Areas in the "too big to fail" part of Dodd-Frank U.S. financial reform legislation where work remains to be done to prevent a future crisis include: the creation of living wills by the largest banks so that they can be dismantled in an orderly fashion, and the designation of which banks are systemic risks by the Financial Oversight Stability Council. The FDIC and the Federal Reserve have yet to finalize the rules for creating "living wills" for large banks. The rules are expected to be finalized by fall 2011. The FOSC is working on the designations and what criteria to use for selecting the non-bank firms that pose systemic risks. Progress has been made at the FDIC by finishing several rules for implementing a new system to wind down a large failing bank. The FDIC is hiring staff for a new office that focusses specifically on large complex financial firms. Fed Governor Daniel Tarullo has led the effort for higher capital reserve requirements for U.S. banks, requirements that would be closer to 14% for capital reserves. In an editorial on June 16, 2011, the Wall Street Journal said that if the Federal Reserve is serious about controlling systemic risk then it should support capital reserve requirements of 14%....

President Biden has asked for $18 billion for child care stabilization, the children's infrastructure of today. Republican controlled Congress is not responding. Nationwide 16000 childcare providers closed their doors across 37 states in 15 months of 2020 through March 2021. Childcare givers in the US make less than parking attendants, says this story in The Washington Post. Federal grants provided help in Wisconsin and other states, but this money dried up and more childcare centers have closed. This is the soft infrastructure that America needs and is so crucial- for its children and for mothers and fathers. The losses reverberate through local economies. And it disrupts parents, especially mothers ability to work.

How will it be financed for its role in bringing Britain to the world as it did since its founding in 1932. Many parts of the world depend on radio, and on BBC broadcasts for information, more so as propaganda and disinformation fill the airwaves and print as the BBC and VOA make program cuts and management changes. In March 2025 most of VOA's staff was placed on administrative leave and $153 million was allocated for shutting down VOA. The US Congress opposed the idea and allocated $200 million a reduction from about $260 million in 2024 for VOA, and $644 million for USAGM US Agency for Global Media. Experts compare the performance of two states with thriving economies California and Texas, but run by governors who are different, one passionately liberal Democrat and the other passionately conservative Republican. The Texas economy is slowing following the drop in oil prices. The Dallas Fed has lowered the forecast for growth in Texas to 0.5%-1% from the 1.5% rate projection. This compares with a growth rate of 3.4% in 2014. During the economic downturn following the financial crisis of 2008, Texas was lucky to have laws that prevented the kind of housing bubble that happened in California. It also benefitted from high oil prices. California has recovered from the worst effects of the crisis with unemployment dropping from 12% in 2011 to 6.3% in 2015, and half million jobs added in the last 12 months. Many of the jobs are in the higher paying tech sector. Critics point to the weakness in education and lower paying jobs in Texas. Texas has diversified ite economy since the 1980's, with about 13% of the state's GDP from the oil and gas industry in 2015 compared to 19% in the earler period. ...

What are the implications of the restructuring at GM and Chrysler for the American car market? Market share at GM dropped to 19.3% in the first 4 months of 2009. Says Consultancy Caesa Shapiro Group, the market will become more competitive, with about 15% of the market up for grabs depending on how many GM and Chrysler dealerships are eliminated. THis is based on Caesa's numbers of 14-15 million for the American automobile market compared to the 17 million car year. But the current market is at 9.5 million cars a year so Caesa's estimate may be on the high side even when the market recovers. Which means competition will be intense for the much diminished market in the USA. Deloitte Consulting says the suppliers will benefit as they will be dealing with auto companies whose relative market share is at more equal levels for companies like GM, Toyota Ford and Honda. Supplioers will also be dealing with companies that have better financial position compared to the situation in late 2008.

The heat wave in India is hurting agricultural production in India. Production losses for wheat could range from 6% to 10 or 15%. The mango crop is hit hard with losses of about 70% and quadrupling of mango prices. Mangoes are part of the identity of India and mango farmers get a new high from a bumper crop. It is a serious problem when big banks such as JP Morgan Chase offer 1-2% in interest on deposits when the Fed has increased market rates to above 5%. The average for all banks is only 0.73%. Consider that JP Morgan Chase made $14 billion in profit in 2022. This reduces the interest earned by the vast majority of average Americans who have savings at American banks and reduces their wealth further increasing inequality in the US.

China takes a different approach to the stock market declines on August 24-25, 2015, after the earlier failed interventions in July and early August called into question the transparency and integrity of the financial markets. The main Shanghai index opened 6% lower on August 25, and ended down 7.6%. This time the government let the market find its own level. Li Jiange, vice chairman of state owned investment company Central Huijin, wrote in his blog post that "The trade volume of the market can reach 2 trillion yuan ($300 billion) a day, which means if it collapsed no one could save it...The issues of the market should be handled by the market itself." In July and the early part of August Central Huijin was reported to have intervened to support the market. On Aug. 14, the China Securities Regulatory Commission (CSRC) stated achange in policy to intervene "only when the market changes dramatically and introduces systemic risk." It is important to note that even with the 40% decline in the market index since June 2015 peak, it is still up 35% compared to the prior year....

Portugal leads the world in developing soccer players, no country has hundreds of soccer professional players all over the world. A country of just 10.3 million, the defending European champion, it has 292 professional players in 45 countries. Even Italy, another soccer crazy nation has only 105 pros abroad. Much of the development of soccer players from a very young age happens at sporting clubs Benefica, Porto, and Sporting. They act as scouts, finishing schools after rigorous practice, and places that transfer players to other clubs, all put together in one place with large soccer academies. The uniformity of coaching, and the primacy of soccer as a sport helps Portugal dominate soccer in a way that is not reflected in its size. Soccer fields in all directions is what you see at Benefica's training facilities in Portugal. 10 soccer pitches are not enough for the director of Benefica's youth academy. 10 different teams of exciting preteens to Portuguese pros need to practice every day.  Christiano Ronaldo was found at Sporting, Ricardo Carvalho at Porto. One boarding school at Benefica has 89 students who do their academic studies at the club and play soccer, attend classes in the morning and play in the afternoon. There are 3 different teams under 14. A pathway puts some of them into the senior squads or for them to become attractive enough to draw a large transfer fee outside Portugal. Five different talent centers and 200 people search for talent by watching under 10's or 12's play soccer games. Once they are chosen they move to Seixal, outside of Lisbon for training. The clubs essentially create value through selection and training for years in soccer academies within the clubs. The clubs support their activities by having a lower cost way to access talent at home, and by generating the hefty transfer fees. Since 2014-2015 season the surplus for Benefica is about 540 million euros. Costs are in the eight figures making it possible to generate a profit by having a sale of a few good players to lower profile teams such as Israel, even if they are not at the level of the top players in the Champions League.  ...

The American government said that it would deny entry to foreign citizens who traveled to China in past 14 days, and American citizens returning from Hubei province, china, will be quarantined for 14 days. Major airlines have stopped flights to China. Nothing like this has happened before. Donald Trump's campaign and the Republican National Committee raises $64 million in July 2016 through a digital and mailing effort that helps to bring in a large number of small donations- about two thirds of it. The fund raising effort for Trump brings a total of $82 million in July, just short of the $90 million raised by Hillary Clinton that month. Much of the digital fund raising effort was made possible by efforts made by the RNC to improve its mailing lists since the last presidential campaign. Many of the Trump donations are made from the Trump website buttons of $10, $25, $50, and by an offer to match this with Trump's own personal finances. Hillary Clinton is also ramping up her fund raising. Trump now has $74 million on hand, up from $1.5 million at one point, and Hillary Clinton has $102 million. For the Trump campaign that was far less organized than the Clinton campaign, this is an effort to catch up, though this comes quite late in the campaign with only 3 months left; with advertising rates higher, and not enough time to invest in digital and campaign infrastructure.  ...

The WSJ cites polls in Italy Feb. 8, before the two week blackout prior to elections on Feb 24-25. The polls cited show the Centre left PD coalition of Luigi Bersani at 35% of the vote, the coalition of Silvio Berlusconi at 28%, the centrist Monti parties at around 10%, and the surging Five Star Movement of Beppe Grillo in a range around 20%. The Monti centrist parties are facing difficulty because of the austerity measures taken by Monti's government in 2012. The Economist cites higher figures for the Monti centrist parties at 14% and puts Grillo's party at about 15%, showing the variations in poll figures. WSJ cites figures showing undecided vote at about 20% of voters, about 5 million voters being undecided. Voter turnout is also a factor, with less than the 80% voter turnout of 2008 expected in the current vote. The regional vote which determines the composition of the Senate shows Grillo likely to lead in Sicily, and the vote divided evenly between the PD party and Berlusconi's coalition in Lombardy. The best outcome for the eurozone is one in which the PD party wins, but not with a majority large enough for it not to need the support of the Monti centrist party, which is supported by Italy's business community and favored by the EU and Germany. ...

Gregory Zuckerman report in the WSJ on Jan 15, 2008 commented on the bets against housing that netted $3 billion to $5 billion for a financial firm that bet against subprime mortgages at the right time. It also commented on Alan Greenspan who joined the firm as an adviser after engineering a period of low interest rates that created conditions in the housing market for such speculative boom bust behaviour. The 2009 financial crisis marked a period of 10-15 years when the US lost its competitive advantage against China as a result of such speculation and poor leadership at the central bank. And leadership from the Reagan presidency in 1980 through 2009 that defunded infrastructure, manufacturing and public goods services in favor of deregulation and financial firms.

A ZDF poll in Dec. 2016 shows 64% of the German people support chancellor Merkel's decision to run for fourth term. Of CDU supporters 89% support Merkel. If the election were held today CDU/CSU would win 36%, SPD 21%, Greens 11% and FDP 5%. Schulz is a lot more popular than Sigmar Gabriel in the SPD. The US economy declined by 0.2% in the second quarter of 2022 or 0.9% on an annualized basis. What does this mean? NYT provides a look with a breakdown of where this comes from. Business and residential construction went down by 11-12% as they are interest rate sensitive sectors and the Fed has raised interest rates by 0.75 of a percentage point twice in 12 months. Yet consumer spending was holding up and increased by 1% in the second quarter. 

Fed chairman Powell told a conference yesterday that he still sees a pickup in spending in the second half of 2022 as buyer balance sheets are good, the labor market is strong, and wages are increasing.

The NYT's Kristof gives this exceptional report on the use of cancer causing chemicals all around us in many consumer products. With the increased use of chemicals has come the tripling of asthma rates in the last 25 years, leukemia up by 1% a year, increasing obesity, and breast cancer rates increasing from 1% in 1975 to 12% today with only some of it from better detection. Doctors at the Mt. Sinai School of Medicine in New York, say American girls who had puberty at the age of 17 in 1800, now have puberty at the age of 14, even 12. Earlier menstrual cycles increase the risk of breast cancer because of increased exposure to estrogen. Studies show exposure to pesticides, PCB's and other cancer causing chemicals increase the risk of cancer, and a link to early puberty. Asian women moving to the U.S. are also experiencing higher rates of breast cancer as they move to societies with higher use of chemicals in daily life, say experts at Mt. Sinai. Poor eating habits and lifestyles with less exercize are also to blame, but chemicals also play a role. Americans are moving towards shunning packaged processed foods for fresh food in their diet, and more are learning the benefits of regular exercize, but the same degree of public awareness is lacking for the extensive use of chemicals in our consumer society. In other societies around the world that are copying us such as in China, India and Brazil, the situation is even worse, with the spread of a reckless idea that modernization requires jettisoning health safety concerns. Even a simple pizza box has PFAC's chemicals made to make the box resistant to grease. In 2015 where products are labeled environmentally friendly by large companies to attract buyers and build the right image in the minds of consumers, consumers asking questions and making better choices make a difference by offering a seal of approval. Carpets have chemicals, and most disposable plastic containers contain chemicals that could seep into the food if heated. The use of plastic containers and microwaves is common practice in todays society, where less cooking is done on the stove than in the period before 1960. The sheer size of the chemicals developed since 1950 is staggering- more than 80,000 chemicals according to the Children's Environmental Health Center at Mt. Sinai. And this Center says less than 20% have been tested for toxicity. ...

This acts as a offset against the $13 billion legal settlement with the Justice Department. A big problem is that the spread of the variant B.1.1.7  from the UK started in clusters earlier in February. It now has spread to the general population. India has seen a surge in the past 5 days and public health officials are learning from this experience in Europe and the US. The focus  should be on micro containment zones, prime minister Modi told state chief ministers in a virtual meeting on April 10, with screening, testing, tracking, and that health officials should not let higher numbers affect their persistent effort to screen, test and track as with the unceasing effort the results will come. ...
