men's.

Macron worked hard on the European Recovery Fund and getting a $390 billion non repayable aid fund for southern Europe with chancellor Merkel of Germany through tough long negotiations with the Dutch and the Danes. His work with two provincial mayors as prime ministers, the last current prime minister Castex, in fighting the coronavirus is giving him much needed boost in popularity. Throughout his willingness to learn and to try new approaches without worrying about the risks, and his frank manner with perseverance has helped Macron as he navigated unknown waters. After a drop in the polls to about 30% he is now up to 50%, 18 months before the presidential election. This is good for France as strong leadership is needed after the pandemic both for France, French speaking regions, and in solidarity with former French Africa. ...

Researchers at Beihang University and Tsinghua University in Beijing studied how temperatures and relative humidity affected the natural transmission of coronavirus in 100 cities across China, The looked at data on January 21, 22 and 23, before Chinese authorites stopped its spread. They calculated that the infection was more contagious in northern China, with temperatures and relative humidity low, than among the cities along China's warmer and more humid south east coast. Their conclusion- high temperature and high relative humidity significantly reduce the transmission of coronavirus. The researchers are funded by the National Natural Science Foundation of China. Researchers at the Institute of Virology, University of Maryland, have found that the consistently similar weather across the Northern Hemisphere between 30 degrees latitude and 50 degrees latitude north, running through China to South Korea, Japan, Iran, Italy, France, provides temperatures of between 5 and 11 degrees Celsius (41 to 51 degree Fahrenheit, with relative humidity between 44% to 84% and low specific and absolute humidity.
