Samuelson says the bill in the U.S. Senate is symbolic because it allows companies to cite the undervalued renminbi as an illegal subsidy and have the Commerce Department impose duties on Chinese products. This would have to be done on a case by case basis, making it largely ineffective in dealing with the large trade deficit with China. He also cites the differences among economists that show a range between 1 million and 2.8 million jobs lost. The 2.8 million jobs estimate is from the Economic Policy Institute for the period 2001-2010. The 1 million is an estimate for 1990-2007, which estimates a loss of quarter of all manufacturing jobs. By WTO rules subsidies that are not targeted at specific industries or firms are allowed, according to lawyers. Which means China could appeal to the WTO, and impose retaliatory duties. In the meantime the trade deficit with China, with imports of $364 billion in 2010, and $86 billion in exports, would remain largely unaffected. This is the reason some Senators, including Republican Orrin Hatch (Utah), see this move as political posturing by President Obama and the Democrats, because the administration has no new proposals to address the trade deficit and the gradual erosion of America's manufacturing base. Samuelson cites Arvind Subramanium of the Peterson Institute, and his book "Eclipse: Living in the Shadow of China's Economic Dominance." Subramanium says what is at stake is not a temporary imbalance in world trade a happened with Japan in the 1980's, but a gradual shift to a system of trade in which China has preferential access to raw materials (oil, grain, minerals), subsidizes exports in new industries as it moves upscale from shoes and textiles to automobiles, aircraft and alternative energy, and changes the very nature of the global trading system as it becomes the dominant trading nation in the world. By Subramanium's estimate China's share of global trade increased from 1.6% to 9.8% in the 2 decades from 1990 to 2010. In two more decades he estimates China could increase this to 15% of global trade, significantly larger than the U.S. In a response to Congressmen, businessmen and policymakers wary of starting a trade war, Samuelson says there already is a trade war as a "fixed" system of trade undermines America's manufacturing and industrial base. The only difference being that today only one side is fighting that war, and America is slow to grasp the implications or its policymakers are clueless how to respond....

It is as if he is asking did they conjure up something that didn't exist, was there really too little about the man in a book written when the young Obama was still in law school- about his experience growing up between two races, except a remarkable effort to grapple with that experience. It would say little about the man himself, the choices he would make, the decisions he would face as he entered his thirties, and forties, a period that provides the crucible and the formative experiences in the development of character. It is as if readers had appended their own chapter at the end of the book and conjured up many things that really did not exist. And which would serve as a kind of Rorschach test experience where readers were free to read into the picture whatever they wished to see- and something Obama could use to be all things to all people. Drew Western draws from his knowledge of psychology and his direct or virtual conversations with about 50,000 people to reflect and make some hypotheses about what has happened to Obama, or what Obama was always about. He starts by pointing out what was missing in the inauguration speech and has been missing ever since- a clear sense of narrative and a vision, a story about what had happened and how it could be made different in the midst of the global financial crisis of 2008-2009. Western provides several hypotheses for what has happened. Obama simply lacks the experience to handle the presidency -having been merely a community activist and not run a city, a state or a business, and had accomplished little before becoming president, and had an unremarkable career as a law professor having published nothing during his 12 years at the University of Chicago except an autobiography. And remarkably says Western voted 130 times in the Senate as "present" instead of "yea" or "nay," suggesting a tendency not to take a stand on difficult issues. The auto fuel efficiency standards issue may be the singular exception. The challenges of a presidency are much larger, and the challenges in 2009 were even greater. Obama could not measure upto the task. A related hypothesis is that given the lack of experience and the inability to make the narrative because of an unresolved identity, Obama is willing to do whatever it takes to dial for dollars and get re-elected. ...

The Supreme Court upheld the provision under an Arizona state law that requires police to check the immigration status of people stopped for traffic and other offenses. By a vote of 6-2 the Supreme Court voided the provision that made it a state crime to fail to carry federal registration papers. By a vote of 5-3 it voided the provision that provided for jail time for immigrants not carrying federal registration papers. Justice Anthony Kennedy wrote the majority opinion that includes Justices Roberts, Ginsburg, Breyer and Sotomayor, and said: "The government of the United States has broad, undoubted power over the subject of immigration and the status of aliens... Immigration policy can affect trade, investment, tourism and diplmatic relations for the entire nation." At the same time Justice Kennedy said " the problems posed to the State by illegal immigration must not be underestimated," saying that "unauthorized aliens, were responsible for a disproportionate share of serious crime." Unauthorized aliens are only 8.9% of the population of Maricopa County which includes Pheonix, but caused 21.8% of the felonies. The part of the Arizona law SB 1070 that stated the illegal immigrant seeking work was commiting a crime, was struck down on the grounds that this "would interfere with the careful balance struck by Congress" for the labor market in which only employers are committing a crime. Justice Kennedy reminded the country that it was still a nation of immigrants....

Obama is not going to shy away from developing a solution for the 12 million estimated illegal immigrants in the country, for some form of path to legal staus. The issue will be taken up this year. It does not have the same priorities as health care and energy and education, but as a human issue it will be addressed this year. The lives of people who are doing a lot of the work Americans normally do not want to do is entertwined with the economic crisis, as the lives of these immigrants are likely to be made even more difficult by this crisis. The idea is to give those who are here, and as it appears are likely to remain here, and their families, the opportunity to lead normal lives. Not see families broken or torn apart as a husband or wife has status and the other does not, or lives worsen for those who have done the menial and labor intensive jobs in factories, agriculture and in construction, that Americans born to parents from an earlier generation of immigrants do not wish to do because they have better opportunities. As it is an issue that has drawn opposition and aroused emotions, it will be tackled by framing it as "policy reform that controls immigration and makes it an orderly system." Rep. Gutierrez, who is from Chicago, is building support for the cause by speaking at churches around the country, and having church leaders speak at these meetings, in a movement that is reminiscent of the civil rights struggles for black people. Mr. Obama will speak publicly on the issue in May, in the summer he will convene working groups, including lawmakers from both sides and a range of immigration groups, to begin discussing possible legislation by early fall. The plan would not add new workers but normalize the living conditions of people already here, and who information shows are not returning home. Its also supported by a key and growing constituency in American politics, the Hispanic voters. It was a campaign promise that Obama intends to keep, and if successful only draws the Hispanic vote closer to Obama....

Democrats face an uphill battle to recover lost territory during the Obama presidency. The efforts to promote Trans Pacific Trade Agreement by Obama against the interests of the unions, working class Americans, is one example of the way president Obama had alienated working class Americans. By being too close to Silicon Valley and failing to understand the changes in states with blue collar workers Democrats lost some of the working class base that had always voted Democratic. On social issues the party drifted too far in one direction in appealing to small groups and in the process drifting away from blue collar workers who were Democratic in the past but did not share the same passion for these issues. About 90% of better educated Americans were liberal yet among blue collar workers who had voted Democratic in the 1990's only 60% were liberal in the same way. The changes in America's landscape with the shift of manufacturing centres away from cities such as Pittsburgh to blue collar suburbs stretching from Michigan and Wisconsin to the Carolinas and the Deep South, created a new blue collar worker base that was more aligned with Republicans on social issues such as abortion, LGBT, and gun control. As a result the conservative base of the Republican Party now finds itself aligned with the blue collar worker, while the Democratic Party in places like New York and California is more aligned with the workers in the financial industry and in Silicon Valley. The improving economy gives more room for Republicans even with policies that might not help its new working class base as it strives to meet policy demands from wealthier Americans in the Republican Party.   ...
