Ford and GM employ 120,000 workers in Europe and sell roughly 4 million cars there. GM sold nearly a fourth of the 9.37 million cars it made worldwide in Europe in 2007. And 60% of these cars are small cars like theFocus and Fiesta in Europe for Ford and the Corsa and Astra in Europe for GM. The presence of a gas tax may be what makes Europeans choose smaller cars as gasoline is expensive in Europe. What makes them profitable in Europe is they are generally sold with all the features of bigger quality cars and command higher prices so that small does not mean cheap. But is there any reason that given the experience of Americans with gas prices, and a culture of energy conservation among younger and newer customers. apossible gas tax that funds public transportation projects, and the poor state of household finances, that the better appointed smaller cars that are popular in Europe cannot make their way into American homes. Former Louisiana fovernor Bobby Jindal comes under severe criticism from the Washington Post for policies it says hurt the poor by turning down federal Medicaid funds under Obamacare, for using rainy day funds, and cutting spending on education and other needed programs in the state. It says Jindal pursued Grover Norquist's no tax pledge leading to spending cuts in the state and budget gaps, merely to appeal to voters in the GOP presidential primaries. Jindal's appeal to Republican voters actually fell sharply because of unpopular policies and he did not qualify for participation in the presidential televised Republican debates. Republican voters turned to outside candidates such as Trump, Carson and others.

Inida' slowdown from 9% to 6.7% growth rate is mainly the result of lower private consumption says the Economis, as the contribution to growth of private consumption dropped by half in 2008. Which is why it sees the handouts to consumers through tax cuts and welfare spending making sense in the short run, even as India's finances are stretched. After a 36% increase in government spending in this budget, the fiscal deficit is estimated to be 12% in 2009, including "off-budget" items. Increasing the efficiency of the fertilizer subsiies by putting it directly in farmer's hands instead of fertilizer makers is a priority, as this takes up 1.5% of GDP.

This editorial in the WSJ finds problems in the policies of the Tories and the Labor Party before the parliamentary elections in Britain in May 2015. It says Chancellor Osborne hurt lower income families disproportionately by raising the value added tax from 17.5% to 20%. Lower oil prices are lowering prices for middle and low income families, not the policies of the Conservative Party, it points out. Not much has been done to increase housing supply, with housing costs taking up about half of a family's income in some places. It finds little comfort in the targeted subsidies of the Tories, or the minimum wage ideas of Labor.

Michel Sapin faces the challenge of convincing the EU and Germany that France should get more leeway for tax cuts and other measures to boost the economy and lower unemployment. The Indian public from retired businessmen, farmers, students, and the press are coming out in support of anti-corruption leader Anna Hazare's call for effective legislation to control corruption of public officials in India. This comes after a number of corruption scandals and lack of action from the Congress government. The government's bill in parliament - introduced after pressure from public opinion- sets up an ombudsman or Lokpal agency, which would exclude from its jurisdiction the very public officials over whom it was meant to exercize oversight. Under the government's bill the prime minister, the public officials in the bureaucracy and the judiciary would be excluded. This has set up a confrontation with an increasingly exasperated public, with Hazare's protest fast in central New Delhi as the catalyst for protest across the country. The Prime Minister Manmohan Singh told parliament that he sees it as an issue of parliamentary sovereignty, as Hazare's protest is for a version of the bill that he has drafted to be adopted. But the public's sense is that Hazare is only responding with his own draft of the bill because of the government's effort to make only a token effort by not giving the anti-corruption body the powers it needs to function effectively. The response has brought thousands of demonstrators from around the country to Tihar jail where Hazare is being held by the government after his arrest. The situation is reminiscent of the protests against the British imperial government by Mohandas Gandhi, and in this sense has serious implicatons for how the country is governed. Corruption was prevalent in India during the days of the license Raj in the period 1950-1990 when business needed government permits in the closed economy of the Nehru period, and corruption existed in the bureaucracy in its delivery of public services. Since 1990 as the economy opened up and the growth rate increased corruption at all levels of government has in some ways increased and become embedded in the bureaucracy and government. This hurts the poor and the middle class the most, as corruption acts as a tax on the delivery of public services and infrastructure development, both badly needed in an emerging market country....

David Brooks calls the agreement reached Jan 1, 2013 on the fiscal cliff inadequate. He puts the blame on voters. On the Medicare couple that takes out more in benefits than it puts in, taking $343,000 out in benefits, while putting in $109,000, according to the Urban Insitute. The politicians are simply following the voter preferences of deferring the hard decisions. Taxes have to go up at a lower threshold than $400,000 says Brooks, and spending cuts need to be made.

G.E. reported profits of $5.1 billion from operations in the U.S. in 2010. Its American tax bill? G.E. paid no taxes, claiming a tax benefit of $3.2 billion. G.E. does this by lobbying for tax breaks, aggressive strategies for reducing taxes including concentrating its profits offshore, and innovative accounting. G.E. has a large tax department, which some call the nation's largest tax law firm. Other firms are following the same practices The corporate share of the U.S. tax receipts has fallen steeply over the years- down to 6.6% in 2009 from 30% in the 1950's. This raises all sorts of questions in the current budget deficit situation facing federal and local governments.

Canada's Bombardier based in Montreal launched the C series in 2008 to develop aircraft to compete with Airbus 320neo and Boeing 737 MAX, narrow body commercial airplanes. After cost overruns and delays Bombardier has $9 billion of long term debt and its financial condition deteriorated to the point where it needed a $1 billion loan from Quebec government in 2015. About 40,000 workers in Quebec are in the aerospace industry. In 2018 Airbus acquired a 50.01% stake in the Cseries program to provide marketing muscle because sustainablility became a marketing issue in Bombardier's severely weakened financial condition resulting in weak sales. Quebec government holds 16%, Bombardier 34%. Now Bombardier is planning to sell its stake in the A220 jet program to Airbus to cut its debt. Airbus will cover $350 million in losses for 2020. It is also negotiating to sell its core jet division to Textron Inc. The ambitious strategy appears to have failed for Bombardier as Airbus takes control.     ...

U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

What is not thought possible, water poverty in America in 2020, in this Guardian report, as millions of ordinary Americans face increasing bills for running water in their homes. More than 4% of household income for water bills annually is considered unaffordable and more than 6% for energy. This is more important today as coronavirus makes running water essential for fighting the pandemic. The source of the problem is aging infrastructure, environmental cleanups, changing demographics, climate emergency. Cities include New Orleans, Santa Fe, Cleveland, Fresno, Tucson and Austin where low income residents face rising costs and water shutoff or even lead to homelessness from unpaid bills. It also is a problem in places such as San Diego and Seattle, with 13% of low income people in Seattle struggling to afford water. Federal funding peaked in 1977 and has fallen since leaving local utilities to raise the money for infrastructure and upgrades for chemical contaminants, and other climate issues. About 90% of these local utilities are really municipally owned at the city level and a few large companies. At least $35 billion is needed for water upgrades for infrastructure and quality each year for 20 years- $700 billion. WIth these kinds of needs America has no room for foreign wars in remote places, and no room for offshoring its vital industries that removes the tax base for cities and states and the federal government affecting not just jobs and livelihoods but the very basic infrastructure itself.  ...

Feldstein says GDP growth was smaller than the 1.8% that was reported for the 1st quarter of 2011, because two thirds of that 1.8% went into business inventories and not for sales to consumers or final customers. This means final sales growth at an annual rate of 0.6% and actual quarterly increase of 0.15%. With mostly inventory investment and not much response from the consumer he says business cannot be persuaded to hire and invest. A closer look at the numbers shows the growth was in February and March, with declines in April for real wages, durable goods orders and manufacturing production, existing home sales, and in real per capita disposable incomes. Feldstein sees the Obama administration's failure in several areas. The stimulus could not make up in size and structure for the loss of annual consumer spending of $500 billion and loss in housing construction of $200 billion. At $300 billion in 2009 and $400 billion in 2010 it was not enough to fill the huge gap presented by the financial crisis. President Obama allowed the Democratic leadership in Congress to put together a package that while adding to the deficit added less than a dollar to GDP for every dollar of stimulus. The stimulus lacked punch for economic growth as it consisted more of transfers to state and local governments, transfers to individuals, temporary tax cuts for low income people etc. The lack of a plan to reduce the deficit by creating higher uncertainty about future tax rates and interest rates has hurt the economy. The President's health legislation with the cost of $1 trillion over 10 years diverted much needed time, attention and bipartisan goodwill from the core issues of unemployment and the deficit. The Obama administration also did not tackle the housing issue as suggested by Feldstein with specific proposals in the first year of the Obama administration, with very little done to reduce the millions of foreclosures that have kept housing in a prolonged slump. ...

France's finance minister says the government will focus on growth and set deficit targets that will support growth. There is a feeling in the business community that France has reached the limit for tax increases. The government has given up the goal of reducing the deficit to 3% of GDP in 2013. The government says the deficit will be about 4.1% in 2013 and 3.6% in 2014. Economic growth is expected to be only about 0.1% for 2013, and 0.9% for 2014, lower than earlier forecasts. Muscovici has said the French are fed up with higher taxes, and he is looking for savings in spending. About 15 billion euros of savings are planned in the 2014 budget from ministry expenses and healthcare spending. Extra taxes of 6 billion euros planned for the 2014 budget will now be cut to 3 billion euros. To increase growth it is necessary to stabilize taxation and give business a clear picture for 2014-2015.

One in six dollars generated by the U.S. economy goes to pay for health care, almost twice the average for rich countries. It hurts America in many ways; by being a burden on the taxpayer when it comes to Medicare and Medicaid paying for the poor and the elderly, on companies being one reason GM went bankrupt, it eats up federal and state budgets, rising costs make any form of future coverage for all unsustainable, and it robs other priorities such as infrastructure building and other national scale investments. The Economist says that if it had to design a system from scratch, it would go for a system based mostly around publicly funded health care. For the uninsured the solution of an employer mandate is now well accepted, so this is not an issue. What is an issue is how to make the new system affordable? Here the Economist says that whether in stages or in one move, the tax deductability of employer paid health insurance, which is costing the U.S. government $250 billion ayear, has to go. It is necessary to remove this deduction, and its something all interests involved will have to swallow, as other savings are smaller and will not be adequate. The deductability of insurance makes the true cost of insurance transparent, so it supports gold plated insurance. This does not make cost control the pressing priority it needs to be. So the deducatability of employer paid health insurance hurts both ways. The other necessary action is in the area of moving out of the current culture where most doctors work on a fee-for-service basis, where the more tests they prescribe or procedures they perform the greater their incomes. This acts as a perverse incentive, and has aruinous effect in mushrooming health care costs in America. Cutting back on unnecessary tests and procedures, and prescriptions , would save 10% to 30% of health costs says the Economist. And it says this has been proven with the Mayo Clinic in Minnesota and Kaiser Permanente in California showing that cutting back doesn't hurt care and outcomes., so much so that cutting back would occur along with improved outcomes. But Americans with employer paid insurance just take things for granted as its not much out of pocket expense for them. THis creates the lack of a force for controlling costs even as employers are shouldering abigger and bigger burden, and the employee who thinks he is doing fine actually is seeing more of his salary dollars going to pay for his health insurance. In a way the consumers of health care are stuck with the perception that they are not somehow paying for these mushrooming costs and too manytests, procedures and prescriptions. This perception leads them a false sense of comfort with the system they are in, and a fear of something new fanned by the medical lobbies, that any change will impact users negatively. This makes the whole discussion on health care or the process of finding solutions to become an exericize in which terms like "rationing" and "choice" play a distorting role. ...

Even though China has one of the largest stimulus programs, it hopes to keep its budget deficit down to 3% in 2009. But this does not correctly reflect the true cost of the stimulus program, as much of that cost is taken on at the local government level. Of the stimulus two year $585 billion investment program only one fourth is reflected in China's formal budget. Stimulus projects get quick approval and a partial financial contribution from Beijing with the local governments having to come up with the biggest share of the funds. As China's tax system channels most revenues to Beijing, the local governments are seeing an explosion of debt. These are liabilities not on the books but having the indirect support of Beijing. Without this local government debt China's total state debt is closer to 35% of GDP than the 18% shown in official numbers. See graph. And the government budget deficit will be about 4% of GDP in 2009 according to Deutsche Bank economist Jun Ma. Even before the stimulus local government debt was large, at about four trillion yuan, equivalent to 16.5%of GDP, as estimated by the Research Institute for Fisal Science, the think tank of China's finance ministry. In the first quarter new loans by state banks for infrastructure projects to government backed companies was 895 billion yuan, or 22%of the national stimulus package. Local corporate bond issues indirectly backed by the local government, totaled 102 billion yuan for Jan-May 2009. The government hopes that with economic growth and growing tax revenues paying back these debts won't be a big problem. ...

Intel and its shepherding of wireless technology that beats fixed line broadband. The effort at Intel is led by Sean Maloney. And Intel has signed up Nokia, Samsung, Sprint and other key players to its effort to develop and promote wi-max technology for wireless. Its a sure bet for emerging market countries where wireless makes sense. But its also making sense for the US and other developed countries. Still hurdles remain and 2009 will be a critical for Wi-Max.

One reason Republicans and Democrats are looking at taxes paid by business is that some corporations are paying very low taxes. This report in the WP cites GE's annual filing showing GE (General Electric) paid a low of 4.2% in taxes in 2013. By plugging tax loopholes U.S. president Obama's budget proposal for 2015 would raise $276 billion in higher taxes from these large corporations for overseas earnings over the next decade.

After years of monetary easing under former Fed chairman Ben Bernanke to boost the economy since the 2008 financial crisis, the Fed plans to modestly increase rates in December 2015. The broad measure of unemployment including part-timers and discouraged workers dropping out has fallen from a high of 17.1% to 9.9%. The economic recovery is still slow and inflation below 2% for a long period, letting the the Fed set a very gradual trajectory for raising rates to accomodate downward pressures on the economy. GDP growth is lower than in previous recoveries, and after tax incomes adjusted for inflation up 1.8% in this recovery compared to 3.3% in the three previous recoveries.

After making headlines the issue of TikTok is no longer making news. Here is what has happened since- TikTok took the case to the Supreme Court after the Biden Administration's effort to bring it under US security with American ownership. The Supreme Court ruled in favor of the government. Social media helped Republicans and DJT in the election. DJT wanted TiTok to be an American company if it was to operate in US. China was opposed to this and would not allow ByteDance the owner of TikTok negotiate this-leading to an impasse. The DJT administration worked out a relationship  with China by September 2025 following tit for tat tariffs in May 2025. Xi's strategy was to put rare earths on the table after it had gained a 90% monopoly on rare earths processing technologies and supplies. Some supplies include a site in Greenland, so that the Greenland issue as opponents of US acquisition have made appear is not fiction. DJT Administration pulled back and negotiated a deal with China but realized how the US had left key gaps in its security which is why the Greenland issue came up in 2025. Similar to how Democrat president Harry Truman had done as the Soviets expanded influence in Greece and Turkey by 1948. Little of this making it to almost the entire US press and the entire European press, including Democrat Harry Truman's 1947 offer of $100 million ($1.5 billion in 2026) for Greenland, rights, title and ownership similar to Alaska purchase by Seward, and US Virgin Islands purchase in 1916 from Denmark.   The deal makes TikTok an American/ China investor run company with Byte Dance ownership of 20%, Oracle 15%, Silverlake US equity firm 15%, Abu Dhabhi (UK type) MGX 15%, and prior investors 30%. Prior investors are General Atlantic, SIG, Steve Case's Revolution with JD Vance having equity, Dragoneer, NJJ Capital. The company now valued at $20 billion based on 200 million US users. Yet this does not address the dangers and damage done by social media hours for youth in the US, endless hours from education shifted to phones and social media videos. Australia has banned it for under 16 year olds, UK parliament has voted to ban, French parliament has also voted for a ban, China has strict rules that protect its youth for use specifying hours and restrictions, leaving the US and India, Brazil vulnerable to dangers of social media. Strictly speaking You Tube is considered as social media even though it serves an information function, Facebook and TikTok are where a lot of the damage to education takes place in social media. US is entirely leaving its young people especially women unprotected. Once the fentanyl issue is tackled attention will again focus on these dangers to creating good citizens in the US  with civic education if democracy is to be preserved, something endless numbers of lobbyists- which even in Teddy Roosevelt's and FDR's, JFK's days have opposed- will again oppose.     ...
