Juarez, the city across from El Paso, has done well in the last 10 months with 27,000 jobs added in the maquiladoras. These foreign owned factories continue to attract business interest even with a drug war raging in the background. The reason is that Juarez connects straight to American Interstate highways and this makes it possible to deliver goods in 3-4 weeks in some cases from the time of order compared to 10 weeks for China. And wages can run as low as $4.21 an hour. Companies get incentives in the tax treatment and worker training is supported by the local government.

Ford has lagged behind other car manufacturers in entering markets in India and China. Ford now plans to increase investments in India. Ford gets 3% of its total sales from India, compared to 10% for Brazil. The goal is to generate one third of its sales from Asia and Africa. As part of this effort Ford plans to build 2 new plants in India. The two plants will be built in Sanand, Gujarat, by 2014, employing 5,000 and with a capacity of 240,000 cars and 270,000 engines. Ford's existing plant is in the south, in Tamil Nadu, with 5000 workers in manufacturing, and 5000 other office employees. Ford cited advantages of Gujarat being the port facilities for exporting cars and the pro-business climate in Gujarat. Toyota which was also slow to enter the Indian market, plans to invest $220 million to double production capacity to 310,000 by 2013.

President Trump agreed to a reopening of the government for 3 weeks, till a compromise could be worked out between Democrats and Republicans in the House and Senate. He did not call it a concession but as a way to help 800,000 federal workers who have not received paychecks for 35 days. The president says if the situation is not resolved by Feb 15 there could be another shutdown on the issue of the border wall.

This report says in the month of negotiations both sides have seen that a border wall from end to end  is not needed but that sensors and other devices could also be used to monitor the border. In the impasse in Congress not all Republicans agreed with Mr. Trump leading to the decision by Mr. Trump to take a pause to rethink this issue for a compromise. In recent days air traffic controllers called in sick causing delays, and criticism from federal agencies including the FBI increased creating pressure for a resolution of the dispute.

Fed chairman Bernanke estimates the impact of "Operation Twist," will be to bring down long term rates by about 20 basis points, or one fifth of a percentage point. This he said is equivalent to reducing the Fed's benchmark short term rates by half a point. To meet the budget deficit Russia plans to issue $50 billion worth of ruble denominated bonds and privatize $10 billion in state assets every year until 2014. Russia is also changing its policy to attract foreign investment. A seven month long negotiation for the government of Greece with representatives of the EU, the IMF and the ECB is completed in March 2014. A series of structural growth oriented reforms are part of the agreement. Part of the agreement focusses on returning some of the 2.9 billion euro surplus to the Greek people hit hardest in the crisis, a top priority for the government of premier Samaras. This includes homeless with 20 million euros, paying 2.8 billion in debts to suppliers in the private sector, 1 billion euros more than budgeted. 1 billion euros will be used to reduce Greece's debt. In total 500 million euros will go to relief for ordinary Greeks, including members of the police and security forces on low salaries. Social security contributions paid by employers and workers will be reduced by 3.9 percentage points, a step taken to boost wages. The agreement will lead to release of 10 billion euros in funds from the troika of EU,IMF and ECB. European parliament and local elections are in May and this has given the Samaras government a better position to state its case for helping austerity weary Greek citizens....
