The Chinese government allows PC makers in China to postpone installation of Green Dam filtering software on new computers. This was in response to the growing criticism of this requirement for pre-installation of filtering software on all new PC's sold in China. It shows internaet users going from about 25 million users in 2000 to 300 million in 2008, showing how quickly internet technologies are penetrating and changing lives in rapidly changing developing countries like China.
