Contact tracing being setup using iphones and android phones with bluetooth technology by Apple and Google. The idea is being studied for adoption by the U.S. government. The problem is that this kind of contact tracing is not as effective as the kind used by South Korea, Taiwan and Singapore with information from cellphone carriers. Contact tracing apps would be written by developers for each country and chosen by Apple and Google one for each country. How it works- When a person comes down with symptoms he can upload the information about who he has been close to stored on the phone. This information would then be used to contact the person who was exposed to the person with symptoms but unaware of this. A message would tell that person he was exposed to someone who now has symptoms and to contact public health authorites and take effective steps. When the person with symptoms gets tested if he was positive that would also appear on a exposed person's phone without name or other information.  The normal contact tracing is time intensive requiring many phone calls and using data from cellphone carriers. This is done in Singapore, Taiwan and South Korea. It is considered to be more effective. The approach of these Asian countries is more thorough and allows effective tracing and isolation, quarantining of persons having coronavirus or having exposure in countries with rampant coronavirus. The U.S. needs to move quickly to adopt the methods used in these Asian countries. The loss of hundreds of thousands of lives should be weighed against privacy concerns and clearly there should be a way to allow one time use of personal information for coronavirus, so that this kind of information is used only in public emergency situations. All three Asian countries are democracies. Putting health care workers at great risk including working pregnant doctors, as in the story in WSJ about a hospital in Maryland, should make it clear that everything including privacy concern should be placed in context, and use of personal information be permitted in a public emergency such as a contagious virus- with information protections removal for the period of the crisis. ...

While attention is placed on Brazil for coronavirus, neighboring Argentina has an economic crisis with debt of $324 billion, reaching 90% of GDP. The new Peronist party government in Argentina is supported by the IMF in negotiations with creditors, as it faces the coronavirus and needs to free up resources from debt payments to tackle the crisis. Its proposal to Ad Hoc group of creditors including investment funds Black Rock and Fidelity is for a three year grace period on debt payments, 62% reduction of interest  amounting to $37 billion, and 5% reduction of capital or $3.6 billion. Earlier governments mishandled the economy leading to overborrowing on an unsustainable basis. Argentina has defaulted on debt 20 times in its history. The last being in 2001 with debt of $100 billion. The pattern of overborrowing and mismanagement by administrations modeled on free market economies has continued. Lenders, borrowers, and the government have not acted prudently knowing this history. ...

AIIMS Director Randeep Guleria says it is critical to do three things to prevent a possible third wave from becoming a serious threat in India. The three steps are- to adopt covid appropriate behaviours such as mask wearing, social distancing and washing hands and to not fall into the habit of thinking that the virus has gone away when it is spreading and developing into new mutations. To do testing, tracing and micro containment zones quickly to isolate infection prone areas and prevent transmission. Gene sequencing analysis would enable understanding variants quickly to respond. And to vaccinate rapidly the entire Indian population, a program which is being tackled by the federal government.

These tasks are critical also to let the economy recover and let all segments of society recover soon from the pandemic. It is through mutual responsibility and fulfilling one's duty by every citizen that this becomes possible.

About 5-10% of the people attending the rallies are steadfast supporters who attend multiple rallies. This WSJ report profiles one attendee who is a 64 year old retiree who trusts Trump to personally deliver the news to her at these rallies. Of the 550 campaign events conducted by Trump 70% are trademark rallies. Most rally diehards are white and many are retired or have the time on their hands, not tied to home, some even live from paycheck to paycheck. Some love the energy, and some even voted for Mr. Obama. Most are not rich by any means, but fed up with Bush and Obama, and what they call "the swamp."

Mulayam Singh Yadav was mentored by Indian Socialist leader Ram Manohar Lohia who was an activist in the Independence Movement after Quit India was launched by Mohandas Gandhi. Lohia is rare in India's independence struggle because he studied at Humboldt University in Germany 199-1933 and did his doctoral thesis on Salt Taxation in India following the Salt Tax protests of Mohandas Gandhi with Dandi March in 1931.  Lohia contested elections in parliament with Mr. Nehru in 1962 in Phulpur constituency Uttar Pradesh. In this sense Mulayam Singh continued the work of Lohia to provide India with an effective opposition for its democratic framework covering a billion people with as many languages as Europe and a caste system. The draft of the new constitution in Chile is rejected by voters in September 2022 with only 38% voting For and 62% Against, a much larger margin Against than previously expected. The new constitution was drafted by a Constitutional body specially elected for the purpose, As a result Chileans will have to go back and draft one that is more likely to pass. Unlike previous votes voting was mandatory for 15 million eligible voters. Clauses on environment, abortion, and the indigenous tribal people are seen as controversial as well as a tendency to put every conceivable right into the constitution and not thinking enough about how these rights may be secured, and focusing on basic rights. The protests were about the unequal access to healthcare, education, and services, weakness in the pension system, and lack of protections for the elderly and pensioners. Income inequality was also an issue in the protests.

Republicans in Congress led by Speaker Johnson and Senator Lindsay Graham insist that a reform of the asylum and parole system for the US border is a must before an appropriations bill for the government to aid Ukraine and Israel, Gaza humanitarian aid can be passed. At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

Achievements of Elvira Nabiullina as central bank chief in Russia since 2013 are the reducing of US dollar reserves from 40% to 11%of $600 billion in Russian reserves shifting to hold most of its reserves in euros, gold or renminbi Chinese currency. She also implemented the alternative to SWIFT the global bank messaging system, and changed the payments infrastructure to process credit card transactions in the country so departure of Visa and Mastercard had minimal effect.

In this way this highly respected banker has protected Russia's economy from western sanctions, says NYT. She is trusted by president Putin and was adviser to Putin in 2012, minister of economic development before that when Putin was prime minister. When Russia suffered an economic crisis in 2014 as oil prices fell sharply and Saudis increased oil production, the ruble fell. Nabiullina increased rates to 17%, and the economy shrank till it stabilized with inflation down to 4% by 2017.

Apple gets 19% of its sales in China with a manufacturing base that includes 1 million people employed in one Chinese city. In an effort to promote Make in China China is giving Huawei more room to compete with Apple. Huawei is bringing out a new 5G phone as an alternative and has banned use of Aplle iphones in government agencies. This means about 56 million people will have to turn to locally made products. China presents this move as an effort to protect data and cybersecurity. Yet Apple has a share price increase of 46% this year even in an environment in which US and China are restricting the export of key technologies (by US) or critical materials for electric cars (by China). Apple's responses to this have been slow preferring to keep its supply chain the way it is in a strategy based on the short run, with some minor shift to India and Vietnam.

Gas supplies are so tightly balanced that minor glitches can create a jump in gas prices and electricity bills, says this report in WSJ. There is no backup supply with about 2 million barrels of oil gas equivalent knocked out because of Ukraine war. Supply is 4080 billion cubic metres of gas worldwide and demand 4070, so tight. By comparison oil supplies have backup and are more stable gpoing up only 6% for Brent crude this week of Israeli conflict. Even the stoppage such as at the Tamar offshore gas field west of Haifa, Israel or a Baltic sea gas pipeline explosion in Finland can have an effect. Gas prices benchmark was up 40% during the Israel Gaza war, by comparison oil is relatively stable with Brent crude rising 6%. Iran exports 3.1 million barrels a day, the US to keep prices stable has not strictly imposed sanctions on Iranian oil.

The Biden Xi meeting brings together the leaders of the two countries for normal stable relations that as Mr. Xi says are for "the benefit of the two peoples and fulfill their responsibilities for human progress." Both leaders have learned from the errors of the past two decades that hurt both the US and China with excessive dependence on trade, supply chains and manufacturing on China that devastated American communities and manufacturing. The relationship was not managed well and left to business to determine and chart out that resulted in failure. Business simply pursued its own interests company by company not putting uppermost the common interest of the two peoples. The European central bank increases interest rates by quarter percentage point taking the deposit rate to 3.5%. The US Fed held off on increases. The US Fed started early with its increase in interest rates and maintained a steady posture with 8 interest rate increases over 2022-2023 in a period of just over 12 months. It has strengthened the dollar against the euro. NYT looks at the movies "Oppenheimer" and "The Day after Trinity." Christopher Nolan's film about the scientist who spearheaded the development of the atomic bomb was at theaters July 21. Else's documentary "The Day after Trinity," was made in 1981 and shown again by the Criterion Channel without a subscription to a new generation of viewers to keep alive its message and its relevance. The war in Eastern Europe and nuclear threats have created a surging interest in how the world entered a new era after Hiroshima. Else, now a professor at UC Berkeley, says this story needs to be told to a new generation, and by a new group of storytellers. It also shows the paradox of a thoughtful soul in Oppenheimer who never intended for his invention to be used and the savage nature of this creation.

Prof. Dynarski cites evidence from studies at Princeton and UCLA showing that students with laptops in classes performed worse in knowledge of the lecture given by the professor compared to students without laptops. He says there is growing evidence that laptops and tablets actually do not help in learning and absorbing the lectures- that students learn less when they use laptops or tablets in class. Conclusion: laptops act as a distraction from learning. 

By extension laptops distract also in meetings leading to less productivity, and do the same as lectures in universities in the high school classes.

Research shows that as students type out the material in the lecture as the professor talks, they are not duing the substantive processing in their heads as they should be doing. Also important is the negative effect observed in people around you as you use a laptop in class

India has one of the tightest lockdowns in the world, Google activity data around retail locations shows mobility down 55% compared to 18% in the U.S. Yet cases are surging and are at a high of 10,000 per day for the last week with deaths up from 600 a day to 1000. 

With consumers preparing for the long run there is less spending and more money going into saving. Sales of everything from shampoo to cars are down. Sales of Suzuki in India are down 83%, and smartphone sales down by 51% in the second quarter of 2020.

GDP is expected to be down by 7% for the fiscal year to March 2021 similar to GDP declines in Europe and the U.S. 

As consumer spending declines the government is planning increasing spending on much needed infrastructure.

The Trump administration has pulled together $18 billion of the funding for the border wall, the fencing that will replace inadequate exiting barriers along 885 mile stretch on the U.S.- Mexico border. This includes the current budget proposal for $2 billion in funding request. The remainder was collected by shifting funds from the military. During the initial request to Congress it was given only $1.325 billion. President Trump made up the difference by declaring a state of emergency in February 2019, allowing funds for military construction projects to be shifted to the border wall funding- $6.7 billion in 2019 and $7.2 billion in 2020. A lot of the construction will happen in 2021, assuming Mr. Trump wins a second term. The Trump administration hopes to have built or under construction 450 miles in 2020. Micheal Martin, prime minister of the Irish Republic, says the 2011 visit by Queen Elizabeth to Ireland helped in "lightening the load of history." A history which has seen the British rule over the island of Ireland since 1603. The use of Irish language was banned the period of The Plantations with British settlements began in the Northeast and south east, and of British law, leading to great resentment by the Irish. The Queen spoke words of Irish during her visit to Dublin Castle for state dinner and laid a wreath at the Dublin Garden of Rememberance, a park that is dedicated to the Irish men and Irish women who fought against British rule.  One of these Irish women is remembered in India as Sister Nivedita, who helped organize the early efforts of Swami Vivekanada's mission to revive the effort for practice of yoga and for Swaraj or self rule in British India.

Japan win 2-1 in a exciting women's soccer game with Brazil in Paris Olympics. In the last minutes of the game Japan sent a ball over the goalie's head for a goal from long distance. It was a stunning goal by Momoko Tanikawa in the 96th minute of the game, with Japan coming from behind to win. In the first 90 minutes of the game Japan had not scored, missing one penalty kick for a hand foul. Brazil had already scored in the 56th minute. It was only in added time in the 92nd minute that captain Saki Kumagai scored on a penalty kick to equalize.  It was then within 4 minutes that Momoko Tanikawa a 19 year old substitute made an incredible shot from 30 metres distance to take the goal keeper by surprise, going over his head and sailing gently into the goal.

Ski resorts in the northern French Alps in the Savoie region and the southern French Alps near Grenoble are easy to access with flights from the US and cost a fraction of what the ski resorts cost in the US in places like Colorado. About 4000 mountain ski resorts are owned by families or a municipality and have kept costs low. By contrast corporate consolidation has led to much higher prices in Colorado and other mountain ski locations in the US. 

During the summer and fall seasons these locations are attractive for hikers and cyclists and cost much less.

Popular three time Governor Tom Vilsack was Secretary of Agriculture under president Biden and the most respected member of his cabinet. Vilsack was given full support and funding by Biden for renewal of Rural and Agricultural America.

By large margins voters have favorable opinions of Harris and Walz. For 52% of the WSJ survey Harris has the right temperament to be president, for Trump this was 42%. 40% of voter sample have unfavorable views of Walz compared to 50% for Vance. 82% of the voter sample say they know enough information about Harris to make a firm opinion. Even though media presents it as people not so familiar with Harris. A big difference is seen in views about Project 2025- only 9% have favorable views of Project 2025 that would terminate civil servants, restrict abortion access, and end the Department of Education. 57% have unfavorable views of Project 2025, 53% very unfavorable views.

These are general trends. Harris is changing perceptions on her handling of the economy and cost of living by outlining her plans for specific action on housing, child care and food costs.

Germany realizes that it had some advantages in exporting automobiles and machinery to the US, and the EU understands advantages it has in pharmaceuticals exports from Ireland and other countries. EU officials rarely mention this lack of an even playing field with the US. Under the 90 day pause to allow time to start negotiations the EU tariff is at 10%, with separate tariff on steel and aluminium, and on car exports. It shows the EU makes loud protests about the US Tariffs, yet knows the need for an even playing field in 2025. The EU and Germany are likely to join other nations Japan, South Koreea, Taiwan, Italy, Britain and seek negotiations with the US for fairness in trade.
