Difficult negotiations at G-8 meetings in Italy in July 2009 on climate control. China and India want industrial countries to commit to midterm goals in the next 10 years , and are willing to make unspecified reductions in emissions. Global aid to agriculture in developing countries is about $5 billion a year. Mr Obama made the decision to double U.S> aid to developing countries farmers to more than $1 billion ayear in 2010. THe NYT reports that with the G8 meeting in Italy in July, America will spend $3.5 billion dollars over 3 years for helping farmers in developing countries. This according to Michael Fromans, an Obama adminsitration official is going to be new money. As far as the other G8 countries are concerned it could include old money for the total $15 billion committed. Since the worst hit areas for agriculture are in Africa, and Africa has lost a lot of ground in development in the last 20 years, suffering neglect in aid to farmers over 20 years both form the American administrations and their own governments, it is surprising that the amount and the details for where it would go in Africa are not revealed. Mr Obama has grasped the need not just for shipping food assistance from the USA, but need to help farmers. He agrees with ANdrew Natsios former head of Agency of International Development, who says that most of the poorest people in developing countries are farmers and herders living in the countryside, the crux of any effort to improve their lives has to start with agriculture. Obama advocates using the "tried and true agricultural methodfs and technologies that are cheap and are efficient but can have huge impact" in the lives of people. Malawi, is a good example, say Prof. Sachs of Columbia University, as subsidies for fertilizer sharply increased food production. Sachs says it is possible to double or triple food production by giving small-holder farmers access to high yielding seeds, fertilizer and agricultural extension services. But more needs to be done and devloping countries themselves that have made progress like India, China and Brazil can provide their know-how and experts and should have been brought into this, which is another reason why there is no reason for a G-8 summit of countries of European origin. An enlarged organization can bring in the resources and ideas of all the major countries in the world, to especially bear in on Africa, where alot needs to be done. Just to get an idea the UN's Food and Agriculture Organization says the global economic crisis will put another 100 million people into facing hunger this year....

Improvements in relations after Russian intervention in Georgia during the Bush administration's last year. Cooperation to reduce nuclear stockpiles with aview to be nuclear weapons free, and to discourage nuclear proliferation with N. Korea and Iran as immediate cases. But some issues such as Georgia and Ukraine's admission to NATO were areas in which the two sides agreed to differ. There isn't the same Obamamania in Russia that one finds in Europe. And there has been much anti-western sentiment in Russia in recent years.

Mr Obama meets Mr Putin at his residence for breakfast which lasted 2 hours. Mr Obama said that he recognized "the extraordinary work that you've done on behalf of the RUssian people." And Mr Putin said, "with you we link all our hopes for the furtherance of relations between our two countries." Pavel Palazhchenko an interpreter for Mikhail Gorbachev, who met with Obama, put it this way about Medvedev and Obama- "they represent a different generation, many of the dogs in the old fights are really not their dogs. And they will be willing to take afresh look at some issues." As the head of one of the investment funds put it to a CNBC reporter about U.S. -Russian relations, the left does not like Russia, and the right does not like Russia. When asked about corruption in Russia, this businessmen said that he had worked in India, and sure he knew about corruption , "I'm from New Jersey." So with all the hopes and good intentions, and new leaders, Obama can get stuck on issues like Georgia, and political freedom, still agree on reduction of nuclear weapons stockpiles. He attended aconference on civil society and while stressing importance of freedom of expresssion and assembly, the rule of law, he brought ameasure of humility. He said" Icome before you with humility. I think in the past there has ben atendency for the United States to lecture rather than to listen. And we obviously still have much work to do with our own democracy in the United States. But nevertheless share common values and interest in building a strong democratic culture in Russia as well as the United States." ...

By the second half of 2010 Google plans to have netbooks running on its Chrome Operating System. It will be an open source operating system. Google already has the Android operating system for mobile devices. Chrome OS is designed speciically for netbooks which are seen as an opportunity to enter the market. Chrome will fit into an internet centric view of computing where software is delivered over the web.
