Agriculture Secretary Tom Vilsack of Iowa is one of the key people pushing for reviving Rural America. He has served as Agricultrue Secretary under a previous Democratic administration but lacked the resources for programs to keep young, aspiring and new would be farmers attracted to rural America and to farming. He sees the loss of 544,000 farms including small family farms in America since 1981 as a loss for rural America. He is now in a position to make a difference with $60 billion in funding in the Inflation Reduction Act. A former two term governor of Iowa 1999-2007 he is familiar with rural conditions in America's heartland and in agricultural states from Wisconsin and Minnesota to Nebraska and Colorado, from North and South Dakota to Missouri. Vilsack who has the ear of president Joe Biden says the loss of small farms has weakened rural America and wants to stop the bleeding. Lydia Phillips of NYT shows how billions of dollars of spending is now targeted at helping small farms plant a variety of crops that have more cash value than soyabeans and getting these to the market. A lot of the $60 billion goes to large farms for conservation and renewable energy. Vilsack is working hard to make it work for small farms and people in rural America, including generating many sources of income that includes money for renewable energy generated on small farms. ...

Community Aging in Place: Advancing Better Living for Elders, has been here since 2009, it is offered in about 65 places across 26 states. in the US. It helps people 60 and up stay in their homes such as Chikao Tsubaki 87 years shown here in the Washington Post. It brings a repair worker into the home to figure out how to make it safer for falls, in addition to an occupational therapist and a nurse. Center for Disease Control and Prevention says these falls contribute to deaths of 41,000 older Americans each year and cost Medicare $50 billion. Yet this report in The Washington Post shows Medicare does not cover it, and most private insurance plans do not grasp the idea of keeping people healthy in good settings, paying only when people fall, doing little to prevent the falls. Sarah Szanton is a nurse practitioner who worked with older Americans in home settings in West Baltimore and started CAPABLE in 2009, and is now Dean of the John Hopkins University School of Nursing. In it the client and care team work together to do problem solving and brainstorming. Italy's prime minister Berlusconi is changing the terms of the 45.15 billion euro austerity package after political protests. He has to weigh what is doable in the political context with demands from the European Central Bank, which is buying Italian bonds to prevent a surge in borrowing rates for Italy. The new measures as the old package unraveled are: an increase in the value added tax to 21% from 20%, increasing the retirement age for women in the private sector to 65 from 60 in 2014, two years earlier than expected, and a 3% tax on Italians earning above 300,000 euros annually. The street protesters in Bolgna, Milan Rome and other cities, protested that the earlier package unfairly put the burden on the working class. The cuts in local government spending in the earlier package would have impacted spending on items such as nurseries for children, drawing protests from teachers. The debate on an equitable sharing of the burden of reducing deficits is ocurring both in the U.S. and Europe, especially with high unemployment and lack of economic growth....

William Galston points out in this piece in the WSJ that U.S. president Obama's Syria-Iraq policy has lost credibility with the American public. He cites CNN/ORC polls showing rising concern among Americans about terrorism even 1 year before the San Bernardino attacks, at 55% saying that this was likely increasing to 61% in the week before San Bernardino attack, with fears about terrorists being in the U.S. increasing to 81%. As a result only 38% of the American public in a CNN/ORC poll at the beginning of December 2015 approved of president Obama's handling of terrorism, with 68% saying that the U.S. military response is insufficient. A major shift has also taken place on the use of ground troops with Americans favoring use of ground troops by 53% to 45% in the current situation. Baked goods salty snacks and other ultraprocessed foods made up 55% of calories of all Americans in 2021-2023. 62% for children and adolescents, says CDC in 2025. It is an astonishing figure and shows the neglect of health nutrition by business and previous administrations in the US, in an alarming and dangerous way. RFK Jr. at Health and Human Services department, and Rollins at Agriculture department, have made it their life's mission to get America healthy again. And fight the battles, conduct the policy changes that have to be made to do this. Education of the public and making healthy choices available and affordable, are a big part of the challenge today. Individual states such as Iowa and West Virginia, Texas and Florida are already taking it up at the state level in a concerted effort.

Two out of three people across France oppose the pension reforms as formulated by president Macron. The reform increases the number of years workers have to make contributions for the pension and increases the age to 64. It comes at a time of social change in France with workers and families under stress from a cost of living crisis, and loss of manufacturing in communities across France, a widening economic gap between cities and rural areas.  About 1.2 to 1.4 million people are expected to come out in the protests across France.

Some reports say Democrats who are running at about 61% in mail in ballots could make it through if they get 55% to give Ms. Cortez Masto the Democrat a seat in the Senate. With Arizona leaning Democrat this would give the Democrats control of the Senate even before the runoff election in the third undecided state of Georgia in December. A CNN poll shows 62% of Independents support the indictment of Donald Trump. John McCormick of the WSJ talks to Republicans in different states to understand how they feel about Mr. Trump after the indictment. The party is split -with some Republicans seeing that Trump has too much baggage to win in 2024. They feel the party should try another candidate. A look at 2020 shows former president Trump has lost support among Independents and skeptical Republicans by 2024 stemming from disapproval of the uncertainty and chaotic nature of the presidential years 2016-2020.

With occupancy declining to below 76% on many of the downtown San Francisco buildings the value of this is decliining fast. The Embarcadero Center that once defined the downtown area is now on sale for $90 million, according to the WSJ report, down from $245 million that was paid for it in 2018. Trump tax cuts were seen as helping people in the 95th to 99th percentile for most of the gains by the Tax Policy Center, with little benefit to lower income households. Penn Wharton Model shows for the bottom 60% of the taxpayers the after tax benefit is only 1.5% with much larger gains for wealthy households if they are renewed in 2025. China's share of US imports reached 10% in 2019. It collapsed during the pandemic after 2019. It then recovered in February-March 2021 to about 15%, and surged afterwards to 42%, and is down close to 15% in November 2024. The incoming DJT administration is bringing back a focus on tariffs- a tariff as high as 60 percent is unlikely as American companies are likely to oppose this. A smaller tariff increase of 20-30% would bring the share of US imports from China back to less than 10% that existed in 2019.

The Washington Post-ABC News poll of August 29- Sept 1, shows 60% of respondents disapprove of the way the Obama administration has handled the U.S. economy. Of these 60%, half "strongly disapprove." Two to one the respondents say they are worse off today financially than at the beginning of Obama's term in 2008. This is the response to the famous Reagan question for Jimmy Carter- "are you better off today?" On the issue of the size of government and services, only 38% of respondents say they want to see a larger government with more services, and 56% say they want to see a smaller government with less services.

US $1.5 trillion budget request for 2027 fiscal year by the president for military and defense spending is about 4.7% of US GDP forecast of $31.8 trillion in 2026. In 1960 it was 9% following the Korean War. It dropped to 3.1% of GDP by 2000 and stayed around 3.4% till the current effort to modernization of the US military is thought to require about 5% of GDP.  (World Bank charts). The US spent far higher during an earlier period reaching 14% of GDP in 1953 during the Cold War with the Soviet Union. This report shows WSJ Analysis of where the $1.5 trillion request for Defense is going-  $1.1 trillion for War Department and $350 billion for critical munitions. The munitions are in short supply and war in Iran shows that it plays a critical part in defensive systems such as intercepting of missiles as missiles in short supply affect overall capabilities. An additional $200 billion for Iran War. Pay raises for Defense personnel. $66 billion for shipbuilding- 34 ships to put the US back in the lead for shipbuilding it has lost to China, with the help of Japan which is also ramping up the shipbuilding it has lost to China. US and Japan were leading shipbuilders in the  1930's and in the 1960's, then lost it to South Korea and China. About a 12% decrease in other Department's budgets including Health and Human Services, Treasury, Commerce, Interior, Housing and Agriculture.  These cost reductions some of it coming from more efficient functioning and from concepts such as zero based budgeting where every line item in the budget gets reviewed every year for how much is needed for the purpose, is the purpose still valid, and can it be done more efficiently costing less. $660 billion is coming from the savings. The Nation's capital will also get a facelift, a major renovation, after being ignored for years. In the new Budget is $10 billion for the Presidential Capital Stewardship Program within the National Park Service for beautification projects in Washington D.C., which will give the National Capital a much needed new look for millions of visitors from the 51 states in the Union.    ...

After segregation in housing and schools since the 1867 Lincoln Emancipation, particularly in the US Southern states, protests happened in the South led by Martin Luther King Jr. to change this. situation. Voting Rights Act 1965 signed by LBJ ensures right to vote for Black people in the South- it follows protests in Selma Alabama and LBJ's 1965 "We Shall Overcome" speech that followed Selma. The first Blacks elected to US Congress were from seats redrawn to give Andrew Young a seat in Atlanta, and Barbara Jordan one in Houston. In 1993 2 more seats were added. James Clyburn was given a seat in South Carolina- he was a key supporter for president Joe Biden. Others followed. Today in 2026 there are 62 Black Members of the US Congress. This is about 11.6% of the 435 seats in the House of Representatives and 100 seats in the Senate total of 535. As a percentage of the population Black people are 16.4%- or 56 million out of US population of 342 million. The Supreme Court is essentially saying it is time to pause this as enormous progress has been made 12% out of 16% already achieved in representation for black people in the US considering the other inequities in American society, the changes in culture and in technology, inequities in world trade and for rural America. In a 2013 5-4 decision Shelby vs Holder US Supreme Court  swing to this conclusion with Alito, Scalia and Thomas joined by Kennedy and Roberts. This already struck down the core of the Voting Rights Act as unconstituional. Roberts wirties in that decision- Our country has changed,” Chief Justice John G. Roberts Jr. wrote for the majority. “While any racial discrimination in voting is too much, Congress must ensure that the legislation it passes to remedy that problem speaks to current conditions.” Times have changed - in 2026 the Court reaffirms this. In Louisiana vs. Calais the Court voted 6-3, striking down the last aspects of the Voting Rights Act, because white voters in Louisiana objected to use of race to redraw districts. The equal protection clause of the 14th and 15th Amendment to the US Constitution prohibit using race to redraw political representation maps. ...

Michael Barnier leads the negotiating team for the EU as it begins negotiations with Britain on Brexit. He is a former foreign minister of France and former EU commissioner, giving him the necessary skills and experience. Yet as he meets with the Affairs of the European Committee in the German parliament, even Barnier is not clear how the negotiations will be conducted. Only that the issues relating to disentangling the closely interwoven economies of the EU and Britain relate to nationals of the EU and Britain in each others region, the common 20,000 legally binding regulations, and the price tag for Britain to pay of 60 billion euros. The leading German in the negotiating team is Gunther Oettinger, a former EU budget commissioner, and he tells Der Spiegel that the bill may be even higher than that number. The figure will be arrived at by taking into account the obligations of Britain and applying this to assets. The obligations include the money owed to the EU budget, share of medium term budget planning to 2020, share of pension payments to EU civil servants. The British take a different view and do not understand why they have to pay this amount when they are exiting. The British want to see their future relationship on trade and access to the EU markets discussed early, but the EU position is just the opposite, first exit negotiations to be completed by September 2018, then other discussions on trade. March 29, 2019 is the date set for Britain to be no longer a member of the EU. Yet even the sequence of issues has not been set and the sides could not be further apart than they are now. Each side looking at its situation domestically with elections in the EU in 2017, and May facing the added challenge of Scotland threatening to leave the UK. ...

Xi Jinping's effort to shift the economy of China more towards serving the interests of Chinese who were left behind in the boom years includes a shift away from coal, away from real estate for speculation, and away from reliance on trade with the US and Europe as a driver for growth. This is proving to be difficult as the pandemic has increased demand for Chinese exports making trade a bigger driver for growth than before the pandemic. Introduction of a property tax to cut into real estate speculation has been scaled down to trials in 10 cities.  China did not put stimulus checks in the accounts of its people the way the US did which has led to Chinese domestic consumption not rebounding the way it has done in the US. Figures for consumer spending in China for September show an increase of 4.4% from the year earlier far below the pace of 8% set for 2019. The lack of social security and other safety nets in China makes people to save even more today. Chinese savings rate was 40% in 2019, today it is 45.2% for May 2021, according to one survey. Personal consumption makes up 38% of China's GDP in 2020, it was 39% in 2019. In the US it went up in 2021 June to 69% compared to 67% by the end of 2020. Infrastructure and construction deepened debt problems in China, and expanding exports created trade tensions. Both these problems have deepened with the pandemic. As this report says Chinese exports have gone gangbusters. Problems in production in Vietnam and Malaysia have added to export surge from China. China's trade surplus with the world is now at $535 billion in 2020, and surplus with US increased by 7% to $317 billion in 2020 from 2019.  Chinese government policy is now for "common prosperity" to reduce inequality and spread wealth and income more evenly for all the Chinese people. This is taking time and Chinese government policy is now set for the long run with these short run problems. ...
