India moves ahead with the the purchase of $5 billion S-400 long range surface-to-air missile system from Russia durinf president Putin's visit to New Delhi. Delivery of 5 of the systems will take place over 2 years. India hopes to have a transaction specific waiver for the purchases as the U.S. is placing sanctions on defense purchases by countries from Russia. U.S. sanctioned China in September 2018 for its purchases of 25 Sukhoi jet fighters and S-400 missile systems from Russia.

India has set a goal of diversifying its arms purchases. From 79% of arms purchases sourced from Russia, the figure dropped to 62% in 2013-2017 compared to the preceding 5 year period.

India and Russia have set the goal of expanding bilateral trade from current $10 billion in 2017 to $25 billion  by 2025.

This is also what Europeans in France and Germany, and Britain, are seeing on news, video and on television.  The last peace initiative stalled after the hopes raised from the Alaska meeting of Putin and the US president. Efforts to get the Russians on board with US envoys in Moscow fail when the European leaders are absent in the talks, and when Russia insists on the 20% of the Donbass and eastern regions it does not control, and limits on Ukraine defense. Ukraine modifies the proposals and Russia insists on territorial concessions. A report in Germany's DW.com from Ukraine calls this "absurd." A new element emerges in this conflict in December 2025 when one sees this in the context of European history where such struggles between European powers happened repeatedly since 1500, with some of them in the period after 1700 involving Russia, Sweden, Denmark, Britain, France, Spain, Prussia and rest of Germany split into many states. That pattern has relevance today because when one power whether France, Austria-Hungary or Russia became dominant the other European powers acted together to keep the balance in Europe.  ...

He was not deeply involved in the decision to not follow up on the president's "red line" remarks on Assad. He was seen as too laid back as the Iraq and Syria conflict flared up. The military establishment did not want to see the loss of gains made in Iraq and pushed in one direction, whereas the NSA team was pulling in another direction, and Hagel's recent memo to the NSA advisor expressed the frustration that action was too slow. Senate Majority Leader Mitch McConnell says he doesn't yet have the necessary votes to stop Democrats from calling for witnesses. Democrats want former presidential National Security Adviser Mr. Bolton to testify under oath about the president's motivations for freezing aid to Ukraine. During three day of presentations by Mr. Trump's defense legal team the focus of Pat Philbin and Alan Dershowitz was on the actions of the president on Ukraine policy not rising to the level of Abuse of Power and Obstruction of Justice that Democrats in the House have presented as the 2 Articles for impeachment. Earlier the White House legal team put the focus on Mr. Biden, and his son Hunter Biden's role in the Ukrainian company Burisma as a board member. Burisma was being investigated for corruption by Ukrainian prosecutors. Much of the defense presentation recalled the effort during the early days after the Civil War to impeach president Andrew Johnson simply because Republicans in Lincoln's party did not like Mr. Johnson's views on Reconstruction of the South, and his dismissal of Mr. Stanton, the Secretary of War. That effort failed because it lacked one additional vote needed for a two thirds majority in the Senate. Republicans say not only are the president's actions on Ukraine calling for an investigation of the Biden's not an impeachable offense as "a high crime," but also that Democrats dislike of Mr. Trump just as Republican dislike for Mr. Johnson was lowering the bar for impeachment by making malleable charges. They argued that one of the country's founders Mr. Mason even rejected the idea presented to him that "maladministration" as grounds for impeachment should be put in the Constitution for the very same reason, that it was malleable to a preconceived notion of what is wrong. Four Republican senators Gardner of Colorado, McSally of Arizona, Tillis of North Carolina and Collins of Maine face tight races in upcoming elections, and may decide in favor of a compromise for the calling of witnesses. This would allow Republicans to call Mr. Biden and Hunter Biden to testify, and Democrats to call Mr. Bolton to testify on his views expressed in his to be published book that the president withheld aid to Ukraine because he felt that corruption needed to be investigated.   ...

Without the capital and technology needed and lacking the knowledge for development of industry on an American scale this kind of leadership failed to deliver on the aspirations of the people in the same way that Mao's experiments with the Great Leap Forward in India and Great Proleterian a Revolution failed to deliver in Beijing, Canton and Shanghai for China.  ...

The Nixon Mao meeting of 1972 now seems a very long time ago. Little is mentioned here in this WSJ report on what was happening inside China in 1972. The Great Proletarian Cultural Revolution had severely divided the Communist Party. This was followed by the Lin Piao episode in which the defense minister clashed with Mao leading to a complete loss of confidence in the stability of the leadership. China sought the meeting and Chou-en-lai, premier and Mao's minister for foreign relations, was eager to seek a new relationship with the US. The period 1960-1970 had pushed China back 10-20 years in its effort to develop an industrial economy.  The event is presented as one in which the two countries were meeting at the same level after the Korean War, which was not the case. This report says it was the $3 trillion in US and foreign investment that helped an economy the size of India in 1972 to emerge into what it is today, much larger than India. This report goes on to cite Foreign Affairs and other authors who write that Mr. Kissinger and Mr Nixon saw this as a self-promotional event in contrast to the situation Chou-en-lai, the Chinese premier faced during that difficult time in China's history. ...

As the FT notes in a separate story the problem is that there are too few businessmen with the capacity for execution, managing debt capital effectively, and vision for areas in which there is huge unfulfilled demand in India such as electricity (thermal power plants) and renewables  (solar), logistics (ports modernization). To achieve the 450 GW goal for India in renewables Modi still needs execution and speed, to bring electricity to every home thermal power based on coal. The speed with which this Indian company managed the shift is also rare. Another company accomplished similar goals in connecting India in 4G- Jio.  This FT report looks at how this Indian company was able to navigate the seas and rocky shores as it built up debt of $30 billion. During the pandemic this venture spirit continues with the help of companies such as Total of France which acquired a 20% stake in Adani renewables. With such investments the French have a stake in renewables, defense an other areas of the Indian economy, as India pursues global finance to fund its development, a commitment to India's resilient development renewed by Mr. Macron of France this week and to be renewed by Mr. Biden in his meeting with the Quad 4 countries on September 25. ...

The US now leads a new 12 nation economic alliance meant to advance the 4 pillars of digital economy, supply chain renewal, defense, and transparency plus good governance. The alliance includes partners Japan, South Korea, with Australia, India and Indonesia and other ASEAN nations. Joe Biden's efforts to rebuild the American economy are getting so little mention in either the NYT or WSJ or elsewhere that Biden writes this article in the WSJ to share what he has done for the American economy, workers and families in the US since 2020. It comes at a time when the US is being challenged in not only chips, science, defense, but also at amore basic level as education and healthcare, public services. Only one third of American children in 8th grade can pass NAEP test reading comprehension yet much of $346 billion going into ventures in 2021 is being wasted as America's capital allocation system and capital markets fail to serve the American people is shown in today's WSJ pages. The scale of what can be done with the right amount of capital going into the right places and not the wrong places and with determination to rebuild can only be imagined- Mr. Biden says here that additional $2.5 trillion can be reduced in the deficit by "cutting the wasteful spending on special interests and ensuring the wealthiest Americans and corporations pay their fair share of taxes." It also means vital investments can then be made in education, in infrastructure, science and technologies, and other areas where it is missing today through planned misallocation. ...

The debt brake put into the German Constitution by Angela Merkel's government in 2009 to limit the structural budget deficit to 0.35% of GDP during the 2009 financial crisis caused by poor banking behaviour, and in the 2015 eurozone debt crisis with overborrowing by Greece and Spain, is no longer relevant in 2024. It can be said that Merkel made some mistakes- not investing in digitization, in infrastructure and making the German economy dependent on low cost oil and gas from Russia. Putting the debt brake in the German Constitution and setting it at 0.35% of GDP except in emergencies adds to these mistakes, because it deprives policymakers and government of the minimum needed flexibility to meet changing situations in the interests of the German people.    It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. The unemployment situation is deteriorating in the auto industry which was poorly managed and is now being hit with US tariffs of 25% on imported cars made by BMW, Mercedes and VW. ...

Japan's governing LDP party wins over two thirds of the seats in parliament in a snap election called one year before the end of the term in office. Prime minister Abe's popularity by summer 2017 dropped to about 30%, and yet with a divided opposition he managed to win the election with a large majority. The opposition led by the Democratic Party and Tokyo Governor Mrs Koike fragmented with the formation of new parties, Yuriko Koike's Party of Hope, and the Consitutional Democratic Party. Mrs. Koike failed to keep the opposition united with some missteps including asking for a loyalty pledge from candidates. This election win makes it possible for Abe to get a third term as leader of the LDP and eventually becoming the prime minister with the longest term in office. Abe had a poor start during his first effort as prime minister when he resigned in less than a year. This is a comeback for Shinzo Abe from that difficult period. Yet the constitutional changes to support Japan's Self Defense Forces with the growing threat from North Korea are not getting the same level of support. Opinion remains divided on that issue.  One aspect of this election is that very few women candidates are running for parliament. In contrast to the election in Britain with more women running for office and getting elected, in Japan's 2017 snap election less than 10% of candidates elected are women. ...

John Lyons of the WSJ writes in this report from Seoul, South Korea, that president Moon may have inadvertently contributed to the sense of the futility of talking to South Korea about missile defense when he opposed the installation of the Thaad, Terminal high altitude missile system, in his election campaign. This led to the U.S. and the South Korean government of president Ms. Park moving ahead with the system before Moon was elected. Moon is a human rights lawyer who favored improved relations with North Korea. Domestic South Korean politics were decided by younger voters alienated by the existing business structure, leading to the conviction of president Park and later the head of Samsung on corruption charges, and the election of Mr. Moon. In foreign affairs the picture is quite different as Moon is seen in South Korea as not being consulted by the U.S. as it frames policy for the region. South Koreans call this "Korea passing." As U.S. and Japan are directly affected by North Korean missile tests, the most recent on August 29th passing over Japan, U.S. president Trump consults with Japanese prime minister Shinzo Abe. People in Japan are cited in the NYT as saying recently, that they knew they had to worry about earthquakes, but had not expected to have to worry about missiles. A recent report in NYT showed that most people in Seoul have not prepared seriously to use underground shelters because they do not believe a war could take place with Seoul only 35 miles from the North Korea border. The U.S. policy is now focused on working with China, and coordinating its policy with Japan. A U.S. anti ballistic missile test was conducted from the ship USS John Paul Jones on August 29th. Moon has changed his position and now supports Thaad missile defense. South Koreans are apparently resigned to the prospect of "Korea passing." ...

Tom Friedman of the NYT talks with retiring Israeli defense minister, and former prime minister, Ehud Barak, in Tel Aviv. Barak makes the case for seizing opportunities as they arise in a difficult situation, which might be lost if Israel adopts a permanently pessimstic state of mind about the prospect of peace with Arab countries. Barak and Friedman suggest the approach of the Israeli government of prime minister Netanyahu has risks of highlighting the dangers to Israel at its borders, to the point where Israel could lose the ability to make wise and sensible judgements as these opportunities arise, and the Middle East itself changes. Because of the political struggles and conflict in the Middle East this may obscure the newly emerging Middle East, which needs economic advancement to support the aspirations of the overwhelmingly young populations in these countries. This has the potential for a new dynamic that could see the Middle East move beyond Israel to seizing the opportunities presented by economic and technical progress. President Trump plans to introduce  tariffs of 25 percent on steel and 10 percent on aluminium. It is not clear whether this will be targeted at Countries flooding the U.S. market with cheap metals, or generally for all countries. Executives from the steel industry and aluminium industries met with Trump at the White House. This would fulfill one of the president's campaign promises.

There is a vigorous debate in the White House between advisors who advocate limiting the measures such as Gen Mattis at Defense, Gary Cohn at the Economic Council, on one side, and the Trade Representative Robert Lighthizer, Peter Navarro, on the other. 

Mr. Lighthizer has convinced the president of the need for strong action, yet he has hesitated in the past. Now president Trump says he wants "free, fair and smart trade," and will not let "American companies and workers be taken advantage of any longer."
