This is the higher education equivalent of the moonshot says one education expert. The community college initiative of President Obama would double the numbe of people graduating out of community colleges. About six million students a year enroll for credit at America's 1200 community colleges, but only about 555,000 earn a two year degree, and another 295,000 a year earn a vocational certificate. The administration is putting a big emphasis on community colleges. Martha Kanter, the former chancellor of the Foothill-De ANza Community college district in California, has been appointed to the No.2 position in the Education Department. Arne Duncan made his first official visit to Miami community college, and Joseph BIden's wife teaches at acommunity college. The way community colleges have functioned in the American system of higher education, is that they provide post-secondary schooling for low-income studetns who have few other options. This works through open admissions. And most students are employed adults attending parttime; and according to some studies more than half need remedial courses before tackling college level work. The Obama effort is to require community colleges to work harder to retain students until graduation, and to encourage partnerships between community colleges and employers to offer workforce training. Without the access to the additional funding community colleges would actually find themselves in a bind, with rising enrollment rates just as their funding access deteriorates with state spending budget cuts. Debra Bragg, co-director of the Forum on the Future of Public Education at the University of Illinois, says that most new graduates produced under the Obama proposal would complete certificate programs, usually lasting 6 months to ayear , offering specific credentials for middle skill jobs. These jobs could be in healthcare, information technology, or other growing areas. Obama, speaking at Macomb Community College, talks about his plan to help community colleges, Community colleges are used by working adults for job retraining and learning new skills. Obama said that jobs requiring at least an associate degree are projected to grow twice as fast as jobs requiring no college experience. He said it would be difficult to fill those jobs without the training and education offered by community colleges. $12 billion in funds will be given to community colleges for ten years starting with the fiscal year beginning October 2009. The money will go toward programs that get community colleges to lift graduation rates and better train and educate students for jobs. Some of it will also go to modernizing of facilities, and some to the development of an internet curriculum available to students everywhere. Government officials say the plan would increase by 5 million the number of people who graduate from community colleges over the next 12 years. The new federal money will come from savings from the federal plan to end the role of private banks in the federal education lending system. Rep George Miller, the California Democrat who heads the House Education and Labor Committee, said that he would include the community college plan into the student loan bill, which he expects to introduce on July 15, 2009....

This is Southwest flight 2294, June 13, 2009, on a 30 minute 737 Boeing airplane flight from Nashville to Baltimore. outhwest inspected all of its 181 737 planes and found no problems. The National Transportation Safey Board, the FAA, and Boeing are investigating what caused it to happen. In March, the FAA ordered Southwest to pay a$7.5 million fine for aseries of safety violations in which its jets were flying with undetected fatigue cracks. The investigation also uncovered efforts by managers to cover up reports of maintenance problems at Southwest. Two inspectors filed whistleblower complaints aginst the FAA claiming that they were threatened by the superiors after warning that Southwest was flying planes too long between inspections.

He says the right combination of robots to individual workers was critical to achieve efficiencies and to have the flexibility to switch to different Fiat small car models depending on which is selling more. This enables the Tichy plant to operate round the clock six days a week. About three years ago workers were assigned an individual ID that is stamped on the sections of the car that they assemble so any problems at the end of the line can be traced to the source. As a result of these efforts defects have fallen from 20% in 1996 to just 4% now, and the time to have a car roll out of the assembly line has been halved.

By September 2009, says the NYT based on a state by state analysis of Labor Department numbers, 1 out of 4 persons in California will either be out of work or just working part time. At this time in July 2009, 1 in 5 persons in California are in this situation. This would mean a 25% unemployment/underemployment rate in California, and the rate in Florida, North Carolina and Washington could reach 20%, by September 2009. This spring the unemployment/underemployment rate reached 23.5% in Oregon, 21.5% in Michigan and Rhode Island, and 20.3% in California. In Tennessee, Nevada and some other states that rely heavily on manfacturing or housing, the rate was just under 20% this spring, and may have since passed that number. And so far only $90 billion of the stimulus has made it out the door according to Moody's Economy.com. From now until the end of 2010, an additional $25 billion or thereabouts will be spent every month. In most of the Great Plains States and the Mountain West the unemployment/underemployment rate was still below 12% in spring 2009, and in North Dakota as low as7.8%. But these states are getting adisproportionate share of the stimulus fund, which shows that the allocation of stimulus funds needs to be adjusted. Who are these parttime workers and how many are there? Take Richard Smith and his wife Lyn. They left Michigan where he worked for GM and Ford in white collar jobs till he was laid off. Mr Smith moved to Charlotte, N. Carolina last summer. He hasn't found full time work after sending in hundreds of applications. He now works a few days aweek at agolf shop, repairing clubs and making $9.50 an hour. With the help of that money he has bought abargain-basement foreclosed house. Part time workers like the Smiths comprise about one third of the 20% unemployment/underemployment rates in states like Michigan and Oregon, so the rate for those who are completely out of work is around 13% in these 2 states....
