Jill Biden pushes the long neglected US agenda on education. She has talked to teachers and union members in about 21 states. Dr. Biden told teachers in Salt Lake City that president Biden was committed to increased federal funding for schools and to pay teachers competitive salaries. In his speech to the joint sessions of Congress president Biden said " she (Jill Biden) has long said any country that out-educates us will out-compete us- and she'll be leading this effort." One part of this is 2 years of free community college education. Like Eleanor Roosevelt during the presidency of Franklin Delano Roosevelt in the 1930's and 1940's Jill Biden is playing an active role.

Increased bank lending in China with lending going up by 20% in January 2009, suggest that state owned banks are following instructions to increase lending from the government. As bank and household balance sheets are healthy and domestic debt has fallen relative to GDP in recent years, the bank lending situation appears healthy. Medium and long term lending has increased strongly. The central bank plans to finance only 30% of the stimulus spending of $585 billion infrastructure package, banks will provide much of the rest. According to ING analyst Condon, transport infrastructure spending was up 61% over ayear earlier in December.

South Korea with 2069 hours year has the longest working hours of any developed country, according to the OECD,  and only Mexico exceeds this of all countries. In an effort to increase productivity and boost a dropping birthrate the National Assembly in South Korea reduced the maximum number of working hours from 68 hours a week to 52 hours- starting July 2018 and  initially for large companies. In Japan there is actually a word for working to death called "karoshi." The period of rapid industrialization in the fifties and sixties was a period of long working hours for most Japanese men. Today the working hours have dropped to average of 1713 a year. Africa shows the greatest number of countries in which one third of the labor force works more than 48 hours per week. Asia is the region with the longest working hours with 30% of the countries with thresholds of 60 hours or more.The U.S. is one of the countries where there is no limit- most other developed countries in Europe consider work-life balance important and have maximum limits without sacrificing productivity. ...

Paul Peterson, a professor who heads the Program on Education Policy at Harvard, says that public school education has not done as well as private or charter school education. In two areas character or values, and school discipline, public schools lag far behind private schools or charter schools. Private schools score 59% and 46% in these two areas, public schools lag far behind at 21% and 17%, in the 2016 Education Next Survey, says Peterson. He says by appointing Betsy DeVos as Education Secretary, the Trump administration sees the need to think how public schools can benefit from improvement in these areas.

Kevin Warsh is a former governor of the Federal Reserve 2006-2011, becoming governor at age 35. He is a partner at the family office of investor Stanley Druckenmiller. Scott Bessent also had connections with the office of Druckenmiller. He is also a lecturer at Stanford Business School and a scholar at the Hoover Institution. He is married to Estee Lauder heiress Jane Lauder, and has spent the years since 2011 at the Stanford School.  Current Fed chairman was appointed by DJT in 2017 and retires in May 2026. If Powell continues as a Fed governor Warsh would take the seat vacated by Stephen Miran when he retires as Fed governor this week. Meantime the Fed under Powell faces an investigation by the Justice Department regarding renovation of its buildings and Senator Thomas Tillis on the Banking Committee says he will not support Warsh until that issue is resolved in favor of Fed retaining its independence. What is unique about Warsh and his selection by DJT? He is a Republican of long standing and his current views are that interest rates can be lower if the Fed reduces its holdings of Treasury securities and mortgage securities it holds. DJT's frustration is that Powell raised interest rates to fight inflation and after DJT became president was slow in cutting rates to boost the economy. DJT's resort to tariffs as a tool in world trade to ensure a level playing field with China when all other tools had failed means more uncertainty in the economy and DJT wanted the Fed to support his policies by lowering rates. ...

Malkiel says both sides in the investor debate are right. Those saying the CAPE ratio in the U.S. at 25, well above long run average of 15, are right to point this out. So are the others in the debate who point to the lack of alternatives for investors when the 10 year Treasury bond is at 2.4% and short term rates essentially at zero. Stock prices reflect the discounted present value of future cash flows from dividends and capital gains. This discount rate in 2014 has to take into acount the rate on low risk securities such as 10 year U.S. Treasury bonds and and a premium for riskiness of the stock market. Add three or four percentage points to this and one gets a low discount rate for future earnings that helps support reasoning for higher stock prices, says Malkiel. On the issue of low interest rates Malkiel's view is that they will be around for a long period because the unutilized productive labor capacity and low growth are likely to persist for a long period. Here he supports Fed chairwoman Yellen's view based on the U6 labor utilization. He also sees the long run equity returns from today's prices to be much lower than the 10% long run average. By accomodating both sides Malkiel supports a broadly diversified portfolio with adequate room for emerging markets and international stocks....

The random community testing is key to getting an idea of the scale of infections in the community at large. The critical ratio called reproduction ratio tell one if the virus is under control and how lockdowns can be lifted. For Britain this 0.7 estimated by Imperial College. It has a 2 week lag. 1.0 or close to 1.0 is not good. Germany after being at about 0.7 has moved up to 1.0 with 2 week lag in information says the Robert Koch Institute. This means a lot of work ahead, it won't be easy.

Tariffs are unconventional tools for border security yet appropriate in situations such as these. Canada could have done this before a 25% tariff was announced by DJT- it would have been common sense for Canada to do what it did after the tariff before the tariff- put 10,000 frontline personnel at the Canadian border with the US, appoint a minister in charge of drug flows and fentanyl, and list cartels as terrorists. Considering the damage to the US from the border it was imperative that Canada, and Mexico took responsibility for the borders a long time ago. 

Within 24 hours of the Trump announcement of 25% tariff on Canada and Mexico the leaders of the two countries turned around to do what should have been done a long time back.

The Tour De France cyclists know all about using hand sanitizers all the time, about hand washing, and have worried about infections from bacteria for decades. This is because riders in the Tour are all seen huddled together and very close.The 2020 Tour De France was postponed for 7 weeks and now gets off to a start with a new structure on Saturday August 29. Each team has 8 riders and 22 staffers who stay in that bubble for the whole race not interacting with anyone else. Strict routine means no autographs, no roommates, and no buffets. The Dutch team Jumbo-Visma has taken the advice of Bert Blocken, professor of engineering at Eindhoven University, on how to tackle the particles of virus that travel through the air in the team bus. He recommended using air cleaners in the bus and in the hotel rooms to reduce the density of droplets of saliva particles floating around the riders. Another step is to stop having hundreds of cyclists all huddled together spreading the virus particles. Now the riders will be kept as isolated as possible. On the 2100 mile route people will be restricted especially on narrow passes in the mountains and will be required to wear masks. Not every mile is controlled but most of it is checked, say organizers. If two people in the bubble test positive the whole team is out of the race. There will be no fans at start and finish allowed in for the race. And the feeling that anyone coming close could be a vector of infection is actually being encouraged. This years Tour de France is more about staying safe from the virus than speeding up the roads and mountain passes. This time there is no guarantee that the race will reach the finishing line on September 20 because of the strict sanitary protocols. One team has already been ruled out after 2 infections. ...
